New Delhi, Jul 15 () In the wake of the heavy downpour in Mumbai and coastal Maharashtra, the India Meteorological Department (IMD) on Wednesday upgraded the warning status from orange to red, a special bulletin on the city's rain said on Wednesday. The city has been witnessing heavy rains since Tuesday night, resulting in water logging in many areas. Red alert has been issued for Mumbai, R K Jenamani, scientist with the National Weather Forecasting Centre, said. The bulletin said scattered "heavy to very heavy rainfall" with isolated "extremely heavy falls" are very likely to occur over Mumbai city, Thane, Raigad and Ratnagiri districts during the next 18 hours. The bulletin added that due to the heavy rains, inundation of low-lying areas is expected. The rains could also lead to disruption in electricity and water supply, local traffic and road transport. Until 8.30 a.m., Dadar had recorded 15.9 centimetres of rainfall; Parel 13.2 cms; Colaba 12.9 cms; Worli 11.7 cms; Santacruz 10.6 cms; Santacruz 6.3 cms; Borivali 10.1 cms, as per the bulletin.  Mumbai, India's financial capital, witnessed over above 200 mm rainfall in 24 hours on Friday. While the rest of the country is reeling through dry spell, the average rainfall in Mumbai in June was above its long-term average, according to Skymet. Heavy rains on Sunday night caused water logging and traffic snarls, slowing down one the metropolis on Monday (July 1). "A monsoon depression movement will be approaching near Maharashtra and the Konkan coast so we could get a little heavier spells, little respite in between before we have the next one again," GP Sharma, vice president of meteorology, <a href="https://economictimes.indiatimes.com/markets/expert-view/monsoon-gains-second-wind-after-driest-june-expect-heavy-downpour-in-july-gp-sharma/articleshow/70025756.cms" data-type="tilCustomLink" target="_blank">Skymet told a television channel</a> on Monday. Mumbai must brace for floods this week, says a private weather forecaster

Dominated mostly by tribal hamlets, Mokhada is underdeveloped – it has a literacy rate that is two-thirds lower than the national rate of 74 per cent; it sees hundreds of children dying each year due to poor nourishment and health care facilities. Very few villages have any piped supply of water. As a result, many of them have to depend on common wells. But last year’s scarce rainfall meant that many village wells ran dry by January this year. The region generally sees over 2,400 millimetres of rainfall a year. But instead of providing for the locals, much of the water is diverted to Mumbai – which gets a major chunk of its water from here – along with other cities and industrial corridors. The scarcity can turn fatal. In April 2012, a woman died from the exertion of trying to fetch water. In addition, the hilly terrain in the region means the rainwater does not percolate but instead, slides off down the valley into the rivers. Photo: Kunal Purohit</a> SLEEPLESS NIGHTS SPENT DODGING SNAKES AND SCORPIONS The crisis is overturning the lives of Mokhada locals, who are staying awake through the night in search of water. Mathura Waghare, 35, from the tribal village of Brahmanpada, now has a routine that revolves around getting adequate water for her supply to survive each day. The village’s only source of water, a common well, ran out of water in January this year. Since then, Waghare has been searching for water in nearby villages on foot. When she found water 2km away in a neighbouring village, she was relieved. But the next day, villagers there were up in arms.

 “People in that village feared that they would run out of water if we continued going there. So, they refused to allow us to fill water,” she says. That’s when Waghare decided that she had had enough. She decided to head into the forest, to a well she knew was a 45-minute walk from Brahmanpada. This did not have much water, but the groundwater area in the table was high, she said. So the villagers would wait at the well every day for groundwater to percolate into the well. Each night at around 3am, Waghare starts walking into the forest with her stainless steel handis (large pots). Most nights, women from the neighbourhood walk with her. “It gets scary to walk alone. Photo: Kunal Purohit </a> With battery-operated torches in their hands, and balancing the handis on their heads, the women set out each night and sometimes, even multiple times in the day, if they receive unexpected guests or if the water runs out sooner. Once at the well, Waghare queues up, waiting for the water to percolate. “Sometimes, it takes 3-4 hours; other times, there is enough water in an hour. It is unpredictable,” she explains. Water filled, she balances two handis on her head, the third one in her hand, fingers firmly clasped around its neck. On an average day, she sleeps for five hours, before waking up between 2am and 3am. But there are days when her worries are so severe that she cannot sleep. “So, I finish my chores in the night and set out at 10pm or so. Without water, we can’t survive, so sleep does not matter,” she says. TAKING MATTERS INTO HER OWN HANDS Mathura Mavle, 30, sympathises with Waghare’s situation. Mavle lives in the tribal village of Kharawali, about 5km away from Waghare’s Brahmanpada. Just outside Mavle’s house lies a well. But it is bone-dry and its floor lies exposed to the sun. Another well, 1.5km away, is also nearly dry. So one summer day, two months ago, Mavle and Asha H* walked for a kilometre or so, climbing down small rocky cliffs to where a small stream flows past in the monsoons. The stream goes dry by October every year. One rock at a time, they both dug a small hole in the earth, at the base of an old tree. They kept digging through the day. But digging the hole, they realised, was just half the battle won. Standing over the pit, Mavle says: “There is only as much water a small pit like this can carry. So, whenever it runs out of water, we just sit around, waiting for groundwater to percolate into it.” The unpredictability means locals can be queuing up at the pit for up to half the day. Today isn’t one of those days. Mavle walks into the pit, crouches and patiently fills her pots, one bowl at a time. “We got lucky today,” she says, smiling. MOKHADA’S LONG-STANDING NEGLECT For activists working in the region, Mokhada’s struggles are a result of a long-standing neglect of the region. Brian Lobo, a veteran activist of the Kashtakari Sanghatana (Farmers Collective), says the locals have been clamouring for authorities to address the issue for years. He points to the three major dams in the region – these dams on the Vaitarna river, flowing through the region, supplying daily over 1,000 million litres of water to Mumbai. “We have demanded that the water from one of these dams, the Upper Vaitarna dam in the region be used to fulfil the needs of locals, rather than being diverted for industrial purposes.” Lobo said a study had even found it to be a workable solution. “But, consequent governments refused to implement it,” he said. <h2 style="border-color: currentcolor; border-style: none; border-image: none 100% / 1 / 0 stretch; font-family: Merriweather, serif; font-size: 1.71rem; font-stretch: inherit; font-variant: inherit; line-height: 2.21rem; margin-bottom: 0.42rem; margin-top: 1.14rem; vertical-align: baseline;">This crisis is not just about the poor management of water alone but a broader mismanagement of natural resources. Brian Lobo, activist</h2>One of the first dams in the region, the Modak Sagar Dam, was constructed in 1957 to supply water to Mumbai. The dam supplies over 400 million litres of water to Mumbai each day. The administrative head of Palghar district, Dr Prashant Nanaware, admits that there’s a problem. He says the government is working out a solution. “We also believe that the river’s water can be diverted for locals. We are working on a proposal to have water supply schemes for these parched villages and once approved, we will execute these.” But Mokhada is not alone in experiencing poor water supplies. But even in Chennai, data shows many of the city’s water bodies, which could have been a valuable asset in this scarcity, have become defunct due to poor management as well as allowing construction on it. Similarly, unplanned urbanisation has led to many of its wetlands shrinking to a fraction of their original size in the last few decades. Nityanand Jayaraman, a Chennai-based writer and a social activist who has been tracking environmental causes, says: “This crisis is not just about the poor management of water alone but a broader mismanagement of natural resources. Chennai’s growth has come at the cost of open spaces and water bodies, both of which are taken over and built upon to create more and more housing.” The pattern isn’t unique to Chennai, Jayaraman says. Pointing to other Indian metros, he says: “Across different Indian metros, we have followed this same model of development, one that prioritises needs of housing and commerce but not the environment.” *Name changed because she works for the local government and did not wish to be identified

In Navi Mumbai and Western suburbs too experienced heavy rains overnight. Western express highway is flooded with Versova and Andheri are water logged already. Low lying areas of Dadar and Sion are also water-logged. Lifeline Stalled The train service which is referred to as ‘Mumbai’s lifeline’, has stopped early morning today as all the three lines—Western, Central and Harbour lines have been shut down. In fact, around 11:52 am, the city is expecting a high tide of 4.5 meters by 11:52 am. Non-stop rains in Mumbai have killed 22, shut government offices, schools, delayed flights, and stranded people-- and it’s not over yet

The resilient Mumbaikar is being tested again. The Mumbai-kar who has survived floods, bombs, landslides and bad administration will certainly put up with another round of bad deluge. After all, the administration bodies really know the Mumbaikar takes pride in himself, every time he resurfaces after a raw deal. He is flustered only when the locals run behind by a few minutes, or are being cancelled for the day. Else, all is fine with his world. The bombs can explode and the water can gush. 
 
 Really, the state of infrastructure in India’s financial capital is something that invites a feeling of abhor, for want of a better expression. It was exactly ten years ago when the city turned into a live sea just as the day progressed from morning to noon, and into the evening. By then, city had no place to send its people or water that was pouring from the grey clouds. Ever consistently, and continuously. All communication had broken down, and the city had literally turned into a giant water body. Locals rose to the occasion, welcomed strangers into their homes; kept them warm and fed them hot food. That was in 2005. Just about a decade ago. But the memory is so green in people’s minds that it is tough to forget the neck high dirty water and the taste of tablets one had to consume so as to protect oneself from infections caused by rat bites. This was announced on the radio. Yes, <keyword id="6358070" type="COMPANY" weightage="100" keywordseo="Mumbai">Mumbai</keyword> had literally returned to stone-age (well, almost) those days with radio being the only mode of mass communication. Because newspapers didn’t reach many areas and television sets wouldn’t work after power breakdown of hours. Landslides followed. Local trains returned on tracks and ran precisely on the minute schedule. 
	 The city sprang back on its feet. It was business as usual and everybody, including the <keyword id="53938" type="COMPANY" weightage="60" keywordseo="Brihanmumbai-Municipal-Corporation">Brihanmumbai Municipal Corporation</keyword> (BMC) went right back into sleep. Studies were conducted to understand the water drainage system in the city which failed miserably when faced with 944 mm of rain in just a matter of 24 hours on July 26, 2005. God-fearing locals understood their mother, water-fairy and carer – River Mithi which flows around Mumbai had gotten angry. She had to be calmed down. 
	 
	 

	A decade later, Mithi has roared again to expose the bad planning of authorities who have slept through a decade of infrastructure planning and making the city safe for its people. In the last 24 hours, Mumbai has received more than 283 mm of rain. And this has exposed the delicate situation the city has been in. 
	 What happened to all those surveys, studies and urban planning expertise serve the city which controls most part of the <keyword id="34412" type="ORGANIZATION" weightage="60" keywordseo="economy">economy</keyword> of the country? 
	 
	 

	Heavy rains that pummelled Mumbai have cost the lives of two people who have died of electrocution in the last few hours. But, the real number of those suffering from water-borne epidemics and endemics will never come to fore. They will never make it to the government’s statistics, because the new government would like to believe it needed time to prepare for the challenge. Now, who can challenge them with their own claim? Was it the same people who said city was ‘monsoon-ready’? 
	 
	 

	Though the authorities claim the city received unprecedented rainfall, the drainage system that has existed since ages lays exposed. Bad and worse days ahead. 
	 
	 

	As a response to the 2005 flooding, city authorities had formulated The Greater Mumbai Disaster Management Action Plan which was identify the risks the city would face including floods, earthquakes and cyclones, and suggest ways of tackling the water related challenges. Though one of the suggestions was to deepen and broaden Mithi river which drains into Arabian sea, the suggestion wasn’t considered well owing to environmental factors. 
	 
	 

	Mumbai remains vulnerable to flooding owing to dense population, bad drainage and inefficient garbage management system which leaves the waterways clogged with plastics. 
	 
	 

	Just recently, Intergovernmental Panel on Climate Change predicted rise in sea level and Mumbai being the second city in the world at a risk of receiving high rainfall and being subject to floods too. Though development of improved drainage for the city is underway, the works are not moving at a desired pace. Pity that the governments chose to risk people’s lives and property over speed of expediting the works since 2005 floods. 
	 
	 

	A decade later, Mumbai stands exposed and how! In the last decade or so, Mumbai has spent more than Rs 1000 crore on flood preparedness and meeting the challenges that rise alongside. But, looks like the picture was worth less than the money paid. Because, the city has now returned to the starting point. Now, it’s an uphill task all over again.

Mumbai rains lay bare bad planning; crores have disappeared into thin air

Like every year, Mumbai, the financial capital and the city of dreams, has been flooded with monsoon rains, and like every year, it’s got people talking. 
 
Even though they say that the city never stops, looks like the rains have come fully prepared to change this perception, with local governing bodies requesting people to stay indoors and shutting schools. 
 Just like everything under the sun, <keyword id="143" type="CITY" weightage="100" keywordseo="Bollywood">Bollywood</keyword> celebrities had something to say about <keyword id="172016" type="UNKNOWN" weightage="100" keywordseo="Mumbai-rains">Mumbai Rains</keyword> as well. While some showed anger at the mismanagement of the government, some were seen sharing recent images to warn people about the gravity of the situation.

A top office-bearer of a traders' body said they are not opposing the farm bills passed recently by Parliament, but wanted the state government to protect their "business interest" by slashing the mandi duty. "The state government should immediately reduce the mandi fee that is charged from traders on the purchase of agriculture produce to 0.5 per cent from the current 1.5 per cent," said Gopaldas Agrawal, president, Madhya Pradesh Sakal Anaj Dalhan Tilhan Mahasangh Samiti. He said trading of commodities in about 270 small and big mandis in the state will remain shut until the government accepts demands of the Samiti.
