It had previously stalled authorities from chopping trees to make a clearing. However, that stay did not help. Bombay High Court had given an approval for the project. And by the time SC’s stay came in after the weekend, the authorities had already chopped 2,134 of the targeted 2,600 trees. Now, the authorities have the authority to carry on the rest of the chopping. On October 4, BHC allowed it by refusing to consider Aarey Colony a forest area. It has been one of the most controversial judgments as hundreds of people took the social media by storm over the issue. Mumbai’s Aarey Colony is a green belt in suburban Goregaon which has more than five lakh trees. The island city of Mumbai is popular for its high rises. But, the city also has green belts in and around busy area, providing the much needed relief to the concrete developments. The Mumbai metro which cuts through the area, claims that this clearing is necessary for construction. After city-wide protests, the state’s ruling Bharatiya Janata Party (BJP) government promised that five trees will be planted for every tree cut for this project. The project’s activities triggered a protest inside Aarey Colony which also spread to Twitter. The activists intensified their protests after the Bombay High Court dismissed petitions against Mumbai Metro Rail Corporation (MMRCL) to save the green zone. A special Supreme Court bench comprising justices Arun Mishra and Ashok Bhushan said it will have to examine the entire issue and posted the matter for hearing on October 21, before its forest bench.

Mumbai is the financial capital of India, and is home to a host of fintech startups. According to a <a href="https://yourstory.com/2019/03/india-second-biggest-fintech-hub-ld0slui9fn">report </a>in March 2019, India has over 2,000 fintech startups with most of them based out of Mumbai and Bengaluru, making the country the world’s second biggest fintech centre. “Providing access to capital and global or home-grown investors will eventually put us on the world map for fostering next-gen innovation and creating globally competent firms,” said Nanda. This investment platform is powered by PriceWaterhouseCoopers (PwC) and Medici with other partners like Aimcrest, NASSCOM, IVCA (Indian Venture Capital Association), among others. In February 2018, the Maharashtra government <a href="https://www.livemint.com/Politics/hRG81g8w6hvgFBEfCAwCAJ/Maharashtra-government-unveils-financial-technology-policy.html">announced</a> a fintech policy under which the state would facilitate startups with a ₹2 billion fund to be one of the top five fintech hubs in the world. Maharashtra Government launches an investment platform for fintech startups

The pulsating, throbbing, highly-energetic and the never-say-die <keyword id="6358070" type="COMPANY" weightage="20" keywordseo="Mumbai">Mumbai</keyword> is blessed with an unbeatable charisma. The mega Mumbai is now on the threshold of receiving something from <keyword id="6355838" type="COMPANY" weightage="20" keywordseo="New-York">New York</keyword>. Borrowing the idea of <keyword id="67784" type="ENTERTAINMENT" weightage="20" keywordseo="Times-Square">Times Square</keyword>, the <keyword id="6355125" type="ORGANIZATION" weightage="20" keywordseo="NDA-government">NDA government</keyword> is planning to turn the monumental Kala Ghoda into something that resembles the Big Apple’s gregarious and lively spot of expression. 
 
Times Square (TS) is an important landmark in NY. And so is Kala Ghoda in Mumbai. When you see what’s common between both, the list is quite long, and unique to the cities these landmarks represent. But what sets them apart is the countries they stand in. While TS is largely surrounded by those structures that boast of both capitalism and art, Kala Ghoda is clearly art and more of it. 
 
Kala Ghoda since long has been somewhat elitist in what it stands for, but then when you take a closer look, it doesn’t necessarily carry an attitude. It is a place where a commoner can meet the writer or a performer, or a painter. And, both can stay comfortably in their own places without being forced to interact. It is a cultural hub that has turned into a landmark. Kala Ghoda does not entice you the way TS does, but the temptation to visit Kala Ghoda is somewhat a tug at heart you feel. It is the difference between enticement, and the longing that sets them apart. 
 
Times Square on the other hand isn’t a Kala Ghoda, obviously. Though the Yankee razzmatazz is what you are promised as a sight when you visit, you would be surprised to see it represents far more than what it has been projected to. For an Indian who has grown seeing vast spaces of cultural expression, Times Square is usually a place that sits snugly between the powers-that-be, exploring its own expressional alleys. The attitude, leaning towards being a snob of sorts, very consumed within self. But then, everyone around the place is an equal alien, unlike Kala Ghoda where even an alien feels at home, becomes part of an installation or a performance when it is underway. 
 
NDA’s plans to turn Kala Ghoda into TS is probably a small design of a bigger, complicated plan to change the socio-political identity of the place. If done well, it may turn out to be a splendid job adding another dimension to the city. If done badly, it may stay there like sore acne, a grim reminder of why copying is not necessarily complimenting something that inspired you. 
 
Mumbai being Mumbai, it is at home with its identity of ‘Bombay’ too. It is a mystic sufi verse that only connects with the relentless pursuit of sublime joy, than strutting temptation in the face and inviting you over. Perhaps, instead of creating a TS in Mumbai, NDA should sell the idea of setting up a Kala Ghoda in USA. It will surely add some humility to the Big Apple.

Should Mumbai Get A Times Square, Or New York Get A Kala Ghoda?

As India is intensifying in terms of economy, infrastructure and IT, neighboring countries are looking forward to invest in Mumbai, the financial capital of the nation. As per a report published in The Economic Times, four countries are eying the multi-crore <keyword id="2936235" type="UNKNOWN" weightage="20" keywordseo="Mumbai-Trans-harbor-Sea-Link">Mumbai Trans-harbor Sea Link</keyword> from Mumbai to <keyword id="57321" type="PERSON" weightage="20" keywordseo="Navi-Mumbai">Navi Mumbai</keyword>. 
 The <keyword id="6356172" type="ORGANIZATION" weightage="20" keywordseo="Maharashtra-government">Maharashtra government</keyword> had been struggling to seek funds for the 22-km sea link and had approached <keyword id="634122" type="ORGANIZATION" weightage="20" keywordseo="Japan-International-Co-operation-Agency">Japan International Co-operation Agency</keyword> (JICA) initially. Meanwhile, the <keyword id="71798" type="ORGANIZATION" weightage="20" keywordseo="Chinese-government">Chinese government</keyword> too showed interest in the project in May, when Chief Minsiter <keyword id="6355042" type="PERSON" weightage="20" keywordseo="Devendra-Fadnavis">Devendra Fadnavis</keyword> visited China. 
 As per the state government officials’ inputs to ET, apart from <keyword id="6355311" type="COUNTRY" weightage="20" keywordseo="Japan">Japan</keyword> and China, UK and Germany too are in contact with the Fadnavis government for the project. 
 
After many such offers in his kitty, what Devendra Fadnavis has to think of is the best deal as all the countries are up with their own terms and conditions. For instance, UK has put-up a condition that 20% of the project work should be given to firms in the UK while 30% could go to Indian firms. The rest 50% could be given to other firms abroad. Germany, on the other hand wants 50% of the project work to go to firms in its country, 30% to Indian firms and the rest to other firms abroad. 
 
China, to the contrary, has not laid down any conditions so far, but there have been reports that the Chinese are expecting the entire project under their command. As per a state government official, the Chinese government wants the entire project work, including the sub contracts, to be assigned to the firms in its country alone. 
 With so many offers, what the Maharashtrta government is looking forward to, USP Madan, commissioner of <keyword id="64095" type="ORGANIZATION" weightage="20" keywordseo="Mumbai-Metropolitan-Region-Development-Authority">Mumbai Metropolitan Region Development Authority</keyword> (MMRDA), informed that no decision has been taken so far on who would be given the project.

Its shares were trading at Rs 4.08 a share, higher by 35 per cent on the BSE. The company had urged the court that the bank guarantee deposited with the government by Vodafone Idea should not be encashed. On Tuesday, Vodafone Idea's scrips closed 11 per cent lower after India Ratings downgraded its rating on non-convertible debentures of Rs 3,500 crore citing stress on the company's near-term liquidity after the Supreme Court's ruling.

Union Environment and <keyword id="136545" type="POSITION" weightage="60" keywordseo="Forest-minister">Forest Minister</keyword> <keyword id="119642" type="PERSON" weightage="80" keywordseo="Prakash-Javadekar">Prakash Javadekar</keyword> granted environment clearance for the ambitious 35-km-long coastal road project between Nariman Point and Kandivali in Mumbai. 
 It was announced by <keyword id="26806" type="POSITION" weightage="80" keywordseo="Maharashtra-Chief-Minister">Maharashtra Chief Minister</keyword> <keyword id="6355042" type="PERSON" weightage="80" keywordseo="Devendra-Fadnavis">Devendra Fadnavis</keyword> today, according to a PTI report. 
	 

	"Thank you @PrakashJavdekarjee for approving coastal road for Mumbai. It's a dream come true. Best gift to Mumbai by Modiji's Govt," Fadnavis tweeted after meeting Javadekar in Delhi this morning. 
	 

	"Coastal road will decongest the traffic of Mumbai and will create 91 hectares of green spaces. Taking Mumbai infra to next standard. Earlier govt. was talking about coastal road for 5yrs. I'd promised Mumbai that will get it approved in 5 months," he said. 
	 

	"Happy it took even lesser time. Timeline of Mumbai coastal road clearance. Draft Notification by 15th June. Final notification by 15th August," the chief minister said in series of tweets. The <keyword id="6356172" type="ORGANIZATION" weightage="80" keywordseo="Maharashtra-government">Maharashtra government</keyword> signed a Memorandum of Understanding on June 6 with the government of the <keyword id="44173" type="COUNTRY" weightage="80" keywordseo="Netherlands">Netherlands</keyword> to obtain technical advice on feasibility of building metro track along the proposed coastal road connecting north and south Mumbai. 
	 

	The coastal road project was conceived by the previous Congress-NCP government after it decided to drop the extension of the Bandra-Worli sea link project up to Haji Ali.

Boost for Mumbai infrastructure, Centre clears coastal road project

<ul><li>Three premier Indian institutions raised concerns over lack of government funding. </li><li>Indian Institutes of Technology (IIT) Mumbai and Delhi campuses and the Indian Institute of Science (<keyword id="41780" type="ORGANIZATION" weightage="20" keywordseo="IISC">IISc</keyword>) Bengaluru are amongst those who are unhappy with the IoE plans. </li><li>The Human Resource and Development Ministry (MHRD) recently awarded <keyword id="4396140" type="PERSON" weightage="20" keywordseo="institute-of-eminence">Institute of Eminence</keyword> (IoE) tag to Kalinga Institute of Industrial Technology (KIIT) Deemed to be University, Bhubaneswar.</li></ul>Three premier Indian institutions are unhappy with the slow release of <keyword id="92892" type="PERSON" weightage="20" keywordseo="government-funds">government funds</keyword>. The issue came to the fore when Human Resource and Development Ministry (MHRD) awarded Institute of Eminence (IoE) tag to <a href="https://www.telegraphindia.com/states/west-bengal/global-goal-on-kiit-radar/cid/1719803">Kalinga Institute of Industrial Technology (KIIT)</a> in Bhubaneswar. But two institutes which were given the same recognition last July --Indian Institutes of Technology (IIT) Mumbai and Delhi and the Indian Institute of Science (IISc) Bengaluru — say that the government has not yet provided enough funds to implement IoE plans. The IoE scheme plans to rope in 10 public and private institutions and enable them with better infrastructure, amenities, and autonomy. As per the scheme, the government was to infuse ₹1,000 crore over five years to public institutions. Private institutions are not eligible for government funding. <keyword id="57604" type="CITY" weightage="20" keywordseo="iit-delhi">IIT Delhi</keyword> had requested for ₹200 crore but received ₹93 crore, as on September 2019. <keyword id="71852" type="ORGANIZATION" weightage="20" keywordseo="IIT-Mumbai">IIT Mumbai</keyword> received nearly ₹43 crore. On the other hand, IISc has received ₹78 crore against its demand for ₹167 crore in 2018. “There is a protocol for release of funds. The unused balance with the institute has to be reduced to 20% for further (fund) release,” HRD official <a href="https://indianexpress.com/article/education/three-institutes-iit-of-eminence-flag-slow-funding-govt-points-to-unspent-funds-6123451/">told</a> the Indian Express. The institutions have appealed for a regular inflow of funds to execute IoE scheme. “We cannot start a big project or activity if funds are released in piecemeal (manner). It’ll be much easier if funding is linked to an activity and not to fixed conventional heads under which the government usually releases funds,” the official added.
