Mumbaikars likely woke up to the splashy sounds of rain this morning as heavy showers began lashing the city early this morning. With forecasts indicating that the wet conditions would prevail throughout the day, many school and office-goers are staying in for the day. But those that must venture out, be warned that the sight of waterlogging and horrible traffic are waiting to greet you. Residents have been experiencing the true essence of the Mumbai monsoons (read flooding, traffic snarls and delayed trains) over the last few days. In just the 24 hours ending at 8:30 AM today, the city’s Santacruz observatory has recorded 116 mm of rainfall while the one in Colaba has seen 86 mm of rains in the duration. The India Meteorological Department’s forecasts suggest that this wet spell is here to stay. Cloudy skies with heavy rains are going to be the norm in Mumbai at least until the coming Monday (July 15). Its neighbouring districts will also witness similar conditions. Accordingly, a yellow watch (meaning ‘be updated’) has been issued over Mumbai and Palghar, indicating chances of heavy rainfall today, with Mumbai going on orange alert (meaning ‘be prepared’) from tomorrow. Thane and Raigad are already under an orange alert due to the possibility of heavy to very heavy rains. The intense downpours are attributed to a cyclonic circulation and the monsoon trough over Maharashtra. And this is a sign of the monsoon intensifying for the state. A high tide is expected at around 4 PM today, putting authorities in Mumbai and surrounding areas on alert. Experts are closely monitoring the situation and have issued warnings for flash floods, waterlogging and road traffic to ensure public safety. But due to train tracks flooding and flights experiencing delays due to inclement weather, people travelling by these means will face inconvenience. On the bright side, daytime temperatures have dropped nearly two degrees below normal at 28.6°C, and this trend is expected to continue for the next few days. Mumbai in for heavy rains over the weekend; IMD warns of flash flood risks in low-lying areas

Incessant rains with intermittent spells of moderate to heavy showers since Friday morning have slowed down public transport services and traffic in <keyword id="6358070" type="General" weightage="20" keywordseo="Mumbai" source="Orion">Mumbai</keyword>. Several parts of the country's financial capital received more than 15 mm of rainfall between 7 am and 8 am. Due to heavy rains, low-lying areas like Sion saw waterlogging prompting the authorities to divert road traffic. In the Western suburbs, the Andheri subway between Andheri and Jogeshwari railway stations was also waterlogged. The India Meteorological Department (IMD) Mumbai issued a "Nowcast" warning at 8 am, predicting heavy "intense spells of rain very likely to occur at isolated places in the districts of Mumbai during next 3-4 hours". The weatherman has predicted "moderate to heavy rain in the city and suburbs" with the possibility of "very heavy rainfall at isolated places" for the next 24 hours for the Maharashtra capital. A civic official said there will be a high tide of 3.87 metres in the Arabian Sea at 4.09 pm. Being a saucer-shaped city, high tides coupled with heavy rains can trigger flooding as water doesn't get discharged into the sea at that time. In the 24 hours that ended at 8 am on Friday, Mumbai's island city recorded an average 93.16 mm of rainfall. The figure was 66.03 mm and 78.93 mm for eastern Mumbai and western Mumbai, respectively, a civic official said. A spokesperson from Brihanmumbai Electric Supply and Transport (BEST) said that the public bus service body has diverted three bus routes due to waterlogging at Sion since 7.50 am. Western Railway and Central Railway, which operate local trains in Mumbai, claimed on X that their suburban services were "running". However, commuters complained of some delays, though there was no waterlogging on the tracks.

In the span of a few hours, between 1 AM and 7 AM last night and early this morning, the city has reportedly recorded over 300 mm of rains in various parts of Mumbai. And these downpours were enough to bring the financial capital’s creaky infrastructure to its knees. Several key roads, including those near King's Circle in Dadar, were submerged underwater, causing traffic gridlock and disrupting commutes. The relentless rain caused severe waterlogging in several other areas too, with reports of knee-deep water in Buntara Bhavan in Kurla East and Powai. This led to the diversion of many BEST buses from their regular routes, causing further inconvenience for commuters. Flight operations at Chhatrapati Shivaji Maharaj International Airport were also impacted. Airlines like IndiGo and Vistara advised passengers to expect delays and heavy traffic congestion while travelling to the airport. IndiGo even offered passengers flying into or out of Mumbai the option to rebook their flights or get a full refund due to the weather conditions. Train services, a lifeline for Mumbaikars, were not spared either. The Central Railway's suburban network faced delays due to waterlogging at stations like CSMT, Churchgate, and LTT. However, the Western Railway managed to clear tracks using high-capacity water pumps, ensuring normal operations in their suburban section. Further, the Brihanmumbai Municipal Corporation (BMC) prioritised student safety by declaring a holiday for the first session in all BMC, government, and private schools and colleges within their jurisdiction. The decision on afternoon classes was to be made later based on the evolving situation, but a holiday has been declared for all schools and colleges today. Citizens took to social media to share their experiences, posting videos and updates on waterlogged streets and areas to avoid. However, Mumbai’s skirmish with the torrential rains is hardly over yet. <h2>Heavy rains to continue pounding Mumbai and nearby districts </h2>The India Meteorological Department (IMD) has forecast up to widespread rains accompanied by thunderstorms and lightning over various parts of Maharashtra over the next five days. During this period, heavy rains (64.5 mm-115.5 mm) are likely over Konkan, Goa and Madhya Maharashtra until Friday. Mumbai’s Regional Meteorological Centre had earlier issued a yellow alert for rain in Mumbai and surrounding areas. With heavy rain expected to continue, citizens are advised to stay cautious and avoid venturing out unless absolutely necessary. Apart from the Maharashtra capital, other districts like Thane, Palghar, Pune, Ratnagiri, Dhule and Raigad will all be in for similarly heavy rains today. <h2>Impacts due to heavy rains</h2><ul><li>Water logging/inundation in most parts of low lying areas and river banks</li><li>Occasional reduction in visibility due to heavy rainfall</li><li>Disruption to road, rail and ferry transport</li><li>Local disruption of municipal services such as water and electricity etc</li><li>Possible uprooting of weak trees and collapse of old and unmaintained structures.</li><li>Damage to horticulture and standing crops due to water inundation and gusty winds</li><li>Minor damage to kutcha houses/walls and huts</li><li>Occasional gusty winds with speed reaching 35-45 gusting to 55 kmph along and off the coast resulting in possibilities of damage to vulnerable/temporary structures</li><li>Possibility of landslide/mudslides and rock falls in hilly areas</li><li>Rough sea conditions along the coast</li></ul>Residents must be cautious and prepared for the inclement weather conditions in Mumbai.  Money that would put a smile on any face The mega city’s generous 24 million population has accepted the civic body’s indifference as its fate. This, even after contributing ₹30,000 crore ($4.2 billion) this year to the municipal budget. The Brihanmumbai Municipal Corporation’s budget has swelled nearly five times in the last 12 years but the plight of its people has only gotten worse. Even by the standards of commercial capitals in developing countries, Mumbai is a mess. Behind the veneer of its entrepreneurial spirit and a professional workforce, lies a city that has been plundered by the ruling elite at an unprecedented scale. Mumbai’s civic body is flushing billions down the drain Meanwhile, the cats at the BMC (which has 1.2 lakh personnel) are getting fatter every year. For instance, documents show that its Chief Engineer AS Yamgar of the Sewerage Operation Department made a monthly salary of ₹1,24,725 as of June 2018. This is nearly as much as <a href="https://www.news18.com/news/business/budget-2018-increases-salary-of-president-by-200-to-rs-5-lakh-per-month-1647855.html">the salary of the President of India before the hike last year</a>, or that of a mid-level corporate employee. However, for the BMC leadership and staff, the money seems to come without accountability.

 And the rot runs deep. <a href="https://www.indiatoday.in/india/story/mumbai-bmc-driver-makes-more-money-than-commissioner-216408-2013-11-04">An India Today story in 2013</a> exposed how a driver earns more than the municipal Commissioner he serves. He simply slept in the vehicle after being relieved of his duties and got paid for working overtime. Shiv Sena, the party ruled by the Thackeray family, controlled the corporation for most part of the last three decades. Therefore, the blame for the shortcomings of the civic body squarely falls on them. The poor quality of the pothole-ridden roads of Mumbai reveal the enormity of misused funds. People tend to believe without question when it is informally said that less than 20% of the money is actually used in the infrastructure projects, and the rest is siphoned off. The passivity of the voters can be disheartening. Almost 81% of the total of 1,491 kilometres of roads in the city are managed by the BMC. But, the four best-managed roads in the city – Bandra Worli SeaLink, New Airport Road, Eastern Freeway and Bandra Kurla Complex-- are under the supervision of Mumbai Metropolitan Road Development Authority (MMRDA), which is also in charge of the metro rail construction that is currently underway. The MMRDA is not without flaws as exposed by <a href="https://www.thehindu.com/news/cities/mumbai/mumbai-monorail-a-trip-to-nowhere/article29273282.ece">the colossal failure of the recent monorail project</a>. Yet, it has been slightly more efficient than the BMC in some cases. The devastating floods of 2005 that killed over a 1,000 people should have been a wake up call. At that stage, an honest leadership would have been embarrassed enough to pull themselves into action and resurrect the city to avoid a similar carnage in the future. Since then, there have been five Chief Ministers -- Vilasrao Deshmukh, Ashok Chavan, Sushil Kumar Shinde, Prithviraj Chavan, and now, Devendra Fadnavis-- but the people’s plight has got worse with every passing monsoon. One may expect the authorities to prepare and respond better given that an election is scheduled this year. However, the choice for the voters is between the devil and the deep sea as both Congress and the Bharatiya Janata Party (BJP) outfits have failed the people of the city over the years. In Mumbai, “<a href="https://www.pinterest.com/pin/393220611192996582/?nic=1">there are no heroes here, only survivors.</a>”

While the rest of the country is reeling through dry spell, the average rainfall in Mumbai in June was above its long-term average, according to Skymet. Heavy rains on Sunday night caused water logging and traffic snarls, slowing down one the metropolis on Monday (July 1). "A monsoon depression movement will be approaching near Maharashtra and the Konkan coast so we could get a little heavier spells, little respite in between before we have the next one again," GP Sharma, vice president of meteorology, <a href="https://economictimes.indiatimes.com/markets/expert-view/monsoon-gains-second-wind-after-driest-june-expect-heavy-downpour-in-july-gp-sharma/articleshow/70025756.cms" data-type="tilCustomLink" target="_blank">Skymet told a television channel</a> on Monday. Mumbai must brace for floods this week, says a private weather forecaster

<ul><li>They say the warm ocean temperatures in the northern Arabian Sea results in increased moisture and large fluctuations in the monsoon winds.</li><li>Less than two months ago, the <keyword id="447508" type="PERSON" weightage="20" keywordseo="Western-Coast">western coast</keyword> of India was bracing itself for cyclone Nisarga, and it is now dealing with a torrential downpour.</li><li>The Indian Meteorological Department (IMD) predicts active monsoon conditions over the west coast, including Mumbai and east coast of India, and likely intense rainfall over Gujarat, Madhya Pradesh, <keyword id="43945" type="LOCATION" weightage="20" keywordseo="Chhattisgarh">Chhattisgarh</keyword> and Odisha.</li></ul> Scientists on Thursday explained the extreme rainfall event in Mumbai to an anomaly that will become a recurrent pattern with increasing warming of the ocean and poleward shift of the low-level jetstream that impacts the Indian summer monsoon. They say the warm ocean temperatures in the northern Arabian Sea results in increased moisture and large fluctuations in the monsoon winds. Less than two months ago, the western coast of India was bracing itself for cyclone Nisarga, and it is now dealing with a torrential downpour. The Indian Meteorological Department (IMD) predicts active monsoon conditions over the west coast, including Mumbai and east coast of India, and likely intense rainfall over Gujarat, Madhya Pradesh, Chhattisgarh and Odisha. A low-pressure area formed over the North Bay of Bengal off West Bengal-Bangladesh coasts on August 4, which is predicted to become more marked during the next 24 hours and move west-northwestward to south Gujarat across Odisha, Chhattisgarh and Madhya Pradesh during next three days. Heavy to very heavy rainfall is forecast for these regions till August 10. A cyclonic circulation lies over south Gujarat and neighbourhood at middle and upper level tilting southwards with height. "While it is too early for an in-depth analysis of the ongoing floods, what we can say is that there is an increasing trend in heavy rainfall events on the west coast of India," explained Roxy Mathew Koll, Scientist with the Indian Institute of Tropical Meteorology and Lead Author with the IPCC Oceans and Cryosphere. "In our analysis of rainfall data over the last 70 years, we find a three-fold rise in extreme rains along the west coast and central India." This is because the monsoon winds over the Arabian Sea are now exhibiting large fluctuations, thanks to a warmer environment. Occasional surges in the winds drive a huge amount of moisture supply from the Arabian Sea, across the entire west coast. These episodes result in an intense rainfall spread over three days. "Besides some of my colleagues at New York University have found a slight northward shift of the monsoon westerlies in recent decades. This could mean that the chances of heavy rainfall might be larger towards the north of Western Ghats, but that aspect is yet to be explored," Koll said. Anjal Prakash, Research Director and Adjunct Associate Professor with the Bharti Institute of Public Policy of the Indian School of Business, said: "We have enough knowledge now that links some of the high precipitation events with rapidly changing climatic conditions." "IPCC reports have given pointers apart from other studies of similar nature. This information must lead to wisdom on what could be done. Some of the Indian cities such as Mumbai, Kolkata, <keyword id="6368842" type="PERSON" weightage="20" keywordseo="vizag">Vizag</keyword> and Goa are at greater risks due to its proximity to the sea or being in the high-hazard zones. "Mumbai being the richest Indian municipalities do not have a lack of resources to adapt to these climatic events. With proper adaptation measures, some of the impacts of high rainfalls could be avoided." During the summer monsoon of 2016, heavy-to-extreme rainfall events occurred across the central Indian region resulting in large-scale floods. The floods were widespread and caused damage to life and property on the west coast, including Mumbai, and submerged the Kaziranga National Park in <keyword id="6354915" type="LOCATION" weightage="20" keywordseo="assam">Assam</keyword>. A snapshot of the satellite rainfall data during these floods reveals a widespread heavy rainfall event spread over three days. The regional extent of the widespread rainfall event shows a huge similarity with that of the increasing trends in extreme rain events. The Mumbai 2017 floods also exhibited a similar pattern, say experts. As Chennai floods saw claims of over Rs 1500 crore, the motor insurance companies are treading the path carefully and have decided to make premium 15% higher. 
 
"We will have to build in the factor of flood for all big cities that are developing fast and premium should go up by 10%-15%. Simple clogging due to rain water can enter basement parking and result in claims,” Vijay Kumar, head of motor insurance Bajaj Allianz General Insurance, told ET. 
 
The Rs 1500-crore claim during Chennai floods was more than that of 2006 Mumbai floods claim. Experts say that higher claims in metros act like a whip, thereby increasing the premium.
