<ul><li>Mumbai is now the most car-congested city in India with 510 cars for every kilometre. </li><li>Car density in Mumbai is five times more than that of New Delhi. </li><li>Pune, Kolkata, Chennai are among the top five most ‘car congested’ cities after Mumbai. </li></ul>Narrow roads and lack of parking regulation have all contributed to turning India’s financial capital Mumbai into the most car-congested city in the country. Mumbai’s car density rose by 18% in the last two years with 510 cars for kilometers of road, Times of India reported. The density is five times higher than that of New Delhi, which is also struggling with longer traffic jams and lower Air Quality Index, <a href="https://timesofindia.indiatimes.com/india/mumbais-car-density-5-times-that-of-delhi/articleshow/68553387.cms?from=mdr">reported</a> the Times of India. Other cities struggling with the problem of high car congestion include Pune with 359 cars per kilometre, followed by Kolkata with 319 cars per km and Chennai with 297 cars per km. The primary reason behind car-congestion is insufficient road space. The private car population of Mumbai is less than a third of Delhi but it has only 2,000km of road in comparison to 28,000 km road space in Delhi. The under-construction Mumbai metro network adds to the problem. There were only 430 cars per km in mid-2016, according to Maharashtra transport ministry data, <a href="https://timesofindia.indiatimes.com/india/mumbais-car-density-5-times-that-of-delhi/articleshow/68553387.cms?from=mdr">reported the Times</a> of India. However, the government <a href="https://www.hindustantimes.com/mumbai-news/mumbai-metro-work-causes-traffic-bottlenecks/story-yARZ73LiWSpMYFgfiKLTeM.html">expects</a> traffic to ease once the Metro project finishes by 2021. In mid-2016, car density in Mumbai was 430 cars per km, which has now gone up to 510, This has taken the total number of registered private cars to 1 million on city roads, roughly 28% of the total vehicular population in the city, which stands at 3.6 million, said the report citing an official. Nearly half the road space is occupied by private cars of all types including SUVs which is why the average speed on the Western Express highway is limited to 10kmph during peak hours. There is an urgent need to set up a parking authority which will overlook parking problems in the city and free up 50% roadspace in the city, said the reporting citing an official. Mumbai is now the most car-congested city in India: Report

<ul><li>Mumbai takes the top spot for being the city with the worst traffic flow in the world for the second consecutive year. </li><li>An average commute during peak hours in Mumbai takes 65% longer than usual travel time. </li><li>New Delhi is standing just a few spots away from Mumbai at fourth position.</li></ul>India’s financial capital,Mumbai, is seeing the worst traffic flow in the world, said a report by navigation technology firm TomTom said. While New Delhi stands just a few spots away from Mumbai at fourth position. The report studied congestion in 403 cities across 56 countries in six continents. Mumbai takes the top spot for the second consecutive year. An average commute during peak hours in Mumbai takes 65% more time because of traffic while it takes 58% longer in Delhi to travel during rush hours. The top five most congested cities in the world are Mumbai followed by Colombian capital, Bogota (63%), Lima in Peru (58 per cent), New Delhi (58 per cent) and Russian capital, Moscow (56%). Rising trend Traffic congestion has been rising globally over the last 10 years and all the cities included in the Traffic index report are either witnessing constant rise in traffic congestion or have been constant during 2017 and 2018. Out of the 403 cities included only 90 cities that have shown measurable decreases. Most of the decreasing trend was seen in Asian cities mainly in Jakarta where the congestion fell by 8%. Every city in South America posted an increase in congestion with Lima, Peru witnessing 8% increase. "Globally, traffic congestion is rising. And that's both good and bad news. It's good because it indicates a strong global economy, but the flip side is drivers wasting time sitting in traffic, not to mention the huge environmental impact," Ralf-Peter Schaefer, TomTom's Vice President of Traffic information said. The report suggested that the car makers, technology, companies and road authorities will have to design tool to make roads less congested.

This would be good news for many and may also help reduce corruption in the issuance of commercial licenses. Up till now, people had to first get a private licence and then wait one year to get the commercial licence. This roundabout way has been done away with, however, the commercial driving licence remains mandatory for those driving trucks, buses and other heavy commercial vehicles. That said, there are some inhibitions that this move will increase congestion on the roads. Anil Chikkara, an expert on transport issues, told <a href="https://timesofindia.indiatimes.com/india/commercial-driving-licence-not-needed-for-taxis-autos/articleshow/63822859.cms">The Times Of India</a>, “In an ideal condition, one cab replaces at least six private cars and an autorickshaw substitutes over a dozen cars since these are on the move and need little parking space.” And by that logic, this move will help ease the problem. Chikkara’s comment is echoed in a study by <keyword id="136162" type="CITY" weightage="20" keywordseo="Boston-Consulting-Group">Boston Consulting Group</keyword> commissioned by <keyword id="1042120" type="PERSON" weightage="20" keywordseo="Uber">Uber</keyword>, which says ridesharing could help deal with a mammoth problem - parking. If embraced, 760 to 22,000 acres of parking space in four primary cities -- Delhi, Kolkata, Mumbai and Bangalore -- could be used for other purposes. In Delhi alone, up to 22,369 acres of space can be saved by adopting rideshare (assuming rideshare substitutes for private cars), which is almost 4 times the size of Indira Gandhi Airport. According to the report, peak congestion in cities averages 149% which is substantially higher than other comparable cities around Asia. Commuters take 1.5 times longer to travel a given distance during peak hours, compared to travel time during non-peak hours. This is currently estimated to cost a whopping $22 billion per year - and that is only in the four primary cities. According to Barney Harford, COO of Uber, "If car ownership trends continue, Indian cities risk coming to a complete standstill in only a few years”. He goes on to say, “Ridesharing can be part of the solution to traffic congestion because it uses technology to get more people into fewer cars. We can unlock our cities and their full potential, but we have to do it together.” A few years back, an average city dweller would baulk at the idea of sharing their taxi with anyone. Cut to 2017-2018, not only is ridesharing becoming acceptable, many in fact consider it to be a preferred way to travel. According to the report, over 79% of the respondents from the four primary cities -- Delhi, Kolkata, Mumbai and Bangalore -- who plan to buy a car in the next five years said that they would reconsider the move, should the affordability and convenience of ridesharing match or exceed that of owning a car. The move will, of course, help Uber and <keyword id="6354720" type="UNKNOWN" weightage="20" keywordseo="ola">Ola</keyword>, who have been trying to push ridesharing in the countries. Not requiring a commercial license will likely help the companies ramp up the number of drivers who sign up for their services.

More moving bodies in the world's largest cities mean some commutes are truly awful experiences. In 2018, the transportation data firm INRIX Research released a list of <a href="http://inrix.com/scorecard/">the most congested cities</a> in the world, which studied 1,360 cities in 38 countries and <a href="http://inrix.com/scorecard/">scored</a> Los Angeles as the most congested city on earth for commuters. "It is clear that congestion is a global phenomenon, and impacts businesses as well as commuters, small cities as well as large ones and developing as well as developed economies," INRIX wrote in the study. According to the study, congestion cost US commuters more than $305 billion in 2017, that represents an increase of $10 billion over the previous year. <ul><li>The <keyword id="6355014" type="UNKNOWN" weightage="20" keywordseo="delhi-high-court">Delhi High Court</keyword> suggested that India’s national capital use drones to monitor water logged areas of the city to reduce traffic congestion and conduct water harvesting. </li><li>In Mumbai, the <keyword id="66416" type="ORGANIZATION" weightage="20" keywordseo="Western-Railways">Western Railways</keyword> are also using drones to monitor train tracks that are prone to flooding. </li><li>The government will use contractors to deploy camera drones, which will send back pictures from areas deemed vulnerable to <keyword id="52295" type="PERSON" weightage="20" keywordseo="waterlogging">waterlogging</keyword> and flooding. </li></ul>Every year the <a href="https://www.businessinsider.in/the-mystery-of-indias-erratic-monsoon-can-be-found-in-the-indian-ocean/articleshow/69215027.cms">monsoon rolls in</a> and India’s major cities, Mumbai and Delhi, are left flooded and water logged in the aftermath. Underpasses are submerged, potholes turn into mines that cars have to navigate through; and lack of drainage systems turns roads into swimming pools. This year, the <a href="https://www.news18.com/news/india/delhi-high-court-suggests-use-of-drones-to-identify-water-logging-sites-in-city-during-monsoon-2231843.html">Delhi High Court</a> suggested that the city rope drones to identify and keep an eye on the areas in the city that are vulnerable to excessive water collection. This will help take care of traffic congestion as well as water logging, <a href="https://timesofindia.indiatimes.com/city/mumbai/drone-cams-to-help-wr-stay-on-track-during-rains/articleshow/69299444.cms">The Western Railways</a> in Mumbai too has learnt lessons from last year. It has already contracted drones to keep an eye on the Virar-Nalasopara area, which is prone to water logging. Technology vs the monsoon Drones are already used to <a href="https://www.businessinsider.in/mumbai-must-brace-for-floods-this-week-says-a-private-weather-forecaster/articleshow/70029004.cms">predict</a> weather patterns and rainfall. But, this is the first time that the governments are using drones for traffic surveillance and keep a check on water logging. In Delhi, the two-judge bench of Justice GS Sistani and Justice Jyoti Singh said, "We have no hesitation in saying that all the departments would cooperate with each other to ensure that citizens are not inconvenienced during the coming monsoon." The contractors selected by the government will deploy drones with cameras to areas that are known to be vulnerable, and send images back to the data collection point. The operators at the data centers will then decide whether or not there is a risk of water logging at the moment and plan the next action. Before deploying any drones, the police has to approve the use of air space. So far, the Western Railways has only gotten permission for the Virar-Nalasopara area even though other stretches like Frant Road, Prabhadevi, Dadar and Bandra-Khar are also flood prone areas. Too much water or not enough In Delhi, the monsoon is a double-edged sword. There’s waterlogging, on the one hand, and a <a href="https://www.businessinsider.in/every-household-in-india-will-get-water-supply-by-2024-under-the-jal-jeevan-mission-says-nirmala-sitharaman/articleshow/70086396.cms">shortage of water</a>, on the other. The Delhi High Court has suggested that the city use the opportunity of monsoons to harvest water in water clogged areas, to hit two birds with one stone. The Indian Court took up the issue of water logging on its own, to point out how the resulting traffic congestion leads to loss of time. Drones are going to help unclog India’s water logged cities this monsoon

If things work as planned, <keyword id="6358070" type="LOCATION" weightage="20" keywordseo="mumbai">Mumbai</keyword> will have at least two operational metro lines in 2020 connecting the western suburbs of the city. The two corridors, Metro Line-2A (Dahisar-DN Nagar) and Metro Line-7 (Dahisar East-Andheri East), are proposed to be commissioned simultaneously in 2020, the <keyword id="64095" type="COMPANY" weightage="20" keywordseo="Mumbai-Metropolitan-Region-Development-Authority">Mumbai Metropolitan Region Development Authority</keyword> (MMRDA) said in a statement. MMRDA has not yet received possession of land for a car depot for Metro Line-7 as the land parcel is currently with the Airports Authority of India (AAI).
 MMRDA had proposed to give AAI another land in Gorai in lieu of their land. However, currently, this land has got a stay by the Bombay High Court as it had been earmarked for a law university.
 Meanwhile, MMRDA has also claimed that corridors, Line-2B (DN Nagar-Mandale), Line-4 (Wadala-Kasarvadavali) and Line-6 (Swami Samarth Nagar-Vikhroli), will be operational by 2021.
 The Supreme Court has restrained MMRDA from chopping trees for construction of the Metro Line-4 and asked to maintain status quo on felling of trees for the project. It had also sought replies from the MMRDA and the state.
 The ambitious Colaba-Bandra-Seepz Metro-3 corridor, being implemented by the <keyword id="117023" type="LOCATION" weightage="20" keywordseo="Mumbai-metro">Mumbai Metro</keyword> Rail Corporation (MMRC), has been facing several roadblocks and also missed its deadlines, which is now expected to be commissioned in 2021. After the change of dispensation in Maharashtra, Chief Minister Uddhav Thackeray ordered a stay on the construction of a metro car-shed for Metro Line-3 in <keyword id="6370614" type="DOMAIN" weightage="20" keywordseo="aarey">Aarey</keyword> colony, touted as the city's green lungs. Protests by locals, NGOs and the chief minister's son who is now a Cabinet minister, Aditya Thackeray, led to Uddhav Thackeray making this announcement soon after taking charge.
 "Once completed, these five lines -- 2A, 7, 2B, 4 and 6 -- with an aggregate worth of Rs 44,869 crore are expected to serve more than 50 lakh commuters at around 98 stations across the city," the MMRDA said.
 These lines are expected to make a considerable commuter shift by 35 per cent, thus easing the gruelling grind that the suburban rail network is, it said.
 "We are overcoming the biggest challenge one might face, which was to do these development projects without having to completely stop the vehicular traffic even for 10 minutes. It will be an accomplishment to showcase to the entire world. Mumbaikars have shown great patience. Now, it is time to reap rewards," MMRDA Commissioner R A Rajeev said.
 Apart from these, Mumbai will also witness works on projects like Mumbai Trans-Harbour Link (MTHL) and the Virar-Alibaug Multi-Modal Corridor having an aggregate cost of Rs 31,430 crore. 
 The ambitious Rs 17,843-crore MTHL project will be connecting Sewri with Nhava Sheva and help solve the traffic congestion in the island city by improving connectivity between Mumbai and <keyword id="57321" type="LOCATION" weightage="20" keywordseo="Navi-Mumbai">Navi Mumbai</keyword>. "Besides these, there are several other bridges and connectors which will be beneficial to Mumbaikars. There are two flyovers, with an estimated cost of around Rs 163 crore and a road coming up to clear the BKC junction, among others proposed," MMRDA said. PSK HRS
