Researchers at the Indian Institute of Science (IISc) have designed a novel, tiny device capable of storing an enormous amount of electric charge. The ultra-micro supercapacitor is also much smaller and more compact than existing supercapacitors and can potentially be used in many devices ranging from streetlights to consumer electronics, electric cars and medical devices, according to Bengaluru-based IISc. Most of these devices are currently powered by batteries. However, over time, these batteries lose their ability to store charge and therefore have a limited shelf life, it said. Capacitors, on the other hand, can store electric charge for much longer, by virtue of their design. For example, a capacitor operating at five volts will continue to operate at the same voltage even after a decade. But unlike batteries, they cannot discharge energy constantly - to power a mobile phone, for example. Supercapacitors, on the other hand, combine the best of both batteries and capacitors - they can store as well as release large amounts of energy, and are therefore highly sought-after for next-generation electronic devices. In the current study, published in 'ACS Energy Letters', the researchers from IISc's Department of Instrumentation and Applied Physics (<keyword id="63950" type="General" weightage="80" keywordseo="iap" source="Orion">IAP</keyword>), fabricated their supercapacitor using 'Field Effect Transistors' or FETs as the charge collectors, instead of the metallic electrodes that are used in existing capacitors. "Using <keyword id="2298292" type="General" weightage="80" keywordseo="fet" source="Orion">FET</keyword> as an electrode for supercapacitors is something new for tuning charge in a capacitor," <keyword id="17005548" type="General" weightage="80" keywordseo="abha-misra" source="Orion">Abha Misra</keyword>, Professor at IAP and corresponding author of the study, was quoted as saying in an IISc statement issued on Friday. Current capacitors typically use metal oxide-based electrodes, but they are limited by poor electron mobility. Therefore, <keyword id="121202" type="General" weightage="80" keywordseo="misra" source="Orion">Misra</keyword> and her team decided to build hybrid FETs consisting of alternating few-atoms-thick layers of molybdenum disulphide (MoS2) and graphene - to increase electron mobility - which are then connected to gold contacts. A solid gel electrolyte is used between the two FET electrodes to build a solid-state supercapacitor. The entire structure is built on a silicon dioxide/silicon base. Misra says, "The design is the critical part, because you are integrating two systems." The two systems are the two FET electrodes and the gel electrolyte, an ionic medium, which have different charge capacities, she added. Vinod Panwar, PhD student at IAP and one of the lead authors, adds that it was challenging to fabricate the device to get all the ideal characteristics of the transistor right. Since these supercapacitors are very small, they cannot be seen without a microscope, and the fabrication process requires high precision and hand-eye coordination. Once the supercapacitor was fabricated, the researchers measured the electrochemical capacitance or charge-holding capacity of the device by applying various voltages. They found that under certain conditions, the capacitance increased by 3,000 per cent. By contrast, a capacitor containing just MoS2 without graphene showed only an 18 per cent enhancement in capacitance under the same conditions. In the future, the researchers are planning to explore if replacing MoS2 with other materials can increase the capacitance of their supercapacitor even more. They add that their supercapacitor is fully functional and can be deployed in energy-storage devices like electric car batteries or any miniaturised system by on-chip integration. They are also planning to apply for a patent on the supercapacitor. IISc researchers design tiny supercapacitor capable of storing large amount of electric charge

The Kisan <keyword id="372991" type="General" weightage="20" keywordseo="maha-panchayat" source="Orion">Maha Panchayat</keyword> in Lucknow on Monday was a firm reiteration of the six-point charter of demands that farmers have submitted to the Prime Minister. The Sanyukta <keyword id="329771" type="General" weightage="20" keywordseo="kisan-morcha" source="Orion">Kisan Morcha</keyword>, an umbrella organisation of the farmers' unions, said that their protests would continue till their demands, including guarantee for minimum support price and dismissal of Union Minister <keyword id="12583565" type="General" weightage="20" keywordseo="ajay-misra-teni" source="Orion">Ajay Misra Teni</keyword>, were met. Addressing thousands of farmers from several states, BKU spokesperson <keyword id="197789" type="General" weightage="20" keywordseo="Rakesh-Tikait" source="Orion">Rakesh Tikait</keyword> said, "Our 'andolan' is not going to end till all our demands are met. We will hold similar panchayats across the country and those who think that the issue is over, are sadly mistaken." He said that MSP guarantee was their foremost demand. "We want to make the minimum support price (MSP) that is based on the formula of C2+50 per cent (means 50 per cent above the cost of production) as a legal right for all crops and for all farmers. In our letter, we have reminded the Prime Minister that it was a committee under his chair that had in 2011 recommended this to the then Prime Minister and his government later announced it in Parliament too," said Tikait. A large number of farmers at the Maha Panchayat came from Lakhimpur Kheri and the issue of the October 3 incident in which four farmers were allegedly mowed down by an SUV belonging to Union Minister Ajay Misra Teni's son Ashish Misra, figured prominently at the Maha Panchayat. The farmers demanded the dismissal and arrest of the minister who is also an accused in the case. His son Ashish Misra is already in jail. Tikait said that he had learnt that the government was bringing a new policy on dairy development and the farmers wanted that they should be consulted on the issue. He said that the next meeting of the farmers would be held on Delhi borders on November 26. The farmers, meanwhile, demanded land at Singhu border for a memorial in memory of farmers who had lost their lives during the agitation. Tikait also sought compensation for the families of deceased farmers. The other demands included withdrawal of the Power Regulation Amendment Bill, withdrawal of all cases related to the Delhi border agitation and stubble burning. The Samyukt Kisan Morcha (SKM) on Sunday put forth six conditions in an open letter to the Prime Minister and threatened to continue the agitation if the government failed to discuss these with the farmers. In 2020, Bangladesh surpassed its larger neighbour India in <a href="https://www.newindianexpress.com/business/2021/may/20/bangladesh-beats-india-in-per-capita-income-2304942.html">per capita income (PCI)</a>. Hindustan Zinc is also working on setting up a maintenance and processing factory in Gujarat to supply Zinc to other South Asian countries. The Chief Executive Officer (CEO) of Hindustan Zinc, <keyword id="1583550" type="PERSON" weightage="20" keywordseo="Arun-Misra">Arun Misra</keyword>, told Business Insider that 70% of the Gujarat plant’s 0.3 million tonne capacity will go to Bangladesh and other Southeast Asian markets. Currently, miners in Africa, mostly Chinese, sell commodities to South Korea for processing Asian markets and conversion to zinc (by competitors), before hitting the South Asian markets. “We realised that we [Hindustan Zinc] could stop that traffic midway and do it in Gujarat and then convert to metal and then supply to Southeast Asia, which is going very fast and very stable economies as of now,” CEO Misra told Business Insider in an exclusive interview as he completed his first year in the corner office. The company currently has facilities located in five regions of Rajasthan and a zinc-lead processing and refining facilities as well as a silver refinery at Pantnagar in Uttarakhand. Misra also highlighted two points behind their latest interest in the Bangladesh market. First, the country’s economy has been doing well. Second, Bangladesh is a land of rivers, which leads to more corrosion of metal. “We'll have more zinc galvanisation in their country. So, nearby countries have a good future for zinc,” he added. Corrosion is a degradation of a material, especially metal, due to chemical reactions. Most metals are susceptible to corrosion and the most common form of corrosion is rusting. Water can make metal rust faster, which makes it almost a necessity to apply a protective zinc coating (galvanising) to steel or iron. More importantly, Bangladesh is witnessing an economic upswing ⁠— an average growth of<a href="https://data.worldbank.org/indicator/NY.GDP.PCAP.KD.ZG?locations=BD&amp;name_desc=false"> 5.4%</a> in gross domestic product (GDP) in last 5 years ⁠— leading to a massive investments in infrastructure. The government in Dhaka plans to increase its spending on infrastructure as well. According to Bangladesh’s Dhaka Chamber of Commerce and Industry, the country needs to invest approximately <a href="https://www.trade.gov/country-commercial-guides/bangladesh-infrastructure-development-and-engineering-services">$25 billion</a> annually till 2030 to meet its infrastructure needs. And, Misra sees opportunities unravelling there. “We have just entered Bangladesh. Looking at it, there's a possibility [of business growing], directly we are entering. The head of SoftBank's $100 billion Vision Fund is preparing to launch the group's own SPAC

Months after he took voluntary retirement scheme (VRS) from the IAS, former Union Finance Secretary <keyword id="1984068" type="PERSON" weightage="20" keywordseo="Subhash-Chandra-Garg">Subhash Chandra Garg</keyword> who served under Modi government at the Centre has been appointed as advisor to Andhra Pradesh Chief Minister <keyword id="328022" type="PERSON" weightage="20" keywordseo="YS-Jagan-Mohan-Reddy">YS Jagan Mohan Reddy</keyword> for resource mobilisation. Garg has been assigned the rank of a Cabinet Minister, as per an order issued by Principal Secretary (Political) Praveen Prakash. He will hold the post for two years. Garg is an IAS officer of the 1983 batch of the Rajasthan cadre. Garg, who was Finance and Economic Affairs Secretary, opted for early retirement from the Indian Administrative Service (IAS) in July last year after the presentation of the Union Budget. Garg had been transferred as Power Secretary after which he demitted service. Garg maintained that the VRS application was sent before the transfer. Garg has been quite vocal in about the economic policies of the government in recent months. He had also presented a note on reforms that the government should undertake to the Centre. There were differences in the government as Garg is believed to be the architect of the budget proposal to raise $10 billion by selling sovereign bonds in external currencies, for the first time, a move that has faced severe criticism from several experts, including former Reserve Bank of India (RBI) governor Raghuram Rajan. Garg was also at loggerheads with other members of the Bimal Jalan panel, set up to decide RBI's economic capital framework, and had submitted a dissent note to the panel. "The VRS application was submitted late on Wednesday. The process requires a notice-serving time of three months. However, he (Garg) had requested to be relieved with immediate effect," a government official aware of the development said, requesting anonymity. The state government also appointed 2009-batch IAS officer <keyword id="3834955" type="PERSON" weightage="20" keywordseo="kartikeya-misra">Kartikeya Misra</keyword> as Special Secretary for resource mobilisation and institutional finance in the Finance Department. He will be in charge of new revenue-generating projects taken up by various departments, an order issued by Chief Secretary Nilam Sawhney said. <keyword id="860096" type="PERSON" weightage="20" keywordseo="Section-497">Section 497</keyword> of the <keyword id="75223" type="ORGANIZATION" weightage="20" keywordseo="Indian-Penal-Code">Indian Penal Code</keyword> has become a hot topic following an important ruling by the Supreme Court which scrapped this law altogether. Here we discuss in length about this law and what it implied so far. Section 497 of the India Penal Code deals with adultery. The recent judgment by the Supreme Court overturned there earlier rulings that upheld that the said law was constitutional. As per the Supreme Court’s recent decision, Section 497 of IPC goes against the constitution of India and hence need to be scrapped altogether. The bench that pronounced the recent judgment consisted of five judges including the Chief Justice <keyword id="6355251" type="PERSON" weightage="20" keywordseo="dipak-misra">Dipak Misra</keyword>, and Justices R F Nariman, A M Khanwilkar, DY Chandrachud and Indu Malhotra. Overview of Section 497 of IPC Section 497 of IPC says it is a punishable offense for a man to have sexual intercourse with a married woman without the consent of her husband. The man committing such an offense can be imprisoned for five years or more and can also be asked to pay a fine. Understanding ‘adultery’ in the legal context The dictionary meaning of the term adultery reads thus, "adultery is a voluntary sexual intercourse between a married person and a person who is not their spouse". The petitioners wish to address a few problems connected to Section 497 of IPC as explained hereunder. One big concern regarding this law is that it does not appear to be gender-neutral. In case of any act of adultery committed, the law calls for punishing the man but not the woman involved. Section 497 does not enable a woman to file a complaint against her husband when he has had sexual intercourse with another woman. A number of people call this an anti-woman law since the law seems to reduce a woman as a mere object. As per what the said law implies, a man does not need the consent of the woman to have sexual intercourse with her. The law only says, the said act will not be a crime if the woman’s husband agrees for the act. How the Supreme Court interpreted Section 497 of IPC The judges have stated recently that the Section 497 seems outdated. In fact, it appears to violate the Articles 14 and 21 of the IPC. While commenting on the said law, the justices remarked, "Adultery can be ground for civil issues including dissolution of marriage but it cannot be a criminal offence." The bench also added further that Section 497 looked 'unconstitutional' as it violates the right to equality. There are no reasons whatsoever to continue this law that does not serve the intended purpose. Nevertheless, the Supreme Court upheld that adultery can be a valid ground for applying for divorce. Talking at length about the law and the reasons for scrapping the law, Justice DY Chandrachud commented that Section 497 deprives women of their dignity. CJI Misra said, "Women must be treated with equality with men. Any discrimination shall invite wrath of Constitution. A woman can't be asked to think the way society desires."

"The BJP, which has a clear majority in the Lok Sabha, has nominated Om Birla for the post of the Lok Sabha Speaker and sought our support for him. Since we have always had constructive cooperation with the Centre, we will support the proposal," said Mishra. The 57 year old Birla, was once a key leader of the Bhartiya Janata Yuva Morcha and reportedly has close ties with Amit Shah. He also played a significant role in BJP-led Ram Janmabhoomi movement in the 1990s. The decision to nominate Birla came soon after JP Nadda took the place as working BJP yuva president. Birla has worked closely with Nadda too. Om Birla worked as a Vice-President of BJP youth wing when Nadda was serving as the president of the same. Om Birla, who has been contesting as an MLA from Kota, kept winning from 2003 to 2014. He represented the Kota-Bundi Lok Sabha constituency. He<a href="https://www.indiatoday.in/india/story/om-birla-won-t-be-first-two-time-mp-to-be-elected-as-lok-sabha-speaker-1551010-2019-06-18"> reportedly</a> had a case registered against him in 2018 during his entire political career. He was accused of accumulating assets disproportionate to his income. The <keyword id="49015" type="ORGANIZATION" weightage="20" keywordseo="Rajasthan-High-Court">Rajasthan High Court</keyword> dismissed the case in 2019.

<ul><li>A former court staff has accused <keyword id="45053" type="POSITION" weightage="20" keywordseo="Chief-Justice-of-India">Chief Justice of India</keyword> <keyword id="245445" type="PERSON" weightage="40" keywordseo="Ranjan-Gogoi">Ranjan Gogoi</keyword> of making sexual advances at her in his home office, according to a report. </li><li>The appellant has also alleged that she was dismissed when she resisted and that her family members were targeted thereafter. </li><li>Supreme Court of India assembled a special bench, including CJI Gogoi, to hear the case on Saturday.</li></ul>The Chief Justice of India (CJI), Ranjan Gogoi, has been accused of sexual harassment by a former staff, <a href="https://scroll.in/article/920678/chief-justice-of-india-sexually-harassed-me-says-former-sc-staffer-in-affidavit-to-22-judges">according to a report by Scroll</a>. In the wake of this shocking allegation, the Supreme Court of India assembled a special judges’ bench on Saturday (April 20), which CJI Gogoi was also a part of. A former court officer who worked from Gogoi’s home office between August and December 2018 has accused the CJI of making sexual advances adding that when she resisted, she was unceremoniously terminated. In an affidavit, the 35-year old woman has also alleged that even her family members were targeted and harassed after her dismissal. The registrar’s note said that the special hearing was scheduled on a “matter of great public importance touching up on the independence of the judiciary.” Solicitor General Tushar Mehta prodded the Bench to register a complaint in his name but the court refrained for the time being and asked to media to show restraint, responsibility and wisdom so that the independence of the judiciary is not affected by baseless allegations.

In a letter, four senior judges had said that “there have been instances where cases having far reaching consequences for the nation and the institution have been assigned by the chief justices of this court selectively to the benches ‘of their preference’ without any rationale basis for such assignment.” Gogoi signed off on the letter saying,“it’s a discharge of debt to the nation which we have done.”

<ul><li>The 5-judge constitutional bench headed by Chief Justice <keyword id="6355251" type="PERSON" weightage="20" keywordseo="dipak-misra">Dipak Misra</keyword> ruled that women can now enter <keyword id="28504" type="CITY" weightage="20" keywordseo="Kerala">Kerala</keyword>’s <keyword id="6384180" type="LOCATION" weightage="20" keywordseo="sabarimala">Sabarimala</keyword> temple, irrespective of their age.</li><li>The verdict stated that the tradition violated the right of Hindu women to practice their religion.</li><li>The bench also said, the Kerala Hindu Places of Public Worship (Authorisation of Entry) Rules, 1965 put patriarchy in religion above the right to pray, which is stated in Article 25 of the Indian constitution. </li></ul>In another landmark verdict this week, the <keyword id="75952" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court-of-India">Supreme Court of India</keyword> ended the centuries-old tradition of women not being able to enter Kerala’s most well-known temple, the Sabarimala temple, if they were between the ages of 10 to 50. Petitioners had challenged the Kerala High Court’s decision that only the tantri or priest had the power to decide on traditions. The <a href="https://indianexpress.com/article/india/sabarimala-verdict-live-updates-supreme-court-women-temples-kerala-5377598/?#liveblogstart">five-judge Constitutional bench</a> that included Chief Justice Dipak Misra, R F Nariman, A M Khanwilkar, D Y Chandrachud and <keyword id="854247" type="PERSON" weightage="20" keywordseo="Indu-Malhotra">Indu Malhotra</keyword>, ruled that the tradition enforced patriarchy in religion and could not be allowed to trump women’s right to pray. Not a unanimous decision Justice Indu Malhotra was the only judge on the bend to vote against the petition. She stated that rational arguments cannot be applied to matters of religion and that religious practices are more complex than the right to equality. She added that Article 25 of the Indian constitution already protects the Sabarimala shrine and its deity. While Article 14 stresses the right of all individuals to be equal in the eye of the law, constitutional morality also accounts for everyone being allowed to practise their beliefs. Even if those beliefs are biased towards one gender. That being said, Justice Nariman expressed that the rule actually violates Article 25 by not extending the freedom of conscience and free profession, practice and propagation of religion to women. The management of the Sabarimala temple, the Travancore Devaswom Board (TDB) has already announced that they will be filing to review the petition. The president of TDB, A Padmakumar, stated that he would be enlisting the help of other religious heads to push this forward. The custodians of the temple, the Pandalam royal family, also expressed their disappointment in the verdict.

But, the apex court has also potentially made it harder for economically advanced SCs and STs to reap reservation benefits by extending the 'creamy layer' exclusion to those members. On Wednesday, the Supreme Court said that Indian states would no longer be required to furnish data proving backwardness while providing reservations for Scheduled Caste and Scheduled Tribes during job promotions in the public sector. That had been a requirement since the 2006 Supreme Court judgment in the M Nagaraj Vs Union of <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> case, which made it mandatory for states to furnish 'quantifiable data' on backwardness of SCs and STs, showing insufficient representation in the government jobs in question. The <keyword id="387162" type="ORGANIZATION" weightage="20" keywordseo="data-collection">data collection</keyword> requirement had been a huge hurdle for granting promotions to the reserved castes and promotion cases often wound up in courts, which pronounced judgments denying promotions to SC and ST candidates because of the lack of data. A five-member bench led by Chief Justice <keyword id="6355251" type="PERSON" weightage="20" keywordseo="dipak-misra">Dipak Misra</keyword> <a href="https://economictimes.indiatimes.com/news/politics-and-nation/supreme-court-refuses-to-refer-to-7-judge-bench-its-2006-verdict-on-sc/st-job-promotion/articleshow/65960548.cms">ruled </a>that the 2006 judgment went against the 1992 judgment made by the Supreme Court in the Indra Sawhney verdict, observing that SCs and STs are the "most backward or the weakest of the weaker sections of society" and should be presumed to be backward. What is ‘creamy layer’? However, the court also ruled that the ‘creamy layer’ exclusion will also now include members of the SC and ST community, reversing all previous Supreme Court judgments that had made an exemption for the creamy layer to be applicable to SC and ST castes. The ‘creamy layer’ principle essentially restricts the benefits of caste-based reservation to reach members of other backward castes only who are deemed to have an annual family income above ₹800,000 ($11,000) per annum for a period of three consecutive years as of 2017. The reservation benefits for the SC and ST community had thus far been based on the spirit of reversing centuries of social discrimination including 'untouchability' and many have argued that reservations shouldn’t be seen from the prism of poverty alleviation. The Supreme Court bench noted - “The whole object of reservation is to see that backward classes of citizens move forward so that they may march hand in hand with other citizens of India on an equal basis. This will not be possible if only the creamy layer within that class bag all the coveted jobs in the public sector and perpetuate themselves, leaving the rest of the class as backward as they always were.” It added, the principle “does not in any manner tinker with the Presidential List under Articles 341 or 342 of the <keyword id="441445" type="PERSON" weightage="20" keywordseo="Constitution-of-India">Constitution of India</keyword>.” And only “those persons within that group or sub-group, who have come out of untouchability or backwardness by virtue of belonging to the creamy layer, who are excluded from the benefit of reservation.”
