Total employment generated by nine select sectors stood at 3.10 crore in the July-September 2021 quarter, which is 2 lakh more than that of the April-June period, according to a quarterly employment survey by the <keyword id="126926" type="General" weightage="20" keywordseo="labour-ministry" source="Orion">labour ministry</keyword> released on Monday. The quarterly employment survey (QES) report released by Union Labour Minister <keyword id="1850634" type="General" weightage="20" keywordseo="bhupender-yadav" source="Orion">Bhupender Yadav</keyword> said that total employment numbers in the nine select sectors were 3.08 crore in April-June 2021. The rise shows improvement in economic activities after lifting of lockdown restrictions by states to curb the spread of deadly virus after the second wave of the COVID-19 pandemic hit the country in April 2021. These nine sectors are Manufacturing, Construction, Trade, Transport, Education, Health, Accommodation and Restaurant, IT/ BPO and <keyword id="6354241" type="General" weightage="20" keywordseo="financial-services" source="Orion">Financial Services</keyword>, accounting for a majority of the total employment in the non-farm establishments. This is the second report in the series. First report was for April-June 2021. The study covers establishment with 10 or more employees. Releasing the report, Yadav stated that these studies will aid government to achieve its mission of last-mile delivery and evidence-based policy making for workers. Total employment in nine select sectors rises to 3.10 crore in July-September 2021, reveals Labour Ministry report

India currently faces a shortage of 2.41 million skilled workers in the telecom sector in the 5G era, which is forecast to jump by 3.8 times by 2030, a report showed on Friday. The country will require 22 million skilled workers in 5G-focused industries by 2025, in areas such as cloud computing, robots and the Internet of Things (IoT). One of the key challenges is that only 40 per cent of India's graduates in computer science, IT, and math are employable in the technology sector due to the mismatch between academic requirements and industry demands, according to the report by the Telecom Sector Skill Council (TSSC), launched in association with enterprise decision-making platform Draup at the India Mobile Congress (IMC) 2023 here. The number of employed talent in the Indian telecom industry is currently 11.59 million, with 2.95 million corporate talent and 8.24 million blue-collar talent. According to the report, India is the only country expected to have a skilled labour surplus, with 1.3 million workers in the technology, media and telecommunications (TMT) sector by 2030. "In anticipation of the upcoming 6G era, our focus remains on aligning our skilling initiatives with cutting-edge technologies, ensuring a workforce ready for the future of telecom," said Atul Tiwari, Secretary, <keyword id="2485309" type="General" weightage="50" keywordseo="ministry-of-skill-development" source="Orion">Ministry of Skill Development</keyword> and Entrepreneurship. The report, titled '<keyword id="19288877" type="General" weightage="50" keywordseo="telecom-talent" source="Orion">Telecom Talent</keyword> in 5G Era: Demand Supply Skill Gap Report 2023-24', highlighted that across 15 top streams, network operation and maintenance and project engineering have the most corporate talent, while network operation and maintenance and sales and distribution - service segment have the most blue-collar talent. According to Arvind Bali, CEO, TSSC, the telecom sector is the third-largest industry in India that accounts for roughly 6.5 per cent of all FDI inflow and also by 2027, the country is anticipated to account for 11 per cent of all 5G subscriptions worldwide. "India has a good chance to close the growing demand-supply gap by 2030 with the proper reskilling and hiring strategies that target adjacent talent in tier 2 and 3 cities and university supply," said Bali. With the help of AI, even more powerful 6G network technologies will emerge in the future, the report mentioned.

The labour ministry has allowed over 6 crore subscribes of retirement fund body EPFO to withdraw an amount not exceeding their three months basic pay and dearness allowance from their EPF account in view of the lockdown to fight COVID-19.The ministry has issued a notification in this regard on March 28, 2020 to amend the Employees' Provident Fund Scheme 1952, a labour ministry statement said. The decision is taken in view of lockdown across the country to fight COVID-19. The notification permitted non-refundable withdrawal not exceeding the basic wages and dearness allowance for three months or up to 75 per cent of the amount standing to the credit of their EPF account, which ever is less, the ministry said. The COVID-19 has been declared pandemic and therefore employees working in establishments and factories across entire India, who are members of the EPF Scheme, 1952 are eligible for the benefits of non-refundable advance. A sub-para (3) under para 68L has been inserted in the EPF scheme, 1952. The amended Employees Provident Fund (Amendment) scheme, 2020 has come into force from March 28. Following the notification, the Employees' Provident Fund Organisation (EPFO) has issued directions to its field offices for promptly processing any applications received from members to help them fight the situation. In its communication, the EPFO has stated that officers and staff must process claims of EPF subscribers promptly so that relief reaches the worker and his family to help them fight with COVID-19. Labour Ministry allows EPF withdrawal amid lockdown

New Delhi, Nov 14 () Labour Minister Santosh Kumar Gangwar on Thursday pitched for a separate ministry for promoting cooperatives in the country, saying they are effective institutions where people can find job opportunities.
 Currently, cooperatives come under the aegis of the Agriculture Ministry.
 "There is a need to form Ministry of Cooperatives so that cooperatives can develop as professional and effective institutions for playing an important role in socio-economic development of the country," Gangwar said at the inaugural function of 66th All India Cooperative Week organised by the National Cooperative Union of India (NCUI).
 Cooperatives are effective institutions where people can find opportunities for jobs. However, there is a need to rise above politics so that cooperatives can function professionally, he was quoted as saying in a statement.
 Cooperatives can be the best institutions for welfare of women and backward classes of the society, he added.
 Gangwar further said the government is committed to the welfare of labour force in the country. The Labour Ministry has been giving priority to simplification of the labour laws.
 Speaking on the occasion, International Cooperative Alliance (Asia-Pacific Region) Regional Director Balu Iyer said aspirational youth are looking forward to cooperatives as a start-up, and they need to strengthen and professionalise themselves so that they not only provide job opportunities to youth but also make them entrepreneurs.
 He further said that cooperatives can be the best institution for doubling farmers' income.
 Earlier, NCUI President Chandra Pal Singh Yadav said the government should support and strengthen cooperatives. 
 Pointing out that India is the biggest cooperative movement in the world, he said cooperatives need to be provided tax relief at a time when corporates are given tax relief.

New Delhi, Retirement fund body EPFO on Thursday started crediting 8.5% rate of interest on employees' <keyword id="45028" type="ORGANIZATION" weightage="20" keywordseo="Provident-Fund">provident fund</keyword> (EPF) for 2019-20 for its over six crore members, a senior official said. A large number of members of the <keyword id="6423266" type="COMPANY" weightage="20" keywordseo="employees-provident-fund-organisation">Employees Provident Fund Organisation</keyword> (EPFO) would be able to see their updated EPF accounts with credit of 8.5 per cent rate of interest for 2019-20, a senior official told . The official further informed that the <keyword id="126926" type="COMPANY" weightage="20" keywordseo="Labour-Ministry">labour ministry</keyword> has already sent the direction to credit the 8.5% interest on EPF for 2019-20 to the EPFO and the body has already started crediting interest into members account for the last fiscal. Labour Minster <keyword id="258830" type="PERSON" weightage="20" keywordseo="Santosh-Gangwar">Santosh Gangwar</keyword> said, "We had said that it would be our endeavour to provide 8.5% rate of interest on EPF for 2019-20. We have issued a notification to provide 8.5% rate of interest on EPF for 2019-20. We have also began the process to credit the said rate of interest into subscribers account." The minister also said that he has asked to ensure that all those members who are retiring on December 31, must get 8.5% rate of interest (for 2019-20). The process for capital gains for payment of 0.35% interest for 2019-20 has also been completed, he added. "It (8.5% interest) would comprise 8.15% from debt income and balance 0.35% (capital gain) from the sale of ETFs (exchange traded funds) subject to their redemption by 31st December, 2020," he said. Earlier in the day, Gangwar had approved the 8.5% rate for last fiscal after receiving the finance ministry's concurrence. Thereafter the direction was sent to the EPFO for crediting the interest on EPF into the subscribers' accounts. In March this year, the EPFO's apex decision making body <keyword id="225704" type="COMPANY" weightage="20" keywordseo="Central-Board-of-Trustees">Central Board of Trustees</keyword> headed by Gangwar had approved 8.5% interest rate on EPF for 2019-20. Earlier in September this year, the EPFO had decided to split 8.5% interest into two installments of 8.15% and 0.35% in its trustees meet headed by Gangwar. But later, the ministry decided to credit the entire 8.5% into subscribers' accounts in one go. EPFO begins crediting 8.5% interest for six crore people — to reflect in EPF accounts from new year

New Delhi, Jun 12 () As many as 25 officials of the Ministry of Labour and Employment tested positive for COVID-19 this week, taking the number of infected employees in the ministry to 36, according to a source. Some family members of the officials have also tested positive for coronavirus infection, the source said. "As many as 25 officials in the labour ministry tested positive for COVID-19. Earlier 11 persons in the ministry were tested positive," the source said. As many as six infected persons are from personal staff of Labour Minister Santosh Gangwar. The officials in the ministry are being tested for COVID-19 after two of its employees found positive last week, which led to the closure of Shram Shakti Bhawan that houses the ministry for two days to June 5 for sanitisation. The number of infected persons in the ministry increased to 11 by Sunday. The source also said that the top brass of the ministry is making a case for sealing the building for thorough sanitisation again and home quarantining the staff working in the ministries housed in the building. Though Shram Shakti Bhawan was sealed on June 4 and 5, the Ministry of Power had called its staff on June 5 for some work, the source said. Therefore, it was decided not to open the building on June 8. However, some officials of the labour ministry visited the office on June 8 also. The building remained open for officials thereafter. Among the 11 officials found infected earlier, there was a joint secretary, a steno, a principal private secretary, a private secretary, six multi-task assistants and a driver in the Ministry of Labour and Employment. The closure of the building for two days was part of standard operating procedure for fighting the COVID-19 pandemic. In fact, as India Inc moves to evaluating an ‘alternative workforce model’ with <keyword id="7771650" type="UNKNOWN" weightage="20" keywordseo="gig-workers">gig workers</keyword> and freelancers, the demand is only going to rise. But despite the growth, women refrain from pursuing gig work. That is majorly because of the gender disparity in terms of pay, flexibility and employment status — that prevails in the <keyword id="3080230" type="PERSON" weightage="20" keywordseo="gig-economy">gig economy</keyword> as well. This also reflects in the <keyword id="4476046" type="COMPANY" weightage="20" keywordseo="female-labour">Female Labour</keyword> Force Participation Rate (FLPR) in India, which has been falling for two decades now. There are at least two surveys that explain the lag in the labour reforms for women. In 2018, a survey said that a third of women were disinterested in joining the gig economy due to the lack of job security and uncertainty on employment status. Pay parity still a concern In addition to this, they are being paid less, widening the gender parity. A research by <a href="https://www.orfonline.org/wp-content/uploads/2020/05/ORF_IssueBrief_359_GenderGig.pdf">Observer Research Foundation (ORF)</a> reiterates the data from TeamLease in India that said the gig economy added 40,000 women in 2019. But, they are making 10% less than men, especially the delivery executives. The same year, the <keyword id="119211" type="COMPANY" weightage="20" keywordseo="Ministry-of-labour">Ministry of Labour</keyword> and Employment proposed the Code on Social Security Bill, to offer social security benefits to gig workers. On those lines, Finance Minister <keyword id="129243" type="PERSON" weightage="20" keywordseo="Nirmala-Sitharaman">Nirmala Sitharaman</keyword> on May 14, said that social security schemes will now be extended to even gig and platform workers, the proposal is awaiting approval of the Parliament and the Standing Committees. It is important because food-tech and e-commerce players such as Uber, Ola, Zomato and Swiggy, account for nearly 90% of the total gig workers in India. On an average, women make an average of ₹15,000 to ₹30,000 per month in the emerging gig economy. “This could be attributed to their income being of the ‘distressed’ category. Consequently, as soon as conditions improve, women leave the workforce — this phenomenon is widely visible in India’s informal economy as well,” said the ORF report. Limited access to digital technologies That aside, the lag in the access to digital technologies is yet another hurdle to women’s participation in gig work. Despite the country’s push for digitisation, merely 16% women in India use mobile internet, as per the findings of the GSMA Mobile Gender Gap Report 2019. To overcome that, many companies offer their own devices to facilitate work. “The gig economy is here to stay and offers many ways for women to start and improve their careers. However, the problem in India is twofold: an inability to facilitate women’s movement into the workforce, and the perpetuation of structural and operational barriers promoting gendered division of gig work,” said the report. Future scope As per Deloitte data, nearly 80% of the organisations have less than 10% of their employees as gig workers, accounting majorly to <keyword id="2245174" type="PERSON" weightage="20" keywordseo="Contractual-staff">contractual staff</keyword>. India’s gig economy is projected at a market size of $455 billion over the next three years — which might increase even further with the new-found interest. “A large majority of this is expected to be contributed by the unorganised sector of the economy, as India Inc's adoption of gig workers remains nascent at best,” the Deloitte report said. On inflation, the report by the department of economic affairs said domestic prices of some food items have gone up in the wake of the rise in international prices. <keyword id="3658" type="General" weightage="80" keywordseo="india" source="Orion">India</keyword>'s grain availability was impacted by the untimely heatwaves and deficiency of the southwest monsoon in the current year. However, export restrictions have ensured that the country's needs are fully met. The department of economic affairs in its report said India's food security has remained intact. Sharp rise in tractor sales in September and October also point towards improved sentiments and an expected increase in crop area sown. The report also indicated the UNDP Multi-Dimensional Poverty Index (MPI) released in October 2022 showed 41.5 crore people exiting multidimensional poverty in India during the last 15 years. India's success in reducing poverty has also contributed to a decline in poverty in South Asia with South Asia no longer remaining the most multi-dimensionally poor region. The report also deals with a global outlook, inflation, food security, poverty, health and employment and <keyword id="6354507" type="General" weightage="80" keywordseo="world" source="Orion">World</keyword> and monetary policy. On domestic inflation, the report said consumer price index (CPI) inflation was largely driven by food inflation with major contributors being imported food items like oil and fats during the first five months of 2022. Since June 2022 however, domestic seasonal factors have increased the inflation of vegetables, cereals and their products, which have contributed to elevating food inflation. On the global outlook, the department of economic affairs said the prospect of a global economic slowdown had led to an outflow of portfolio investments from most countries into safe-haven US treasuries. This, combined with higher policy rates deployed by the <keyword id="6355253" type="General" weightage="50" keywordseo="federal-reserve" source="Orion">Federal Reserve</keyword> to counter inflation, has significantly strengthened the US dollar vis-a-vis other currencies. According to the report, the depreciation of most currencies has also led to a global drawdown of foreign exchange reserves to protect their values and prevent volatility in the foreign exchange market. On food security, the report said global food security has deteriorated and India may turn out to be an outlier with proactive and pre-emptive government interventions. 2022 brought to the forefront not only the issues of macroeconomic and geopolitical risks but also the vulnerability and interconnectedness of the global food system to shocks. The geopolitical conflict and climatic events have moved the focus to the issues of fragility and over-dependence on a few countries or regions for global food security. The report said, "Russia and Ukraine are among the most important producers of essential agricultural commodities, including wheat, maize, sunflower seeds and inputs like fertilisers. Together with other countries bordering the <keyword id="391209" type="General" weightage="80" keywordseo="black-sea" source="Orion">Black Sea</keyword>, they constitute the world's breadbasket." The Black Sea serves as a critical supply and transit hub to move food commodities from these countries to the rest of the world. As the conflict choked the hub, the movement of food items from these countries to the rest of the world got affected, threatening people's livelihoods directly/indirectly connected with the food business in the Black Sea region. Rising economic activity has led to a decline in the unemployment rate, the department of economic affairs wrote in the report. With the recovery in economic activities across sectors, the overall employment situation has also improved, overcoming the impact of the pandemic. It added that the Periodic Labour Force Survey (PLFS) shows the urban unemployment rate for people aged 15 years and above declining from 12.6 per cent in the quarter ending June 2021 to 7.6 per cent one year later (quarter ending June 2022). This is accompanied by an improvement in the labour force participation rate (LFPR) as well, reflecting that by the time the current year was one-quarter over, the economy had come out of the grip of the Covid-19-induced slowdown, according to the monthly review. In a world where monetary tightening has weakened growth prospects, the finance ministry said India appears well-placed to grow at a moderately brisk rate in the coming years on account of the priority it accorded macroeconomic stability. It added the financial system stress in the second decade of the millennium, a consequence of the lending boom witnessed in the first decade-plus, is now behind us. It also added that private sector financial and non-financial balance sheets are healthy and incipient signs of a new personal sector capital formation cycle are visible.
