Premium EV motorcycle startup <keyword id="16680899" type="General" weightage="20" keywordseo="raptee" source="Orion">Raptee</keyword> on Thursday said it plans to invest ₹85 crore in its newly opened manufacturing facility in <keyword id="12864" type="General" weightage="100" keywordseo="chennai" source="Orion">Chennai</keyword> with a capacity of 1-lakh units per annum. Announcing the opening of the facility, spread over 3 acres, the ex-Tesla executives-backed company said it will also house a majority of its research and development team. It will serve as the primary production plant for the next 24 months. The Chennai factory is expected to roll out the first motorcycle later this year, the company founded by four engineers from Chennai said. "This is a huge leap forward for us. We are at an inflection point where we move from a small R&amp;D outfit to becoming a full-blown OEM," Raptee co-founder and CEO <keyword id="2128784" type="General" weightage="50" keywordseo="dinesh-arjun" source="Orion">Dinesh Arjun</keyword> said. The company said the R&amp;D centre will house on-site development and testing facilities and will aid in future products. The plant will also have a dedicated battery pack assembly line. "We have been very particular about having R&amp;D and manufacturing teams in the same campus to improve collaborations in this extremely crucial period for the company and that meant the entire property will need to be inside the city," Arjun said. Raptee plans to invest ₹85 crore in its Chennai manufacturing facility

J&K Tyre partners with National Automotive Test Tracks for the testing of its products

The government has merged the Department of <keyword id="108214" type="CITY" weightage="20" keywordseo="Public-Enterprises">Public Enterprises</keyword> (DPE) with the finance ministry to give it a better control over state-owned firms and facilitate its ambitious privatisation programme. Finance ministry will now have six departments while DPE's hereto parent ministry, the ministry of heavy industries and public enterprises will now be called the ministry of heavy industries. Previously, the <keyword id="44532" type="PERSON" weightage="20" keywordseo="Disinvestment">disinvestment</keyword> ministry - created under the Atal Bihari Vajpayee government - was merged with the Finance Ministry and is now a department under it. Also, <keyword id="62529" type="ORGANIZATION" weightage="20" keywordseo="Foreign-Investment-Promotion-Board">Foreign Investment Promotion Board</keyword> (FIPB) was abolished and administration of foreign investments was given to the Finance Ministry (FinMin). The shift of DPE to the finance ministry will help in efficient monitoring of the capital expenditure, asset monetisation and financial health of the Central Public Sector Enterprises (CPSEs). The rejig comes ahead of Cabinet expansion slated later in the day. The gazette notification issued said these rules may be called the government of India (Allocation of Business) Three Hundred and Sixty First Amendment Rules, 2021. "They shall come into force at once," the notification said. Presently, the finance ministry has five departments -- Economic Affairs, Revenue, Expenditure, Investment and Public Asset Management and Financial Services. With the addition, this will be the sixth department under the finance ministry. Giving details of the functions performed by the DPE, the notification said coordination of matters of general policy affecting all Public Sector Enterprises (PSEs), evaluation and monitoring the performance of PSEs, including the memorandum of understanding mechanism, review of capital projects and expenditure in CPSEs. Besides, the DPE frames measures aimed at improving performance of CPSEs and other capacity building initiatives of PSEs, rendering advice relating to revival, restructuring or closure of PSEs including the mechanisms, counselling, training and rehabilitation of employees in CPSEs under Voluntary Retirement Scheme and categorisation of CPSEs including conferring 'Ratna' status, among others. The heavy industries ministry will continue to be the administrative ministry related primarily to the capital goods sector. As many as 44 CPSEs including Maruti Udyog Limited, BHEL, Cement Corporation, <keyword id="173465" type="CITY" weightage="20" keywordseo="Scooters-India">Scooters India</keyword>, HMT and various other subsidiaries would be under the Ministry of Heavy Industries. Many companies under the ministry are sick and up for sale under the disinvestment programme of the government. Finance minister Nirmala Sitharaman in her Budget 2021-22 already announced that a revised mechanism for fast-tracking closure of loss making PSUs would be worked out and an incentive package would be developed to incentivise states to sell stake in state PSUs. Government merges the Department of Public Enterprises with the Finance Ministry to bring better control over state-owned firms

Up to 3.72 lakh <keyword id="19895203" type="General" weightage="20" keywordseo="electric-vehicles" source="keywords">electric vehicles</keyword> will be supported under the four-month <keyword id="20961992" type="General" weightage="20" keywordseo="Electric-Mobility-Promotion-Scheme" source="keywords">Electric Mobility Promotion Scheme</keyword> (<keyword id="20951149" type="General" weightage="100" keywordseo="EMPS" source="keywords">EMPS</keyword>) being implemented between April and July with an outlay of Rs 493.55 crore, the government said on Tuesday. Electric Mobility Promotion Scheme (EMPS) - 2024 will provide further impetus to the <keyword id="20156633" type="General" weightage="20" keywordseo="green-mobility" source="keywords">green mobility</keyword> and development of electric vehicle (EV) <keyword id="20071405" type="General" weightage="20" keywordseo="manufacturing-ecosystem" source="keywords">manufacturing ecosystem</keyword> in the country. Electric Mobility Promotion Scheme to support up to 3.72 lakh EVs: Govt

New Delhi, The Union government has sanctioned 670 <keyword id="6358344" type="UNKNOWN" weightage="20" keywordseo="electric-buses">electric buses</keyword> for Maharashtra, Goa, Gujarat and Chandigarh, and 241 charging stations in Madhya Pradesh, Tamil Nadu, Kerala, Gujarat and Port Blair under Phase-II of the 'FAME India' Scheme. Union Minister of Heavy Industries Prakash Javadekar said on Friday, "This is a big push to Prime Minister's vision of eco-friendly Public transportation." Announcing this in a series of tweets, Javadekar said the decision reflects the government's commitment to reduce dependence on fossil fuel and to address issues of vehicular emissions." The Department of Heavy Industries (DHI) under the Ministry of Heavy Industries and Public Enterprises is administering the Faster Adoption and Manufacturing of (Hybrid &amp;) <keyword id="6354973" type="UNKNOWN" weightage="20" keywordseo="electric-vehicles">Electric Vehicles</keyword> in India (FAME India) Scheme since April, 2015 to promote adoption of electric/hybrid vehicles (xEVs) in India. In the first phase of the scheme up to March 31, 2019, about 2,80,987 hybrid and electric vehicles were supported by way of demand incentive, amounting to about Rs 359 crore. Further, DHI sanctioned 425 electric and hybrid buses to various cities in the country with a total cost of about Rs 280 crores. The Department of Heavy Industry had also sanctioned 520 charging stations for Rs 43 crore (approx.) in cities like Bengaluru, Chandigarh, Jaipur and Delhi under Phase-I of <keyword id="2800532" type="PERSON" weightage="20" keywordseo="FAME-India-scheme">FAME India Scheme</keyword>. At present, Phase-II of FAME India Scheme is being implemented for a period of three years from April 1, 2019 with a total budgetary support of Rs 10,000 crore. This phase focuses on supporting electrification of public and shared transportation and aims to support through subsidies, approximately 7000 e-Buses, five lakh e-3 wheelers, 55,000 e-4 wheeler passenger cars and 10 lakh e-2 wheelers. In addition, creation of charging infrastructure is also supported to address the anxiety among users of electric vehicles. Central government sanctions 670 electric buses, 241 charging stations for 9 states under FAME scheme

NEW DELHI: <keyword id="71" type="POSITION" weightage="60" keywordseo="Prime-Minister">Prime Minister</keyword> <keyword id="6354477" type="PERSON" weightage="40" keywordseo="Narendra-Modi">Narendra Modi</keyword> killed at least two birds with one stone with his retire-at-75 policy: He managed to keep about 10 septua-and-octogenarian BJP leaders such as Murli <keyword id="6602480" type="PERSON" weightage="40" keywordseo="Manohar-Joshi">Manohar Joshi</keyword>, CP Thakur, Bhola Singh and Karia Munda out of the ministry, which in turn helped create space for several Young Turks, whom he made ministers of state with independent charge (MoS-IC) of portfolios that are far meatier than some of the Cabinet posts he's doled out to more senior party colleagues. 
 Many of these MoS-IC positions have in the past been part of the Cabinet. Piyush Goyal, for instance, gets independent charge of power, coal and new &amp; renewable energy – that's actually three Cabinet positions. Same with Nirmala Sitharaman, who has independent charge of commerce and industry. Dharmendra Pradhan, a <keyword id="127192" type="POSITION" weightage="40" keywordseo="BJP-general-secretary">BJP general secretary</keyword>, has got petroleum and natural gas, a heavyweight Cabinet responsibility in the past. Prakash Javadekar's I&amp;B and environment portfolios have often been in the Cabinet. 
 
Minute planning went into the ministry-making process. Nripendra Mishra, who was on Tuesday tipped as principal secretary to PM, played a key role and helped the BJP core team come up with the relatively small council of ministers. It would have been even smaller – around 35 members – if there had been agreement on a full-scale restructuring of ministries. For instance, a proposal to merge three industry ministries – heavy industry, DIPP and micro, small and medium enterprises – couldn't be implemented because it would meant sacrificing two Cabinet posts and one of MoS. 
 
 
 
 
There was another, possibly secondary, reason: The key portfolios related to manufacturing and job creation would have had to be assigned to a senior leader who may not have been as aligned to Modi's crucial reforms agenda as the Young Turks. In the Vajpayee government, the reforms process was blocked by three senior ministers – Ram Naik, Murli Manohar Joshi and Shiv Sena's Manohar Joshi. 
 
 
 
 
 
 Significantly, Nirmala Sitharaman also has additional portfolios of MoS for finance and corporate affairs under <keyword id="42575" type="PERSON" weightage="40" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> – which, in a sense, makes him 'super-minister' of finance, industry and commerce. With Sitharaman also MoS finance, other turf battles involving exporters or SEZs can be resolved more easily. 
 Also, in a bid to avoid differences between the finance ministry and the department of industrial policy and promotion related to <keyword id="44528" type="ORGANIZATION" weightage="40" keywordseo="FDI">FDI</keyword> policy and investment agreements, there could be a move to transfer DIPP to finance. 
 
 
 
With economic reforms high on Modi's checklist, there is talk of a search for a few competent officers to drive the agenda from the PMO. A secretary-rank officer handling infrastructure ministries is said to be on the cards. This will be a throwback to the Vajpayee PMO where initially N K Singh, and later S Narayan, coordinated the economic agenda of the NDA. 
 
While Modi's choice of ministers is said to have been driven primarily by considerations such as like-mindedness and efficiency, some 'social balancing' was unavoidable. Kalraj Mishra, a veteran Brahmin leader from UP, who has got the micro, small and medium enterprises portfolio, appears to have been a beneficiary of Murli Manohar Joshi's enforced absence from Cabinet.

New Delhi, The number of electric vehicle (EV) charging stations that are operating in the country has gone up to 12,146 as of February 2 this year, Minister of State for Heavy Industries, <keyword id="20219727" type="General" weightage="20" keywordseo="krishan-pal-gurjar" source="keywords">Krishan Pal Gurjar</keyword>, said in a written reply in the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> on Tuesday. The data provided by the minister shows that Maharashtra leads with 3,079 EV charging stations followed by Delhi with 1,886, while Karnataka is at the third spot with 1,041 charging stations. The top three states are followed by: <keyword id="19896018" type="General" weightage="20" keywordseo="kerala" source="keywords">Kerala</keyword> (852), <keyword id="19896558" type="General" weightage="20" keywordseo="tamil-nadu" source="keywords">Tamil Nadu</keyword> (643), Uttar Pradesh (582), <keyword id="19898913" type="General" weightage="20" keywordseo="rajasthan" source="keywords">Rajasthan</keyword> (500), Telangana (481), Gujarat (476) and Madhya Pradesh (341), making up the top 10 list. The Ministry of Heavy Industries (MHI) has been making consistent efforts for facilitating the promotion of EVs in India. The FAME-II scheme inter-alia included financial support in the form of subsidy for setting up of public charging infrastructure to instill confidence among the EV users, the minister said. Further, the Ministry of Power has taken several initiatives to accelerate the deployment of public EV charging infrastructure in the country. The government has issued guidelines and standards for charging infrastructure, which enable the owners of EVs to charge their vehicles at their residence/office using their existing electricity connections. A revenue sharing model for provision of land at promotional rates for public charging stations has also been introduced and provision has been made for providing electricity connection to Public Charging Station (PCS) within stipulated timelines. The government has also prescribed the single part EV tariff for public charging stations, This amount cannot exceed Average Cost of Supply (ACoS) till 31.03.2025. The guidelines specify a ceiling of Rs 2.50 per unit and Rs 3.50 per unit of electricity used for slow AC charging of EVs at PCS during the solar and non-solar hours, respectively. Additionally, a ceiling limit of Rs 10 per unit and Rs 12 per unit of electricity used for DC fast charging of EVs at PCS during the solar and non-solar hours, respectively, has also been specified. Average cost of supply (ACoS) by DISCOMs to PCSs during solar hours shall have a rebate of 20 per cent and a surcharge of 20 per cent during all other times. The Green Energy Open Access Rules, 2022, has been notified with the objective of further accelerating renewable energy adoption, ensuring access to affordable, reliable, sustainable and green energy for all, the minister added.

Modi Allocates Portfolios To Ministers

The <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> government is planning to utilise almost 18 lakh acres of land, owned by different public sector undertakings (PSUs), for new manufacturing and infrastructure projects, The Economic Times has reported. 
 
"The idea is that since land acquisition is a very long-drawn process, we can identify the land available and then match it with the requirements of a new project," the newspaper quoted a senior official of the Ministry of Heavy Industries and Public Enterprises as saying. 
 According to the ministry's estimates, out of the 18 lakh acres of land available with <keyword id="44530" type="COMPANY" weightage="20" keywordseo="PSU">PSU</keyword>s, 8-10 lakh acres can be used soon. A senior official working with a PSU said, "We are in the process of compiling the data. Some land is free hold and other has been given by the respective state governments, so it is taking some time." 
 12 sick PSUs, which are not operational but have surplus land, have been identified for this purpose. Some of the companies are: Hooghly Dock &amp; Port Engineers Ltd, <keyword id="1367769" type="UNKNOWN" weightage="20" keywordseo="British-India-Corporation">British India Corporation</keyword>, <keyword id="2660977" type="UNKNOWN" weightage="20" keywordseo="Elgin-Mills-Company">Elgin Mills Company</keyword>, <keyword id="2660978" type="UNKNOWN" weightage="20" keywordseo="Hindustan-Vegetable-Oils-Corporation">Hindustan Vegetable Oils Corporation</keyword> and Birds Jute and Export Ltd. 
 
"We are examining these firms from both financial viability and HR issues. They have some land that can be utilised," the official added.

The government on Tuesday said it received bids from seven companies including <keyword id="19896380" type="General" weightage="20" keywordseo="Reliance-Industries" source="keywords" meta.keywordsubtype="org" meta.entityname="Reliance Industries" meta.hostid="261" meta.entityid="Reliance Industries">Reliance Industries</keyword> and <keyword id="20226597" type="General" weightage="20" keywordseo="JSW-Neo-Energy" source="keywords" meta.keywordsubtype="org" meta.entityname="JSW Neo Energy" meta.hostid="261" meta.entityid="JSW Neo Energy">JSW Neo Energy</keyword> for production-linked incentives to set up battery manufacturing facilities of 10 GWh capacity with an outlay of Rs 3,620 crore. The other bidders on the list included ACME Cleantech Solutions Private Limited, Amara Raja Advanced Cell Technologies Private Limited, Anvi Power Industries Private Limited, <keyword id="21402810" type="General" weightage="20" keywordseo="Lucas-TVS" source="keywords">Lucas TVS</keyword> Limited, and Waaree Energies Limited. The bids for manufacturing facilities with a cumulative capacity of 70 GWh came in response to a global tender issued by the Heavy Industries Ministry on January 24 this year. "The scheme received an overwhelming response from industry as bids received is 7 times the manufacturing capacity of 10 GWh to be awarded," the ministry stated. The ministry had announced the re-bidding of Production Linked Incentives (PLI) for 10 GWh <keyword id="20049274" type="General" weightage="20" keywordseo="Advanced-Chemistry-Cell" source="keywords">Advanced Chemistry Cell</keyword> (ACC) manufacturing. The pre-bid meeting was held on 12 February. The last date for receiving applications was April 22 and the technical bids were opened on Tuesday. In May 2021, the Union Cabinet had approved the PLI scheme for the National Programme on ACC battery storage with an outlay of Rs 18,100 crore. The scheme aims to achieve domestic manufacturing capacity of 50 Giga Watt hours (GWh) of battery storage. The first round of bidding was concluded in March 2022 and three companies were allocated a total capacity of 30 GWh. The agreement with selected companies was signed in July 2022. Reliance, JSW Neo Energy and 5 others bid for govt incentives to set up battery manufacturing units

New Delhi, Dec 22 () The Commerce and Industry Ministry is taking steps including making it mandatory for consignment based testing to ensure import and sale of quality toys in the country, an official said.
 The ministry is also looking at stricter quality control norms for toys industry by explicitly stating definition of toys to minimise evasion from compliance, the official added.
 Quality control order on toys is one of the ways to stop flow of cheap sub-standard toys in the market.
 To ensure import of quality toys, the ministry has said that samples will now be randomly picked from each import consignment and will be sent to NABL accredited labs for testing and clearance.
 If the sample fails to meet the required standards, the consignment will be sent back or will be destroyed at the cost of importer.
 These measures are being implemented on the back of a study conducted by the Quality Council of India.
 According to the study, about 67 per cent of toys failed all safety and standard tests, while about 30 per cent of plastic toys failed to meet the safety standards of admissible levels of heavy metals and phthalates.
 Similarly, 80 per cent of these toys failed on mechanical and physical safety properties.
 In case of soft toys, 45 per cent failed on admissible levels of phthalates and 75 per cent of electric toys failed on mechanical standards.
 The toys industry in India is primarily in the unorganised sector, comprising about 4,000 small and medium enterprises. 
 About 85 per cent of toys are imported in the country, with maximum coming from China. It is followed by Sri Lanka, Malaysia, Germany, Hongkong and the US. RR RVK

ComMin taking steps to ensure import, sale of quality toys in India

New Delhi, Dec 23 () Union minister Arjun Ram Meghwal on Monday said his ministry has received 3-4 demands, including suggestion to cut GST rates, from automobile industry body SIAM and has forwarded them to the finance minister.
Addressing the 4th annual SIAM CSR Conclave here, the minister of state for heavy industries and public enterprises asked the auto industry for more suggestions, if any, before the finalisation of the Budget. 
 "I have received 3-4 demands from the SIAM. I have sent your suggestions, including the one related to reduction in GST rate, to the finance minister. If you (industry) have any other suggestions please submit those as the Budget consultation process is still going on," Meghwal said here.
 He said it was important to submit suggestions before the consultation process gets over.
 "After the 'halwa ceremony', nothing can be added. So please give suggestions, if any, before that," Meghwal said adding that the finance ministry will not accept any suggestion after the halwa ceremony, which marks the launch of formal printing of Budget documents, is over.
Meghwal also emphasised on the need for corporates to wholeheartedly support social initiatives under their CSR activities.
