New Delhi, The <keyword id="6354977" type="COMPANY" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> has upheld the <keyword id="2687455" type="COMPANY" weightage="20" keywordseo="AYUSH-Ministry">Ayush Ministry</keyword>'s advisory to permit use of homoeopathy medicines as add-ons to standard care in Covid-19 treatment, <keyword id="6354721" type="COMPANY" weightage="20" keywordseo="parliament">Parliament</keyword> was told on Friday. In a written reply in the Lok Sabha, Youth Affairs and Sports Minister <keyword id="638723" type="PERSON" weightage="20" keywordseo="Kiren-Rijiju">Kiren Rijiju</keyword>, who holds additional charge of the <keyword id="6371607" type="LOCATION" weightage="20" keywordseo="ayush">Ayush</keyword> Ministry, said that while homoeopathy treatment is not to be given in standalone mode for Covid-19 treatment, <keyword id="10752099" type="UNKNOWN" weightage="20" keywordseo="ayush-interventions">Ayush interventions</keyword>, including homoeopathy, as add-on to standard care are allowed. He also said that the Ayush Ministry has taken many steps with the help of other systems of medicine, including homeopathy, for Covid-19-related treatment. The Minister also cited the Ministry's letter dated March 6, 2020 to all Chief Secretaries of states and <keyword id="390245" type="COMPANY" weightage="20" keywordseo="Union-Territories">Union Territories</keyword>, conveying specific suggestions on augmentation of general immunity of people and about possible Ayush interventions. He also mentioned the self-care guidelines issued by the Ministry on March 31, 2020 for preventive health measures and enhancing immunity with special reference to respiratory health. Further, the Ayush Ministry, through various research organisations and National Institutes under it, has conducted 105 <keyword id="10752098" type="UNKNOWN" weightage="20" keywordseo="interdisciplinary-clinical-studies">interdisciplinary clinical studies</keyword> (including 20 studies of homoeopathy) at 136 centres in the country. Clinical research studies are conducted on Ayush interventions as prophylactic interventions in high risk population targeting approximately five lakhs population and as an add-on to standard care to Covid-19 management. Homoeopathy medicines add-ons allowed in COVID-19 treatment, says Youth Affairs and Sports Minister

<ul><li>Last year saw many brands make unsubstantiated claims around the COvid-19 virus, promising to protect from the virus. </li><li><keyword id="169284" type="ORGANIZATION" weightage="20" keywordseo="ASCI">ASCI</keyword> reviewed 332 covid-related ads, through consumer complaints as well as its own monitoring, out of which only 12 were actually able to substantiate the claims they made.</li><li>ASCI’s expert panel that comprises highly seasoned microbiologists were kept busy examining Covid-related evidence provided by advertisers. </li><li>Given the rampant exploitation of vulnerable consumers in the pandemic situation, ASCI issued a Covid advisory in October 2020, giving advertisers a clear directive to fully substantiate their Covid related claims through recognized testing facilities.</li></ul>The Covid-19 pandemic turned FY20-21 in a year of a great turmoil for consumers and brands alike. Last year, we came across numerous brands making unsubstantiated claims about their products protecting people from the COvid-19 virus. In recently released data by the Advertising Standards Council of India (ASCI), 332 covid related ads were picked up by ASCI through consumer complaints as well as its own monitoring, out of which only 12 were actually able to substantiate the claims they made. In the first quarter of the pandemic, a directive from the <keyword id="2751687" type="PERSON" weightage="20" keywordseo="Ministry-Of-Ayush">Ministry of AYUSH</keyword> asked ASCI to identify advertisements that violated its advisory dated 1st April 2020 and ASCI escalated 237 objectionable ads to the Ministry of AYUSH. While 164 ads complied and modified the untrue claims, 73 covid related ads needed further investigation and action by the Ministry due to non-compliance. In addition to this, ASCI picked up advertisements of several other categories such as paints, apparel, detergents, skin care, ACs, fans, water purifiers, plywood and laminates, supplements and food- all promising Covid related benefit. ASCI’s expert panel that comprises highly seasoned microbiologists were kept busy examining Covid-related evidence provided by advertisers. Given the rampant exploitation of vulnerable consumers in the pandemic situation, ASCI issued a Covid advisory in October 2020, giving advertisers a clear directive to fully substantiate their Covid related claims through recognized testing facilities. Manisha Kapoor, Secretary General, ASCI said, “In a period where consumer vulnerabilities were at an all-time high, many brands took unfair advantage of this, and tried to peddle their wares without establishing any robust evidence of their actual utility against the SARS Cov-2 virus. ASCI has worked hard to weed out such advertisements by using very stringent standards of evidence. Brands that offer proven benefits to consumers have a genuine role in the pandemic, but unfortunately most of the Covid related advertising fell woefully short. Most advertisers were unable to prove that the products actually worked to help consumers in a real way as claimed in the ads.” Besides Covid complaints, the ASCI <keyword id="717040" type="ORGANIZATION" weightage="20" keywordseo="Consumer-Complaints-Council">Consumer Complaints Council</keyword> (CCC) also processed 1406 complaints in the education sector, 285 complaints against food and beverage advertisements and 147 complaints related to personal care. In addition, 364 advertisements were found to be, prima facie, in violation of The <keyword id="443553" type="PERSON" weightage="20" keywordseo="Drugs-and-Magic-Remedies-Act">Drugs and Magic Remedies Act</keyword>. ASCI’s independent Consumer Complaints Council (CCC) convened 37 times during the year and ASCI achieved a 97% compliance rate from advertisers on its recommendations, scoring a strong point for the efficacy of self-regulation. <cmsannotation type="cmsannotation" annotationid="Other key initiatives" text="Other key initiatives">Other key initiatives</cmsannotation> ASCI came up with various initiatives to help shape and monitor the advertising narrative. In September 2020, ASCI tied up with <keyword id="134892" type="COMPANY" weightage="20" keywordseo="TAM">TAM</keyword> to monitor 3,000 digital platforms. Since then, it has observed a rise in complaints related to online ads, both received from end consumers, as well as taken up suo motu. 35% of the advertisements looked into by the CCC were from the digital medium. The pandemic year also saw a massive jump in online gaming activities and concerned with the unabated rise of online real money gaming advertisements which did not explain risks to consumers in a transparent way, ASCI developed guidelines for the sector. ASCI processed 67 complaints related to Online real money gaming from Jan-March 2021. ASCI also launched the Trust in Advertising report in partnership with <keyword id="6456080" type="ORGANIZATION" weightage="20" keywordseo="nielsen">Nielsen</keyword> IQ and the <keyword id="32717" type="ORGANIZATION" weightage="20" keywordseo="Indian-Society-of-Advertisers">Indian Society of Advertisers</keyword>, and the ‘Chup Na Baitho’ awareness campaign for consumers, encouraging them to report objectionable claims in advertising. In addition, ASCI recently released detailed guidelines for influencer advertising. These guidelines make it mandatory for influencers and brands to specify what content is promotional in nature. Influencer marketing is mainstream now and the guidelines were the need of the hour. They were welcomed by all stakeholders and are being implemented.

(Eds: Updates with Ayush Ministry statement) Haridwar/New Delhi, Jun 23 () Yoga guru Ramdev's herbal medicine company Patanjali Ayurved on Tuesday claimed to have discovered a medicine that could cure coronavirus in just seven days - a claim that the Ayush Ministry scoffed at by seeking stopping of advertisements for the drug. While Ramdev claimed that Ayurved-based 'Coronil and Swasari' medicine have shown 100 per cent favourable results during clinical trials on COVID-19 infected patients except those on a life support system, the Ayush Ministry sought from the company detailed report on composition, testing and other data of the drugs. The ministry also used powers under a 1954 law to ask the firm to "stop advertising/publicizing" claims of corona cure drug until the issue is examined by it. A government notification bars companies from advertising a cure without government approval. But it wasn't immediately clear if the drug can still be sold. Talking to , Ramdev said the medicines have been developed by Patanjali Research Center, Haridwar and privately-owned National Institute of Medical Science, Jaipur following all protocols with clinically controlled trial-based evidence. "Patanjali first conducted clinical case study and conducted clinical control trials following all protocols of drug discovery," he said. Sidestepping questions on the drug being approved by government agencies such as ICMR, Ramdev said clinical controlled study of these medicines was done in several cities including Delhi, Ahmedabad and Meerut and the RCT (Randomized Clinical Trial) controlled with placebo was conducted at Jaipur-based National Institute of Medical Sciences &amp; Research. "This was done after getting approval from Clinical Trial Registry of India (CTRI) and all other required formalities," he said. "We have followed all the parameters set up by modern science for such clinical trials." Reacting to the announcement, the Ministry of Ayush issued a statement saying, "Facts of the claim and details of the stated scientific study are not known" to it. "Patanjali Ayurved Ltd has been asked to provide at the earliest details of the name and composition of the medicines being claimed for COVID treatment; site(s)/hospital(s), where the research study was conducted for COVID-19; protocol, sample size, Institutional Ethics Committee clearance, CTRI registration and results data of the study (ies) and stop advertising/publicizing such claims till the issue is duly examined," the ministry statement said. The ministry also asked the concerned State Licensing Authority of Uttarakhand Government to provide copies of license and product approval details of the Ayurvedic medicines being claimed for the treatment of COVID -19. Under the ministry's guidelines for drug development of ayurvedic formulations, state licensing authority grants licenses for manufacturing any Ayurvedic, Siddha or Unani medicine. Ramdev at a launch press conference in Haridwar, where his company is based, claimed that his ayurvedic drugs have shown 100 per cent favourable results during the clinical trial. "We conducted a clinical case study and clinical controlled trial, and found 69 per cent patients recovered in 3 days and 100 patients recovered in 7 days," he said. According to him, this medicine is useful for prevention from COVID-19 and also for treatment. Claiming that during the trial other complications of patients were also cured and their critical parameters were normalised, he said no infected patient lost his life during the trial. Patanjali, he said, had started to work on corona medicines in December 2019. The Corona kit, priced at Rs 545, would be available pan India within a week. The kit will have medicines for 30 days. Ramdev said the medicines can be ordered online through a mobile app from next Monday. The COVID-19 therapy suggested by Patanjali is applicable for adults ranging between 15-80 years of age whereas children are advised to take half the dosage prescribed for adults. Patanjali's anti-COVID tablet, Divya Coronil Tablet consists of Giloy, Tulsi and Ashwagandha and is prescribed to be taken thrice a day with hot water 30 minutes after breakfast, lunch and dinner. Medical experts, however, were not convinced by the claims. Dr Ravi Shekhar Jha, Head of the department and senior consultant, Pulmonology, Fortis Escorts Hospital, Faridabad, said physiologically it is quite impossible that there is any medicine which can finish the viral load from the body in 5-7 days. "These claims can be very harmful because people, instead of taking actual medical help, may start rushing to these kinds of claims which have no proven clinical trial," he told . Instead of taking actual medical help, opting for a "desi nuskha" kind of a thing is just going to result in loss of precious time in curing the disease, Jha said. Noted city-based lung surgeon Dr Arvind Kumar said only a proper clinical trial can prove the efficacy of the medicine. Haridwar-based Patanjali group has an estimated turnover of around Rs 10,500 crore. It had acquired debt-ridden Ruchi Soya in a corporate insolvency resolution process for around Rs 4,350 crore after competing with Adani Group. Yoga break comprises few 'light' practices that can be done by taking a 5 minute break from work. The AYUSH ministry earlier had asked government institutions and other corporate bodies to initiate a mandatory 30-minute yoga break for their employees. It had written to corporate bodies like the <keyword id="129899" type="ORGANIZATION" weightage="20" keywordseo="Federation-of-Indian-Chambers-of-Commerce">Federation of Indian Chambers of Commerce</keyword> &amp; Industry (FICCI) asking them to issue a circular for implementing the Yoga break in corporate offices for employees. "Y-break is not a course in Yoga, but a very brief introductory module to it. The process of developing yoga protocols began around 3 months back with a core group of 10 renowned yoga practitioners and experts framing them. "As part of the drill, a booklet has been complied and a film showcasing perfect postures at workplaces has been made to be shown at corporate houses. The trial has been launched to check their effectiveness and efficacy. The ministry will provide with all the necessary assistance to the corporate sector for the same," the official said. According to another official, those working in the corporate sector experience lot of stress and thus the exercise module will help them cope with the pressure and refresh them increasing their productivity.

Axis Bank, E&Y and others volunteer to provide Yoga breaks to employees

In a major move aimed at bringing domain expertise to policy making, the government has decided to open its doors for private sector specialists in select departments, a senior personnel ministry official told PTI. A proposal is being worked out to induct 50 such specialists from the private sector in government departments at the level of director and joint secretary, he said. Many of these posts are manned by civil service officials. A presentation giving details of the proposal was shown to Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> recently by the personnel ministry, the official said. Private sector talent can be brought in on fixed- term contracts to supplement the government's effort of providing good and effective governance, he said. About 48 lakh employees work in various central government departments. Over 4.2 lakh posts were vacant as on March 1, 2015, according to latest data. The move to induct private sector specialists comes following a suggestion from the government's policy think tank Niti Aayog. "Today, rising complexity of the economy has meant that policy making is a specialised activity. Therefore, it is essential that specialists be inducted into the system through lateral entry. "Such entry will also have the beneficial side effect of bringing competition to the established career bureaucracy," a draft agenda report on civil services reform by the Aayog had said. In areas requiring specialised knowledge, it is important to develop expertise among internal staff and induct lateral entry, the report said. "This specialisation by the internal staff needs to be complemented by lateral entry of highly specialised staff on fixed-term contracts. Specialists could be brought on three to five year contracts. Such a system will bring top talent and energy into the government and will lend new dynamism to the ministries," it said. The government has already been appointing private persons in some departments. Last month, an ayurveda physician, 'Vaidya' Rajesh Kotecha, was appointed as special secretary in <keyword id="2687455" type="UNKNOWN" weightage="20" keywordseo="AYUSH-Ministry">Ayush Ministry</keyword>. Usually a senior bureaucrat, preferably an IAS officer, is appointed to such a post. Last year, former IAS officer and renowned sanitation specialist <keyword id="3245163" type="UNKNOWN" weightage="20" keywordseo="Parameswaran-Iyer">Parameswaran Iyer</keyword> was appointed secretary, Ministry of Drinking Water and Sanitation. Iyer, who had taken voluntary retirement from <keyword id="106848" type="ORGANIZATION" weightage="20" keywordseo="Indian-Administrative-Service">Indian Administrative Service</keyword> (IAS), was appointed on contract basis for two years. The Centre recently also opened banking sector and central public sector enterprises for private sector specialists.

Government to open lateral entry door for private sector specialists

Union <keyword id="700459" type="ORGANIZATION" weightage="80" keywordseo="ministry-of-water-resources">Ministry of Water Resources</keyword>, River Development and Ganga Rejuvenation and the <keyword id="2751687" type="UNKNOWN" weightage="80" keywordseo="Ministry-Of-Ayush">Ministry of AYUSH</keyword> are discussing a proposal to build <keyword id="2893204" type="UNKNOWN" weightage="80" keywordseo="Herbal-units">herbal units</keyword> on the banks of river Ganga in Uttarakhand as part of the NDA government's ambitious <keyword id="510331" type="UNKNOWN" weightage="80" keywordseo="Clean-Ganga-project">Clean Ganga project</keyword>. If things go as per plan, Uttarakhand may soon have processing units of herbal medicines on the banks of the holy river, along with an '<keyword id="129195" type="ORGANIZATION" weightage="80" keywordseo="Eco-Task-Force">Eco Task Force</keyword>' of ex-servicemen who would be engaged in plantation activities, according to a PTI report. 

	Moreover, the organic farming wing of the government is also likely to be roped in for the initiative, said official sources. 
 The Eco Task Force is likely to start functioning within the next three months and it would be entrusted with three major responsibilities, including prevention of dumping <keyword id="56059" type="PERSON" weightage="60" keywordseo="Garbage">garbage</keyword> into the river and planting saplings on the banks of Ganga, the sources added. As per the plan, herbal saplings procured from the <keyword id="223349" type="ORGANIZATION" weightage="80" keywordseo="Forest-Research-Institute">Forest Research Institute</keyword> in Dehradun would be planted on the banks of river Ganga in the state. 

	"While the Eco Task Force would be carrying out planting of saplings, the Ministry of AYUSH would establish herbal processing units in Uttarakhand. The Ministry of Water Resources would be rendering assistance in marketing the herbal products. The whole plan would take off by October 2016," another senior ministry source said.
 

	The aim of the initiative is to generate more job opportunities for the local population, the senior ministry source said. 
 The proposed Force, a <keyword id="49995" type="ORGANIZATION" weightage="80" keywordseo="territorial-army">territorial army</keyword> unit, consists of four battalions. Each battalion would be led by a Colonel-level officer from the <keyword id="43909" type="ORGANIZATION" weightage="80" keywordseo="Defence-ministry">Defence Ministry</keyword>. 

	"In total, there would be about 1,600 personnel for the Eco Task Force. Funds to the tune of Rs 300 crore has been earmarked for the force for the first year," an official said. 
 

	Touted as the first-of-its-kind effort involving defence forces in cleaning a river in India, these battalions would be initially deployed in the most polluted stretches of Ganga.
