London: Universities and student groups on Tuesday urgently lobbied British Prime Minister <keyword id="19906889" type="General" weightage="20" keywordseo="Rishi-Sunak" source="keywords">Rishi Sunak</keyword> to safeguard the country's <keyword id="21659184" type="General" weightage="100" keywordseo="post-study-visa" source="keywords">post-study visa</keyword> offer, which has been dominated by Indians to gain work experience for around two years at the end of their university degree. Amid reports that Sunak is considering either restricting or ending the <keyword id="20616105" type="General" weightage="20" keywordseo="Graduate-Route" source="keywords">Graduate Route</keyword> to curtail soaring migration statistics ahead of a general election, a group of nearly 30 university vice-chancellors and the <keyword id="21760521" type="General" weightage="20" keywordseo="national-indian-students-and-alumni-association" source="keywords">National Indian Students and Alumni Association</keyword> (NISAU) UK have issued detailed letters of appeal to 10 Downing Street. They list a series of factors in favour of keeping the Graduate visa scheme unchanged, including the benefits that international students bring to the UK economy in a competitive global higher education marketplace. "Modelling by consultancy London Economics shows that a single cohort has a net economic benefit of GBP 37 billion to the UK economy; as well as through the soft power that Britain's international graduates generate for the country over time, including through furthering ties of trade and diplomacy," reads the NISAU UK letter addressed to Sunak. "Indeed, 70 per cent of <keyword id="19971660" type="General" weightage="20" keywordseo="Indian-students" source="keywords">Indian students</keyword> have told us that the ability to gain meaningful work experience is a critical element in their decision to choose between competing international destinations, of which the UK is one... the Graduate Route allows the opportunity to gain this work experience for a temporary period. It is non-extendable and does not count towards permanent settlement. This means that neither students nor Graduate visa holders should be considered 'immigrants' in the context of the long-term picture of migration," it notes. Their appeal comes a week after the influential <keyword id="20609895" type="General" weightage="20" keywordseo="Migration-Advisory-Committee" source="keywords" meta.keywordsubtype="org" meta.entityname="Migration Advisory Committee" meta.hostid="83" meta.entityid="Migration Advisory Committee">Migration Advisory Committee</keyword> (MAC) advised the government to let the scheme continue as it found no abuse of this post-study work offer. It also confirmed that Indians topped its tally, accounting for 89,200 visas between 2021 and 2023, or 42 per cent of the overall grants, and were likely to be "most affected by any restriction on the Graduate Route". In their letter to Sunak, universities in the north of England — from Sunderland to Sheffield, Leeds to Lancaster, Liverpool to Teesside, Bradford to Huddersfield, and York to Newcastle — said they will all be harmed by the removal or reduction of this visa as it is an "intrinsic part of the educational offer that has made the UK so attractive to brilliant students from all around the world". "The Graduate Visa Route is regarded by students in key markets like India as an integral part of their educational experience. The MAC review made clear that the removal of this route would make the UK less attractive and thus would cause considerable financial detriment to universities around the country," reads their joint letter. "International student tuition fee income has long cross-subsidised underfunded research and has increasingly become critical to cross-subsidise the teaching of UK undergraduate students because of the frozen tuition fee. Universities cannot continue to absorb the costs of teaching UK undergraduates without some form of alternative funding source," they caution. On top of their visa fees, international students who find work and start businesses contribute billions of pounds in income tax, national insurance and VAT annually. The university chiefs point out that they are also usually net contributors to the National Health Service (NHS) through the NHS surcharge. The Russell Group of the UK's leading universities issued its appeal over the weekend, with CEO Tim Bradshaw warning that there has already been a 10 per cent decline in international applications for post-graduate courses starting this September in the wake of the clampdown on students being able to bring dependant family members. "A further restriction on international students would not only be unnecessary — as numbers are already falling — but also damaging, resulting in less spending in local communities, fewer opportunities for domestic students and less UK research," he noted in a letter to Sunak. Members of his own Cabinet are believed to be opposed to any changes to the Graduate scheme, but the British Prime Minister is having to balance pressures from the right of the governing Conservatives who are single-minded in their demands to curb all forms of legal as well as illegal migration levels ahead of an election later this year.

Universities, student groups lobby PM Sunak to keep UK's post-study visa scheme unchanged

For Indian IT professionals who have been planning to go UK for a job or have been posted there through their Indian companies, things aren’t going to be easy now onwards as the UK government, in an attempt to lessen the number of immigrants, has announced some changes in its visa policy for non-EU nationals. 
 According to the new rules announced by the <keyword id="160935" type="ORGANIZATION" weightage="20" keywordseo="UK-Home-Office">UK Home Office</keyword>, minimum salary threshold of 30,000 pounds is to be met by anyone who is applying after November 24th under the Tier 2 intra-company transfer (<keyword id="70733" type="COMPANY" weightage="20" keywordseo="ICT">ICT</keyword>) category. Earlier, the minimum salary limit was 20,800 pounds. 
 "The first of two phases of changes to Tier 2, announced by the government in March following a review by the <keyword id="3811210" type="ORGANIZATION" weightage="20" keywordseo="independent-migration-advisory-committee">Independent Migration Advisory Committee</keyword>, will affect applications made on or after November 24 unless stated otherwise," a UK <keyword id="107407" type="ORGANIZATION" weightage="20" keywordseo="Home-Office">Home Office</keyword> statement said. 
 According to UK’s <keyword id="144070" type="ORGANIZATION" weightage="20" keywordseo="Migration-Advisory-Committee">Migration Advisory Committee</keyword> (<keyword id="62949" type="PERSON" weightage="20" keywordseo="MaC">MAC</keyword>), 90% of the visas issued under ICT were that of Indian IT workers. 
 
The other changes announced included the increase of the Tier 2 salary threshold for experience workers to 25,000 pounds, reduction of Tier 2 graduate trainee salary limit to 23,000 pounds, increment of 20 vacancies per company annually and closing of the Tier 2 skill transfer sub category. Many changes regarding the Tier 4 category were also announced and mainly included maintenance requirements for the Doctorate Extension Scheme. 
 These new requirements will affect nationals outside the <keyword id="6355110" type="ORGANIZATION" weightage="20" keywordseo="European-Union">European Union</keyword>, including Indians, the most, when applying for settlement for family members after two and a half years in the UK on a five-year route to residency settlement in the UK. 
 
The changes follow advice by the MAC earlier this year to curb the Tier 2 ICT route and reduce reliance on foreign workers. 
 
"(Immigration) is not serving to increase the incentive to employers to train and upskill the UK workforce. Ready access to a pool of skilled IT professionals in India is an example of this," the MAC report had said in its findings. 
 
"We did not see any substantive evidence of long-standing reciprocal arrangements whereby UK staffs are given the opportunity to gain skills, training and experience from working in India," it noted. 
 
MAC also added that the MNCs with presence in India have developed a delivery model, and has developed a competitive advantage in delivering IT projects in the UK. 
 
"They have developed a delivery model, whereby significant elements of projects are delivered offshore in India, taking advantage of the fact that Indian salaries are lower than in the UK for equivalent workers. 
 
The new rules follow further tightening of the Tier 2 category, which came into force in April this year. 
 "The UK government s reforms to Tier 2 work visas are intended to ensure that businesses are able to attract the skilled people they need, but also see that they get far better at recruiting and training UK workers first," then UK Immigration minister <keyword id="3332922" type="PERSON" weightage="20" keywordseo="James-Brokenshire">James Brokenshire</keyword> had said.

It’s going to be a lot tougher to get UK Visas for Indians, especially techies now on

British Prime Minister <keyword id="6430216" type="PERSON" weightage="20" keywordseo="David-Cameron">David Cameron</keyword>’s move to bring down net <a href="http://www.businessinsider.in/Getting-a-British-visa-wont-be-so-easy-for-Indians-and-other-immigrants-from-now-on/articleshow/47630590.cms">migration</a> in UK from outside the European Union has begun to worry <keyword id="398704" type="UNKNOWN" weightage="20" keywordseo="Indian-IT-firms">Indian IT firms</keyword> like <a href="http://www.businessinsider.in/searchresult.cms?query=TCS">Tata Consultancy Services</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=infosys">Infosys</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=wipro">Wirpo</a>. 
 
The Indian IT industry is already grappling with <a href="http://www.businessinsider.in/86-Indians-in-computer-jobs-get-H-1B-visas/articleshow/48453766.cms">visa issues</a> in the US. 
 
Now the UK, which is the second largest market for <a href="http://www.businessinsider.in/searchresult.cms?query=Indian+IT+companies">Indian IT firms</a>, also wants to bring reforms in its policies like limiting migration to 100,000, increasing minimum salary threshold for skilled workers, etc. 
 
The UK accounts for about 18%, or about $18-$19 billion, of export revenue annually, according to industry body Nasscom. 
 
According to Back-The-Mac, a group that campaigns against the use of <a href="http://www.businessinsider.in/searchresult.cms?query=ICT">ICT</a> visas, the number of Indian workers on ICT visas in the UK was the highest at 36,762 as of December 2014. 
 
Meanwhile, Indian IT companies fall under UK's tier-II visas that pertain to skilled workers from outside the UK. 
 
The Migration Advisory Committee (MAC) has asked for suggestions from partners to help it formulate a response to the review of tier-II visas. 
 
Among the questions asked is the impact of putting tighter ICT "restrictions on the IT sector specifically" and the impact of the use of ICT provisions in the IT sector on existing UK companies and resident workers. 
 
"The most worrisome proposal is the restriction on numbers of tier-II visas as that will reduce deployment agility. The second one is the increased cost due to the minimum wage and additional employer levy which will increase the cost of delivery and adversely affect market competitiveness for Indian companies," said Sanjoy Sen, doctoral research scholar, Aston Business School, UK. 
 
However, Nasscom said there will be no impact on net migration in the UK because of the ICT visa, which is similar to the L-1 visas used in the US.

Doing jobs that require skills but aren't necessarily highly skilled, and they would not pass this particular test," Portes said."Butchers, for example, or people who work in abattoirs - this is hard work and you need training. <div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div><ul><li>Last month Amber Rudd said the Home Office didn't have a position on post-Brexit immigration.</li><li>The revelation astonished MPs who accused the government of being in unprepared for exit day.</li><li>A row within Cabinet over how Theresa May should approach immigration in Brexit talks is delaying progress in policy-making, sources have told BI.</li><li>There is also concern that the Home Office doesn't have the capacity to deliver the changes.</li></ul>&#xa0;LONDON - A row within Cabinet over how Britain should tackle immigration in negotiations with the European Union is preventing the government from deciding what it wants from post-Brexit immigration.Two weeks ago Amber Rudd revealed to the Home Affairs Select Committee that the Home Office had not yet reached a position on what it believed the best post-Brexit immigration system for Britain would be.To committee chair Yvette Cooper's <a href="https://twitter.com/YvetteCooperMP/status/979307796528279552" target="_blank" rel="noopener">visible astonishment</a>, Rudd said that 21 months on from the 2016 Brexit referendum, the government had not decided what migration model it wants to work towards."At the moment, my commitment is to make sure the prime minister and David Davis have the information they need to get the best deal for the UK in their negotiations with the European Union," Rudd told Cooper.The committee was concerned by the apparent lack of progress in one of the most important areas of Brexit policy."Immigration was the biggest issue in the referendum nearly two years ago, and yet we are running out of time to have serious discussions in cabinet and in parliament about what we want our immigration system to look like in the future," Cooper, the Labour MP for Normanton, Pontefract and Castleford, told Business Insider this week."The country needs answers now - the Government can't just keep kicking the can down the road."<h2>Cabinet without consensus</h2>Well-placed sources have told BI that Theresa May is trying to manage an argument between senior ministers over what she should offer to the EU in regards to immigration, in ongoing negotiations on the future relationship.The row concerns whether Britain should incorporate preferential treatment for EU migrants into its post-Brexit immigration system. In practice, this would mean fewer obstacles in the way of EU citizens from migrating to the UK, compared to migrants trying to reach the UK from elsewhere in the world.A source with knowledge of Cabinet discussions told BI that ministers who want Britain to have close ties with Brussels after it has departed the bloc have pressured May to offer preferential post-Brexit treatment for EU citizens, in order see "what it can unlock" in negotiations, an example being greater market access. However, the Cabinet's chief Brexiteers pushed back, arguing it would keep Britain too close to the EU."There was a huge argument about whether immigration in a broader sense - in particular around preferential migration regime for EU citizens - would be up for grabs in talks," the source said. "It won't surprise you to learn that certain parts of the Cabinet said absolutely not."But that is not the only disharmony within May's so-called Brexit "War Cabinet," Jonathan Portes, Professor of Economics at King's College and immigration expert told BI."There is no prospect of consensus within the Cabinet on immigration after Brexit and that's not so much a Remain-Leave divide," he said. "It's between Theresa May - who is the most restrictionist prime minister in living memory when it comes to immigration - and the rest of the Cabinet, which is largely moderate and sensible."The prime minister is no rush to have decisive discussions about post-Brexit immigration because "she knows she'd be in a small minority" on the question of how tough immigration controls should be, Portes claimed.For example, May remains committed to getting net migration below 100,000. The pledge was introduced in 2011 by ex-prime minister, David Cameron, but successive Conservative governments have failed to get anywhere close to it."Some of the policies she introduced to try and meet the target have already done economic damage. If she were to go further in that direction she would do further economic damage," Portes added.<h2>A Home Office on the brink of crisis</h2>Even if the Cabinet was to reach a united position on post-Brexit immigration, there are big questions over whether the Home Office would have the capacity to even deliver it.It is set to have two years to process residency status for around 3.5 million citizens, plus those who'll have the right to arrive during the proposed transition period. This will require an application to be completed every four seconds. This is before civil servants even begin to think about building a brand new migration system.&#xa0;"This would be a serious challenge for any department, let alone one with a record of making mistakes in immigration applications and with 1,200 new staff to recruit and train," Cooper told BI.Rudd's under-pressure department is planning to hire an extra 1,500 members of staff by September 2018 to help with the mammoth task of Brexit, <a href="https://www.instituteforgovernment.org.uk/publications/costing-brexit-what-whitehall-spending-exiting-eu" target="_blank" rel="noopener">according to Institute For Government research published last month</a>. This will see Home Office staff numbers return to levels not seen since before Whitehall downsizing got underway in 2010.The Home Office is also accelerating its outsourcing. It is using around 50% more agency staff per month than it was in 2015, the IfG report adds. It will spend nearly £40 million more on agency staff in 2017/2018 than it did between June 2015 and June 2016 if it continues at this rate. Drastic times call for drastic measures.<div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>Yet, as the Institute For Government's Joseph Owen explained, this recruitment drive will not necessarily address the fundamental institutional problems within the Home Office."It's quite easy to bulk up capacity by recruiting low to mid-level civil servants, often generalists with a few years experience," he told BI this week. "But it's more difficult hiring the more experienced civil servants who are going to be making the big decisions and working out how to manage trade-offs. They're not easy to find."Digital resources is also an issue, Owen added. The Home Office currently has two IT systems for dealing with migration, and designing a new one for post-Brexit Britain will require designers who are in limited supply. However, the designers the department has are busy "with the burning issues in front of them, in the settled status and registration schemes," Owen said.The Home Office is allegedly so anxious about its capacity to deliver Brexit that it has taken steps to delay the process.<a href="https://www.gov.uk/government/news/migration-advisory-committee-mac-commissioned-by-government" target="_blank" rel="noopener">In July,</a> Rudd asked the Migration Advisory Committee to produce a report on how ending the free movement of people will impact the UK labour market. The move was well-received as it suggested the government wanted to put evidence before dogma in the formulation of its immigration policy.&#xa0;Its findings are expected later this year.However, a source close to the Home Office told BI that one of the reasons Rudd chose to commission this report was to give her department more time to clear the decks before work on post-Brexit migration must begin."The decision to go for the Migration Advisory Committee report on future migration was a quite convenient move in that the Committee is taking a year to produce its report," the source said."It's a good way of kicking the can down the road so the Home Office can focus on the cliff-edge issues which need to be ready in either 2019 or 2020."A Home Office spokesperson denied all of this in a statement sent to BI."It's&#xa0;nonsense to suggest that the Home Office, a department with 30,000 members of staff, is incapable of doing more than one thing at once and is overwhelmed by Brexit," they said."Work to develop a new digital application system for resident EU citizens and the rules that underpin it is well underway. We will be setting out further details before the summer and it will launch at the end of the year."Portes made the point that if May had successfully secured a transition period without the free movement of people, the challenges facing the Home Office now would be existential."The Home Office would be in total chaos," he said.&#xa0; "Given she has capitulated on that, free movement will continue for nearly two years, and that gives a reasonable amount of time. How should the UK handle immigration after it leaves the European Union?The government knows it's a big issue. The Home Office originally planned to publish its plans for post-Brexit immigration in a white paper last year. But its publication was pushed back repeatedly, and the date is now set for this autumn, although a recent <a href="https://www.politico.eu/article/theresa-may-immigration-brexit-sajid-javid-intervenes-to-speed-up-new-uk-immigration-plan/">Politico report</a> suggested that date could be shifted back again to July.Officially, the government says it's awaiting evidence from the Migration Advisory Committee - an independent advisory body - before it publishes its proposals.Unofficially, key decisions are being delayed because the Cabinet cannot agree among itself about how to manage the conflicting demands of Brexit-supporting voters and the many businesses who depend on immigration.Prime Minister May raised the issue in Cabinet earlier this year and had a "massive row" with several senior colleagues, <a href="http://uk.businessinsider.com/cabinet-divide-home-office-pressure-delaying-brexit-immigration-policy-2018-4" target="_blank" rel="noopener">as Business Insider reported.</a>"The reason the government hasn't said much about post-Brexit immigration policy is that, like pretty much everything else, the government doesn't agree with itself. There is no policy," said Jonathan Portes, economics professor at King's College London and former chief economist at the Cabinet Office.Decisions on immigration policy will define the kind of country Britain becomes when free movement from Europe ends. A restrictive immigration policy would engender the support of many Leave voters but place an even bigger strain on key sectors, including the NHS and agriculture. A liberal immigration policy would ease some of that pressure, but risk being interpreted as a betrayal of the Leave campaign's headline pledge to "take back control" of Britain's borders once it left the EU.So what are May's options, and what are the key policy issues upon which she will have to decide?<h2>Will EU citizens be given special treatment?</h2>Freedom of movement - the right of citizens to live, move, and work freely across the EU - will end in the UK if the government fulfills its pledge to leave the European single market. Yet to be decided is whether EU citizens will continue to receive some watered-down form of preferential treatment afterwards, or whether all non-UK citizens will be subject to the same blanket policies.The short answer is that we don't know, because the government itself doesn't know, and the matter remains subject to lengthy negotiation. What form that preferential treatment would take would be a matter for negotiation. Brexit secretary David Davis dropped a heavy hint in March when he refused to rule out giving EU citizens preferential treatment. He said that he "did not foresee a visa arrangement" between the UK and the EU from 2021 - a reasonable inference being that he would prefer a less restrictive work permit system. However, <a href="https://www.thetimes.co.uk/article/eus-michel-barnier-to-ambush-theresa-may-over-free-movement-cxplgvm0n" target="_blank" rel="noopener">this month, The Sunday Times reported</a> that Sajid Javid, the new Home Secretary, had "torn up" plans to offer European migrants preferential access to Britain. One thing is clear: the Cabinet, like on so many other Brexit questions, is divided. <h2>Will there be quotas?</h2><div class="KonaFilter image-container display-table"><div><div class="image on-image">Stefan Rousseau / ReutersBritain's Prime Minister Theresa May is shown around Fairview Farm in Bangor, Northern Ireland, March 29, 2018.</div></div></div>The EU's freedom of movement means the government has little ability to control EU migration.Citizens outside the EU are subject to a complex system based on quotas by which applicants can apply for one from a range of tiered visas. Tier 1, for example, is reserved for "exceptional talent" and investors, while Tier 5 is for those on short-term voluntary programmes. Some allow applicants to bring families or partners.The use of quotas itself is heavily criticised by experts as an arbitrary and inflexible system which is unable to meet the demands of a dynamic workforce. Health leaders <a href="http://practicebusiness.co.uk/health-leaders-warn-against-tier-2-visa-cap/">warned earlier this month,</a> for example, that the NHS faces unprecedented staffing shortages because Tier 2 visas hit their quota for the fifth month in a row, meaning hundreds of overseas doctors were unable to take up jobs in the UK despite massive shortages."There are big questions about a possible managed migration system and how much it will be led by labour market demand," said Joe Owen, associate director at the Institute for Government."Do you decide to have a certain amount of visas for a certain sector, i.e. 40,000 visas for tech and 20,000 for agriculture? Specifically, is it going to be centrally managed by the government, or will you take a more lax approach and let employers sponsor who they need?"In the end, common economic sense should push MPs in the direction of a liberal immigration policy for low and medium-skilled workers too, said King's College's Jonathan Portes."There is no reason to have quotas," he said."You can perfectly well have a liberal immigration policy that doesn't include free movement without numerical quotas, one that just has criteria which lets in people who have an offer in jobs above a certain qualification, or a certain earning threshold, or both.""The quotas at the moment are the main problem. But [...] are we saying we only want rocket scientists and brain surgeons? Are we saying we are actually quite happy having nurses, radiographers, secondary school teachers, and so on?"Indeed in some sectors - whether it's farming or food manufacturing - are we having relatively low- or medium-skilled workers as well, if there's a need? Who is making the call in government about which sectors should be prioritised, and on what evidence? Previously, the Home Office hasn't had to do this because under the free movement of people the market decides."He added: "If you don't that, you need to develop your own workforce strategy, and there is little evidence to say the government has the capability, people, and functions to do that. There is a really big institutional question."A Home Office spokesperson insisted that the department will have the resources to deliver a post-Brexit immigration policy. A source close to the UK Visa and Immigration said the unit wants to bring staff numbers up to 1,500 and the possibility of additional recruitment will soon be reviewed. "After we leave the EU, we will have in place an immigration system which works in the best interests of the whole of the UK," they said."This system will be based on evidence. The Government has commissioned advice from the Migration Advisory Committee and we continue to engage with a range of stakeholders."We will keep staffing under review as negotiations progress, but will always ensure we have the resources and workforce we need to run an effective system." Here are Theresa May's options for immigration after Brexit

Already hit by new US visa rules, the Indian IT companies may have to suffer another soft blow. 
 
The UK is considering increasing minimum salary of IT employees entering the country, a move that increase costs to companies and will check migration. 
 
UK, which is the second largest market for Indian IT companies, wants to increase the minimum salary to £ 41,500. 
 
The proposal by UK's Migration Advisory Committee (MAC) is likely to have a combined impact of £1,200 per applicant per year. 
 Indian IT companies enter UK through tier-2 visas and companies like <keyword id="6357150" type="CITY" weightage="20" keywordseo="TCS">TCS</keyword>, <keyword id="6354512" type="CITY" weightage="20" keywordseo="Infosys">Infosys</keyword>, <keyword id="10862" type="CITY" weightage="20" keywordseo="Wipro">Wipro</keyword> make use of intra-company transfer visas. 
 However, the proposal did not go well with <keyword id="6372077" type="CITY" weightage="20" keywordseo="Nasscom">NASSCOM</keyword> as UK wants to lower down annual net migration to the tens of thousands (from the current level of 336,000). 
 
"We are disappointed that companies leveraging Indian talent in information technology domain are singled out in the report. The UK and India enjoy strong trading relationships: the commitment to increase trade was renewed when Prime Minister Modi visited the UK in 2015," said Nasscom president R Chandrashekhar. 
 
MAC report stated that in 2014, tier-2 visas accounted for an inflow of 52,478 people into the UK. 
 
To reduce migration through the tier-2 route, "price should be the main mechanism" and higher costs would likely reduce demand, according to MAC. 
 
Chandrashekhar said the report does not have evidence that a rise in costs would cut migration or raise availability of skilled workers in the UK.

<div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><a href="http://pictures.reuters.com/"> Reuters/Darren Staples</a>Prime Minister David Cameron wants to reduce the number of skilled workers entering the <keyword id="6354868" type="COUNTRY" weightage="60" keywordseo="UK">UK</keyword>.</div></div></div>Technology companies in the UK could soon be forced to pay £1,000-a-year for every skilled worker they hire from outside the European Union if <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/493038/Executive_Summary-Tier_2_FINAL.pdf" target="_blank">immigration recommendations from a government committee</a> are embraced by the Home Office.Startups wishing to hire a developer from Silicon Valley on a five-year contract would be forced to pay £5,000 up front, for example, while hiring a team of five over the same time period would cost them £25,000.The proposal, which also applies to other sectors, was put forward by the Migration Advisory Committee (MAC) today.It comes after Prime Minister David Cameron tasked the committee with investigating how to reduce the number of immigrants entering the UK through the Tier 2 visa route, which currently allows 151,000 skilled immigrants to enter the UK a year.The MAC also suggested that the government raise the visa's minimum salary threshold and clamp down on IT contractors in order to bring migration down to "tens of thousands" instead of the 336,000 figure that has recently been touted.Last October, some of the UK's most powerful tech entrepreneurs - including the founders of Google DeepMind, Citymapper, Shazam, and SwiftKey - <a href="http://uk.businessinsider.com/immigration-cuts-will-hurt-uk-tech-sector-2015-10" target="_blank">warned the Prime Minister</a> against clamping down on immigration.Committee chairman Sir David Metcalfe said in a statement that skilled migrant workers make important contributions to the UK economy but he stressed that this needs to be "balanced on their potential impact on the welfare of existing UK residents."He added: "Raising the cost of employing skilled migrants via higher pay thresholds, and the introduction of an Immigration Skills Charge, should lead to a greater investment in UK employees and reduce the use of migrant lab."The committee suggests that the government raises the minimum salary threshold for the Tier 2 visa from £20,800 to £30,000.
