<ul><li>Union Finance Minister <keyword id="129243" type="General" weightage="50" keywordseo="nirmala-sitharaman" source="Orion">Nirmala Sitharaman</keyword> has arrived at the Ministry of Finance in the North Block ahead of the <keyword id="6358021" type="General" weightage="100" keywordseo="budget" source="Orion">Budget</keyword> presentation today.</li><li>The Finance Minister will table the Union Budget 2023-24 at 11 am in Lok Sabha today, following which she will address the House.</li><li>The government will present the Union Budget in paperless form like the previous two ones.</li></ul><br />Union Finance Minister Nirmala Sitharaman on Wednesday morning arrived at the Ministry of Finance in the North Block in the Central Secretariat building ahead of the Budget presentation today in Parliament.<br /><br />This Budget marks the last Budget of Prime Minister <keyword id="6354477" type="General" weightage="50" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> government in the Parliament of this term.<br /> <br />The Finance Minister will table the Union Budget 2023-24 at 11 am in Lok Sabha today, following which she will address the House. <br />The government will present the Union Budget in paperless form like the previous two ones.<br /> <br />The government had presented the first paperless budget in 2021.<br /><br />On Tuesday, Sitharaman tabled the Economic Survey for the Financial Year 2022-23 in Lok Sabha, which said that India's economic recovery from the Covid pandemic is complete and the economy is expected to grow in the range of 6 per cent to 6.8 per cent in the coming financial year 2023-24.<br /><br />This is in comparison to 7 per cent this fiscal and 8.7 per cent in 2021-22.<br /> <br />In view of the upcoming budget, top business leaders of the country have also put forward their suggestions for Nirmala Sitharaman. <br />Arihant Infrastructures, CMD, Ashok Chhajer told on Monday that the government should focus on reducing home loan rates. "The government should reduce home loan rates. The affordable housing segment, which is capped at Rs 45 lakh, should be changed to Rs 60-75 lakh which is the average cost of a house in Metro cities and 2-tier cities," said Chhajer.<br /> <br />Hiranandani Group MD, Niranjan Hiranandani said the Budget should focus on further investments in roads, railways, ports, airports and highways, as well as slum rehabilitation schemes.<br /> <br />"There should be more focus on further investments in roads, railways, ports, airports and highways. The focus must also be on the slum rehabilitation schemes to make India a slum-free country," said Hiranandani.<br /> <br />The Budget Session of the Parliament began on January 31 with President Droupadi Murmu's Address to the joint session of both houses. <br />The President touched upon various subjects during her inaugural address, which was her first one after being elected to the topmost office of the country last year. She mentioned women empowerment, India's defence exports, and Aatmanirbhar Bharat by 2047 among others.<br /> <br />Ahead of the President's Address, Prime Minister Narendra Modi addressed the media outside the Parliament.<br /> <br />Prime Minister Modi said that India's Budget will attempt to meet the hopes and aspirations of the common citizens amid the unstable global economic situation.<br /> <br />"Our Finance Minister will present one more Budget before the country tomorrow. In today's global circumstances, not only India but the entire world is looking at India's budget," PM Modi said.<br /> <br />The Prime Minister firmly exuded confidence that Union Finance Minister Nirmala Sitharaman will make efforts to meet the expectations. <br />"Amid the unstable global economic situation, India's budget will attempt to meet the hopes and aspirations of the common citizens. The ray of hope being seen by the world grows brighter-for this, I firmly believe that Nirmala Sitharaman will make all efforts to meet those aspirations," PM Modi said while addressing the media.<br /> <br />The Prime Minister cited the "credible voices from the world of economy" and said that they have brought a positive message ahead of the session.<br /> <br />"Today, the Budget Session is commencing. Credible voices from the world of economy, have brought in a positive message, a ray of hope and a beginning of enthusiasm," he said.<br /><br />The budget session that began on Tuesday with the President's address will take place in 27 sittings till April 6 with a month-long recess to examine the budget papers.<br /> <br />The first part of the session will conclude on February 13. Here's what my experience was like:</p>

Open Roads Return: 6 Super
Expressways In West & North-west India

<p><div class="KonaFilter image-container float_right"><div class="image"><p class="source"><span>Twitter/Adnan Islam</span></p></div><p></p></div>Service on two Metro North lines has been delayed this morning <a href="http://www.businessinsider.com/reported-harlem-explosion-2014-3">after a major explosion was reported at 116th Street in East Harlem</a>, <a href="http://new.mta.info/status/MetroNorth/NewHaven/23243871">according to the MTA</a>.</p>
<p>Both the Hudson line and New Haven line have been temporarily delayed in and out of Grand Central Terminal.</p>
<p>The Metro North Station at 125th Street and Park Avenue is just blocks from the location of the reported building explosion, which happened around 9am this morning.</p>

Metro North Rail Service Delayed After Explosion Reported In East Harlem

<p>The Metropolitan <keyword id="34991" type="ORGANIZATION" weightage="100" keywordseo="transportation">Transportation</keyword> Authority (<keyword id="170979" type="ORGANIZATION" weightage="60" keywordseo="MTA">MTA</keyword>), which runs LIRR and Metro-North, said in its announcement that alcohol will not be allowed in its <keyword id="6360847" type="UNKNOWN" weightage="60" keywordseo="Trains">trains</keyword> and stations from noon on Saturday until noon on Sunday, "to maintain orderly travel."</p>
<p>MTA police officers will be patrolling Grand Central Terminal, Penn Station, and other stations, it said. They will confiscate illegal liquor, and those caught drinking can face fines up to $50 or 30 days imprisonment.</p>
<p>While the MTA said SantaCon's "focus is on spontaneity and creativity, while have a good time," it noted that "in past years some participants have been cited as a public nuisance."</p>
<p>Business Insider reporter <a href="http://www.businessinsider.com/the-real-reason-why-santa-con-sucks-2013-12" target="_blank">Linette Lopez has a more straightforward argument against the annual event</a>:</p>
<p style="padding-left: 30px;">SantaCon is used as an excuse to competitively drink hard liquor the same way people drink beer on Super Bowl Sunday.</p>

New York's Transit Systems Ban Booze As They Brace For SantaCon This Weekend

<p><div class="KonaFilter image-container float_right"><div class="image"><p class="source">REUTERS/Carlo Allegri</p></div><p></p></div>Investigators didn't find anything to indicate that the brakes on a <keyword id="41341" type="ORGANIZATION" weightage="60" keywordseo="train">train</keyword> that derailed last weekend were not functioning properly, National <keyword id="34991" type="ORGANIZATION" weightage="100" keywordseo="transportation">Transportation</keyword> Safety Board officials said at a press conference Tuesday.</p>
<p>The Metro-North mechanical department performed a proper brake test prior to the train leaving the station and there were no anomalies, officials said.</p>
<p>A Metro-North commuter train <a href="http://www.businessinsider.com/metro-north-train-derails-in-the-bronx-2013-12">derailed in the Bronx on Sunday</a>, killing four people and injuring at least 60.</p>
<p>The train's operator reportedly told investigators that he was "in a daze" before the train crashed, according to CNN.</p>
<p><a href="http://www.businessinsider.com/new-york-passenger-train-was-going-too-fast-2013-12">The train was reportedly traveling at 82 miles per hour</a> in a 30-mile-per-hour zone when it derailed.</p>
<p>An alcohol test on the train's operator came back negative.</p>

NTSB Says Brakes On NYC Train That Derailed Were Working Properly

<p><div class="KonaFilter image-container float_right"><div class="image on-image"><p class="source">Metropolitan <keyword id="34991" type="ORGANIZATION" weightage="100" keywordseo="transportation">Transportation</keyword> Authority / Kevin Ortiz</p></div><p></p></div>After nearly <a href="http://www.businessinsider.com/metro-north-considers-customer-refund-2013-10">two weeks of serious delays</a>, service has been fully restored on the Metro-North New Haven commuter line that connects Connecticut and Westchester with <keyword id="6355838" type="COMPANY" weightage="60" keywordseo="New-York">New York</keyword> City.</p>
<p>The Metropolitan Transportation Authority has decided that the 125,000 people who use the train daily to get to and from New York City deserve to save some money on future tickets, though it has not released specific amounts.</p>
<p>For Mail&amp;Ride customers (who sign up to have a fresh monthly ticket mailed to them every month), the credit will automatically be applied to their December ticket.</p>
<p>Everyone else - including those who buy tickets online - will have to go to a ticket window in person to get the credit.</p>
<p>Below is the <keyword id="170979" type="ORGANIZATION" weightage="60" keywordseo="MTA">MTA</keyword> release with the full details.</p>

<p>Customers holding weekly tickets valid during this time period can begin applying for this credit October 9. Customers with monthly tickets for September and October can begin applying for this credit October 20 when November monthly tickets go on sale.</p>
<p>Monthly customers who hold both a September and October ticket are urged to apply for this credit for both tickets at the same time. Therefore, for customer convenience, Metro-North will honor New Haven Line November monthly tickets for travel beginning October 20.</p>
<p>Customers holding a monthly ticket with a MetroCard, may wish to submit their credit request at a later time if there is still value on the MetroCard. Metro-North ticket windows cannot transfer MetroCard value. The MetroCard value can only be transferred to another card at subway station booths.</p>
<p>Mail&amp;Ride customers will have this credit automatically applied to their December ticket. WebTicket customers should visit a ticket window in order to receive this credit.</p>
<p>Any customer with a monthly or weekly ticket for transportation during this period must surrender their ticket in order to receive this credit.</p>
<p>Customers can apply for this credit until March 31, 2014.</p>
<p>There will be no processing fee charged for these credit transactions.</p>
<p>Metro-North will open more ticket windows with extended hours at select outlying New Haven Line stations and in Grand Central Terminal.  </p>

<li>Monthly tickets will be accepted for credit from October 20 to March 31, 2014 at all New Haven Line &amp; Grand Central ticket windows.</li>
<li>Monthly tickets for September and October will be prorated for the cost of the rail service portion ONLY for the period of time affected by the Con Ed power outage.</li>
<li>September and October monthly tickets can be submitted individually or combined for a credit toward the purchase of one monthly ticket.</li>
<li>All monthly ticket customers are urged to purchase their November ticket early. If customers submit both their October and September monthly tickets for credit toward their November ticket, in this case only, the New Haven Line November ticket will be valid starting October 20th.</li>
<li>Customers will be required to surrender their September and October monthly tickets at a ticket office to apply the credit.</li>
<li>Mail&amp;Ride Customers: the appropriate credit will be automatically applied to the purchase of your December monthly ticket. Customers who opt out of the Mail&amp;Ride program for the December monthly should contact Mail&amp;Ride at 511 (outside of NYS, 877-690-5114).</li>
<li>WebTicket Customers: Ticket holders will have to go to a ticket window for a credit toward the purchase of a future ticket.</li>
</ul>
<p><strong>Where To Go To Get Your Credit</strong></p>
<p>To help customers obtain their credits quickly and conveniently and to minimize long lines and for customers-Metro-North will have more ticket windows in operation with extended window hours at select New Haven Line stations and in Grand Central Terminal beginning October 21.</p>
<ul>
<li>Additional windows will be open from 6 a.m.to 10 p.m. at New Haven, Bridgeport, Stamford, Greenwich, New Rochelle, and Harlem-125th Street from October 21-25.</li>
<li>Additional windows will be open from 2 p.m. to 10 p.m. at South Norwalk and Fordham from October 21-25.</li>
<li>At Stamford Station on Thursday, October 24, two additional, dedicated windows will be open from 6 a.m.-8 PM where customers can apply for credits.</li>
<li>In Grand Central's Vanderbilt Hall from October 28 to November 1, eight temporary tables will be staffed from 6 a.m. to 8 p.m.</li>
</ul>

How The 125,000 Commuters Who Suffered Through Major Metro-North Train Delays Can Get Some Money Back

<p>The cable failed September 25, and Con Ed has since established temporary feeders in Harrison, <keyword id="6355838" type="COMPANY" weightage="60" keywordseo="New-York">New York</keyword>, allowing Metro-North to operate trains at a 50% capacity on the affected New Haven line.</p>
<p>The line, which runs from Connecticut, through Westchester County, and into Manhattan, serves 125,000 people daily.</p>
<p>The MTA has also established shuttle bus service to transport commuters to stations on working lines.</p>
<p>Full service is expected to return October 7 or 8. But refunds for affected customers are not a given.</p>
<p>The MTA Board will have a special meeting Tuesday afternoon to "consider approving a credit for customers," it announced Monday. An MTA spokesperson said that it has not been decided yet if that would be a cash refund or a credit for future train tickets. That will likely be decided in the meeting.</p>
<p>The MTA has been steadfast in blaming the failure of the line on the energy company. The announcement about the meeting said the lack of service is due to "the failure of a Con Edison feeder cable." The spokesperson said delays will last "as long as it takes Con Edison to complete their task."</p>
<p>For its part, Con Ed promises to find the root cause of the problem. It said in a statement:</p>
<p style="padding-left: 30px;">We will be conducting a thorough review of the cause of the feeder failure once restoration activities are completed. The review will include a thorough examination of the failed cable once it is removed from the pipe as part of the restoration process, and will focus on understanding how this incident occurred to avoid future such incidents.</p>
<p style="padding-left: 30px;">We also plan to have extensive discussions with the MTA regarding contingency planning.</p>

Passengers On A Major NYC Train Line May Get Refunds After 2 Weeks Of Severe Delays

<p><span>Crews are currently working to get trains running again, and there is no timetable for when service would be restored.</span></p>

Metro-North Trains Suspended From Connecticut To New York City After Power Loss

While it has become relatively much easier for Delhi residents to get to the <keyword id="89772" type="ORGANIZATION" weightage="100" keywordseo="Indira-Gandhi-International-Airport">Indira Gandhi International Airport</keyword> because of <keyword id="6366797" type="CITY" weightage="100" keywordseo="Delhi-Metro">Delhi Metro</keyword>’s dedicated airport metro, it takes the residents of <keyword id="6366599" type="CITY" weightage="100" keywordseo="north-delhi">North Delhi</keyword> a lot of time to travel to IGIA. To tackle this situation, the Delhi government has proposed that a 29 km long elevated road be constructed between Wazirabad and IGIA, which would reduce travel time taken by North Delhi residents to around half an hour. <br /><br /> The plan, which was presented before <keyword id="6365413" type="UNKNOWN" weightage="100" keywordseo="lg-anil-baijal">LG Anil Baijal</keyword>, has got a go-ahead by the lieutenant governor. He has directed Unified Traffic and Transportation Infrastructure (Planning and Engineering) Centre, the concerned authority, to approve the Rs 6,000crore project at the earliest.<br /><br /> As per PWD minister <keyword id="2726632" type="UNKNOWN" weightage="100" keywordseo="Satyender-Jain">Satyender Jain</keyword>, the north-south corridor will be partly constructed over the Najafgarh drain and would reduce travel time from two hours to 30 minutes. <ul class="summary-list"><li><keyword id="13473" type="COUNTRY" weightage="60" keywordseo="North-Korea">North Korea</keyword> has banned mullets, nose <keyword id="641478" type="PERSON" weightage="60" keywordseo="Piercings">piercings</keyword>, and <keyword id="54916" type="PERSON" weightage="60" keywordseo="Skinny-Jeans">skinny jeans</keyword>, according to the Daily Express.</li><li>Members of a state-run youth organization will act as "<keyword id="6" type="ENTERTAINMENT" weightage="60" keywordseo="fashion">fashion</keyword> police" to enforce the rules.</li><li>It's part of a crackdown by Kim Jong Un's government on capitalistic fashions, the state newspaper said.</li></ul><p>North Korea has banned mullets, certain piercings, and skinny jeans in a bid to keep the country free from "decadent" Western fashion trends.</p><p>It follows a state-run newspaper warning last week that more needs to be done to prevent capitalistic culture from taking over the country, a South Korean broadcaster, <a href="https://en.yna.co.kr/view/AEN20210513003400325?section=nk%2Fnk">Yonhap News Agency,</a> said.</p><p>Rodong Sinmun, the official newspaper of the North Korean government, published an article expressing concern about young North Koreans increasingly embracing Western fashion trends.</p><p>"We must be wary of even the slightest sign of the capitalistic lifestyle and fight to get rid of them," the article said.</p><p>The communist regime has reportedly outlawed all but 15 "non-socialist" haircuts and has instead issued an order on "proper" <keyword id="22382" type="PERSON" weightage="60" keywordseo="hairstyles">hairstyles</keyword>, the newspaper reported.</p><p>Mullets, spiky, and dyed hair are no longer authorized, according to documents published by the Socialist Patriotic Youth League and seen by the paper.</p><p>Members of the state-run youth organization often act as the nation's "fashion police" and their duties include censuring clothes that look too "foreign," <a href="https://www.theguardian.com/world/2014/apr/24/north-korea-fashion-police">The Guardian</a> reported</p><p>Nose and lip piercings, skinny jeans, and branded t-shirts are also forbidden, according to <a href="https://metro.co.uk/2021/05/15/fears-mullets-and-skinny-jeans-will-tear-north-korea-down-like-a-damp-wall-14587354/">Metro.</a></p><p>The new fashion rules are part of the regime's crackdown on "anti-socialist behavior," the documents said, according to Metro.</p>
