Prime Minister has been applauded for his oratory skills time and time again. After winning over hearts and minds of people in the country, he went on win hearts of people abroad. After enthralling a rapturous crowd in New York, Dubai and other countries, looks like this time London is on his list. 
 The Indian PM will address Londoners at the <keyword id="87289" type="UNKNOWN" weightage="20" keywordseo="Wembley-Stadium">Wembley stadium</keyword>, one of the most prestigious venues in London. During his upcoming three-day visit to United Kingdom starting from November 12 to 14, PM Modi will address the biggest diaspora so far on November 13th. The event might witness a crowd of over 55,000 NRIs, which will go beyond the diaspora meet in Dubai that was attended by around 45,000 members. 
 After the gala event, PM Modi will proceed to Turkey for the G-20 summit on November 15-16. The event has fetched celebrity NRIs including Swaraj Paul, <keyword id="91326" type="PERSON" weightage="20" keywordseo="Meghnad-Desai">Meghnad Desai</keyword>, Keith Vaz and Ministers of Indian origin in the <keyword id="6430216" type="PERSON" weightage="20" keywordseo="David-Cameron">David Cameron</keyword> Ministry. A dinner of selected members of Indian daispora has been scheduled after the address. 
 
Unlike San Jose, Indian PM will be the solo performer this time; no celebrity singers have been invited for the gala event. 
 
Last week around 400 organisations held a meeting to discuss the arrangements including distribution of tickets, food, transport and managing the venue. The organising committee include various Indians living in England and Scotland. 
 
The main organisers include Manoj Ladwa, who was earlier closely associated with Modi's election campaign; BJP Foreign Department Chief Vijay Chauthaiwala and party general secretary Ram Madhav.

Another country added in Modi’s ‘conquered’ list and this time, it is expected to break all previous records.

Mumbai, Apr 1 () Over 300 economists, academics, social scientists and past civil servants have urged the prime minister and chief ministers to take urgent steps to ameliorate the impact on the Covid-19 lockdowns on the vulnerable sections by increasing their monthly sustenance support to at least Rs 6,000 per family. Those who made the collective appeal to the prime minister and the chief ministers under the aegis of the Delhi-based Indian Society of Labour Economics include Abhijit Sen, Jean Dreze, Prabhat Patnaik, Deepak Nayyar, Ajit Ghose, Jayati Ghose, SK Thorat, Rakesh Mohan, Ashok Gulati, Bina Agarwal, NC Saxena, Sujata Rao and Meghnad Desai, among others. These economists, social scientists, leaders of labour organisations and former civil servants have appealed for "increasing the minimum central and state contribution to at least Rs 6,000 per month to each woman member of the family in the next three months and the Centre bearing the major portion". They also said all the states should ensure that at least 10 kg free rations per person per month, along with other necessary items, is available for all eligible households, which means three-four-fold increase of the current short-term relief package for impacted informal workers. Welcoming the Centre's Rs 1.7 trillion package and various measures taken by the states, the signatories to this letter, a copy of the same with the , they have proposed urgent additional measures that are required to address the critical gaps that exist in the short-term relief measures announced so far by increasing the package by three-four times. The letter says "cash transfer of Rs 6,000 per month to each household that doesn't have a person in formal employment or is not a tax-payer. The estimated burden of about Rs 3,60,000 crore for three months to be borne principally by the Centre but shared between the Centre and states". On the food and subsistence requirements, they point out that 10 kg cereals and other essential items per person per month free of cost through the PDS and food for the homeless and most distressed, to meet the basic food requirement of the poor in the informal economy who have lost jobs and incomes. They also called for ensuring the contract employees are retained by public sector units and also pay them full wages. There also has to be a scheme to compensate the unorganised and MSME sector workers by paying them wages during the lockdown. They have called for providing ex-gratia payments and to ensure that no needy person/household remains outside the social protection net being created to cope with the current calamitous conditions. On those fleeing the cities and got stranded midway- there are 40-50 million seasonal/circular migrants in construction, manufacturing, transport/travel industries and are currently without employment and want to head back to their villages, with their accompanying family members and warned that the numbers will increase as the lockdown extends. They also called for measures to ensure safe harvesting and post-harvesting activities in villages by procurement at MSP and enhanced storage by the FCI and state agencies to prevent a famine-like condition from evolving. Finally, they also appealed for ensuring the safety, security and welfare of the front-line workers, including those engaged in essential services on behalf of governments. BEN MKJ

Over 300 economists, social scientists seek 4-fold hike in payout to vulnerable

Subsidies are bad economics. The bill for subsidies to the Indian government is to the tune of approximately 2.5% of its <keyword id="35050" type="CITY" weightage="20" keywordseo="gdp">GDP</keyword> and will continue to grow unless proper care is taken. 
 India’s Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> had made it clear right from the start that his paramount concern is for the common man but the subsidy sector of the national economy has to be trimmed. However, he also stressed that the aim of the subsidy reforms will be to remove corruption, ensure subsidies reach the people directly and really improve lives. 
 
Playing it right politically, PM Modi emphasises that subsidy should really benefit and improve the lives of the beneficiaries. This left him sufficient room to introduce cutting down of subsidies without much political upheaval. 
 
India has approximately 50% of its population dependent on agriculture and the majority is farmers with small land holdings. About 30% of its population lives below the poverty line. 
 
Major subsidies are food, energy and power and fertilizers. A vast majority depend on the subsidies to just survive and or to improve their living standards. 
 Modi knows there is no question of doing away with subsidies and he had underlined this point at the <keyword id="42981" type="CITY" weightage="20" keywordseo="G20">G20</keyword> meet and at WTO. He had refused to cut down on food buffer stocking and subsidies as per WTO guidelines. 
 
He has rightly pointed out that the power subsidy was to drive pumps to draw water and unless the farmer can be assured of a proper supply of water this subsidy cannot be withdrawn likewise the fertilizer subsidy. 
 
Direct Cash Transfer Benefit Economist Lord Meghnad Desai says, “Modi government should introduce direct cash transfer schemes to keep a check on subsidies”. Modi has cleverly utilised the previous <keyword id="26374" type="ORGANIZATION" weightage="20" keywordseo="UPA-government">UPA government</keyword>’s “Aadhar” (Unique Personal Identification scheme) to link the subsidies with and ensure that by direct cash transfers, the subsidies go to the actual beneficiaries. This should remove corruption of the middlemen. 
 
Subsidy removal and cuts 
Modi used the tremendous political goodwill his government has earned at the hustings and has done away with the diesel and petrol subsidies, linking their prices to the international markets. The Government has made a huge saving of almost 25 % in fuel subsidies. 
 
The Government is subsidising LPG cooking gas by almost 50% of its cost and the subsidy bill was around Rs 1,905 crores in 2013-14. PM Modi has once again batted for the people and the LPG subsidy will be selectively limited and high income earners will be removed from the subsidy list. 
 
Fertilizer subsidy is the second largest after food and more than Rs 73, 000 crores (approx. US $ 13 billion) were spent on it last year. India’s expenditure for imported fertilizers was approximately US $ 710 million two years back. 
 
Similarly fertilizer subsidies especially on urea will be reviewed and measures implemented to prevent wastage of this subsidy. Recent studies indicate wastage of about Rs 8,500 crores (about US $ 1.52 billion). 
 
Effect of subsidy cuts and benefits Slowly and methodically trimming the subsidies will result in savings that can be more productively diverted to infrastructure development and capital expenditure for boosting production in line with the Prime Minister Modi’s ambitious program of ‘Make in India’. This is what the <keyword id="6355261" type="POSITION" weightage="20" keywordseo="Finance-minister">Finance Minister</keyword> will be budgeting in 2015. 
 
With emphasis on production and sustained annual growth estimates indicate that the Government will have to pump in about US $ 800 billion if it wants to maintain the targeted annual growth of 7%. 
 
The Government is also expected to develop new infrastructure facilities in transport in roads, rail lines, and ports as well as irrigation facilities close to US $50 billion in the coming year. 
 
If Egyptian President Abdel Fattah el-Sisi without an overwhelming majority government can drastically cut fuel and food subsidies, Modi, taking into account his overwhelming majority government and public goodwill, should take bolder steps to prune and remove subsidies wherever possible for good fiscal growth. 
 
It is perhaps not fair to compare India with its vast geographical and cultural diversity with smaller countries. PM Modi is taking gradual, but concrete steps to cut subsidies without any loss to the beneficiaries.
