<ul><li>A joint committee of the Indian Parliament has summoned Amazon, Facebook, Google Pay, Twitter and homegrown payments platform Paytm to discuss issues of <keyword id="187124" type="ORGANIZATION" weightage="20" keywordseo="Data-Protection">data protection</keyword> and privacy.</li><li>Amazon has declined the invitation citing that they don't have anyone qualified enough to attend such proceedings right now. </li><li>This has irked the head of the joint committee, Bharatiya Janata Party (BJP) member Meenakshi Lekhi, who asserts that Amazon's refusal could lead to the government taking coercive action against the e-commerce giant.</li></ul>The e-commerce giant owned by billionaire Jeff Bezos’, Amazon, has refused to appear before a joint committee of the Parliament that is looking into the <keyword id="431014" type="ORGANIZATION" weightage="20" keywordseo="Personal-Data-Protection">Personal Data Protection</keyword> Bill. Facebook, Twitter, Google and local payments platform, Paytm, have also been asked to appear. It has asked these platforms to present the committee with ‘oral evidence’ on issues of data protection and privacy. The summons to Twitter, in particular, comes a day after the Indian IT Secretary xx Swahey wrote a letter to Twitter CEO Jack Dorsey over geo-tagging Leh as a part of China. Facebook was also under the scanner as recently last month when the Washington Post revealed that social networking sites may have been colluding with the current Indian leadership to not censor content that should have possibly been removed as per the company’s own guidelines. The joint committee led by BJP MP Meenakshi Lekhi consists of 20 members from the lower house of Parliament, the Lok Sabha, and 10 from the upper house, Rajya Sabha. Amazon refuses to appear as Facebook, Google Pay, Twitter and Paytm are summoned by Indian parliamentary commitee on issues of data privacy

The BJP MP <keyword id="6431260" type="PERSON" weightage="20" keywordseo="Meenakshi-Lekhi">Meenakshi Lekhi</keyword> says that the corporate sector is gender-biased. She has stressed that corporate restrain women employee from chairing the coveted position in their organization.

	Addressing an event organized by <keyword id="6355988" type="CITY" weightage="20" keywordseo="Assocham">ASSOCHAM</keyword>, Lekhi stated, “It is not about the amount of work women put in but the positions which are restrained, they are restrained by certain circumstances not to achieve certain positions and those restrains should be cut down.” <o:p></o:p>

	She added, “Director is the most coveted posts in a corporate governance sector and women definitely deserve to get there.” <o:p></o:p>

	Quoting a study done in UK, Lekhi noted that companies that had women in important position have generated higher revenues along with progress in other aspect of business including relationship with the employees. <o:p></o:p>

	“So, if these are the benefits which women bring on the table how is it that we still continue to deny directorship to women, it is a very-very gender biased atmosphere because of which they are not able to achieve,” averred Lekhi.<o:p></o:p>

	Taking a potshot at the previous UPA government, Lekhi said that amendments and protection mechanism need to be implemented so that unsuspecting people don't get trapped.<o:p></o:p>

	“Governance took a back seat for past 10-15 years and that too in a very-very bad shape as the kind of scams which we have seen with the liaison between corporate and politicians is mind boggling, in any other country people would have been behind bars for 300 years and more,” she said. <o:p></o:p>

The move is aimed at correcting the fines to mainly adjust for inflation, said the report. Even today, under the laws, fines have ranged from ₹10 to no more than ₹50 for violated the law by mistreating the animals. Animal activists and citizens have long criticised the penalties as it wasn’t a big enough deterrent and many have termed it as a mockery. Too little, Too late? While the government is moving to correct the unjust penalties, it has reportedly ignored several Supreme Court directives to impose ‘adequate penalties and punishment’ to curtail animal cruelty. Animal welfare activists, meanwhile, have also been pushing for stringent laws. India to revise fines for animal cruelty after nearly 60 years with penalties of up to ₹6,000: Report

Delhi Lok Sabha Elections 2019 Candidates list for key Parties

The Election commission of India has <a href="https://eci.gov.in/" data-type="tilCustomLink">announced</a> on March 10, 2019 that the polling for <keyword id="56978" type="PERSON" weightage="20" keywordseo="Lok-Sabha-elections">Lok Sabha Elections</keyword> 2019 in Delhi will happen in single phase. The date of polling Election in Delhi is on May 12, 2019. Notably, the rest of the country will see the 6th phase of polling on this day. The JPC may also <a href="https://www.livemint.com/news/india/parliamentary-panel-to-meet-airtel-on-data-protection-bill-11603966666145.html">reportedly</a> summon India’s top two telecom giants, <keyword id="6354504" type="DEFINITION" weightage="20" keywordseo="reliance-jio">Reliance Jio</keyword> and <keyword id="15491" type="COMPANY" weightage="20" keywordseo="Airtel">Airtel</keyword>, and cab-hailing services, Uber and Ola, next week. While Paytm has welcomed India’s new Personal Data Protection Bill, Google, Twitter, and Amazon have shown some restraint. Google’s response may have been more positive than the others, but it does not imply its undivided support. The consultation process is meant to increase the country’s understanding of how these companies use, store and mobilise data, according to the JPC’s chairperson Bharatiya Janata Party (BJP) Member of Parliament (MP) Meenakshi Lekhi. <div type="image" title="googleplus_edited" msid="78949846" hostid="261" caption="&amp;lt;p&amp;gt;Google&amp;lt;/p&amp;gt;"></div>Google Google’s representatives asserted that the Personal Data Protection Bill, once enacted, would strengthen the framework around data privacy and security in India. However, the global tech giant maintained that the move to localise data isn’t in the best interests of data protection and data privacy, according to the <a href="https://www.hindustantimes.com/india-news/jpc-questions-google-paytm-over-china-links/story-fJcEdDh2hyWSwvzyLVr0CJ.html">Hindustan Times. </a>Google highlighted that localization of data would be at odds with open trade and modern-day data protection standards. It submitted a 25-page report arguing its stance. However, it held no sway with the committee. The JPC questioned Google over its relationship with China — and the Chinese Navy in particular. It was also asked about its market control when it comes to the smartphone market since more than 90% of smartphones manufactured worldwide use Google’s Android platform as their operating system. Considering the mountain-high revenues the company generates in India, Google was asked if it thought the effective tax rate it paid was ‘absurdly low.’ Google evaded some questions and was unable to answer others. The head of the committee, Meenakshi Lekhi, has instructed the international giant to submit a detailed affidavit in one week. “They themselves are the platforms, sellers, and news agencies. And Google itself has the control button to which information will come first, which will come later or which news will flash and which will be suppressed. Das was grilled for two hours by the JPC on Monday and asked some tough and searching questions by the panel members from across the political spectrum, sources told PTI. According to the social media giant, India’s new data protection laws can propel the country’s digital economy and global digital trade. “We believe that India’s data protection law has the potential to propel the country’s digital economy and global digital trade, and we wholeheartedly support this effort,” said the company’s spokesperson. <div type="image" title="amazon" msid="78949879" hostid="261" caption="&amp;lt;p&amp;gt;Amazon offices in India&amp;lt;/p&amp;gt;"></div>Amazon Amazon had earlier come under fire for declining the JPC’s invitation to appear because the company claimed it did not have anyone with the relevant expertise to address the committee’s concerns. However, yesterday, both Amazon India and Amazon Web Services showed up, according to <a href="https://www.cnbctv18.com/technology/amazon-appears-before-joint-parliamentary-committee-following-misunderstanding-7327321.htm">CNBC TV-18.</a> The company claimed that the entire episode was a ‘misunderstanding’ due to international travel restrictions given the coronavirus pandemic. Amazon was questioned over its revenue model and how much tax it pays in India. And, since India is a considerable part of its revenue generation, the committee also questioned the company over how it reinvests back in the country. The committee had earlier asked Twitter to submit a public apology and submit an affidavit regarding the issue. “Leh being shown as a part of China can be construed as an act of treason and is punishable with unto seven years of imprisonment,” Lekhi told <a href="https://www.hindustantimes.com/india-news/act-of-treason-parliament-panel-slams-twitter-on-leh-map-fiasco/story-kBG0bJcSHp2bQQblA1gbCJ.html">Hindustan Times</a>. “The committee was unanimous in flagging the issue and expressed its stern disapproval.” Twitter also came under fire for its practices regarding hate speech and taking down on accounts. According to PTI, Lekhi believes that Twitter may have a little too much control. ”Shadow banning, banning policy… there is no clarity about it. Such actions are very subjective... Twitter is becoming a law unto themselves, and under these circumstances, they are violating Article 19 of the Constitution about the freedom of expression,” she said. <div type="image" title="paytm" msid="78949896" hostid="261" caption="&amp;lt;p&amp;gt;Paytm&amp;lt;/p&amp;gt;"></div> Paytm Paytm is the only indigenous company to have been summoned by the JPC so far. And, it went to the panel with its solution. Paytm pitched that the government should handle the encryption and decryption of data held by global companies while letting data cross borders. However, the proposal was quickly withdrawn after several objections by some of the members of the committee, according to <a href="https://timesofindia.indiatimes.com/business/india-business/parliamentary-panel-question-paytm-about-chinese-investment-google-over-resisting-data-localisation/articleshow/78942848.cms">Times of India.</a> The Vijay Shekhar Sharma-led enterprise was asked about the quantum of Chinese investments it has received and why some of its revenues were directed back to China. It was also probed for details behind the temporary removal of its app from Google Play Store for violating its ‘gambling’ policies. Paytm acknowledged that 35% of its investment was Chinese but that investors don’t have any say in how the company is run. They also clarified that while some personal and sensitive data may be transferred outside India for ‘processing,’ this only occurs when there is explicit consent from the user. Google, Amazon, Twitter, and Facebook remain apprehensive about India’s new data laws but Paytm is open to regulation

New Delhi, As we gloat over reports how the US and European countries have started to tame the social media platforms in regard to anti-trust market practices, users privacy and the spread of fake news, <keyword id="1781932" type="COMPANY" weightage="20" keywordseo="Big-Tech">Big Tech</keyword> firms had their own iota of controversies in India in 2020, generating enough political heat in the process. The biggest controversy came in August when the Wall Street Journal reported on the blatant biases of <keyword id="736869" type="COMPANY" weightage="20" keywordseo="Facebook-India">Facebook India</keyword>'s team, headed by their <keyword id="5729070" type="POSITION" weightage="20" keywordseo="public-policy-chief">public policy chief</keyword> for the country, Ankhi Das. The report alleged that the top leadership at Facebook's India office refused to apply the company's own rules to politicians from the ruling party, despite clear violations of Facebook's policies against incitement to violence, hate speech and misinformation. Following the report, the Congress raised the issue of what it calls "unholy nexus" of the ruling BJP with Facebook and WhatsApp. Shashi Tharoor, the head of the Parliamentary Standing Committee on Information Technology (IT), called on Facebook to respond to allegations of ignoring hate speech in favour of the ruling party. Union IT Minister Ravi Shankar Prasad also wrote a hard-hitting letter to Facebook CEO Mark Zuckerberg, blaming the Facebook India management of alleged bias against people supporting the right-of-centre ideology. The minister said that as a <keyword id="10498524" type="UNKNOWN" weightage="20" keywordseo="transnational-digital-platform">transnational digital platform</keyword>, Facebook must not only be fair and neutral, but also "visibly seen to be so, to users of diverse beliefs and ideologies". Later, deposing before the Joint Parliamentary Committee (JPC) on personal data protection Bill 2019, Das was asked how much funds are spent by the social media giant on data safety. The Facebook executives were also questioned on the quantum of its revenue as well as the profit they are making in India. A coalition of 41 civil rights groups also demanded that Facebook India should immediately place its public policy head Ankhi Das on a leave of absence pending a full audit of the company and an investigation into her statements as reported in The Wall Street Journal. The political heat resulted in Das quitting the company in October "to pursue her interest in public service". Another WSJ report this month alleged that Facebook discussed banning Bajrang Dal and termed it a dangerous organisation but did not act considering the safety of the employees. Congress leader Rahul Gandhi took to Twitter and said: "Further confirmation that BJP-RSS control Facebook in India." However, no stern action was taken on Facebook. Micro-blogging platform Twitter stirred a major controversy in the second half of the year when it showed Ladakh as part of China. Twitter had to apologise to a parliamentary panel in a letter, stating that it will fix the issue of geo-tagging Ladakh as part of China and Ladakh will be added as a region administered by India as a union territory. The micro-blogging platform sent the letter to the panel's chairperson Meenakshi Lekhi and apologised for the geo-tag error. A joint committee of Parliament led by BJP MP Lekhi which has 20 members from the Lok Sabha and 10 from the Rajya Sabha, had issued summons to Twitter, seeking an explanation in form of an affidavit. Taking strong exception to the "misrepresentation" of India's map, the government also wrote a letter to the Twitter CEO Jack Dorsey, saying that any attempt by the platform to disrespect the sovereignty and integrity of India, which is also reflected by the maps, was totally unacceptable. In a separate incident, after courting controversy for wrongly showing Jammu and Kashmir as part of China, Twitter said it resolved this particular geo-tag issue. Facebook and Twitter stir up hornet's nest in India in 2020

Social media giant Twitter has apologised in writing to a key parliamentary panel for wrongly showing Ladakh in China and has promised to correct the error by the month-end, the committee's chairperson Meenakshi Lekhi said on Wednesday. Twitter's deposition has come in form of an affidavit signed by Damien Karien, Chief Privacy Officer of Twitter Inc, for wrong geo-tagging of India's map, Lekhi told . Last month, the Joint Committee of Parliament on Data Protection Bill had come down heavily on Twitter for showing Ladakh as part of China, saying it amounted to treason and had sought an explanation by the US-based parent of the social media platform in form of an affidavit. Appearing before the panel, chaired by Lekhi, representatives of <keyword id="749437" type="COMPANY" weightage="20" keywordseo="Twitter-India">Twitter India</keyword> had "begged apology", but they were told by the members that it was a criminal offence that questioned the sovereignty of the country and an affidavit must be submitted by Twitter Inc, not by its 'marketing arm' Twitter India. "Twitter has now given us a written apology on an affidavit for Ladakh being shown in China," Lekhi said. "They have apologised for hurting Indian sentiments and have sworn to correct the error by November 30, 2020," she added. Twitter had come under heavy criticism and faced a backlash from social media users after its geotagging feature displayed "Jammu &amp; Kashmir, the People's Republic of China" in a live broadcast from Leh's Hall of Fame, a war memorial for fallen soldiers in the Union Territory of Ladakh. The Indian government on October 22 had warned Twitter about its location setting that showed Leh in China, saying any disrespect towards the country's sovereignty and integrity is totally unacceptable. In a strongly-worded letter, Ajay Sawhney, Secretary in the Ministry of Electronics and Information Technology (MeitY), asked Twitter CEO Jack Dorsey to respect the country's sensitivities, sources in the ministry had said. At that time, Twitter had called it a technical issue that had been swiftly resolved. In its affidavit submitted before the parliamentary panel, Twitter is believed to have said the issue was "caused due to a software error combined with imperfect data resulting in an incorrect geo-tag". "In the last few weeks, we have worked towards resolving the geo-tag issue in a manner wherein Leh as well as other cities in the Union Territory of Ladakh will now accurately show with their respective city name, state and country. "In addition to this, we are also reviewing the geo-tag for various other cities in Jammu and Kashmir. This work is already in progress and we are targeting November 30, 2020 to complete this exercise," it added. Twitter further said it wanted to reiterate that India was a priority market and it was committed to partnering with the Government of India and MeitY to serve the public conversation and communities on the micro-blogging site. "Our team in India will continue to engage with the Ministry for any follow-up discussions. We would also like to apologise for any sentiments that were hurt because of this error," it added. On October 28, Twitter's India representatives were questioned for more than two hours by the panel members, mainly on Ladakh being shown as part of China on the Twitter app. "The committee was of the unanimous opinion that Twitter's explanation on showing Ladakh as part of China was inadequate," Lekhi had said after the meeting. Twitter was also asked about its banning policy, while some members also raised questions about Twitter's transparency policy and its actions during elections, especially vis-a-vis their policies in other countries.
