However, India is reportedly not going to invite Imran Khan in the swearing-in ceremony of Narendra Modi. Recently both PM Narendra Modi and Imran Khan had a telephonic conversation after the victory of BJP in India where they talked about creating trust and an environment free of terrorism were a must to foster peace and prosperity in the region. Ministry of External Affairs spokesperson Raveesh Kumar said that the <a href="https://www.firstpost.com/india/kyrgyz-president-mauritius-pm-bimstec-leaders-invited-for-narendra-modis-swearing-in-ceremony-says-mea-6710821.html">government has also invited</a> Kyrgyzstan president Sooronbay Jeenbekov and Prime Minister of Mauritius Pravind Jugnauth to the ceremony. The President of the Kyrgyz Republic, current Chair of the Shanghai Cooperation Organisation, and the Prime Minister of Mauritius -- the Chief Guest at this year's Pravasi Bhartiya Divas, had also been invited, External Affairs Ministry spokesman Raveesh Kumar said here on Monday. The members of Bimstec (The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) are Bangladesh, India, Myanmar, Sri Lanka, Thailand, Nepal and Bhutan, which are among the countries dependent on the Bay of Bengal. A pollution disaster as the stranded Japanese oil tanker off the pristine coast of Mauritius in the Indian Ocean splits apart

Port Louis, Apr 15 () In a humanitarian gesture, India on Wednesday gifted life-saving drugs, including Hydroxychloroquine tablets, to Mauritius and Seychelles to help them deal with the coronavirus pandemic that has infected 2 million people worldwide.Mauritius Vice Prime Minister Leela Devi Luchoomun Dookun received the consignment of half a million Hydroxychloroquine tablets that arrived here on Wednesday evening through a special Air India cargo flight from Delhi, the Indian High Commission in Port Louis said in a statement."The shipment was made possible as a special gesture although a restriction on its export from India continues to be in force in view of the unprecedented prevailing difficult situation because of COVID-19 global pandemic," it said.Mauritius is one of the first countries to receive supplies of this medicine after a special exemption was granted for a few countries. "This demonstrates the unique ties between our two countries," the statement said.It said the consignment was part of the 13 tonnes of essential lifesaving medicines that have been sent for Mauritius. This is the first such consignment of essential medicines and a second consignment will follow in coming weeks."India is a proud partner of Mauritius and remains committed to contributing to the public health and welfare of all people of Mauritius," it said, adding that India will continue to work closely with Mauritius in these difficult times. India also gifted the first consignment of four tonnes of essential lifesaving medicines to Seychelles, in view of the ongoing COVID-19 crisis. "These medicines were procured basis the request from the Government of Seychelles. The consignment was brought to Seychelles by an Air India Special Charter Boeing 787 flight from New Delhi," said a statement issued by the High Commission of India in Seychelles.This is a special arrangement made in view of the special relations with Seychelles in order to enable the supply of these medicines despite the restrictions in place due to the lockdown, it said."Despite its own domestic challenges and constraints, India has always believed in sharing its resources and expertise with its friends and partners," the statement said.This airlift also strengthens the spirit of cooperation between the two sides based on India's Neighbourhood First Policy and Seychelles' India First Policy, it added.As part of this consignment, India swiftly decided to send the supplies of Hydroxychloroquine to Seychelles. The anti-malarial drug is now used to treat COVID-19 patients with effective outcomes. Health authorities worldwide have recommended Hydroxychloroquine for COVID-19 patients with positive outcomes. COVID-19: India provides life-saving drugs to Mauritius and Seychelles

Dubai, Apr 16 () India is fast-tracking procedures to supply hydroxychloroquine, a drug considered to be efficient in fighting the coronavirus, to the UAE after a request from the country's government, media reports here quoted the Indian envoy as saying.India's Ambassador to the UAE Pavan Kapoor said there is a huge demand for the anti-malarial drug from many countries and India is considering it on a case to case basis."As the drug is on the restricted list, we are obviously giving exception to the UAE, given the friendly relations between the two countries," Khaleej Times quoted Kapoor as saying.The global demand for hydroxychloroquine (HCQ) manufactured by India got a boost after some studies indicated that the drug, when paired with azithromycin, helped clear patients of the virus at a much faster rate than seen usually."There was a request from the government of the UAE to help out with the supply of HCQ," the Gulf News quoted Kapoor as saying.Kapoor said a few companies in the UAE requested the government to import the drug to the country."We received a note verbale from the UAE government also seeking support for the supply through those companies," he said."Whatever requests were made, we made sure that they reached the right authorities in the right format since this is a restricted medicine," Kapoor said.He said India is permitting the export of HCQ on a case-by-case basis on the request from governments of friendly countries. With the UAE government backing up the local companies' request for import for the medicine, he said, India is fast-tracking the procedures.The UAE Ministry of Health and Prevention on Wednesday announced 432 new cases of the Covid-19 coronavirus, bringing the total number of cases to 5,365.The country has reported 33 deaths, including five expats of different nationalities. In a humanitarian gesture, India on Wednesday gifted life-saving drugs, including Hydroxychloroquine tablets, to Mauritius and Seychelles to help them deal with the coronavirus pandemic that has infected 2 million people worldwide.Mauritius Vice Prime Minister Leela Devi Luchoomun Dookun received the consignment of half a million Hydroxychloroquine tablets that arrived here on Wednesday evening through a special Air India cargo flight from Delhi, the Indian High Commission in Port Louis said in a statement. India fast-tracks Covid-19 fighting drug supplies to UAE

<keyword id="6355261" type="POSITION" weightage="100" keywordseo="Finance-minister">Finance Minister</keyword> <keyword id="42575" type="PERSON" weightage="100" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> has stated that the capital gains tax provisions of the recently-concluded tax pact with Mauritius will be extended only when India renegotiates its tax treaty with Singapore. 
 
However, he didn’t state the time by when this renegotiation would be done, saying that it "is a separate sovereign state, it (Mauritius treaty) does not ipso facto automatically extend. The principles will have to be applied, but applied through a process of renegotiation." 
 
Jaitley was speaking at an Indian Women Press Corps event in New Delhi, where he added, "But sooner or later, that process will commence and hopefully conclude." 
 
It was on May 10 that the 34-year-old tax treaty with Mauritius was amended. Because of this, India will begin imposing capital gains tax on investments in shares through Mauritius from April 2017. 
 
This has also triggered a similar amendment in India's tax treaty with Singapore. 
 
"I am not giving it a timeline, because if you recollect, the renegotiation process of the Mauritius treaty started first in 1996 and it continued till about 2002 and then there was a pause. Singapore was entered into in 2005 and one of the covenants of Singapore was that provisions of what happens in Mauritius treaty would extend to it," Jaitley said.

Singapore tax treaty needs to be amended, says finance minister

Prime Minister <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword>, who would be visiting India’s northern neighbour this week, made an entry into China’s version of Twitter, <keyword id="670351" type="UNKNOWN" weightage="80" keywordseo="Weibo">Weibo</keyword>, after weeks of careful preparation. 
 
As per officials close to this matter, Modi, who will be in China from April 14-16, embraced the social media platform after spending much time on it to get familiar with it. 
 
Modi, who has the third largest following on Twitter after US President Barack Obama and Pope Francis, had decided to get onto to Weibo two months ago, an official told Economic Times. 
 
The Prime Minster himself gave the idea of connecting with people through social media before he was leaving for his three-nation tour to Seychelles, Mauritius and Sri Lanka, said the official. 
 
“When the numbers were provided to him, he said he wanted to join a Chinese social media platform to reach out to people there," the official told the financial daily. 
 
Bharatiya Janata Party (BJP) volunteers in Beijing, Shanghai and Hong Kong were asked to give their inputs on the good platform to join. Platforms like QZone, Renren, Sina Weibo, Tencent Weibo and Tudou were on his list and finally , it was decided that Modi would join Sina Weibo. 
 
As of Sunday, Modi had 44,900 followers on Weibo. His first post, saying hello to people of China, has over 11 million reads; 8,733 forwards; 12,316 comments and 18,594 likes.

It took months of planning before Modi said ‘hello’ to China

NEW DELHI: The government is still awaiting confirmation from Pakistan on whether or not Prime Minister <keyword id="6576" type="PERSON" weightage="40" keywordseo="Nawaz-Sharif">Nawaz Sharif</keyword> is going to attend PM-designate Narendra Modi's swearing-in on Monday. Pakistan did hail Modi's initiative as a bold move. 
 Leaders of all other Saarc countries, and also Mauritius PM Navinchandra Ramgoolam, have confirmed their participation apart from Bangladesh PM Sheikh Hasina who will be in Japan on Monday. Bangladesh will be represented by its <keyword id="202736" type="POSITION" weightage="40" keywordseo="Parliament-speaker">Parliament Speaker</keyword>. The Mauritius PM was invited after a telephonic conversation with Modi.

 "The invitation is a bold and unexpected move. Mr Sharif does not share the anxiety that is felt by some quarters here in Pakistan because he has got some very fond memories of the previous BJP prime minister Atal Bihari Vajpayee coming to <keyword id="6580" type="COMPANY" weightage="40" keywordseo="Lahore">Lahore</keyword> and he hopes that this anxiety about Modi and his past will fade away," Tariq Azim, media advisor to Sharif's party PML (N), told a news channel. 
 
Pakistan's foreign ministry on Thursday said there was also the option of someone else being sent to represent Sharif, leading to speculation that Sharif's party was divided on the issue. Sources here said Sharif may also be influenced by whatever feedback he gets from Pakistan's military establishment. 
 
Sources here said Modi and Sharif, if he does come, will have their first bilateral meeting on May 27. Modi is scheduled to have bilateral meetings with all other visiting leaders the same day. 
 
The Pakistan foreign office spokesperson suggested that Islamabad may consider sending a representative for Sharif. "It is normal practice that if the head of state has a preoccupation then he can nominate someone else. There is no violation of protocol,'' she said.

 The UPA-2 government has been upset with Islamabad in the recent past for not granting non-discriminatory market access to India for furthering trade ties. It alleged that the Sharif government did this under pressure from the <keyword id="15350" type="ORGANIZATION" weightage="40" keywordseo="Army">army</keyword>. Indian officials believe that the two countries could start afresh if Sharif indeed attends Modi's oath-taking ceremony.

By inviting Sharif, Modi has also put the onus on the Pakistani PM to kick off the stalled dialogue process. This is especially true in the light of assertions by Pakistani authorities that Islamabad was willing to have a meaningful, result-oriented dialogue with India under Modi but that the initiative to break the logjam had to come from Modi himself.

Even If Nawaz Sharif Wants To Come On Monday, Will Pak Army Let Him?

For Ralph Kruger, the Arcstone Capital managing director who <a href="http://www.businessinsider.com/2014s-top-performing-hedge-funds-2015-2">holds that title</a>, the answer is courage and independence.Kruger, who took the No. 1 spot with a 225% annual return, according to hedge fund researcher <a href="https://www.preqin.com/">Preqin</a>, spent seven years in the Air Force and flew for American Airlines as captain of a Boeing 767 before turning to finance."If you get it wrong, there's no one around" to blame, he told Business Insider. "If you're a fighter pilot, you're pretty independent anyway."Today, Kruger splits his time between Mauritius, where he's headquartered, Maryland, where his children live, and India, where his $25 million "Passage to India Opportunity Fund" makes its investments. Business Insider caught up with him by phone while he was on a recent visit to Mumbai.<h3 class="p1">Unusual beginnings</h3>Anyone surprised that an India-focused hedge fund became the top performer in 2014 should take a look at the Sensex, the Bombay Stock Exchange's benchmark index, which <a href="http://www.nasdaq.com/article/sensex-rises-for-fourth-day-20141231-00045">rose</a> about 30% throughout the year. While that can largely be chalked up to investor excitement over last year's election of pro-business Prime Minister Narendra Modi, Kruger got into India long before the trend began.A SUNY graduate, Kruger flew in the Air Force from 1980 to 1987, first as a fighter pilot and then as support on an F-71 spy plane. He said the experience gave him "very good insight on how governments interact."Then he joined American Airlines as a commercial captain and flew to Rio, Sao Paolo, Buenos Aires, Bogota, and throughout Europe. He also joined the Air National Guard and, from 1989 to 1991, attended the Columbia Business School full-time for his MBA.Jet-setting around the world taught Kruger a lot about emerging markets, and what to look out for as an investor, things like how inflation looks on the ground."In Argentina and in Venezuela, how it looks is on the menu," he said - restaurant menu prices he saw were written in pencil because they changed so regularly.<div class="KonaFilter image-container display-table float_left"><div><div class="image"></div></div></div>But one place Kruger never traveled to as a pilot was India. It was not until later, while working as a portfolio manager at Maryland-based Marathon Capital Management, that he began reading about the investment opportunities there.When Kruger did pay the country a visit, in 2005, he said, "I wanted to invest my own money in India."He was attracted by the market's untapped potential combined with a surprising resemblance to US markets. For one thing, the BSE is well established (the oldest in Asia, it opened in 1875); then there is the huge number of listed companies in India (some 5,000 total); plus the Securities and Exchange Board of India, which monitors insider trading and fraud; and the fact that India is an English-speaking democracy.<h3 class="p1">'The only guy in the room'</h3>Sold on India, Kruger opened Arcstone Capital with a rough start: It was 2008, the peak of the market, and he'd raised only $1.5 million. ("The idea of starting an international fund that invests in India with $1.5 million is not a good idea," he said. "It's just not.")Though he struggled to gain investors during the financial crisis and in its aftermath, he survived. Now he manages about $25 million for small family offices and private banks, and high-net-worth people. Kruger's investors all have some international travel experience, which gives them a bigger, more global perspective, and helps them better understand each other. Unlike most institutional investors in India, he spends time traveling long distances to meet with virtually unknown companies. In fact, the majority of stocks he buys have no other institutional investors, domestic or international."That's why it's inefficient down there," he said.Arcstone does its own research and looks for those inefficiencies, which Kruger said usually lie in stocks just below the top 100. In his words: "I'm not the smartest guy in the room, but I'll tell you what - I like it when I'm the only guy in the room."Right now, Kruger's portfolio consists of about 20 small- and mid-cap companies, each with top-line growth of roughly 20%, bottom-line growth of about 30%, and very little debt. (The average debt-to-equity ratio is about 0.6, he said.)And it's going well. Passage to India became the top-performing Indian fund in 2012, and in 2014 it completely stole the show.<h3 class="p1">'I read a lot'</h3><div class="KonaFilter image-container display-table float_right"><div><div class="image"></div></div></div>Kruger runs shop from his remote Le Morne, Mauritius, home overlooking the Indian Ocean. There, he likes to get in his morning market research early, over a cup of coffee, before going for a run, a swim, or some windsurfing.It's a nice escape from the information overload that he says can drag money managers down - lengthy talks with broker-dealers and meetings with investors and managers."When I'm sitting in Mauritius, it's all good information. It's very little noise," he said.He has other thoughts on how to best use his time. "I read a lot. For me, if you wanna be a good investor, read."His syllabus ranges from 16th- and 17th-century European history ("This war, that war, this king, that king - they all had unsustainable debt," as he says), to contemporary Indian politics. And on that front, Kruger sees positive change. A fan of both Modi and Central Bank Gov. Raghuram Rajan, he likens those men to Ronald Reagan and Paul Volcker. "Both those guys are long-term thinkers and doers," Kruger said.He applauds Rajan for reducing inflation to levels safe enough for rate cuts. And while Modi critics say the prime minister is acting too slowly on reforms, Kruger believes he's "getting down in the nitty-gritty, the nuts and bolts, the slow, methodical marathon that real reform needs that isn't necessarily visible."Kruger predicts at least nine years of accelerated growth for India, but admits things are not yet perfect there."I mean, India is totally mismanaged," he said.
