Today, India celebrates the <keyword id="68074" type="ORGANIZATION" weightage="20" keywordseo="National-Education-Day">National Education Day</keyword> 2019 to mark the birth anniversary of the country’s first Education Minister <keyword id="255326" type="PERSON" weightage="20" keywordseo="Maulana-Abdul-Kalam-Azad">Maulana Abdul Kalam Azad</keyword>. In September 2008, the Human Resource and Development Ministry declared November 11 as the National Education Day. Maulana, who shaped the scientific research and education system believed that schools are laboratories that will shape the future of the country. He established the country’s first elite engineering college — Indian Institute of Technology, Kharagpur. He also founded the University Grants Commission (UGC), Indian Council for Cultural Relations (ICCR) and Council of Scientific and Industrial Research (CSIR) among others. New Delhi, Apr 21 () Maulana Azad National Urdu University VC Firoz Bakht Ahmed, who is also the grandnephew of Maulana Abul Kalam Azad, has written to Prime Minister Narendra Modi urging him to extend the coronavirus lockdown for the entire month of Ramzan till May 24."Care should be taken that the lockdown should not be lifted till May 24, the day when Ramzan month ends. If it is lifted on May 3, a time when corona will be ripening to its peak in India, overenthusiastic Muslims (as seen in the case of uncontrollable Tablighi Jamaat followers) will start crowding markets, holding iftar parties and prayer gathering, giving rise to corona clusters by disobeying the prime ministerial instruction," he said in his letter.Ahmed has also apologised for the acts of violence or misbehaviour allegedly by Muslims against healthcare workers across the country."As a law-abiding Indian Muslim, I apologise on behalf of all those belonging to my community in quarantine in India, indulging in violence against doctors, nurses, health workers, police, safai karamcharis etc," he wrote."My head is hung in shame whenever I see highly condemned acts of spitting, misbehaving in vulgar manner with the hospital staff (especially nurses), running for the jugular of doctors, throwing urine bottles and not extending cooperation for treatment for coronavirus," Ahmed said.The country is in a lockdown since March 25 due to the spread of coronavirus. <ul><li>India accounts for only 0.25% of the 4,000 highly-cited scientists across the globe, according to <keyword id="4393714" type="PERSON" weightage="20" keywordseo="clarivate-analytics">Clarivate Analytics</keyword>. </li><li>The number has doubled since 2017 but that’s only because the company added an additional category to include ‘cross field’ researchers. </li><li>India’s neighboring country, <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>, stands at the third position with nearly 482 scientists.</li></ul>With only 10 Indian scientists featuring in the list of 4,000 highly-cited researchers across the globe, the country lags far behind China in new contributions towards science and innovation,<a href="https://clarivate.com/blog/news/global-highly-cited-researchers-2018-list-reveals-influential-scientific-researchers-and-their-institutions/"> said a recent report by</a> Clarivate Analytics — a company that names people with multiple papers ranking in the top 1% by citations for their field and year. Interestingly, most of the science experts listed do not come from highly ranked institutes in India that are always creating buzz for their scientific innovation. However, a professor from each IIT-Kanpur, IIT Madras, JNU, and NIT-Bhopal are on the global list. Meanwhile, China is among the top three countries with 482 science experts. India couldn’t even make it up to the top 10 countries. <keyword id="23050" type="LOCATION" weightage="20" keywordseo="Sweden">Sweden</keyword> (53%), Austria (53%), Singapore (47%), Denmark (47%), China (43%) and South Korea (42%) are among the nations that have 40% of their Highly Cited Researchers selected in the cross-field category. India and China used to be on the same page in terms of contribution about 15 years ago but now China accounts for nearly 16% This could be considered a victory for India since the number of scientists on the list has doubled since 2017. But Dinesh Mohan, one of the scientists on the list, says that’s only because the report includes an additional category of ‘cross field’ researchers. The list highlights the need to improve the research ecosystem in India and deal with <a href="https://www.nature.com/articles/d41586-018-06048-2">problems </a>like predatory journals. According to experts, Indian academicians lack focus on quality research. Ashok Pandey, a researcher featured on the list, claims that poor representation in science is a matter of national concern and need to be addressed by lawmakers, government and other respective stakeholders. Analysts add that India has a negligible representation in the world’s highly cited researchers primarily because the nature of research is theoretical. India is set to host the coveted G20 leaders’ summit in New Delhi on September 9 and 10, 2023. The event will have world leaders like US President Joe Biden in attendance and as a result, to enhance security measures in the capital, a number of restrictions have been announced by the government which will make daily commute a hassle starting September 7 when the guests start arriving. Here is what the residents of the National Capital Region (NCR) will have to keep in mind: Commercial vehicles: All types of goods vehicles, commercial vehicles, interstate buses and local city buses such as Delhi Transport Corporation (DTC) buses and Delhi Integrated Multi Modal Transit System (DIMTS) buses shall not operate on Mathura Road (beyond Ashram Chowk), Bhairon Road, Purana Quila Road and inside Pragati Maidan Tunnel from 00:00 hours on the intervening night of September 7 to September 10 midnight. Goods vehicles: Heavy Goods Vehicles (HGVs), Medium Goods Vehicles (MGVs) and Light Goods Vehicles (LGVs) will not be allowed to enter into Delhi from 21:00 hours on September 7 to September 10. However, goods vehicles carrying Essential Commodities such as milk, vegetables, fruits, medical supplies, etc., having valid ‘No Entry Permissions’ will be permitted. For the entire New Delhi district: The entire area of New Delhi District will be considered as “Controlled Zone-I '' from 05:00 AM, September 8 to September 10 midnight. However, bonafide residents, authorised vehicles and vehicles dealing with housekeeping, catering, waste management, etc. for hotels, hospitals &amp; other important installations in New Delhi District will be allowed. Roads and junctions being treated as “Controlled Zone-II”: For 14 hours on September 10 (midnight to 14:00 hrs) the following roads will have restricted access: W-Point, A-Point, DDU Marg, Vikas Marg (till Noida Link Road – Pusta Road), Bahadur Shah Zafar Marg, Delhi Gate, Jawaharlal Nehru Marg (from Rajghat to Guru Nanak Chowk), Chaman Lal Marg (from Guru Nanak Chowk to Turkman Gate), Asaf Ali Road (from Turkman Gate to BSZMarg), Maharaja Ranjit Singh Marg (from Barakhamba – Tolstoy crossing to Guru Nanak Chowk on Chaman Lal Marg), Mahatma Gandhi Marg (from Delhi-Meerut Expressway T-Point to Kashmere Gate), IP Flyover, Shanti Van Chowk, Hanuman Setu, ISBT Kashmere Gate and Salimgarh Bypass. However, movement of following categories of vehicles shall be exempted from the above restrictions: - i) All types of commercial vehicles including buses which are already present in Delhi shall be allowed to move on Ring Road &amp; road network beyond Ring Road towards the borders of Delhi. ii) Taxis carrying bonafide residents and tourists having valid bookings in hotels located inside New Delhi District, and intending to go to New Delhi Railway Station will be allowed to ply on the road network inside New Delhi District. iii) General traffic, except goods vehicles and buses, will be allowed into Delhi from Rajokari Border. Compulsory diversion: Further, the above mentioned traffic will be compulsorily diverted from NH-48 to Rao Tula Ram Marg – Olof Palme Marg. No vehicular movement will be allowed on NH-48 towards Dhaula Kuan. Defence and emergency vehicles: Vehicles of Armed Forces, Paramilitary Forces, Police, Disaster Management, Fire tenders, Ambulance and those engaged in emergency services like road maintenance, maintenance of electric supply, water/sewage line, communication network, etc. will be allowed to move throughout Delhi. The existing prohibition as notified from time to time for different categories of vehicles shall also prevail.
