In a bid to check "show of wealth" during Indian weddings, a Bill in the <keyword id="6355187" type="ORGANIZATION" weightage="100" keywordseo="Lok-Sabha">Lok Sabha</keyword> now seeks to put a limit on the number of guests to be invited and dishes to be served in weddings. 
 
Not just that, it wants those spending above Rs 5 lakh to contribute towards marriages of poor girls. 
 According to the Bill introduced by <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> MP <keyword id="2249404" type="UNKNOWN" weightage="20" keywordseo="Ranjeet-Ranjan">Ranjeet Ranjan</keyword>, wife of MP <keyword id="73817" type="PERSON" weightage="20" keywordseo="Pappu-Yadav">Pappu Yadav</keyword> - If a family spends above Rs 5 lakh on a wedding, it has to contribute 10 per cent of the amount on marriages of girls from poor families. 
 
The Marriages (Compulsory Registration and Prevention of Wasteful Expenditure) Bill, 2016, may be taken up as a private member's Bill in the upcoming Lok Sabha session. 
 
The purpose of this Bill is to prohibit extravagant and wasteful expenditure on marriages and to enforce simpler solemnisation, Ranjeet said. 
 
"Great importance should be assigned to the solemnisation of marriage between two individuals. But unfortunately, these days a tendency of celebrating marriages with pomp and show and spending lavishly growing in the country. 
 
"These days, marriages are more about showing off your wealth and as a result, poor families are under tremendous social pressure to spend more. This is needed to be checked as it is not good for society at large," she said. 
 
The Bill seeks that "if any family intends to spend more than Rs 5 lakh towards expenditure on marriage, such family shall declare the amount proposed to be spent in advance to the appropriate government and contribute 10 per cent of such amount in a welfare fund which shall be established by the appropriate government to assist the poor and Below Poverty Line families for the marriage of their daughters". 
 
It says that after this proposed legislation comes into force, all marriages shall be registered within 60 days of the solemnisation. 
 
The government may fix the limit of guests and relatives and number of dishes to be served to the guests and relatives for solemnisation of marriage or for the reception held thereafter as it may deem necessary or expedient to prevent the wastage of food items, it adds.

The expenditures related to <keyword id="6358814" type="General" weightage="20" keywordseo="wedding" source="Orion">wedding</keyword> purchases and procurement of various services by consumers this season are almost Rs 1 lakh crore more than the year-ago period, the Confederation of All India Traders (CAIT) said. The estimates are based on inputs from trade bodies in 30 cities in different states and stakeholders in goods and services. "During this period (November 23-December 15), it is estimated that around 38 lakh weddings will be solemnised with a total expenditure of around Rs 4.7 lakh crore," CAIT Secretary General Praveen Khandelwal told PTI on the sidelines of a press conference. "Last year, there were almost 32 lakh weddings with a total expenditure of Rs 3.75 lakh crore. So, this year there is (expected to be) an increase (in expenditure) of almost Rs 1 lakh crore which is a good sign for the Indian economy and retail trade," he said. The wedding dates during the season are November 23, 24, 27, 28, 29, and December 3, 4, 7, 8, 9 and 15, CAIT said. Khandelwal said in Delhi alone over 4 lakh weddings are expected this season, which could generate a business of about Rs 1.25 lakh crore.

By Gurdip Singh Singapore, Jun 2 () Singapore reported 544 new coronavirus cases on Tuesday, as low-risk businesses began operations with the end of the near two-month long "circuit-breaker" period in the country. Of the new cases, only one is a Singapore citizen, while the rest are foreign workers living in packed dormitories, which have emerged as major virus hot-spots, the Health Ministry said. Three of the new cases are foreign workers living in accommodations outside the dormitories. Now the total number of COVID-19 cases stands at 35,836. The number of deaths rose to 24 on Sunday, after a Chinese national's death was attributed to COVID-19 complications. Tuesday was the first day after the end of the "circuit breaker" period, Channel News Asia reported. The "circuit-breaker" period began on April 7 as part of which all non-essential work places were closed and residents were barred from leaving their house except to buy food and groceries or to exercise alone in the neighbourhood. Businesses that operate in settings with low transmission risks were allowed to reopen. Full hairdressing services, motor vehicle servicing, air conditioning servicing, printing, basic pet services and education bookshops and limited school activities have been allowed to resume as part of phase 1 of the reopening. Pre-schools and early intervention centres reopened for children in Kindergarten 1 and 2, with children in nursery level, infant care and playgroup to follow next week. Some places of worship were also allowed to resume services such as marriage solemnisations and funerals, subject to a cap of 10 attendees. Households may now visit parents or grandparents, subject to a limit of two people and one visit per day. Parents may also drop off children for childcare, subject to the same limit, said the report citing official measures. As of Monday, Singapore had seven coronavirus patients in critical conditions of the 337 patients in hospitals. Over 12,400 patients who are showing mild symptoms are being monitored in community facilities. So far, 22,466 patients have been discharged from hospitals since the disease outbreak here in January. The state government has also decided not to allow wedding receptions in the districts of East Khasi Hills and Ri Bhoi for the time being, he said. "Only solemnisation of marriages in places of worship will be permitted, with strict adherence to social distancing norms," the chief minister said. The decision in this regard comes after 10 of the 41 people who had attended a wedding reception tested positive for COVID-19. As many as 200 primary contacts of the patients were identified and isolated during a two-day lockdown imposed in Shillong. The 16 fresh cases registered in the past 24 hours include nine Army and four Assam Rifles jawans, and three Border Security Force (BSF) personnel, Director of Health Services, Aman War, said. The fresh infections have taken the number of active cases in the state to 305, while two patients have died, he said. A BSF personnel has recovered from COVID-19, taking the total number of persons cured of the disease to 47, War added. Meghalaya to close all entry points to state from July 24 to July 31

By Gurdip Singh Singapore, Jun 3 () Coronavirus cases in Singapore crossed the 36,000-mark on Wednesday as 569 new cases, mostly foreign workers living in dormitories, were confirmed, a day after low-risk businesses resumed operations with the end of the two-month long "circuit-breaker" period. The new cases bring the total number of COVID-19 cases in the country to 36,405. Of the 569 new cases, only seven cases were in the community, the Health Ministry said. Of these, one is a Singapore citizen or permanent resident (foreigner) while six are foreigners holding work passes. The rest of infectious cases were foreigners working here and living in cramped dormitories. With the vast majority of COVID-19 cases stemming from foreign worker dormitories, calls have been made to improve their living conditions. On Monday, the government announced its intent to develop new foreign worker dormitories, and refit unused state properties as part of plans to reduce the current density in the dormitories. Meanwhile, the Ministry of Manpower (MOM) on Wednesday said over the last three years, foreign worker dormitory operators have flouted dormitory management rules about 80 times a year, the Channel News Asia reported. About 60 per cent of these breaches were for "minor lapses", such as failing to maintain tidiness and cleanliness in one part of the dormitory, said the Ministry. These breaches were found during inspections of dormitories licensed under the Foreign Employees Dormitory Act (FEDA). Last month, Manpower Minister Josephine Teo revealed in parliament that about 20 operators are penalised every year under the Act. This accounts for nearly half of the 43 FEDA-licensed foreign worker dormitories in Singapore, the daily reported. According to the Act, dormitory operators who flout the regulations can be fined up to SGD 50,000, jailed for up to a year, or both. Dormitories housing foreign workers were the most common places, declared clusters, for the spread of coronavirus disease. More than 300,000 foreign workers live in various types of dormitories across Singapore, from large purpose-built dormitories to smaller factory-converted dormitories and makeshift living quarters near their worksites. On Tuesday, businesses that operate in settings with lower transmission risks were allowed to reopen, as the city-state entered its first phase of reopening after the "circuit breaker" period. Pre-schools and early intervention centres also reopened for children in Kindergarten, with children in nursery level, infant care and playgroup to follow next week. Some places of worship were also allowed to restart some services, such as marriage solemnisations and funerals, subject to a cap of 10 attendees.
