<ul><li><keyword id="68723" type="CITY" weightage="20" keywordseo="Bastar">Bastar</keyword> the most “sensitive” constituency goes into polls today, with 80,000 security personnel guarding the polling booths. </li><li>Just days before the elections, a BJP MLA and four security personnel were killed in a Naxalite attack. </li><li>Both Bihar and Odisha too have been put under high alert.</li></ul>As voting commences in India, security has been tightened in polling booths across the country. But there are some polling booths, which are still marred by the blood stains caused by left-wing extremism. With just one seat to offer in the Lok Sabha, Bastar, <keyword id="45326" type="CITY" weightage="20" keywordseo="Chattisgarh">Chattisgarh</keyword> has 80,000 security personnel guarding the voters. Just days before the polling started, an attack by guerilla attackers in <a href="https://www.thehindu.com/news/national/several-killed-including-bjp-mla-bhima-mandavi-in-ied-blast-in-dantewada/article26782767.ece">Dantewada</a>, in the same constituency, killed BJP state legislator, Bheema Mandavi, and four security personnel. The state which has been the hotbed of left-wing extremism, also known as Maoism named after the founder of the Communist Party of China, saw an encounter on April 10, between the police and Naxalites in the Rajnandgaon District in Chattisgarh. Days before the <a href="https://timesofindia.indiatimes.com/elections/lok-sabha-elections-2019/chhattisgarh/news/maoists-ask-voters-in-bastar-to-boycott-polls-support-kashmir-separatism/articleshow/68787718.cms">election</a>, the maoists had also given out handwritten posters to villagers asking them to boycott the elections. The voter turnout in Bastar was 59% in the last general elections five years ago. India’s red corridor reflects the eastern, central and southern districts that have been most affected by the Naxalist-Maoist insurgency. While Bastar is the “most sensitive” constituency voting today, Bihar too has been under high security. Three <a href="https://www.newdelhitimes.com/2-ied-1-local-made-bomb-recovered-in-bihar/">bombs</a> were discovered in Bihar’s Gaya constituency just hours before the polling booths opened. The bombs which were placed near a government school were defused. On March 28, Maoists had also blown up ex-Bihar Legislative Council member Anuj Kumar Singh’s in Gaya, while <a href="https://www.thequint.com/news/politics/maoists-blow-up-ex-bihar-mlcs-house-call-for-poll-ban">asking voters</a> to boycott the elections. Security has also been beefed up in Telangana. In the state alone, over 5,749 polling stations have been marked as highly sensitive. Over <a href="https://www.deccanchronicle.com/nation/current-affairs/100419/70000-cops-to-guard-lok-sabha-elections-in-telangana.html">70,000</a> police forces have been deployed for the polling booths in the state. A similar situation hovers around the state of Odisha, where the <keyword id="7518639" type="UNKNOWN" weightage="20" keywordseo="Maoist-Constituencies">maoist constituencies</keyword> including Malkangiri, Koraput, Rayagada, Nabarangpur, Kalahandi, Nuapada and Gajapati districts have been put under high alert. Elections 2019: These are the constituencies affected by Maoist violence that will vote today

<ul><li>Election officials from 15 polling booths in Odisha returned empty handed as five panchayats did not show up to vote on the first day of the general election in India. </li><li>In the run up to the election, Maoist poster campaigns surfaced asking people not to vote. </li><li>But some villages reported that their reasons to not vote had nothing to do with the perceived left wing extremism.</li></ul>The first phase of the Indian general elections was <a href="https://www.businessinsider.in/lok-sabha-election-2019-violence-bombs-and-explosions/articleshow/68837699.cms">marred</a> by violent clashes in Andhra Pradesh and improvised explosive devices going off in Maharashtra, but in Odisha — 15 polling booths <a href="http://www.orissapost.com/zero-polling-at-15-booths-in-malkangiri/">remained</a> silent waiting for voters than would never show. State administration has confirmed that in Malkangiri district, which consists of two separate constituencies — Malkangiri and Chitrakonda — zero polling was registered as voters from five panchayats (formalised local self-governance at a village level) did not show up to participate. Fifty four officers on election duty were specially airlifted on Wednesday to these areas to make sure that the booths would be operational. But they all returned empty handed once the polling booths closed in the evening at four. In the run up to the election, Maoist posters began to surface — <a href="https://www.deccanherald.com/national/maoists-call-for-poll-boycott-in-odisha-723027.html">asking</a> people to ‘boycott the polls’ because real benefits can only be derived from armed struggle, not votes. Even so, voters from one of the villages, Temurupalli, claim that the reason they did not go to vote wasn’t because of the perceived left wing extremism, but because the booths were just too far. And, people from the village of Tamasaput say they boycotted the election because no development work was conducted in their area. The polling booths are Andrapali, Jantri, Sanyasiguda, Handikhalo, Panasaput, Singhai, Gorasetu and Jodamba were also desolate. Aside from Odisha, Maharashtra also had to bear the brunt of Naxalite activity, which is a more extreme form of Maoism. Four polling stations will <a href="https://twitter.com/ANI/status/1116357141688766469">re-poll</a> in the coming phases of the elections because polling teams were unable to reach the designated sites. Despite 15 booths lying bare on election day, Odisha still <a href="https://timesofindia.indiatimes.com/city/bhubaneswar/odisha-assembly-elections-live-updates/articleshow/68823650.cms">witnessed</a> an overall 68% voter turnout during the first phase of the general election. Drones replace bulky choppers making India's elections fuel efficient

<ul><li>BJP’s <keyword id="1692903" type="PERSON" weightage="20" keywordseo="Bharati-Ghosh">Bharati Ghosh</keyword> is contesting from West Bengal's Debra Assembly constituency.</li><li>Ghosh, a former IPS officer with 23 years in service, has 19 criminal charges against her.</li><li>She is contesting against Trinamool Congress candidate Humayun Kabir, who is also a former IPS officer.</li></ul>Bharatiya Janata Party’s (BJP) state vice president, Bharati Ghosh who is contesting from West Bengal's Debra Assembly constituency, has an impressive bank balance with declared assets worth ₹19 crore making her the wealthiest politician contesting from West Bengal (WB). But, she also has a lofty list of <a href="https://adrindia.org/content/west-bengal-assembly-elections-2021-phase-ii-analysis-criminal-background-financial">criminal charges</a> against her that amount to 19 in total (53 serious Indian Penal Code [IPC] charges and 56 other IPC charges) and no conviction. Of these, she has 12 charges under IPC Section 506 (punishment for criminal intimidation), 5 charges under IPC Section-307 (related to attempt to murder), 4 charges under IPC Section-354 (related to assault or criminal force to woman with intent to outrage her modesty), 2 charges under IPC Section-468 (related to forgery for the purpose of cheating), among many others. One of the 19 female candidates from WB out of 171, Ghosh is a retired Indian Police Service (IPS) officer who was in service from January 1994 to Dec 2017. A decorated police officer, Ghosh was the police chief for over six years in West Midnapore. During this time she was instrumental in capturing Maoist leaders like Koteswar Rao and containing Maoism in general. However, she retired <a href="https://www.outlookindia.com/website/story/india-news-wb-bjp-candidate-bharati-ghosh-moves-sc-seeking-stay-of-arrest-warrant-against-her/376583">two days after</a> she was transferred by Mamata Banerjee to a comparatively less alluring post as the commandant of a battalion of the State Armed Police in Barrackpore on December 26, 2017. She has also worked in the Criminal Investigation Department (CID) of West Bengal Police and had a brief stint at the United Nations under various capacities and had <a href="https://www.ibtimes.co.in/who-bharati-ghosh-harvard-educated-un-peacekeeper-went-being-mamata-banerjees-cop-daughter-759233">won</a> six medals during her time there. Her impressive educational background includes a Master of Business Administration (MBA) from Jadavpur University, bachelor’s in law from Burdwan University, and has studied at Harvard University and the London School of Economics. Ghosh eventually fell out of her close association with Mamata Banerjee and joined the BJP in 2019. Ghosh contested the Lok Sabha elections from the Ghatal constituency the same year. At the time, there was a rather infamous <a href="https://indianexpress.com/article/cities/kolkata/bharati-ghosh-in-row-caught-saying-will-drag-tmc-men-out-beat-them-up-like-dogs-5710743/">incident</a> that occurred when in response to Ghosh's bold statement that she will bring goons from Uttar Pradesh to "drag TMC men out, beat them up like dogs,” she was accosted by an angry TMC mob a few weeks later that led her to scale the walls of a temple and seek <a href="https://www.thestatesman.com/opinion/bricks-for-bharati-1502755203.html">refuge</a> at the Keshpur police station. She apparently made this statement on hearing TMC workers in Anandapur village (in Medinipur) were hindering people from voting in the Lok Sabha elections. In a separate incident, two days before polling began in Ghatal, her car was stopped and the police seized ₹1,13,815 in cash that according to Trinamool was perhaps going to be used to incentivise the people to vote for her. Ghosh, however, lost that election to Trinamool Congress candidate Deepak Adhikari (alias Dev) by a margin of 107,973 votes. Earlier this month, Ghosh moved the Supreme Court to seek a stay of an arrest warrant against her and to quash the FIRs against her in connection with the 2019 Lok Sabha poll violence case for alleged voluntary causing hurt, wrongful restraint and attempt to murder. The Supreme Court <a href="https://www.thehindu.com/elections/west-bengal-assembly/arrest-warrant-against-bharati-ghosh-to-be-kept-in-abeyance-sc/article34025625.ece">granted</a> the stay till the conclusion of the West Bengal Assembly Elections. She maintains that these are all "false" cases being used as a tool to prevent her from pursuing her political career. In <a href="https://timesofindia.indiatimes.com/india/bengal-saw-693-cases-of-violence-during-2019-lok-sabha-polls/articleshow/81321892.cms">total</a>, there were 693 poll violence incidents and 11 deaths, in the state, during the 2019 general elections. This year, Ghosh is contesting against Trinamool Congress candidate Humayun Kabir, who is also a former IPS officer. However, unlike Ghosh, he does not have any active legal cases against him. The former police commissioner of Chandernagore, Kabir, joined TMC in February, this year. Kabir was the one who ordered the <a href="https://www.ndtv.com/india-news/humayun-kabir-ex-ips-officer-who-ordered-arrest-of-bjp-men-over-slogans-joins-trinamool-2366633">arrest</a> of three BJP members who were trying to incite disquiet by raising the slogan "Goli Maaro..." during a rally held by BJP leader Suvendu Adhikari, in January 2021. Miffed BJP members accused Kabir of being partisan to the Trinamool Congress because his wife, Anindita Das, is also a member of the party. However, Kabir resigned from his post a few days after the incident and joined the Trinamool Congress in February 2021. Ghosh may have had an impressive career trajectory but it is yet to be seen whether the burden of the criminal charges against her will dampen her political aspirations. Under this, individuals wanted for terror-related crimes or under the radar for having any terror links shall be labelled as ‘terrorists.’ Investigation agencies can seize properties of those labelled as terrorists. As of now, criminal cases with terror charges are handled by senior authorities including Deputy Superintendent and police commissioner among others. However, the amendments will enable the inspector-rank officers to probe the cases. “The bill is only to root out terrorism,” <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit Shah</keyword> responded amid the session. He also roped in ‘urban Maoists’ into the anti-terrorism bill, saying that people have been supporting Maoism, under their ‘ideologies’ — and the government has no room for it. ‘A dangerous Act’ As expected the bill faced opposition heat, who believe that it can be misused. Indian government passes anti-terrorism bill; opposition calls it ‘dangerous’

Shah will look after all decisions involving Cabinet matters and President’s house, besides IB. Reportedly, Shah has also tasked the two deputies with taking presentation from every division at the home ministry for better sync in their functioning. The home minister also reviewed details regarding the functioning of the MHA on the first day of taking charge at the North Block. In a first time ever, both the northeast and Jammu and Kashmir divisions have been allocated to the same minister of state. G Kishan Reddy is a three-time MLA and is a first-term MP from Secunderabad Lok Sabha constituency in Telangana. Nityanand Rai, who won from the Ujiarpur constituency in Bihar, has also been assigned incharge of women safety division, that was created last year following the Kathua rape case. Rai will also head the Left-wing extremism (LWE) division, that looks at anti-Maoist operations, besides disaster management and police modernisation division, as reported by officials. There are 24 ministers of state in the present council of ministers and six other ministers of state with independent charge.

India's new home minister entrusts just 2 people with several divisions

Eleven Indian states and one union territory were up for vote today in the second phase of India’s general election. Security was increased in ‘vulnerable’ and ‘critical’ constituencies after multiple incidents of violence were reported during the first phase. As a precautionary measure, mobile internet services were stalled in the state of Jammu and Kashmir that saw a voter turnout of 45.46%. West Bengal, which saw a voter turnout of 76.14% — the highest during the second phase of the elections in India — had more central forces <a href="https://www.hindustantimes.com/india-news/lok-sabha-elections-2019-more-central-forces-in-second-phase-in-west-bengal-election-commission/story-TLHV812ykqfO3PZXgUke2M.html">employed</a> at Jalpaiguri, Darjeeling and Raiganj polling stations. The only incident to occur was one EVM being vandalized in the Chopra constituency during a clash between members of the Bharatiya Janata Party (BJP) and the All India Trinamool Congress (TMC). Security personnel had to launch tear gas shells and lathi charge at the alleged local trouble makers. TMC was also accused by the Communist Party of India - Marxist (CPI-M) of attacking the vehicle of the CPM’s Raiganj candidate, Mohammad Salim in Islampur. Manipur and Assam also recorded high voter turnouts of 76.15% and 76.14% respectively, and the polling was relatively uneventful in both statess. Even the lone union constituency, Puducherry, saw a voter turnout of 75.91%. Aside from West Bengal, security was also tightened in the Maoist affected regions of Odisha — particularly the Kandhamal, Bargarh and Bolangir constituencies — where a few booths will still have to face re-polling, but not due to violent outbreaks but due to technical glitches in the electronic voting machines (EVMs) and voter-verified paper audit trails (VVPATs).  Despite the commotion, Odisha saw a voter turnout of 57.97%. Uttar Pradesh, with a voter turnout of 62.06%, also faced EVM issues at the Gantholi Village polling booth in Mathura where voting did not begin as scheduled. One village in Fatehpur Sikri — Magoli Kala — chose to boycott the elections altogether complaining that the government had failed to provide adequate irrigation facilities in the area.
