Telecom minister <keyword id="6357016" type="PERSON" weightage="100" keywordseo="Manoj-Sinha">Manoj Sinha</keyword> has told the Lok Sabha that around 50,000 villages across India are yet to get mobile networks, including locations in the Northeast, Naxal-hit states, Andaman and Nicobar Islands and Lakshadweep. 
 
"We have never claimed that mobile network has reached all over the country. There are around 50,000 villages where mobile network has not reached," he said. 
 
The Minister said that he has informed all states to know about the number of villages that still lack mobile connectivity.

He added that an ambitious project called '<a href="http://www.businessinsider.in/digital-india-backbone-bharat-net-gets-an-allocation-bump-in-budget-2017/articleshow/56911720.cms">Bharat Net</a>' is being implemented, which would provide 100 mbps broadband connectivity to all Gram Panchayats, the number of which goes up to 250,000. 
 
As of now, the first phase of this project, which would connect 100,000 GPs, is being <a href="http://www.businessinsider.in/PM-Modi-Sagarmala/articleshow/52670429.cms">implemented</a>.

"As on March 31, 2017, trenching and ducting has been completed for 11,294 km (4,780 GPs), Optical Fibre Cable has been laid for 12,172 km (4,213 GPs) and 443 GPs have been provided with broadband connectivity," he said.

50,000 villages yet to get mobile network: Manoj Sinha

Telecom minister <keyword id="6357016" type="PERSON" weightage="100" keywordseo="Manoj-Sinha">Manoj Sinha</keyword> has said that the Indian government is thinking against selling airwaves that support <a href="http://www.businessinsider.in/tech/mobile/5G-in-India/articleshow/52759218.cms">5G technology</a>, considering that 5G is still a work in progress even in foreign countries. In an interview to <a href="http://economictimes.indiatimes.com/opinion/interviews/time-not-right-for-5g-spectrum-auction-focus-is-to-connect-the-unconnected-manoj-sinha/articleshow/58407360.cms">ET</a>, Sinha said that aid the government is yet to decide on the time frame for the next auction, and is not prepared for selling 5G airwaves as of now. He also mentioned the achievement of <a href="http://www.businessinsider.in/small-business/tech/digital-india-backbone-bharat-net-gets-an-allocation-bump-in-budget-2017/articleshow/56911720.cms">BharatNet</a>, ministry’s ambitious project to make wi-fi available to 250,000 gram panchayats, saying that 226,446 km of pipe has been laid, 204,322 km cable has been laid, 90,564 gram panchayats have been covered and by 30th April, 100,000 gram panchayats will be covered by optical fibre. He mentioned December 2018 to be the possible deadline for covering all 250,000 gram panchayat.

5G spectrum can wait, says telecom minister Manoj Sinha

Indian public could be deciding India's new telecom policy

<ul><li>Following the launch of the <keyword id="48812" type="COMPANY" weightage="20" keywordseo="India-Post">India Post</keyword> <keyword id="2324069" type="PERSON" weightage="20" keywordseo="Payments-Bank">Payments Bank</keyword> on Sep 1, the postal service plans to spin off its <keyword id="6406875" type="UNKNOWN" weightage="20" keywordseo="life-insurance">life insurance</keyword> business into a separate unit. </li><li>According to Minister of Communications, Manoj Sinha, the Indian postal service will set up an insurance company by 2020. </li><li>The Indian postal service already dabbles in insurance through the operation of the Postal Life Insurance (PLI) and Rural Postal Life Insurance (RLPI) schemes. </li></ul> After three years of planning, India’s Prime Minister Narendra Modi launched the India Post Payments Bank (IPPB) on September 1st. The payments banking service will be run exclusively by the Indian postal service, which boasts 155,000 offices all over the country, and offer savings accounts with deposits of upto ₹100,000 along with transfers and bill payments. With the initial operation of 650 branches prior to scaling to all post offices - which will create India’s largest banking network - and the deployment of 300,000 postmen to offer doorstep service in far-flung areas, the IPPB is expected to go a long way in helping the government achieve its <keyword id="107911" type="ORGANIZATION" weightage="20" keywordseo="Financial-inclusion">financial inclusion</keyword> goals. In a sign of confidence, the payments bank is receiving a 80% hike in its budget to ₹14.4 billion from the government, which expects it to become profitable in two years time. But a payments bank isn’t all that the Indian postal service, which falls under the Ministry of Communications, has planned. While the IPPB has the ability to cross-sell insurance products, the India Post is said to be working on the launch of an insurance firm. According to Minister of Communications, Manoj Sinha, the Indian postal service plans to set up an insurance company as a business unit by 2020. The idea was first floated <a href="https://www.thehindu.com/news/national/postal-department-looks-to-spin-off-life-insurance-business/article24361491.ece">in July.</a> A tender for the appointment of a consultancy to facilitate the establishment of the insurer is set to go live in the coming week, Sinha added. The Indian postal service already dabbles in insurance through the operation of the Postal Life Insurance (PLI) scheme, which has been around since the late 19th century. The scheme offers life insurance services to government employees, civil servants, employees of state-owned companies and military personnel. It currently has around 4.7 million active policies. A rural complement to the scheme, Rural Postal Life Insurance (RPLI) was launched two decades ago and has since grown to nearly 15 million policies. Sinha explained that the Indian postal service was in the throes of an important transformation, In April 2018, the postal service also decentralised its parcels and logistic services business for the purpose of efficiency and the uptake of e-commerce.

 Telecom operator <keyword id="1543410" type="UNKNOWN" weightage="20" keywordseo="Reliance-Jio-Infocomm">Reliance Jio Infocomm</keyword> will install around 45,000 mobile towers in the next six months to boost its 4G network. 
 "Reliance <keyword id="2003276" type="UNKNOWN" weightage="20" keywordseo="Jio">Jio</keyword> in meeting with Telecom Minister (<keyword id="6357016" type="PERSON" weightage="20" keywordseo="Manoj-Sinha">Manoj Sinha</keyword>) has committed to installing 45,000 mobile towers in next 6 months to further strengthen its network. The company has said that it has plans to invest Rs 1 lakh crore over a period of 4 years and the new towers are part of this investment," an official source told <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>. 
 No immediate comments were received from <keyword id="1648130" type="UNKNOWN" weightage="20" keywordseo="Reliance-Jio-Infocomm-Limited">Reliance Jio Infocomm Limited</keyword> (<keyword id="1585811" type="UNKNOWN" weightage="20" keywordseo="RJIL">RJIL</keyword>) on the matter. 
 
The source said that RJIL informed the minister that it has already invested Rs 1.6 lakh crore in the networks and installed 2.82 lakh base stations across the country covering 18,000 cities and 2 lakh villages. 
 "Jio said that it has made all effort to provide good consumer experience but non-availability of the point of interconnection from <keyword id="15491" type="COMPANY" weightage="20" keywordseo="Airtel">Airtel</keyword>, Vodafone and Idea has led to high call failure rate on its network. Minister (<keyword id="6358012" type="PERSON" weightage="20" keywordseo="Sinha">Sinha</keyword>) then directed telecom operators to resolve PoI issue among themselves at the earliest," the source said.

Reliance Jio to install 45,000 mobile towers in 6 months for good consumer experience

A recent study by the Indian Council for Research on International Economic Relations (Icrier) and the <keyword id="3094828" type="UNKNOWN" weightage="20" keywordseo="Broadband-India-Forum">Broadband India Forum</keyword> indicates that internet apps have added Rs 1.4 lakh crore to India’s GDP during 205-16. By 2020, this market is expected to grow to Rs 18 lakh. “Data is going to drive the industry more than voice, the ministry has also initiated a move to relook at the current Telecom Policy through public consultation,” said Manoj Sinha, Union minister of communications, while releasing the report yesterday. "The internet economy could contribute up to $537.4 billion to India's GDP in 2020, of which a minimum of $270.9 billion could be attributed to apps," says the study, using various economic analyses and logical regression models to isolate and calculate the impact of apps on the Indian economy, according to a TOI report. "Since not all Internet usage is app based, we moderate the estimate using assumptions on contribution of apps to the Internet economy in India," says the study. Apps or applications, are mostly used on smartphones, to perform specialized tasks. The study measures internet usage on the basis of the "virtual networking index" forecasts of IT company <keyword id="6390344" type="CITY" weightage="20" keywordseo="Cisco">Cisco</keyword>. "From a CISCO estimate, India's Internet traffic from non-PC devices was 28% of total Internet traffic in 2015. According to experts, 70% of mobile or non-PC traffic could be attributable to apps implying that apps contributed a minimum of $20.4 billion to India's economy in the year 2015-16," says the study , adding that this estimate is based only on internet-based apps. Including offline apps here can swing the figure higher.

<keyword id="1017412" type="PERSON" weightage="100" keywordseo="Aruna-Sundararajan">Aruna Sundararajan</keyword>, secretary of IT and electronics will now be taking full charge of the department of telecom (DoT), which till now was an additional charge given to her in May. A notification to this effect was issued by the department of personnel, Wednesday, according to which <keyword id="213726" type="PERSON" weightage="20" keywordseo="Sundararajan">Sundararajan</keyword> will be at the helm of telecom department filing a vacancy created by posting of former telecom secretary <keyword id="3030164" type="UNKNOWN" weightage="20" keywordseo="JS-Deepak">JS Deepak</keyword> to the WTO as India representative. After Deepak, power secretary <keyword id="3258053" type="UNKNOWN" weightage="20" keywordseo="PK-Pujari">PK Pujari</keyword> was handling DoT as additional charge for a few months before Sundararajan was brought in. Ajay Prakash Sawhney will take over as secretary for electronics and IT, the government notification added. One of the key challenges ahead of Sundararajan is the critical condition of the financial health of the sector, for which telecom minister Manoj Sinha and the secretary will be meeting promoters of leading Indian carriers on Thursday. The meeting - to be attended by Bharti Airtel chairman Sunil Mittal, Reliance <keyword id="6379089" type="ORGANIZATION" weightage="20" keywordseo="Communications">Communications</keyword> chairman Anil Ambani and chief executives of Reliance Jio, Tata Teleservices and Idea Cellular - is part of deliberations on solutions for the massive stress on the sector's financials. Banking sector puts the debt associated with telecom at Rs 7.29 lakh crore. An inter-ministerial panel consisting of members from telecom, <keyword id="25455" type="ORGANIZATION" weightage="40" keywordseo="finance">finance</keyword> and revenue, is already looking into this issue, even as the department has sought for cutting of non-tax revenue estimates for 2017-18 by 37% to just over Rs 29,500 crore.

"If we see data usage of past few days in the country, I believe we may have surpassed data usage level by consumers in the US and China. People were paying earlier Rs 200 per GB for data and now they are getting 1 GB for around Rs 10. This is good for consumers," Sinha added. 
 As per BSNL Chairman and MD <keyword id="2216779" type="PERSON" weightage="100" keywordseo="Anupam-Shrivastava">Anupam Shrivastava</keyword>, they have installed around 5,000 wifi hotspots in partnership with two private companies, and would be investing Rs 600 crore this fiscal for next 35,000 wifi hotspots.

"L&amp;T has won contract for rolling out 20,000 wifi hotspots and HFCL will install another 15,000 hotspots. We have provision for 100% expansion of wifi hotspots in next fiscal too but the cost will be less," Shrivastava said. 
 
"We have total capex plan of about Rs 4,300 crore for this fiscal. We are annually spending around Rs 4,000 crore in capex from our own resources. This does not include funds that we get from the government for other projects," he added.

State-owned <keyword id="30351" type="CITY" weightage="100" keywordseo="BSNL">BSNL</keyword>'s losses have narrowed to Rs 4,890 crore for the nine months ended December 31, 2016, from Rs 6,121 crore in the year-ago period. 
 
The state-run telecom company posted a 5.8 per cent increase in income from services at Rs 19,379.6 crore during the period under review. The figure stood at Rs 18,314.9 crore in the same period of the previous year. 
 
The telecom company expects losses to come down for the full financial year as the fourth quarter is a seasonally strong quarter. 
 "Our revenue from services has risen by 5.8 per cent and the total income is up 7 per cent. It is a good sign," BSNL Chairman and Managing Director <keyword id="2216779" type="PERSON" weightage="20" keywordseo="Anupam-Shrivastava">Anupam Shrivastava</keyword> told <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>. 
 
Noting that the losses are down substantially on a year-on-year basis, he said, "the overall loss for the full year is likely to be further lower, as most of the revenue comes in during the fourth quarter." 
 
The same was the case in 2015-16, when loss for full year tapered down due to fourth quarter performance, he added. 
 
With other income coming in at 42 per cent higher, the total income was pegged at Rs 20,290.5 crore for nine months ending December 2016 against Rs 18,954.4 crore in the same period of the previous year. 
 The telecom <keyword id="44530" type="COMPANY" weightage="20" keywordseo="PSU">PSU</keyword> reported a loss of Rs 7,019 crore in 2013-14 and Rs 8,234 crore in 2014-15. Its losses have less than halved to Rs 3,880 crore in 2015-16. 
 
On the other hand, the total revenue (which includes revenue from operations and other income) rose from Rs 27,996 crore in 2013-14, to Rs 28,645 crore in 2014-15, and further to Rs 32,919 crore in 2015-16. 
 Communications Minister <keyword id="6357016" type="PERSON" weightage="20" keywordseo="Manoj-Sinha">Manoj Sinha</keyword> had informed <keyword id="48510" type="ORGANIZATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> in a written reply on December 9, 2016, that BSNL's losses in the April-June quarter of FY17 stood at Rs 1,721 crore while total income was at Rs 7,331 crore. 
 
Revenue from operations stood at Rs 7,183 crore during April-June quarter of 2016-17. 
 
BSNL's revenue from operation has increased from Rs 26,153 crore in 2013-14 to Rs 27,242 crore in 2014-15, and to Rs 28,449 crore in 2015-16.

Physical classes for students from classes 10 to 12 will also be suspended for a week, Lieutenant Governor Manoj Sinha's office said in a tweet on Sunday. This comes days after the Jammu and Kashmir administration asked all district magistrates to take a call on the continuation of physical classes in schools amid a spike in COVID-19 cases in the union territory. "In view of rising trend in #COVID19 cases in <keyword id="6360420" type="COMPANY" weightage="20" keywordseo="JK">J&amp;K</keyword> &amp; likelihood of young children getting infected &amp; transmitting infection in large numbers, ALL classes up to &amp; including Class 9 in schools will be closed for 2 weeks in all schools beginning on Monday, 5 April till 18 April, 21 in J&amp;K," Sinha's office tweeted. Schools for students of classes 10, 11 and 12 will also be closed for a week, it said. "Further, all gatherings for social and customary functions will be restricted to 200 only and after following due COVID SOPs," it added. COVID-19 cases in Jammu and Kashmir have shown an upward trajectory over the last few weeks. The union territory had recorded 501 fresh COVID-19 cases on Saturday. Several schools in many districts were shut in the last few days after many students and teachers tested positive for COVID-19.
