Three candidates of the BJP, including former minister and state unit chief Mangal Pandey, also filed their nomination papers. Rabri Devi reached the Vidhan Sabha secretariat along with her husband Lalu Prasad, the RJD president, and sons <keyword id="19916246" type="General" weightage="20" keywordseo="tejashwi-yadav" source="keywords">Tejashwi Yadav</keyword> and <keyword id="20196796" type="General" weightage="20" keywordseo="tej-pratap-yadav" source="keywords">Tej Pratap Yadav</keyword>. The other Mahagathbandhan candidates will be making their debut in the Vidhan Parishad. Yadav, however, declined to take questions on former Lok Janshakti Party president Chirag Paswan, who is in the NDA but has dropped hints that he could switch sides if he got a better deal. CPI(ML) Liberation legislative party leader Mehboob Alam told reporters, "Let Chirag make clear his stand. His late father Ram Vilas Paswan had been our ally. If he, too, decides to junk the BJP, we shall welcome him." Congress legislative party leader Shakil Ahmed Khan, who was also present on the occasion, was asked about some leaders of his party expressing dissatisfaction that "despite having 17 MLAs", it was not fielding a candidate for legislative council polls. Notably, elections are being held for 11 seats, the terms of which are to end in May. Of these, one seat was held by senior Congress leader Prem Chandra Mishra. However, Khan said, "Our party is democratic and all people are allowed to express their opinions. But this is not an issue. We got our candidate elected to the Rajya Sabha recently. Modi remembers Nehru and Sarvarkar in his speech today

Patna, Jan 12 (IANS) The first consignment of 5.5 lakh doses of 'Covishield' vaccine against coronavirus will arrive in Patna by a SpiceJet flight on Tuesday, a health official said. Another 4.5 lakh doses will arrive on Wednesday. The vaccine doses have been dispatched by the Serum Institute of India at Pune in Maharashtra. The vaccine doses will be stored at the Bihar government's facility at the Nalanda Medical Collage and Hospital in the state capital. The official said that the Centre had allotted a total of 10 lakh doses for the vaccination drive in Bihar in the first phase. The vaccine doses will be first provided to 'corona warriors' like doctors, nurses, ward boys, police and other officials. Chief Minister Nitish Kumar, who has announced that the drive in Bihar will begin from January 16, participated in a virtual meeting with Prime Minister Narendra Modi, Union Health Minister Harsh Vardhan, and state Health Minister Mangal Pandey. 5.5 lakh corona vaccine doses to reach Patna on Tuesday

Motihari, Feb 8 () Bihar could be on its way to have a university devoted exclusively to study on fine arts, including music, with the government giving in-principle approval for the Rs 300 crore project. According to noted musician Neetu Kumari Nutan, this was revealed at a meeting, chaired by Deputy Chief Minister Tarkishor Prasad, in the state capital last week wherein distinguished persons from various walks of life were invited to offer their suggestions for the state budget. "I was delighted when Art, Culture and Youth department principal secretary Ravi B Parmar said the upcoming state budget will contain a proposal for the Kala Vishwavidyala," Nutan, a Sangeet Natak Akademi member who was one of the attendees of the meeting, told . The state budget is scheduled to be tabled before the assembly on February 22. "The site for the proposed university will be decided once the budgetary approval is received," a state government source said. Nutan, a doctorate in music, claimed that the announcement was a fruition of her efforts. She has endeavours to restore the pristine glory of Bhojpuri folk music which has of late been associated with sleaze. The musician disclosed that at the pre-budget meeting held last year which was chaired by the then Deputy CM Sushil Kumar Modi who held the post as well as the finance portfolio for nearly a decade and a half, she had submitted a written proposal for setting up a "Kala Vishwavidyalaya". "I contended that such a university will greatly enhance the state's soft power besides being feasible from the point of view of revenue generation. "Serious students of arts from far and wide would be visiting Bihar to pursue their researches just like they throng Prayag Sangeet Samiti and the Chandigarh-based Pracheen Kala Kendra," said Nutan whose many laurels include 'Lokvid Samman', conferred in 2019 by the Prayagraj-based North Central Zonal Centre for Culture (NCZCC), which is controlled by the Union ministry for culture. "In the progress of any country, its cultural wealth plays an intangible but substantial role. My sincere thanks to Sushil Modi and Tarkishor Prasad. Bihar to have university devoted to fine arts; proposal likely in budget

<keyword id="6358190" type="DEFINITION" weightage="20" keywordseo="Nitish-Kumar">Nitish Kumar</keyword> was on Monday sworn in as Chief Minister of Bihar for his fourth successive term. Governor Phagu Chauhan administered the oath to Kumar at the ceremony at Raj Bhavan. The National Democratic Alliance secured a majority in the October-November Assembly elections, winning 125 seats in the 243-member house. However, Nitish Kumar saw his Janata Dal-United's share slip to 43, while the BJP won 74 seats. Two smaller parties won eight seats. After taking oath as the chief minister of Bihar here on Monday, Nitish Kumar said he is missing his trusted colleague Sushil Kumar Modi in the new cabinet. Sushil Modi, who has been Deputy Chief Minister in Nitish Kumar's cabinets several times, hasn't been included in the cabinet this time. "We have a combination of old and new faces in the cabinet and we will work towards a better future for Bihar," Kumar said. Asked whether he was missing Sushil Kumar Modi this time, Kumar replied in the affirmative. Kumar took the oath on Monday, along with Tar Kishore Prasad and Renu Devi (likely to be deputy chief ministers) and 12 other ministers. He served for party over 40 years and party will use his experience at right place." The NDA has included two women ministers Renu Devi and Sheela Kumari in the cabinet. On the occasion of Bhai Dooj, I have got a great opportunity to work with him again. I will work in the interest of women as well as all other persons sitting in the last line. The eventual goal for me is to work on the lines of Aatmanirbhar Bihar," Renu Devi said. Nitish Kumar takes oath as Bihar's Chief Minister for the fourth consecutive term

Patna, Jun 19 () Bihar Chief Minister Nitish Kumar on Friday inaugurated a 100-bed temporary COVID-19 hospital here, set up by Doctors Without Borders, an international humanitarian organisation, in collaboration with the state government. The facility, which is said to be "the first of its kind and fully managed by Mdecins Sans Frontires", another name by which the organisation is known, has been set up at Pataliputra Sports Complex in the citys Kankarbagh locality. Speaking on the occasion, state health minister Mangal Pandey said, "In these times when the world is grappling with a pandemic, it is essential for all stakeholders to work together and fight this battle against COVID 19. "This initiative by MSF is an excellent example of how every contribution counts and the Bihar government wholeheartedly supports their work." Prince Mathew, country director, Doctors Without Borders, said this pandemic affects all and the response needs teamwork. "Our partnership with the local health authorities enables us to increase treatment capacity, reduce mortality and prevent infections in the state," he said. A winner of the Nobel Peace Prize, MSF, has been working in India since 1999, providing free-of-charge essential healthcare in many states. The temporary hospital will initially provide medical care to patients with mild or moderate symptoms and support the isolation of confirmed COVID-19 cases to reduce community spread, the official said. As the pandemic progresses, and oxygen demand soars, the focus will shift to providing high-flow oxygen to moderate-severe cases, and palliative care to those who require it. According to an MSF release, the indoor stadium has been remodelled by it, and equipped with facilities like triage, isolation, PPEs, and infection prevention and control measures. Managed by 180 MSF staff from across the country, the centre will offer in-patient care, mental health support, and medical supplies including essential drugs. COVID-19 hospital managed by Doctors Without Borders inaugurated in Patna

Patna, Apr 30 () Nineteen people tested positive for COVID-19 in Bihar on Thursday, taking the total number of cases in the state to 422, a top official said.On the brighter side, an equal number of patients were discharged from hospitals after full recovery in the last 24 hours, raising the tally of those who have overcome the dreaded contagion in the state to 84, Health Minister Mangal Pandey said in a tweet.According to Principal Secretary, Health, Sanjay Kumar, Rohtas district reported the maximum number of 11 cases on Thursday, the youngest being a boy aged two years.With the fresh spurt, Rohtas now has 45 cases, surpassed only by Munger (92) district and followed closely by Patna (44), where two residents of different localities in the city were found infected with the deadly virus on Thursday.Four persons tested positive for the disease in Sitamarhi, raising the north Bihar district's total number of cases to six, Kumar said.Two residents of Saran, a 62-year-old man and a 35-year-old woman, both hailing from different parts of the district, have also tested positive for COVID-19, he said, adding that Saran now accounts for four coronavirus cases.Bihar has reported two fatalities due to the disease so far, one each from Munger and Vaishali, and is now left with 336 active cases.The number of samples tested in the state till date is 22,672. Testing of samples is taking place at six laboratories -- four in Patna and one each in Muzaffarpur and Darbhanga.The principal secretary also informed that the Jawaharlal Nehru Medical College at Bhagalpur is all set to have the seventh facility for COVID-19 testing in the state and it is likely to become operational by May 3. 19 test positive for COVID-19 in Bihar, total cases 422

Patna, May 27 () With the number of COVID-19 cases continuing to grow rapidly in Bihar, Chief Minister Nitish Kumar instructed officials on Wednesday to set up more isolation centres and suggested utilisation of unused government buildings, besides privately-owned ones, for the purpose. At a high-level meeting that he chaired to review the pandemic, which has affected more than 3,000 people and claimed 15 lives in the state so far, the chief minister reiterated the need for conducting more tests and called for roping in the private sector for meeting the requirements. "We need more isolation centres. The number of beds in the hospital isolation wards should be increased. Additional isolation centres may be set up at government buildings. "The state government has got a large number of structures built, some of which are lying unused. These should come in handy. Private premises, including hotels, can also be acquired for the purpose," he told the meeting. The meeting was attended among others by state Health Minister Mangal Pandey, Chief Secretary Deepak Kumar and Principal Secretary, Health, Uday Singh Kumawat. The chief minister's directive came in the backdrop of a huge spike in the number of COVID-19 cases during the month. The state has registered over 2,500 fresh cases so far this month, mainly on account of a large number of migrant labourers returning home by special trains. Kumar also reiterated the need to increase the number of tests being conducted every day, with a special emphasis on those coming from outside Bihar, and said, "The private sector too should have facilities for detecting coronavirus." He also stressed the need for "being positive" towards the migrants who return home upon completing their stay at the quarantine centres for the stipulated period of time, besides the infected patients discharged from hospitals upon full recovery. As COVID-19 cases go up across Bihar, Nitish calls for setting up more isolation facilities

Patna, Apr 13 () Two people tested positive for COVID-19 in Bihar on Monday, taking the total number of cases in the state to 66, a top official said here.Principal Secretary, Health, Sanjay Kumar said a 40-year-old man from Nalanda district, who had returned from Dubai on March 23, has tested positive.The district had earlier reported two cases, both of whom have recovered.In addition, a 34-year-old man tested positive in Begusarai, raising the total number of cases reported from the district to seven, the official said, adding that his contact tracing was being done.Alongside Munger, right across the river Ganges, Begusarai is now the second-worst affected district in Bihar after Siwan, which alone has accounted for 29 COVID-19 patients, over a score of them members of the same family.The sole fatality due to the disease in the state was a 38-year-old from Munger who suffered from renal failure and died a day before reports confirmed that he was COVID-19 positive. The district now has no active cases.In Begusarai, however, only one patient has recovered so far. Four boys in their teens had tested positive last week though none of them had a travel history. The administration had learnt that they used to spend a lot of time at a local mosque, triggering speculations that they might have come in contact with those associated with the Tablighi Jamaat.However, none of the attendees of the congregation at Nizamuddin in the national capital tracked down in the state, including foreign nationals, has tested positive so far.Altogether, 26 COVID-19 patients have recovered in Bihar so far, Kumar said, pointing out that the state was second only to Kerala in terms of recovery rate.Till date, 7,263 samples have been tested at four facilities in the state.Meanwhile, testing of samples also commenced at the SKMCH in Muzaffarpur on Monday, state Health Minister Mangal Pandey announced. Bihar Chief Minister Nitish Kumar has called in an urgent internal meeting to take stock of the situation. Senior officers of the Health ministry are expected to attend the meeting. Earlier, on Saturday, Bihar Health Minister Mangal Pandey had said that the state government is doing its best to save the children, <a href="https://www.thequint.com/news/india/muzaffarpur-deaths-hypogylcemia-bihar-brain-fever-outbreak?utm_campaign=fullarticle&amp;utm_medium=referral&amp;utm_source=inshorts">reported ANI</a>. “Everything is being made available, from medicines to doctors. CM Kumar expressed grief over the unfortunate deaths and announced an ex-gratia of ₹400 ,000 for the families who have lost their children. Encephalitis and Bihar Bihar has been affected by the disease before. In 2014, encephalitis, caused 379 deaths in Bihar. It was said to be due to the delay in implementation of centre’s ambitious project to curb the disease. The then Health Minister, Dr Harsha Vardhan had then visited SKMCH and announced a 100-bed super-speciality facility which is still incomplete. On Sunday, Vardhan said it will be operational in six months. A 10-bed facility for treatment of children also awaits completion. Encephalitis deaths in Muzaffarpur, and adjoining places such as, Sitamarthi, Motihari, Sheohar and Vaishali have been an annual feature for the last three decades. Another lapse in this prevailing problem was a weak awareness campaign by the government. Director-in-Chief, Disease Control, Bihar, RD Ranjan, after his visit to Muzaffarpur on Friday, 14 June, said, “We can confirm the data as of 10 June.” Till then, 34 deaths had taken place and 109 cases of brain fever were reported. He reiterated that none of the deaths, till then, have been caused by AES. “The casualties were result of hypoglycaemia,” Ranjan <a href="https://www.thequint.com/news/india/encephalitis-bihar-muzzaffarpur-brain-fever-outbreak">told Quint</a>.

The list of causes identified by this team includes consuming lychee on an empty stomach, going to bed with an empty stomach, and humid conditions resulting in dehydration in addition to some others. The recent reports have confirmed that the highest number of mortality on account of chamki fever is noted in the age group of 1 to 10. The number of cases diagnosed with chamki fever has peaked in the months of April, May and June with the disease-focused mainly in the regions in and around Muzaffarpur in Bihar. The predominant cases of chamki fever are noted in the children who were undernourished and visited the litchi farms as observed by a report published in the National Health Portal of India. The senior <a href="http://www.businessinsider.in/searchresult.cms?query=BJP">BJP</a> leaders were trapped inside the lift of a state guest house in Patna. The incident happened when Shah was going from the ground floor to the first floor along with party in-charge for Bihar Bhupendra Yadav, secretary Nagendra and General Secretary Saudan Singh. 
 
"The lift got stuck between the two floors and its metal doors also got jammed at around 11.30 PM last night. There was no lift operator or person capable of handling such emergency around. The mobile phones of those trapped inside were also out of range as they were in a closed box," BJP state President Mangal Pandey told news agency PTI. 
 
Shah and other leaders were rescued by <a href="http://www.businessinsider.in/searchresult.cms?query=CRPF">CRPF</a> personnel who were present there as part of his Z+ security cover. They tore steel doors of the elevator to pull out them. 
 
Pandey informed all attempts to open the doors of the lift had failed. 
 
"It is a gross dereliction of duty and irresponsibility shown by the people responsible for facilities at the state guest house. There was nobody present there to deal with such emergencies despite the fact that a person having Z+ security cover was staying there," said Pandey. 
 
Shah was staying at the state guest house and was conducting meeting with party leaders in view of the forthcoming <a href="http://www.businessinsider.in/searchresult.cms?query=Bihar+elections">Assembly polls in Bihar</a>.
