Patna, Former Bihar CM <keyword id="20102182" type="General" weightage="20" keywordseo="rabri-devi" source="keywords">Rabri Devi</keyword> on Monday filed nomination papers for election to the state legislative council, besides three other candidates of her RJD and one of alliance partner CPI(ML) Liberation. Three candidates of the BJP, including former minister and state unit chief Mangal Pandey, also filed their nomination papers. Rabri Devi reached the Vidhan Sabha secretariat along with her husband Lalu Prasad, the RJD president, and sons <keyword id="19916246" type="General" weightage="20" keywordseo="tejashwi-yadav" source="keywords">Tejashwi Yadav</keyword> and <keyword id="20196796" type="General" weightage="20" keywordseo="tej-pratap-yadav" source="keywords">Tej Pratap Yadav</keyword>. The other RJD candidates who filed nomination papers were Abdul Bari Siddiqui, Syed Faisal Ali and Urmila Thakur. CPI(ML) Liberation's Shashi Yadav also filed nomination papers. Tejashwi Yadav, a former Deputy CM and the leader of multi-party <keyword id="19941767" type="General" weightage="20" keywordseo="mahagathbandhan" source="keywords">Mahagathbandhan</keyword>, told reporters, "It is a matter of delight that our coalition has fielded three women." While Yadav's mother is seeking re-election to the upper house for a third consecutive term, Siddiqui, a veteran leader, has had a three-year-long stint in the council in the 1990s, besides having been elected to the assembly several times. The other Mahagathbandhan candidates will be making their debut in the Vidhan Parishad. Yadav, however, declined to take questions on former Lok Janshakti Party president Chirag Paswan, who is in the NDA but has dropped hints that he could switch sides if he got a better deal. CPI(ML) Liberation legislative party leader Mehboob Alam told reporters, "Let Chirag make clear his stand. His late father Ram Vilas Paswan had been our ally. If he, too, decides to junk the BJP, we shall welcome him." Congress legislative party leader Shakil Ahmed Khan, who was also present on the occasion, was asked about some leaders of his party expressing dissatisfaction that "despite having 17 MLAs", it was not fielding a candidate for legislative council polls. Notably, elections are being held for 11 seats, the terms of which are to end in May. Of these, one seat was held by senior Congress leader Prem Chandra Mishra. However, Khan said, "Our party is democratic and all people are allowed to express their opinions. But this is not an issue. We got our candidate elected to the Rajya Sabha recently. We are now helping our alliance partner (CPI-ML)." After the Mahagathbandhan candidates, it was the turn of Mangal Pandey, besides BJP debutantes Anamika Singh Patel and Lal Mohan Gupta to file their nomination papers. They filed their nomination papers in the presence of Samrat Choudhary, Deputy Chief Minister and state BJP president, besides Jitan Ram Manjhi, ex-CM, whose HAM is an NDA partner and whose son Santosh Suman is also seeking re-election to the legislative council. Suman, who is a minister in the <keyword id="19907431" type="General" weightage="20" keywordseo="nitish-kumar" source="keywords">Nitish Kumar</keyword> cabinet, filed his nomination papers last week, along with Chief Minister Nitish Kumar and JD(U) MLC Khalid Anwar. Ten more children died due the syndrome on Monday in <keyword id="527716" type="PERSON" weightage="20" keywordseo="Muzaffarpur-district">Muzaffarpur district</keyword>’s Sri Krishna Medical College and Hospital (SKMCH) in Bihar, medical superintendent of the hospital, Sunil Shahi, <a href="https://www.indiatoday.in/mail-today/story/encephalitis-deaths-lapses-behind-bihar-brain-fever-horror-1550908-2019-06-18">informed</a> media on Monday. Bihar Chief Minister Nitish Kumar has called in an urgent internal meeting to take stock of the situation. Senior officers of the Health ministry are expected to attend the meeting. Earlier, on Saturday, Bihar Health Minister Mangal Pandey had said that the state government is doing its best to save the children, <a href="https://www.thequint.com/news/india/muzaffarpur-deaths-hypogylcemia-bihar-brain-fever-outbreak?utm_campaign=fullarticle&amp;utm_medium=referral&amp;utm_source=inshorts">reported ANI</a>. “Everything is being made available, from medicines to doctors. We have even called doctors and nurses from AIIMS in Patna,” Pandey said, adding that protocol is being adhered to while monitoring things, <a href="https://www.thequint.com/news/india/muzaffarpur-deaths-hypogylcemia-bihar-brain-fever-outbreak?utm_campaign=fullarticle&amp;utm_medium=referral&amp;utm_source=inshorts">as per The Quint</a>. The minister also said that six ambulances will be operational at the hospital from Friday and a new ward with 100-bed capacity will be made operational soon, after holding a meeting with SKMCH staff. CM Kumar expressed grief over the unfortunate deaths and announced an ex-gratia of ₹400 ,000 for the families who have lost their children. Encephalitis and Bihar Bihar has been affected by the disease before. In 2014, encephalitis, caused 379 deaths in Bihar. It was said to be due to the delay in implementation of centre’s ambitious project to curb the disease. The then Health Minister, Dr Harsha Vardhan had then visited SKMCH and announced a 100-bed super-speciality facility which is still incomplete. On Sunday, Vardhan said it will be operational in six months. A 10-bed facility for treatment of children also awaits completion. Encephalitis deaths in Muzaffarpur, and adjoining places such as, Sitamarthi, Motihari, Sheohar and Vaishali have been an annual feature for the last three decades. Another lapse in this prevailing problem was a weak awareness campaign by the government. Director-in-Chief, Disease Control, Bihar, RD Ranjan, after his visit to Muzaffarpur on Friday, 14 June, said, “We can confirm the data as of 10 June.” Till then, 34 deaths had taken place and 109 cases of brain fever were reported. He reiterated that none of the deaths, till then, have been caused by AES. “The casualties were result of hypoglycaemia,” Ranjan <a href="https://www.thequint.com/news/india/encephalitis-bihar-muzzaffarpur-brain-fever-outbreak">told Quint</a>.

Mangal Pandey, the health minister of Bihar had set up a team of medical industry professionals to investigate into the causes of chamki fever. The list of causes identified by this team includes consuming lychee on an empty stomach, going to bed with an empty stomach, and humid conditions resulting in dehydration in addition to some others. The recent reports have confirmed that the highest number of mortality on account of chamki fever is noted in the age group of 1 to 10. The number of cases diagnosed with chamki fever has peaked in the months of April, May and June with the disease-focused mainly in the regions in and around Muzaffarpur in Bihar. The predominant cases of chamki fever are noted in the children who were undernourished and visited the litchi farms as observed by a report published in the National Health Portal of India. Do litchi fruits cause chamki fever? Two commissions set up by the government to investigate into the causes of chamki fever had concluded that malnourished children who consumed litchis and slept without food were affected with chamki fever in the pre-monsoon season in the early mornings. Their studies tried to establish a relationship between low blood glucose levels noticed in poor and malnourished children who slept with an empty stomach and a toxic chemical known as methylene cyclopropyl-glycine (MCPG) found in litchis that affects the brain during undernourished conditions. Symptoms of chamki fever (Encephalitis or Acute Encephalitis) The symptoms and signs of AES are an acute beginning of fever associated with headache. This will be accompanied by a range of clinical neurological symptoms like mental confusion, delirium, disorientation, and even coma. Who are at the highest risk of chamki fever? The chamki fever causing virus is very commonly present in the rural areas. Hence the children living in these regions are noted with the highest risk of chamki fever. The incidence of chamki fever was the highest among the children between 0 to 6 years with the other possible ager group targeted by this illness being 7 to 10 years. The most common targets of chamki fever are people with a weak immune system who already have HIV/AIDS, those that take immunity suppressing drugs and those that are undernourished. AES can be of different types including brain inflammation due to virus known as encephalitis, swelling of the protective membranes of the spinal cord and brain known as meningitis, any brain disease that can alter the brain structure and function like encephalopathy, and many kinds of neurological complications or malarial infections like cerebral malaria. The two important theories connected to the causes of chamki fever include the heat wave stroke and the toxins found in the locally grown litchi fruits. However, the recent views state that the main causes of chamki fever is the lack of acclimatization in children, heat wave and poor rainfall. Treating Encephalitis or Chamki fever The subjects reporting encephalitis must be treated urgently. The treatment plan for chamki fever will include antiviral medication, and steroid injections besides many others in order to support the body and relieve the subjects of the symptoms. During recent days, the PHCs have been instructed to provide an intravenous glucose infusion during the attacks of chamki fever. The subjects are also given a lot of rest, fruits and anti-inflammatory medicines to relieve the headache and fever. Though there is no cure noted for this disease, there are safer and effective vaccines available today to prevent chamki fever. Acute Encephalitis Syndrome (Chamki Fever) causes, symptoms and prevention

The senior <a href="http://www.businessinsider.in/searchresult.cms?query=BJP">BJP</a> leaders were trapped inside the lift of a state guest house in Patna. The incident happened when Shah was going from the ground floor to the first floor along with party in-charge for Bihar Bhupendra Yadav, secretary Nagendra and General Secretary Saudan Singh. 
 
"The lift got stuck between the two floors and its metal doors also got jammed at around 11.30 PM last night. There was no lift operator or person capable of handling such emergency around. The mobile phones of those trapped inside were also out of range as they were in a closed box," BJP state President Mangal Pandey told news agency PTI. 
 
Shah and other leaders were rescued by <a href="http://www.businessinsider.in/searchresult.cms?query=CRPF">CRPF</a> personnel who were present there as part of his Z+ security cover. They tore steel doors of the elevator to pull out them. 
 
Pandey informed all attempts to open the doors of the lift had failed. 
 
"It is a gross dereliction of duty and irresponsibility shown by the people responsible for facilities at the state guest house. There was nobody present there to deal with such emergencies despite the fact that a person having Z+ security cover was staying there," said Pandey. 
 
Shah was staying at the state guest house and was conducting meeting with party leaders in view of the forthcoming <a href="http://www.businessinsider.in/searchresult.cms?query=Bihar+elections">Assembly polls in Bihar</a>.
