Leading fintech platform PhonePe on Wednesday announced it has enabled <keyword id="6358921" type="General" weightage="100" keywordseo="upi" source="Orion">UPI</keyword> activation using Aadhaar-based OTP authentication. PhonePe is the first UPI Third Party Application Provider (TPAP) App to roll out the Aadhaar-based UPI onboarding flow that will now enable several crore Indians to become a part of the UPI ecosystem, seamlessly and securely for the first time, the company said in a statement. Under the previous UPI onboarding flow, a valid debit card was mandatory to set up a user's <keyword id="4760578" type="General" weightage="50" keywordseo="upi-pin" source="Orion">UPI PIN</keyword> during the UPI registration process, restricting access for a large number of Indian bank account holders who didn't have a debit card handy. The addition of <keyword id="144117" type="General" weightage="80" keywordseo="aadhaar" source="Orion">Aadhaar</keyword> onboarding for UPI will do away with this restriction, and allow previously under-served populations to experience the convenience and benefits of digital payments. "We are excited to be the first fintech platform to offer Aadhaar-based authentication for our users, making the UPI onboarding flows even more simple and inclusive. We believe this is a very progressive move by <keyword id="30067" type="General" weightage="50" keywordseo="rbi" source="Orion">RBI</keyword>, NPCI and UIDAI and is a great example of the digital financial inclusion that UIDAI's Aadhaar program has been able to drive," said <keyword id="12805030" type="General" weightage="50" keywordseo="deep-agrawal" source="Orion">Deep Agrawal</keyword>, Head of Payments at PhonePe. In the new flow, the Aadhaar e-KYC flow will be made part of the UPI onboarding journey on the PhonePe App. Users choosing this option will only need to enter the last 6 digits of their Aadhaar number to initiate the onboarding process. They will then receive an OTP from UIDAI, and their respective bank to complete the authentication process. Post this, customers will be able to access all UPI features such as payments and balance checks on the PhonePe App. "This will help expand the overall UPI ecosystem, and also onboard new customers to the digital payments fold. UPI has become a global exemplar, and countries across the world are looking to implement it. Going forward, we are closely working with NPCI to take UPI international," said Agrawal. With 41.5 crore registered users, one in four Indians is now on PhonePe. The company has also successfully digitised 3.3 crores, of offline merchants, covering 99 per cent of pin codes in the country. PhonePe first player to enable UPI activation with Aadhaar

New Delhi, Dec 26 () The government has made Aadhaar mandatory for subscribers of the Pradhan Mantri Vaya Vandana Yojana (PMVVY), a pension scheme for senior citizens.
 The scheme, which envisages an assured rate of return of 8 per cent annually, is being implemented through Life Insurance Corporation of India (LIC). The scheme was announced in Union Budgets of 2017-18 and 2018-19.
 "An individual eligible for receiving the benefit under the scheme shall hereby be required to furnish proof of possession of Aadhaar number (the unique 12-digit biometric identity number) or undergo Aadhaar authentication," according to a finance ministry notification.
 The notification, dated December 23, has been issued under the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016.
 It further said any individual desirous of availing benefit under the scheme who does not possess the Aadhaar number or has not yet been enrolled for Aadhaar, "shall be required to apply for Aadhaar enrolment before registering for the scheme".
 In cases where Aadhaar authentication fails due to poor biometrics, the the ministry's Department of Financial Services through its implementing agency will make provisions to help the beneficiaries get the Aadhaar number.
 Further, where biometric or Aadhaar one-time password or time-based OTP authentication is not possible, benefit under the scheme may be given on the basis of physical Aadhaar letter whose authenticity may be verified through the quick response (QR) code printed on the Aadhaar letter, the notification said.
 In the Budget 2018-19, the maximum limit under PMVVY was doubled to Rs 15 lakh per senior citizen. The scheme is available for subscription till March 2020. DP NKD HRS

"The prospect of empowering the government with such comprehensive, exhaustive information about every citizen may sound alarming at first. However, this is far from the truth. First, large quantities of data already exist in government records, and the objective is only to use this data in a more efficient way, the survey said. Use of Aadhaar as a mother database to track a citizen's activities has been a contentious issue in India for the last few years. As it stands today, while Aadhaar has become an inevitable proof demanded by providers of all kinds of services even though it is not mandatory as per a Supreme Court ruling. "When one adds an Aadhaar number to an existing database such as a database of bank accounts, it is only one more column that is added to the table. The linking is so to speak “one-way”. Banks can now use the tokenized Aadhaar Number (i.e., a proxy 64-digit number that is based on, but not equal to the individual’s 12-digit Aadhaar Number) to combine duplicate records and weed out benaami accounts. But, this does not mean that the UIDAI or government can now read the bank account information or other data related to the individual," the survey noted. Making a case to link all citizen's data, the survey cited the examples from the United Kingdom and the United States. "At last count, more than 600 apps were being powered specifically using the Transport For London open data feeds, used by 42% of Londoners," Subramanian's survey said and it added that it led to savings of £70m-£95m per year in time, reduced uncertainty and lower information costs. The question of consent The proposal envisioned here does not gather any new information; rather, it seeks to make available all data within the government for citizens, government, private and public institutions to utilize the data subject to user consent and appropriate privacy and fairness related constraints. 4.35 Second, people can always opt out of divulging data to the government, where possible. For example, one can choose not to participate in a survey or use government-run payments services. There are exceptions, of course, the survey said without elaborating on what they are. The concerns While the ideological debate on whether the government should have access to a citizen's private life through the digital infrastructure has enough takers on both sides, one thing that continues to be a concern to one and all is the how secure is the Aadhaar database itself. Time and again, the government has been pushed into the defensive by stories of data leaks which the government has had to deny but the biometric identity programme has never quite earned the citizen's trust fully. It is another matter that institutions, both private and public, have made the use of Aadhaar mandatory even to access basic services but the demand has been met more with annoyance than with pleasure. During the past few months, due to the lack of clarification, several complaints had been reported by consumers not being able to get a new connection due to the lack of an <keyword id="6356006" type="UNKNOWN" weightage="20" keywordseo="Aadhaar-card">Aadhaar card</keyword>. The issue of the Aadhar card being mandatory was not only an obstacle for Indians, but also for NRIs and foreigners who were traversing through the country. Arun Sundararajan, Telecom secretary, explained that the reason they’ve made this announcement is to ensure that consumers aren’t inconvenienced any further. She added, “The ministry has issued instructions to all telecom companies, asking not to deny a SIM card to any individual who does not have an Aadhaar number. We have to ask them to accept other forms of KYC (know-your-customer) documents, and continue to issue SIM cards.” This development comes after the Supreme Court extended the deadline on their final verdict from March 31 indefinitely. Their final standing on the matter is still pending and they haven’t issued any tentative plans for an announcement.

Supreme Court clarifies that Aadhar isn’t mandatory for a new SIM connection

If you have opened your bank, insurance or stock account between July 2014 and August 2015, you need to submit your Know Your Customer (<a href="http://www.businessinsider.in/politics/policy/Forget-KYC-rigmarole-Soon-all-your-records-will-be-stored-in-the-central-registry/articleshow/48326774.cms">KYC</a>) details and <a href="http://www.businessinsider.in/small-business/finance/6-things-for-which-Aadhaar-card-is-mandatory-now/articleshow/57791987.cms">Aadhaar cards </a>by April 30. The tax department has also mandated self-certification of these documents to comply with <keyword id="4407020" type="UNKNOWN" weightage="100" keywordseo="FATCA-regulations">FATCA regulations</keyword> (Foreign Tax Compliance Act), failing to which the accounts can be blocked.

The accounts will become operational only after submission of required documents. The new law applies to all accounts that fall under the umbrella of FATCA regulations. 
 
As per the <a href="http://www.businessinsider.in/thelife/real-estate/no-clarity-about-new-protocol-forcing-US-NRIs-to-sell-off-investment-properties-in-India/articleshow/50230528.cms">FATCA </a>pact signed by India and the United States, banks and financial institutions were asked to obtain this self-certification for all individual and entity accounts that were opened between July 1, 2014 and August 31, 2015. 
 
It was in July 2015 that India and the US had signed a <a href="http://www.businessinsider.in/finance/keep-your-aadhaar-number-ready-while-filing-income-tax-return/articleshow/57777330.cms">tax information </a>sharing agreement under a new US law, FATCA. Linking Aadhaar cards to bank accounts mandatory, says I-T department

The last date to link PAN CARD with Aadhaar is 31st December 2019. However, to the masses, it is still unclear as to what the consquences of non-compliance would be. The central board of direct taxes (CBDT) in its notification dated 28th September 2019 extended the deadline for the 7th time to the end of the year. It is mandatory to link your <keyword id="8156425" type="UNKNOWN" weightage="20" keywordseo="Aadhaar-Card-with-PAN">Aadhaar card with PAN</keyword> if you have to process the Income Tax Return. Any bank transaction above Rs. 50,000 will need you to link your Aadhaar and PAN. Linking Aadhaar card with PAN card is a simple process similar to linking PAN card with Aadhaar card. Why must you link your Aadhaar card with PAN? The Income Tax department had earlier announced that all the PAN cards that have not been linked to Aadhaar card will be deactivated after 30 September 2019. Linking Aadhaar with Pan has been mandated for all having a PAN card. If multiple PAN cards are issued in the same name, this problem can be tackled by linking Aadhaar with PAN. Sources said that the notification issued under (Prevention of Money Laundering) PML Act, 2002, on December 28, 2020 is a requirement of FATF Dealers in Precious Metals and <keyword id="23965" type="COMPANY" weightage="20" keywordseo="precious-stones">Precious Stones</keyword> (DPMS) to carry out KYC and Customer Due Diligence only when they conduct cash transactions above ₹10 lakh. This is a requirement of FATF (Financial Action Task Force) - the global money laundering and terrorist financing overseer which as the inter-governmental body sets international standards aimed to prevent illegal activities on terror funding and money laundering. One of the recommendations requires DPMS sector to fulfil obligations of Customer Due Diligence (CDD) when they conduct cash transactions above a certain limit (USD/EUR 15,000). India is a member of FATF since 2010. How to check PAN-Aadhaar linking status

The Government of India has mandated <keyword id="3005928" type="PERSON" weightage="20" keywordseo="FASTag">FASTag</keyword> for all the vehicles operating on the Indian roads with effect from December 1, 2019. FASTag is the electronic toll collection system innovated by the National Payments Corporation of India (<keyword id="193629" type="CITY" weightage="20" keywordseo="NPCI">NPCI</keyword>). A note posted by NPCI on its website observes, "FASTag offers the convenience of cashless payment along with benefits like - savings on fuel and time as the customer does not have to stop at the toll plaza." Talking about FASTag, Nitin Gadkari, Union Minister for Road Transport and Highways said that FASTag is being viewed as the 'Aadhaar' for all vehicles operating in the nation. He also added that the existing infrastructure can support more than six million tags which will be able to carry out about 10 lakh transactions per day. Why the government wants to move to FASTag system? FASTag is yet another move towards increasing the volume of digital transactions and reducing the handling of paper money. FASTag will rule out the need for long queues and wastage of time while the vehicles need not have to wait for making cash transactions at the toll plazas. Shortening the queues and waiting time will also mean lessening the air pollution. FASTag is also a way of easy vehicle identification system the system will give a unique identification number to every vehicle for its lifetime. What the government is doing about FASTag? For testing purposes, FASTag system was launched in 2014 and it has been steadily expanding since then to cover more vehicles. However, the government has recently notified that from December 1, 2019, all the National Highways in India will collect toll payments through FASTag technology only. FASTag is based on Radio Frequency Identification (RFID) Technology. The toll collection booths across the country are now fast equipping themselves with electronic toll collection infrastructure (ETC) for supporting the vehicles equipped with FASTag. The government has also partnered with 23 banks in the country to issue FASTag to the vehicles running on Indian roads including State Bank of India (SBI), ICICI Bank, HDFC Bank, and Axis Bank. NHAI has also partnered with Amazon and PayTM to distribute the FASTags quickly to as many vehicles as possible. How does the FASTag system work? Based on the Radio Frequency Identification Technology (RFID), the system will facilitate the toll plazas collect the toll payment through digital means while the vehicle is in motion through the dedicated lanes that are specially equipped with the necessary supporting infrastructure. The toll charges will be debited directly from the prepaid or savings account of the vehicle owner. The vehicles need to affix the FASTag RFID tag onto their windscreen. The toll payments will be automatically initiated when the vehicle passes through the NETC supported toll plaza. The government has also provided the option of integrating the existing savings or current bank account with FASTag for the purpose of facilitating seamless payments on toll plazas.
