A group of paediatrics has written to the <keyword id="19905572" type="General" weightage="20" keywordseo="Maharashtra-government" source="keywords" meta.keywordsubtype="org" meta.entityname="Maharashtra government" meta.hostid="261" meta.entityid="Maharashtra government">Maharashtra government</keyword> urging it to stop giving sugary food items in <keyword id="22835936" type="General" weightage="20" keywordseo="school-midday-meals" source="keywords">school midday meals</keyword>. The Maha Academy of Paediatrics. in its letter to state school education minister Deepak Kesarkar, said such food items could result in <keyword id="19914811" type="General" weightage="20" keywordseo="children" source="keywords">children</keyword> becoming diabetic and obese. The letter cited the government's GR on serving rice pudding to children four times a week under the Pradhan Mantri Poshan Shakti Nirman Yojana (formerly known as midday meal scheme). "The GR mentions that 25 grams of sugar be added to the meals of students from Class I to V and 45 grams for students from Class VI to VIII," the letter said. "We need 25 grams of sugar per day. There are two types of sugar. One is added and the other is naturally present in food items. The students keep eating other food items throughout the day, which increases their sugar intake," Maha Paediatrics Association president Dr Ramgopal Chejara told PTI. "Adding 25 grams and 45 grams of sugar in these meals could make the children diabetic and obese. Our teams have visited schools. We have appealed to the government to stop giving such sugary food items," he said. Shiv Sena (UBT) leader Ambadas Danve too criticised the state government over this GR. The state government thinks the future generation is a factory to digest excess sugar, he said in a post on X. The Union government is imposing restrictions on ethanol production, while at the same time excess sugar is being given to schoolchildren, said Danve, who is Leader of Opposition in the Legislative Council. Speaking to reporters here on Monday evening, his father Lakshman Gawate said that after Akshay Gawate's death, the family got "Rs 48 lakh as his insurance cover, Rs 50 lakh from the central government and Rs 10 lakh from the state government." He also demanded a government job for Akshay's sister. He was reply to a question by reporters on the compensation received after his son's death. The Agnipath scheme, announced on June 14, 2022, provides for the recruitment of youths between the age bracket of 17-and-half years and 21 for only four years, with a provision to retain 25 per cent of them for 15 more years. The government extended the upper age limit to 23 years later that year.

Maharashtra govt constitutes SIT to probe violence during Maratha agitation

Mumbai (Maharashtra) [India], February 20 (ANI): The Maharashtra government on Tuesday approved a bill, extending reservation to Marathas above the 50 per cent mark in a special session of the state legislature. The bill for 10 per cent <keyword id="19936356" type="General" weightage="20" keywordseo="maratha" source="keywords">Maratha</keyword> quota that the Mahayuti government of <keyword id="19913631" type="General" weightage="20" keywordseo="eknath-shinde" source="keywords">Eknath Shinde</keyword> has approved on Tuesday is similar to the Socially and Educationally Backward Classes Act, 2018, introduced by the then Devendra Fadnavis government. This is the third time in a decade that the state has introduced legislation for the Maratha quota. The decision to convene a special session was prompted by Maratha quota activist Manoj Jarange Patil, who is on a hunger strike at Antarwali Saarati village in Jalna district. The reservation has been extended based on a report submitted to the state government by the Maharashtra Backward Class <keyword id="19933395" type="General" weightage="20" keywordseo="commission" source="keywords">Commission</keyword> (MBCC) headed by chairman Justice (Retired) <keyword id="20654823" type="General" weightage="20" keywordseo="sunil-shukre" source="keywords">Sunil Shukre</keyword>. The state already has a 10 per cent quota for the Economically Weaker Section (EWS) in which the Marathas are the biggest beneficiaries, claiming 85 per cent of the reservation. The Maharashtra State Backward Class Commission on Friday submitted a report on the social and educational backwardness of the Maratha community for which it had undertaken a survey of around 2.5 crore homes within a span of only nine days. The committee proposed a 10 per cent reservation for Marathas in education and jobs, similar to that given in 2018 by the then-state government. In June 2017, the then Devendra Fadnavis government had constituted the Maharashtra State Backward Class Commission (MSBCC) headed by Justice (retired) <keyword id="20654824" type="General" weightage="20" keywordseo="mg-gaikwad" source="keywords">MG Gaikwad</keyword> to study the social, financial and educational status of the Maratha community. The Commission submitted its report in November 2018, classifying Marathas as a socially and educationally backward class (SEBC). Notably, Maharashtra Chief Minister Eknath Shinde stressed on Friday that reservation to Marathas will be given according to the terms of the law after presenting the report in during the special assembly session called for Tuesday. Maharashtra govt approves bill to extend 10% reservation to Marathas

In a significant move aimed at recognising mothers' vital roles in upbringing, the Maharashtra cabinet has mandated the inclusion of mothers' names in government documents. Effective May 1, 2024, the format for government documents will require the document-holder’s first name to be followed by the mother’s first name and then the father’s first name and surname. Individuals born on or after May 1, 2014, are required to adhere to this format for all government documents, including birth certificates, property documents, Aadhar cards and PAN cards, as well as school and revenue documents, examination certificates and salary slips, as stated in the government’s press note. The state's public health department has been tasked with consulting the Centre regarding the inclusion of the mother’s name in birth and death registrations. For married women, the prevailing practice of listing the woman’s name followed by her husband’s first name and surname will remain unchanged. Orphans will be exempt from including the mother’s name. In alignment with this decision, Maharashtra Chief Minister <keyword id="19913631" type="General" weightage="20" keywordseo="eknath-shinde" source="keywords">Eknath Shinde</keyword> had a new nameplate installed outside his office chamber at the state secretariat in south Mumbai. The updated nameplate now includes his mother's name before that of his father, reading 'Eknath Gangubai Sambhaji Shinde'. He will pay floral tribute to the statue of Chhatrapati Shivaji Maharaj, after which he will address the gathering. Stating that the Maharashtra government has accepted their request, Patil who started his hunger strike on Friday, said the protest was over now. "Chief Minister Eknath Shinde has done a good job. Our protest is now over. Our request has been accepted. We will accept the letter from him. I will drink juice at the hands of the Chief Minister," Patil said this while addressing a press conference on Friday night. Referring to the demands of giving Kunbi certificates to all 54 lakh people whose data has been found till now, Patil said that they will be given the certificates soon. "54 lakh entries were found for our fight. They will be given the certificate soon," he said. Earlier on Friday, Patil warned the state government that if their demands were not met, then protestors would march towards Mumbai on Saturday morning. He also urged the Maharashtra government to withdraw all the cases registered by the police regarding the demand for Maratha reservations in the state. Meanwhile, Maharashtra Minister Mangal Prabhat Lodha said that the ordinance that was passed has the solution to all the problems, so there is no need to continue the protests. "A movement that was going on in Maharashtra for the Maratha reservation under the leadership of Manoj Jarange Patil has reached a solution. The ordinance that was passed has the solution to all the problems. Manoj Jarange Patil has announced that since the solution has been received, there is no need to continue the protests. CM Eknath Shinde will end Manoj Jarange Patil's fast with juice. The movement has reached a solution," Lodha said on Friday. On May 5, 2021, the Supreme Court struck down reservations for the Maratha community in colleges, higher educational institutions, and jobs after noting that there was no valid ground to breach a 50% reservation while granting a Maratha reservation. Maratha reservation activists celebrate after Maha govt accepts their demands

The just-announced <keyword id="22906567" type="General" weightage="100" keywordseo="Unified-Pension-Scheme" source="keywords">Unified Pension Scheme</keyword> for central <keyword id="19933272" type="General" weightage="20" keywordseo="government-employees" source="keywords">government employees</keyword> will be available only for those who are currently subscribers of the New Pension Scheme (NPS), including retirees. The new scheme guarantees employees 50% of their average basic pay over the last 12 months before retirement, as a pension for a minimum qualifying service of 25 years against a market returns linked payout under the NPS. According to the scheme approved by the Union Cabinet, the pension will be proportionate for a lesser service period of up to a minimum of 10 years. Also, assured pension of Rs 10,000 per month on superannuation after a minimum of 10 years of service will be provided. The scheme has been brought out to address the concerns of government employees over NPS, which came into effect from January 1, 2004. Under the <keyword id="3246232" type="General" weightage="20" keywordseo="Old-Pension-Scheme" source="Orion">old pension scheme</keyword> (OPS), effective before January 2004, employees got 50 % of their last drawn basic pay as pension. Unlike the old pension scheme, UPS is contributory in nature, wherein employees will be required to contribute 10% of their basic salary and dearness allowance while the employer's contribution (the central government) will be 18.5%. Under the NPS, the employer contribution is 14%, and the employee contribution is 10%. However, the eventual payout depends on the market returns on that corpus, mostly invested in government debt. Employees, under the OPS, were not required to make any contribution. They, however, contributed to the General Provident Fund (GPF). The accumulated amount, along with interest, was paid to the employee at the time of retirement. As the NPS was less attractive than the OPS, several non-BJP-ruled states decided to go back to the old pension scheme, which offered a DA-linked benefit. This prompted the Centre to constitute a committee in April 2023, under former Finance Secretary and now Cabinet Secretary-designate TV Somanathan to suggest improvement in the NPS architecture. Fulfilling the long pending demands of government employees ahead of assembly elections in Haryana and Jammu and Kashmir, the Union Cabinet on August 24 approved the UPS, which will provide assured pension to 23 lakh eligible central government employees. Those opting for the UPS will not be able to switch back. The UPS will put an additional burden of Rs 6,250 crore on the exchequer per year. The expenditure will vary every year according to variations in the number of employees. In addition, there will be an arrear of Rs 800 crore that has to be paid under the National Pension System (NPS) to employees retiring before March 31, 2025. If these retirees opt for UPS, they will receive arrears. "UPS is being implemented by the Central Government, benefitting 23 lakh central government employees," Information &amp; Broadcasting Minister Ashwini Vaishnaw said on X on Sunday. If states also adopt the UPS architecture, a total of over 90 lakh government employees, who are presently on NPS, would be benefitted, he added. On Sunday, Maharashtra, where assembly elections are due later in the year, became the first state to announce the adoption of the UPS for its employees. RSS-affiliate Bharatiya Mazdoor Sangh (BMS) said though the government has attempted to overcome the shortcomings of the NPS, there are still some issues compared to OPS. BMS will decide its future course of action only after a detailed study of the UPS after it is notified. All India Trade Union Congress (AITUC) said it is nothing but an extension of the existing NPS. The trade union expressed apprehensions that UPS will have a lot of aberrations once implemented. AITUC reiterated that it will continue to fight for the restoration of the non-contributory OPS. ICRA Chief Economist Aditi Nayar said assured pensions will add to the government's committed expenditure in the future while reducing the uncertainty for employees. "This will have to be built into the fiscal consolidation roadmap going ahead," Nayar added. The UPS reflects a thoughtful approach to long-term social security, addressing concerns about the adequacy and sustainability of pension benefits in a rapidly changing economic landscape, said Shardul Amarchand Mangaldas &amp; Co Partner Dorothy Thomas. "This move signals the government's commitment to providing robust support for its workforce, enhancing financial stability for millions of government employees across the country," Thomas said.

Over 23 lakh govt employees under NPS get option to choose unified pension scheme

A Tentative List is an inventory of those properties that each State Party intends to consider for nomination as a <keyword id="19908797" type="General" weightage="20" keywordseo="UNESCO" source="keywords" meta.keywordsubtype="org" meta.entityname="UNESCO" meta.hostid="261" meta.entityid="UNESCO">UNESCO</keyword> <keyword id="20989756" type="General" weightage="20" keywordseo="world-heritage" source="keywords">World Heritage</keyword> Site. The 46th session of the World <keyword id="19960510" type="General" weightage="20" keywordseo="heritage" source="keywords">Heritage</keyword> Committee (WHC) is being held in New Delhi from July 21 to July 31. India is hosting the key event of UNESCO for the first time. The mound-burial system of the Ahom dynasty in Assam -- '<keyword id="22553829" type="General" weightage="20" keywordseo="Moidams" source="keywords">Moidams</keyword>' -- was, on July 26, inscribed on the UNESCO <keyword id="22552065" type="General" weightage="20" keywordseo="world-heritage-list" source="keywords">World Heritage List</keyword>, making it the first <keyword id="22477662" type="General" weightage="20" keywordseo="cultural-property" source="keywords">cultural property</keyword> from the Northeast to get the coveted tag. 'Moidams' was submitted as India's nomination for inclusion in the UNESCO World Heritage List for the year 2023-24. The site was put in the Tentative List of the UNESCO World Heritage Sites in 2014. In a written response to a query in Lok Sabha, Union Culture Minister Gajendra Singh Shekhawat said, "There are 57 properties in the Tentative List for further inclusion in the World Heritage List. However, as per the Operational Guidelines 2023, only one property can be submitted for the World Heritage inscription process each year. As of now, 42 properties have been inscribed on the World Heritage List." The updated list for India, after the inclusion of centuries-old 'Moidams', is now 43 sites on the World Heritage List and 56 properties on the Tentative List, according to the website of UNESCO, which adds that out of the 195 States Parties to the <keyword id="22589969" type="General" weightage="20" keywordseo="World-Heritage-Convention" source="keywords">World Heritage Convention</keyword>, 189 have submitted a Tentative List. Shekhawat was also asked whether the government has formulated any scheme for the protection of cultural heritage in compliance with the guidelines of the United Nations Educational Scientific and Cultural Organisation (UNESCO). "No, sir, there is no such scheme formulated for the protection of cultural heritage in compliance with the guidelines of UNESCO. However, India has ratified the 1972 UNESCO World Heritage Convention. All the World Heritage properties, along with other sites and monuments under the jurisdiction of the <keyword id="19946002" type="General" weightage="20" keywordseo="Archaeological-Survey-of-India" source="keywords" meta.keywordsubtype="org" meta.entityname="Archaeological Survey of India" meta.hostid="261" meta.entityid="Archaeological Survey of India">Archaeological Survey of India</keyword>, Ministry of Culture, are protected and conserved by funds provided by the Government of India based on their requirements and Annual Conservation Plan (ACP)," the Union minister replied. In response to another query, he said the Archaeological Survey of India (ASI) takes up conservation and maintenance work of protected monuments and sites throughout the country, including 286 in the state of Maharashtra. "Conservation and maintenance of monuments and archaeological sites is a continuous process and is taken up as per the need of monuments and availability of resources," the minister said. Shekhawat, in his response, also shared details of expenditure incurred on conservation, preservation and environmental development of protected monuments during the last three years and till July 15 of the current financial year. The figures stand as follows -- Rs 269.57 crore (2021-22), Rs 391.93 crore (2022-23), and Rs 443.53 crore (2023-24), while it was Rs 73.36 crore (2024-25) till July 15 of the current financial year.

Nearly 60 properties from India on Tentative List for inclusion on World Heritage List, says govt

State-owned <keyword id="20039085" type="General" weightage="20" keywordseo="Coal-India-Ltd" source="keywords" meta.keywordsubtype="org" meta.entityname="Coal India Ltd" meta.hostid="261" meta.entityid="Coal India Ltd">Coal India Ltd</keyword>'s contribution to the <keyword id="21546749" type="General" weightage="20" keywordseo="government-exchequer" source="keywords">government exchequer</keyword> increased by 6.4 per cent to Rs 60,140.31 crore in <keyword id="19910780" type="General" weightage="20" keywordseo="FY24" source="keywords">FY24</keyword>, over the financial year 2022-23. <keyword id="19903245" type="General" weightage="20" keywordseo="Coal-India" source="keywords">Coal India</keyword> Ltd (CIL), which accounts for over 80 per cent of domestic coal output, paid Rs 56,524.11 crore to the government exchequer in FY23, according to provisional figures of the coal ministry. Total levies paid to the government in March 2024 also went up by 14.8 per cent to Rs 6,069.18 crore from Rs 5,282.59 crore paid in the corresponding month of FY23. Of the total Rs 60,140.42 crore paid to the government exchequer in FY24, maximum amount of Rs 13,268.55 crore was made to the state government of Jharkhand, followed by Rs 12,836.20 crore to the Odisha government, Rs 11,890.79 crore to Chhattisgarh, Rs 10,865.96 crore to Madhya Pradesh, and Rs 6,188.89 crore to Maharashtra among others. The coal-producing states earned the <keyword id="19945274" type="General" weightage="20" keywordseo="revenue" source="keywords">revenue</keyword> from royalty, District Mineral Foundation (DMF) and National Mineral Exploration Trust (NMET) among others. The government had earlier said that the coal-producing states earned a revenue of Rs 1.52 lakh crore in the last nine years from royalty, DMF and NMET. Coal mining sector has proved to be a big booster for the economic growth of the states that produce fossil fuel. State governments are entitled to receive 14 per cent of royalty on the sale price of coal and 30 per cent of the royalty as contribution towards the proposed district mineral foundations (DMFs)-- which is meant to support project-affected people---and two per cent of NMET from dry-fuel produced by the coal companies and also the private sector. In case of captive, commercial mines states are also entitled to receive the revenue share offered by the auction holder in a transparent bidding process. An <keyword id="6364396" type="General" weightage="80" keywordseo="icmr" source="Orion">ICMR</keyword> survey has shown that 50 per cent of the respiratory infection cases admitted to hospitals in over two month are of H3N2 influenza, the government told the Lok Sabha on Friday. A total of 1,161 cases of H3N2, which is a subtype of seasonal influenza virus, have been reported between January 1 and March 20, Minister of State for Health Bharati Pravin Pawar said in a written reply. She said most of these cases showed symptoms of cough and fever. The minister said H3N2 is a viral respiratory infection and antibiotics have no role in its treatment. However, she added, sometimes in a respiratory infection a bacterial infection may also occur and therefore physicians may prescribe an antibiotic to take care of the secondary bacterial infection. According to the data shared by her, Delhi (370) reported the highest number of H3N2 cases followed by <keyword id="13126" type="General" weightage="50" keywordseo="maharashtra" source="Orion">Maharashtra</keyword> (184), <keyword id="6355588" type="General" weightage="50" keywordseo="rajasthan" source="Orion">Rajasthan</keyword> (180) and Karnataka (134). Pawar said the <keyword id="46535" type="General" weightage="80" keywordseo="health-ministry" source="Orion">Health Ministry</keyword> is monitoring the situation and taking steps to support states and UTs in management of influenza cases, including H3N2, which include issuing an advisory for closely following the trend of influenza-like illness (ILI) or severe acute respiratory infection (<keyword id="1511" type="General" weightage="80" keywordseo="sari" source="Orion">SARI</keyword>). Nashik, <keyword id="519104" type="General" weightage="20" keywordseo="onion-traders" source="Orion">Onion traders</keyword> have said that they suspended auctions in all agriculture produce market committees in Nashik district of Maharashtra and their protest will continue indefinitely, a development raising the fear of shortage of the kitchen staple in retail markets and hike in prices. An office-bearer of the Nashik District <keyword id="50894" type="General" weightage="20" keywordseo="onion" source="Orion">Onion</keyword> Traders Association (NDOTA) said on Wednesday they were protesting against the Union government's recent move to increase <keyword id="139959" type="General" weightage="20" keywordseo="export-duty" source="Orion">export duty</keyword> on onions up to 40 per cent, which will remain in force till December 31. Taking serious cognisance, the District Sub-registrar, Co-operative Societies, on Wednesday night issued an order directing all APMCs to suspend or cancel the licences of the striking traders and submit the Action Taken Report on September 21. "In protest against the export duty hike decision, we have decided to shut the auction of onions in all APMCs in the district indefinitely. This (export duty hike) decision of the Centre will not only make export of onions difficult but it will also affect the onions in transit, causing huge loss to farmers," the office-bearer said. Earlier on Wednesday, Maharashtra marketing minister Abdul Sattar said that observing a bandh (shutting auctions of onions) was not right. "Secretaries in the departments of cooperation and marketing will discuss the action to be taken as per rules and Nashik district collector will take the necessary action," he said on the sidelines of an event. Notably, auctions of onions remained closed at most of the APMCs in Nashik district, including at Lasalgaon, the largest wholesale onion market in India, on August 20. "We had given time till September 19 to the government to find a solution to our demands. But as our demands are not agreed to yet, we have decided to shut the auction of onions indefinitely," the office-bearer said. The other demands raised by traders include the cancellation of export duty on onions, a 50 per cent reduction in market fees, participation by the National Agricultural Cooperative Marketing Federation of India (NAFED) and National Cooperative Consumers' Federation of India (NCCF) in auctions and a 50 per cent subsidy in transport of onions. Accordingly, onion auctions did not take place in all APMCs in Nashik district on Wednesday including in the Lasalgaon APMC. No onions arrived at APMCs, sources said. The government order mentions that Khandu Deore, president of Nashik District Onion Traders Association, had written a letter on September 13 to minister Sattar mentioning four demands and warning of not participating in onion auctions from September 19. Accordingly, the minister has organized a meeting of officials of the Marketing department on September 26. The minister also requested the traders to defer the agitation. Despite that the traders and brokers resorted to strike which has caused many problems for farmers in the sale of various agri produce, the order said. "Even in the meeting held by the government on Wednesday (Sep 20), the traders and brokers remained adamant on their stand. As a result, the order of immediate legal action has been issued," it said. Accordingly, as per the Maharashtra Agriculture Produce Marketing (Development and Regulation) Act, 1963, all the APMCs should make optional arrangements and take necessary measures to continue the sale and purchase deals of agri produce. APMCs have the right to suspend or cancel the licenses of such traders. As per the provision, the APMCs should immediately suspend or cancel the licenses of such traders. In addition, a necessary process should be implemented to issue licenses to new buyers who want to purchase goods at the APMCs, the order said. If an APMC fails to follow the order, action will be taken against the board of directors and the secretary, the order added.
