Senior BJP leader and Maharashtra Deputy Chief Minister <keyword id="6355042" type="General" weightage="100" keywordseo="Devendra-Fadnavis" source="Orion">Devendra Fadnavis</keyword> will take decisions on <keyword id="549985" type="General" weightage="20" keywordseo="seat-sharing" source="Orion">seat-sharing</keyword> and <keyword id="22753690" type="General" weightage="20" keywordseo="negotiations-with-allies" source="Orion">negotiations with allies</keyword> for the upcoming assembly polls in the state, a party leader has said. The move aims to prevent undesired delays by streamlining preparations for the assembly elections due in a few months, BJP's Mumbai unit chief <keyword id="6367689" type="General" weightage="20" keywordseo="Ashish-Shelar" source="Orion">Ashish Shelar</keyword> told reporters on Sunday. "The core committee (of the state unit) has met in Mumbai to delegate all decision-making powers concerning seat-sharing and the selection of assembly constituencies to Fadnavis," he said. Party observer and Union minister Bhupender Yadav, BJP national secretary Vinod Tawde, Union minister and Mumbai North MP Piyush Goyal also attended the meeting. Of the 288 assembly seats in Maharashtra, the BJP won 104 in 2019. Shelar confirmed finalisation of the "formula for winning, besides the planning and seat-sharing arrangements with the allies". "Fadnavis has been granted full authority in this regard," he said. The BJP-led Mahayuti, also comprising Chief Minister Eknath Shinde's Shiv Sena and the NCP headed by Ajit Pawar, won only 17 of the 48 Lok Sabha seats in the state in the recent parliamentary polls. The BJP's tally came down to 9 from 23 five years ago. The Maha Vikas Aghadi, consisting of the Congress, Shiv Sena (UBT) and NCP (SP), bagged 30 seats. Shelar said, "We have decided to save time by streamlining the planning, discussions, and decision-making processes with all the NDA constituents to finalise the candidates. Once this is done, we can begin preparations for the assembly polls. The list of candidates will be released at the appropriate time." After the BJP's Lok Sabha tally came down to 9 in Maharashtra, Fadnavis had offered to quit the deputy CM's post to enable him to focus on party work ahead of assembly elections. Later, after a party meeting where state BJP legislators passed a resolution reposing faith in him, Fadnavis said he would continue to work.

"We must not become complacent and over confident...I dare say that if we perform well, reflecting the trend that we witnessed in the Lok Sabha elections, national politics will undergo a transformation," she told the <keyword id="19895371" type="General" weightage="20" keywordseo="Congress" source="keywords" meta.keywordsubtype="org" meta.entityname="Congress" meta.hostid="83" meta.entityid="Congress">Congress</keyword> Parliamentary Party (<keyword id="43847" type="General" weightage="20" keywordseo="CPP" source="Orion">CPP</keyword>). Gandhi also accused the <keyword id="19916814" type="General" weightage="20" keywordseo="Modi-government" source="keywords">Modi government</keyword> of not drawing the right lessons from "their significant decline" in the Lok Sabha elections and persisting with their policy of "dividing communities and spreading an atmosphere of fear and animosity". "Fortunately, the Supreme Court intervened at the right time," she said in an apparent reference to the stay on the orders passed by Uttar Pradesh and Uttarakhand government asking eateries along the Kanwar Yatra route to display the name of owners. "But this can only be a temporary respite. Look at how the rules have been suddenly changed to permit the bureaucracy to participate in the activities of the RSS. It calls itself a cultural organisation but the whole world knows that it is the BJP's political and ideological base," Gandhi said. Noting that elections will be held in four states, she urged party leaders to sustain the momentum and goodwill that had been generated for the party in the Lok Sabha elections. "We must not become complacent and over confident. The 'mahaul' does favour us, but we have to work unitedly with a sense of purpose. Her remarks come ahead of assembly polls in Haryana, Maharashtra and Jharkhand as also the possibility of elections in Jammu and Kashmir this year. She also slammed the Union Budget, saying that the pressing demands of farmers and youth in particular, have been totally ignored. Allocations in a number of vital sectors have not done justice to the tasks required to be fulfilled, she said. "There has been widespread disappointment, in spite of the prime minister, the finance minister and others to talk up the Budget and its so-called accomplishments. The Union Government, especially its top leadership, continues to be self-delusional as crores of families across the country are devastated by mounting unemployment and price rise," she said.

Then again, this has been the face of politics in Maharashtra for the past 20 years. Data from the past 20 years shows a possible correlation. The party that tends to win the Lok Sabha election also tends to come into power on the regional stage.

 In the 2019 Lok Sabha Election, the BJP-Shiv Sena alliance won by a considerable margin over their opponents. In terms of vote share, the two parties were able to secure 50.88% of the vote share, accounting for 48 seats. If the pattern continues, it is a strong indicator the BJP and the Shiv Sena could win the Assembly election this year. Recent history In 2004, the tables turned with the BJP-Shiv Sena alliance winning 42.72% of the vote share during the Lok Sabha elections, only marginally coming out above Congress-NCP’s 42.08% share. And, their victory was short lived with the Congress-NCP alliance coming out ahead in the Assembly election with 39.81% votes to their names against the BJP-Shiv Sena’s 33.64%. The winners may not have been consistent but their vote shares in both the elections showed marginal differences. In 2009, the pattern of vote shares during the Lok Sabha and Assembly election being similar got stronger. The Congress and NCP gained a vote share of 38.89% while the BJP and Shiv Sena managed to get 35.17% votes during the Lok Sabha election. A few months later during the Assembly election, the Congress-NCP alliance came out ahead with 37.38% of the vote share against BJP-Shiv Sena’s 30.28%. In 2014, the BJP-Shiv Sena alliance captured 41 Lok Sabha seats and around 50% of the votes. And, during the Assembly election — even though they didn’t start out as an alliance but later joined forces — the alliance won with 47.16% vote share. Going further back In 1999, the Lok Sabha election and the Maharashtra Assembly election was held simultaneously. Led by Atal Bihari Vajpayee, the BJP-NDA alliance won on the national stage but in Maharashtra, the Congress-NCP alliance beat out the BJP-Shiv Sena alliance with a vote share of 51.29%. In the state election, the Congress-NCP alliance came out ahead — yet again — with 49.8% of the votes as the BJP-Shiv Sena alliance trailed with 31.87% vote share. But it should be noted that Congress and the NCP only joined hands to form the government after the results were announced. Prior to 1999, the Assembly election in Maharashtra took place before the Lok Sabha election. And, the trend was reversed. The BJP and Shiv Sena had come together to form an alliance for the first time at the turn of the century. They were able to secure 29.19% of the vote share against Congress’ 31% during the state election. And, during the Lok Sabha election they improved their vote share to 38.64% while Congress didn’t show any remarkable movement hitting 34.78%. Experts believe that the combined effect ring-wing nationalism in the country after the demolition of the Babri Masjid in 1992, communal riots in Mumbai from 1992 to 1993, and the Mumbai serial bomb blasts 1993 led to alliance’s win.
