Sengottaiyan told reporters in Erode that he would discuss the NEP with the chief minister. "We are awaiting the details... will discuss (the matter) with the chief minister," he said. NDA constituent PMK contended there were many positive aspects in the NEP, and numerous negative aspects as well. As per the NEP, instead of exams being held every year, school students will sit only for three - at Classes 3, 5 and 8. Assessment in other years will shift to a "regular and formative" style that is more "competency-based, promotes learning and development and tests higher-order skills, such as analysis, critical thinking and conceptual clarity". Anbumani Ramadoss pointed out that the proposal on adopting a three-language policy was unacceptable and said though it was stated that the third language would be based on the student's choice, it appeared that only Sanskrit was given priority and it would lead to imposition of the language. The mandatory entrance exams for college and university admissions would affect students from the villages, he said and called for dropping the proposal. The suggestions of the public and his party had not been taken into account, he said but however welcomed the proposal on the medium of instruction. He also welcomed the announcement that 6 per cent of GDP would be spent on education and the proposal to introduce four-year undergraduate degrees with multiple entry and exit options and abolishment of M. Phil programme. "The alternate arrangements could be anything, be it a new government or imposition of President's rule," Fadnavis told reporters after meeting the governor. "The governor has accepted my resignation. I thank the people of Maharashtra for giving me the chance to serve them for the last five years," Fadnavis said. Fadnavis blamed ally Shiv Sena for the impasse over government formation after the Assembly polls. Refuting Sena's claim, Fadnavis asserted that no decision was taken "in his presence" that the two will share the chief minister's post. "I again want to make it clear that it was never decided that the CM's post will be shared. There was never a decision on this issue. Even Amit Shah ji and Nitin Gadkari ji said this was never decided," he said. The Sena had claimed that before the Lok Sabha polls, the two allies had decided to share the CM's post in the next term for two-and-half-years each. Fadnavis said he called Sena chief Uddhav Thackeray for breaking the impasse many times, but "Uddhav ji did not take my calls." The Shiv Sena's "policy" of not talking with the BJP but holding talks with the opposition Congress and NCP was wrong, he said. "The day poll results came, Uddhav ji said all options open for government formation. That was shocking for us as people had given mandate for our alliance and in such circumstances it was a big question for us that why he said that all options are open for him," he said. Devendra Fadnavis takes the blame as he resigns after being Chief Minister for four days

Sharad Pawar’s legwork at the age of 78 seems to have paid off

NEW DELHI: The <keyword id="40807" type="ORGANIZATION" weightage="40" keywordseo="Election-Commission">Election Commission</keyword> on Wednesday sounded the poll bugle, announcing a nine-phase election to the <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> and state assemblies of <keyword id="37102" type="COMPANY" weightage="40" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword>, Odisha and <keyword id="48118" type="CITY" weightage="40" keywordseo="Sikkim">Sikkim</keyword> between April 7 and May 12. With polling to be stretched over nine rounds lasting 34 days, as against five phases spread over 28 days in 2009, this general election will be the most protracted so far.

Counting for both Lok Sabha and assembly polls has been scheduled for May 16. This will give the parties almost a fortnight for government formation, as the term of the current Lok Sabha expires only on May 31. 
 
"The model code has come into immediate effect with announcement of the dates," declared Sampath. 
 Among the states, UP and <keyword id="30033" type="COMPANY" weightage="40" keywordseo="Bihar">Bihar</keyword> will vote over six phases; <keyword id="6357783" type="CITY" weightage="40" keywordseo="West-Bengal">West Bengal</keyword> and Jammu &amp; Kashmir over five phases; <keyword id="6354915" type="CITY" weightage="40" keywordseo="Assam">Assam</keyword>, <keyword id="43945" type="COMPANY" weightage="40" keywordseo="Chhattisgarh">Chhattisgarh</keyword>, <keyword id="6360371" type="COMPANY" weightage="40" keywordseo="Jharkhand">Jharkhand</keyword>, <keyword id="6355554" type="COMPANY" weightage="40" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword> and Maharashtra over three phases; and Andhra Pradesh, Manipur, Odisha, Rajasthan and Tripura over two phases. There will be a single-day poll in Gujarat, Haryana, Punjab, <keyword id="6358126" type="CITY" weightage="40" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword>, Karnataka, Kerala, <keyword id="20154" type="ORGANIZATION" weightage="40" keywordseo="tamil-nadu">Tamil Nadu</keyword>, Uttarkhand and Goa, a majority of north-eastern states and Union territories including Delhi. 
 Accepting the Union home ministry's suggestion to hold polls to Naxal-hit and disturbance-prone areas of northeast in the first phase, the EC has scheduled polling in 13 Lok Sabha constituencies across Assam, Tripura, Mizoram, <keyword id="50015" type="COMPANY" weightage="40" keywordseo="nagaland">Nagaland</keyword> and Odisha in the initial two phases on April 7 and 9, followed by voting across Naxal-hit areas of Chhattisgarh, Jharkhand, Bihar and Maharashtra and Odisha over the next two phases on April 10 and 12. 
 
An 81.4 crore-strong electorate will elect the 16th Lok Sabha by voting across 9.3 lakh polling stations in the country. This is in contrast with 71.6 crore electorate and 8.3 lakh polling stations in the last Lok Sabha poll. Around 1.15 lakh Central paramilitary personnel will be deployed for poll duty. 
 Sampath said while the electoral rolls had been updated with January 1, 2014, as the reference date and published across all the states, the voters could enrol themselves up to the date of notification of poll. In fact, the EC will be holding special camps on March 9 across all the 9.3 lakh polling stations to enable eligible voters to verify their names in the electoral rolls and apply for registration if not enrolled already. The <keyword id="295526" type="POSITION" weightage="40" keywordseo="booth-level-officer">booth level officer</keyword> will be present at these camps to facilitate the voter to fill up Form 6 for enrolment. "We assure the voters that these applications will be disposed well in time to enable them to vote in the coming poll," said the CEC. 
 These polls are expected to be one of the most fiercely contested, with the BJP looking to wrest power from the <keyword id="26374" type="ORGANIZATION" weightage="40" keywordseo="UPA-government">UPA government</keyword> beleaguered with strong anti-incumbency. The EC on Wednesday appealed to all political parties and candidates to "uphold the peerless democratic traditions by maintaining high standards of political discourse and fair play in the course of their election campaigns". "We appeal to the leaders of all political parties, especially their star campaigners, to refrain from using language that is against decorum and decency," said <keyword id="6358437" type="POSITION" weightage="40" keywordseo="Election-Commissioner">election commissioner</keyword> Brahma.

A local court on Wednesday extended till August 26 the <keyword id="19909598" type="General" weightage="20" keywordseo="police-custody" source="keywords">police custody</keyword> of the man arrested for allegedly sexually abusing two girls at a school in <keyword id="19972824" type="General" weightage="20" keywordseo="Badlapur" source="keywords">Badlapur</keyword> town of Maharashtra's Thane district. The accused, who was employed as an attendant at the school where the incident took place last week, was produced before a magistrate at Kalyan in the district this morning amid tight police security. The court ordered the extension of his <keyword id="19909598" type="General" weightage="20" keywordseo="police-custody" source="keywords">police custody</keyword> till August 26, following which he was taken away by the police in a van, a senior official said. The police had arrested the accused on August 17. As per the complaint, he abused two kindergarten girls in the toilet of the school, the police have said. A massive protest broke out on Tuesday after parents of the school children and local citizens blocked railway tracks at <keyword id="19972824" type="General" weightage="20" keywordseo="Badlapur" source="keywords">Badlapur</keyword> station and ransacked a local school building to protest against the incident and to demand strict punishment for the accused. Following the protest, the Maharashtra government announced formation of a special <keyword id="19919604" type="General" weightage="20" keywordseo="investigation" source="keywords">investigation</keyword> team (SIT) headed by senior IPS officer Arti Singh to probe the incident. Internet services in Badlapur town have been suspended in the wake of the protest and violence. At least 25 police personnel were injured in stone-pelting at the railway station and other parts of Badlapur on Tuesday and the police have arrested at least 72 persons in connection with the violence.
