The first ever Comprehensive <keyword id="22332603" type="General" weightage="20" keywordseo="Lactation-Management-Centre" source="keywords">Lactation Management Centre</keyword> (CLMC), commonly known as <keyword id="20923676" type="General" weightage="100" keywordseo="human-milk-bank" source="keywords">human milk bank</keyword>, will be made operational at a government <keyword id="19915254" type="General" weightage="20" keywordseo="hospital" source="keywords">hospital</keyword> here by the year-end, an official said on Monday. The CLMC will help with better management of sick, underweight and <keyword id="22332602" type="General" weightage="20" keywordseo="premature-newborn" source="keywords">premature newborn</keyword> children, the official said. The facility is being built at a cost of Rs 47.20 lakhs at the government maternity and child care hospital at Gandhi Nagar area of <keyword id="19908671" type="General" weightage="20" keywordseo="Jammu" source="keywords">Jammu</keyword> after the Union Ministry of Health and Family Welfare approved the project under National Health Mission last year. "The space for the CLMC is identified at the third floor of the hospital and we received the funds last month, having a component for the Public Works Department for some construction work, equipment and machinery. There will be recruitment of manpower, including doctors, counsellors and managers to run the milk bank properly," Medical superintendent of the hospital Arun Sharma told PTI. He said the standard operating procedure (SOP) is already laid by the government for smooth and successful functioning of the human milk bank which will be ready by the year-end. The Gandhi Nagar hospital is already running a state-of-art 150 bedded Neonatal Intensive Care Unit (NICU) and taking the load of Sri Maharaja Gulab Singh (SMGS) maternity hospital. "SMGS and Gandhi Nagar are the only hospitals in Jammu division having advanced NICU facilities. The start of the human milk bank will help better manage new-born babies who remain ill or their mothers cannot breastfeed them due to illness, infection or some other problems," the doctor said, adding the requirement is mostly needed for sick, premature and low birth weight babies. Out of Rs 47.20 lakhs sanctioned funds, Rs 30.59 lakhs would be utilised for equipment, furniture, supplies, consumables and maintenance cost for the establishment of the CLMC, while Rs 16.61 lakh is meant for the infrastructure. Sharma said the milk bank will be run on voluntary donors like mothers having surplus milk or those who have lost their <keyword id="20418798" type="General" weightage="20" keywordseo="infants" source="keywords">infants</keyword> or undergone failed delivery. "The milk will be collected, scientifically tested and pasteurised at the bank and fed to infants," he said. Kanchan, a mother who has recently delivered a baby at the hospital, welcomed the setting up of the human milk bank and said such a facility will be highly beneficial for newborns whose mothers could not feed them at birth."There is no alternative to mother's milk," she said.

Jammu, Apr 12 () The number of coronavirus cases in Jammu rose to 48 on Sunday as four more persons tested positive for the infection, officials said.An Army jawan who was visiting his home town in Samba district and a doctor posted in Udhampur district are among those who tested positive. The other two cases have been reported from Roop Nagar and Satwari areas, they said.The Army jawan is posted outside Jammu and Kashmir. He was on leave and had come to his home town in Samba on March 18. He was under quarantine but was shifted to the isolation ward of the Government Medical College Hospital here after he developed some symptoms, the officials said.His test came back positive for coronavirus, making him the district's first case, they said.Jammu had reported five COVID-19 cases on Saturday.These included a 28-year-old woman from Trangali village in Akhnoor sector who gave birth to a baby at Sri Maharaja Gulab Singh (SGMS) Hospital here last week, the officials said.All medical staff who handled her case have been sent to administrative quarantine, they said.According to the officials, the woman was asymptomatic when she was admitted to the sub-district hospital, Akhnoor on April 8 for delivery. She was shifted to SMGS Hospital the next day.However, after the delivery she developed symptoms like fever and cough and was tested for COVID-19. She and her newborn along with five other patients undergoing treatment at the hospital have been shifted to the dedicated COVID-19 hospital in Gandhi Nagar, they said.Both the sub-district and SGMC hospitals were thoroughly sanitised and fumigation was carried out within the premises, they added.The samples of the newborn and other family members of the woman have also been sent for testing. Four more test positive for COVID-19 in Jammu, cases rise to 48

Article 370 of the Indian Constitution is a temporary provision that grants a special status of autonomy to the state of Jammu and Kashmir. Article 370 was enacted under part XXI of the constitution that pertains to "Temporary, Transitional and Special provisions". Article 370 accords special status to the state of Jammu and Kashmir. As per this article, all the different provisions of the constitution that are applicable to other states of India are not to be extended to Jammu and Kashmir. How and when Article 370 came about? The provision of Article 370 was drafted in the year 1947 by Sheikh Abdullah, who was appointed as the Prime Minister of Jammu and Kashmir together by Jawaharlal Nehru and Maharaja Hari Singh. During a discussion in the Parliament, Sheikh Abdullah argued that Article 370 must never be kept under the temporary provisions of the Constitution. He insisted that Jammu and Kashmir must be granted what he described as ‘iron clad autonomy’. However, the center did not comply with this demand. The provisions contained in Article 370 Article 370 exempts the state of Jammu and Kashmir from the Indian Constitution excepting in cases of Article 1 and Article 370 itself. The provisions of article 370 permit the state to draft its own constitution. Ultimately this means that the Parliament’s legislative powers are restricted with regard to Jammu and Kashmir. Article 370 states that the parliament will need the concurrence of the state government of Jammu and Kashmir for applying any law in the state other than those related to defense, foreign affairs, communications and finance. This will mean that the residents of the state of Jammu and Kashmir are governed by a separate set of laws in matters of property ownership, fundamental rights, citizenship and some others when compared to the Indians living in other states. As per the provisions contained in Article 370, the citizens of India from the other states of the country cannot purchase any property or land in Jammu and Kashmir. Also, this article says the central government has no powers to declare any financial emergency in the state as per Article 360. Emergencies in Jammu and Kashmir can be declared only during the times of external aggression or wars. If there are any internal disturbances within the state or there are any instances of imminent dangers, the central government cannot declare an emergency in the state unless the state government concedes to the moves of the union government. Under Article 370, the Union government cannot increase or decrease the borders of Jammu and Kashmir. Is it possible to delete Article 370? Article 370 permits deletion through a presidential order. Such an order must be however preceded by the concurrence of the constituent assembly of Jammu and Kashmir. One view says that this article cannot be deleted since such an assembly was dissolved in 1957. Another view says that it can be deleted if the state assembly concedes to deleting it.

1947 – The British rule ended in India and the nation was divided into mainly Hindu India and Muslim-majority state of <a href="http://www.businessinsider.in/searchresult.cms?query=Pakistan&amp;sortorder=effectivedate">Pakistan</a>. 
 1947 – The Pakistan tribal army starts attacking the <keyword id="3744025" type="PERSON" weightage="20" keywordseo="kashmir-region">Kashmir region</keyword> and the Maharaja of Kashmir signs a treaty of accession with India. War breaks out between India and Pakistan over the region. 
 1948 – India raises <keyword id="64132" type="UNKNOWN" weightage="20" keywordseo="Kashmir-issue">Kashmir issue</keyword> in the <a href="http://www.businessinsider.in/searchresult.cms?query=UN+Security+Council&amp;sortorder=effectivedate">UN Security Council</a>, which in Resolution 47 calls for a referendum on the status of the territory. Kashmir is for practical purposes partitioned.

India feels that this makes a referendum <keyword id="6355835" type="ORGANIZATION" weightage="20" keywordseo="UN">un</keyword>necessary. The UN and Pakistan say a referendum needs to take into account the views of voters throughout the former princely state.

1963 - Pakistan cedes the Trans-Karakoram Tract of Kashmir to China. 
 
 
 
1965 - A small war between Indian and Pakistan over Kashmir starts and ends in a ceasefire and a return to the previous positions. 
 
1971-72 - Another Indo-Pakistan war ends in defeat for Pakistan and leads to the 1972 Simla Agreement.This turns the Kashmir ceasefire line into the Line of Control, pledges both sides to settle their differences through negotiations, and calls for a final settlement of the Kashmir dispute. The Agreement forms the basis of Pakistani-Indian relations thereafter. 
 
 
 
1974 - The Opposition Plebiscite Front in Indian-administered Jammu and Kashmir drops demand for a referendum in return for extensive autonomy in an agreement with the Indian government. Sheikh Abdullah becomes chief minister, and his political dynasty continues to dominate the National Conference and state after his death in 1982. 
 
 
 1984 - <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> gains control over the Siachen Glacier, an area not demarcated by the Line of Control. Pakistan has been making frequent attempts to capture the area in the following decades.

1990s - The insurgency keeps on continuing, with Kashmiri militants training in Pakistan and India deploying hundreds of thousands of troops in Jammu and Kashmir. It’s the civilians that have been facing violence by both sides. 
 
1999 - India and Pakistan go to war again after militants cross from Pakistani-administered Kashmir into the Indian-administered Kargil district. India repulses the attack, accuses Pakistan of being behind it, and breaks off relations. 
 2001-2004 - Moves to boost relations between the two countries are punctuated by continuing violence, notably an attack on the parliament of Indian-administered Jammu and Kashmir in <keyword id="41568" type="COMPANY" weightage="20" keywordseo="Srinagar">Srinagar</keyword> in 2001. 
 
2010 - Major protests erupt in the Kashmir Valley of Indian-administered Jammu and Kashmir over the summer after a demonstrator is killed by the Indian army. The protests abate in September after the government announce measures to ease tension. 
 2011 August - Chief Minister <keyword id="19464" type="PERSON" weightage="20" keywordseo="Omar-Abdullah">Omar Abdullah</keyword> announces an amnesty for the 1,200 young men who threw stones at security forces during the anti-government protests in the Kashmir Valley in 2010. Srinagar, Jun 15 () An 18-year-old man succumbed to COVID-19 here on Monday, becoming the youngest person to die of the disease in Jammu and Kashmir, officials said. The man, a resident of Handwara area of north Kashmir's Kupwara district, was admitted to the Shri Maharaja Hari Singh Hospital here on June 12 as a medico-legal case involving assault, the officials said. His swab sample for the novel coronavirus was taken the next day which came back positive, they said, adding that he died around 3 am. He had serious head injuries besides bilateral pneumonia, they said. With the fresh death, the toll due to COVID-19 in the union territory has risen to 61. SSB MIJ DPB

Jammu, Apr 11 () The Jammu and Kashmir High Court on Saturday sought a detailed report from various government departments on how the planned 'Darbar Move' will impact the Union Territory's fight against the coronavirus outbreak. The Division Bench, comprising Chief Justice Gita Mittal and Justice Rajnesh Oswal, was hearing through video conferencing and video calls a Public Interest Litigation (PIL) pertaining to the spread of the coronavirus. The administration had on Friday ordered the formal opening of the 'Darbar Move' and offices in summer capital Srinagar on May 4, but said employees will work on "as is where is" basis. To take a considered opinion as to whether any direction can be passed to postpone the 'Darbar Move' till the outbreak is contained, the Bench asked secretaries of different departments to file separate reports on the impact of the exercise on the myriad aspects of governance and the fight against COVID-19, the disease caused by coronavirus. The direction has been issued to the Secretary, General Administration Department; Secretary, Finance Department; Secretary, Estate Department; Secretary, Transport Department; the DGP, IGP (Traffic), ADG (Security), and Registrar General High Court of J&amp;K. They have been asked to file separate reports detailing the impact of the 'Darbar Move' on the necessary resources at this stage, on the personnel involved, financial implications, arrangements (transport, accommodation, security) involved and other matters. The decision drew strong criticism from the National Conference leader and former chief minister Omar Abdullah. The practice of 'Darbar Move', under which the government functions from Jammu during the six months of winter and in Srinagar during the summer, was started by Maharaja Gulab Singh in 1872 to escape the extreme weather conditions in the two regions. In view of the extraordinary circumstances due to COVID-19 pandemic, the Civil Secretariat at Jammu shall continue to remain functional and the employees shall work on "as is where is" basis i.e. Kashmir-based staff shall work from Srinagar and Jammu-based from Jammu, the Friday order of the General Administrative department (GAD) had said. "This order regarding the bi-annual 'durbar move' is just mindless rubbish at worst &amp; needless tokenism at best. So the offices can't shift to Srinagar because of #Covid19, I get that. What I don't get is what Srinagar secretariat will do without files or senior officers," Abdullah had said, demanding withdrawal of the order and delay of the exercise till the threat of coronavirus is overcome.
