Panaji, May 15 () Goa Chief Minister Pramod Sawanthas suggested the Railways to cancel the halt at Madgaon forspecial trains being operated by it as the state records newcases of coronavirus after a gap of more than a month.He has also said people travelling to the state inspecial trains or flights will have to undergo home quarantinefor 14 days even if they are non-Goans.Sawant on Thursday said the state government hassuggested to the Railways that a special train from New Delhito Thiruvananthapuram, which will run on May 15 (and arrive inMadgaon on May 16) should not halt at the station in Goa.He said "720 people have booked tickets on the trainto get down at Madgaon. We have realised that hardly anyone ofthem is Goan."We are concerned about what will happen once they getdown. We will have to test them. We will advice them homequarantine, but we are not sure if they will do that. That iswhy we have suggested that the train skip the station."When contacted, a Konkan Railway official said onFriday "We have no intimation about cancellation of the stoptill now."After a gap of more than a month, Goa reported eightfresh cases of COVID-19 on Thursday. All the eight patientshad arrived in the state from outside.On Wednesday, Sawant had said passengers, includingnon-Goans, who arrive in the state by special trains from May15, will have to arrange for their own accommodation and thesame applies to people who arrive by flights."They will have to stay indoors at their respectivehotels for 14 days. They cannot enter the beaches, whichremain closed. Panaji, May 16 () The number of COVID-19 cases inGoa reached 15 late Saturday night after two passengers whohad alighted from a Delhi-Thiruvananthapuram train at Madgaonnear here tested positive for novel coronavirus, a healthofficial said.Out of the 323 passengers on the train, samples of 129were tested and reports of two returned positive and theirsamples have been sent to Goa Medical College and Hospitalvirology lab for confirmation, he said."Rest of the samples from the train will be testedtonight. All passengers who alighted at Madgaon station havebeen taken to district hospital for testing. Panaji, May 24 () Independent Goa MLA Rohan Khaunte on Sunday said passengers alighted a day earlier from a special train at Madgaon station despite Chief Minister Pramod Sawant stating there would be no halts here in view of the coronavirus outbreak. Eleven people who alighted from the special Delhi- Thiruvananthapuram train on Saturday tested positive for novel coronavirus, taking the state's COVID-19 count to 66. "The darkest day for #Goa as we realise that Centre has no respect for our @goacm. COVID Express still took halt on Saturday. Centre is making our CM a #Pappu! Goa scores half century in active cases," Khaunte tweeted. "Has @DrPramodPSawant lost his control over his position? Why were Goans kept in dark over Rajdhani taking halt? Why did he lie? He is to be solely blamed for upsurge in COVID19 cases in the State," he said in another tweet. Panaji, May 17 () A woman passenger who travelledto Goa in a Delhi-Thiruvananthapuram Rajdhani train onSaturday has tested positive for coronavirus, taking the totalnumber of such cases in the state to 16, a health officialsaid on Sunday.The woman's samples came out positive in the TrueNat(rapid) testing, the official said, adding that her sampleshave also been sent to the virology lab of the state-run GoaMedical College and Hospital (GMCH) for final confirmation.Out of 323 passengers of the train who arrived atMadgaon railway station in South Goa district on Saturday, thewoman is the third person to have tested positive for thecoronavirus infection.On Saturday evening, samples of two men who alightedfrom the same train came out positive for coronavirus in theTrueNat test. Their final test report at GMCH also confirmedCOVID-19, the official said.Results of samples of 56 more passengers were awaited,he said.All the passengers who alighted from the Delhi-Thiruvananthapuram train at Madgaon railway station onSaturday were taken to the district hospital for testing, andlater quarantined at the Jawaharlal Nehru Stadium in Margaocity, the official said.In all, the district hospital has tested over 500samples drawn from different sources since Saturday, he said.Goa, which was earlier declared a green zone, hasreported 16 coronavirus cases since May 13. Panaji, May 24 () Eleven people who travelled to Goa in the Delhi-Thiruvananthapuram Rajdhani Express train on Saturday, have tested positive forcoronavirus, taking the total number of such cases in the state to 66, officials said on Sunday. With this, the number of active cases in the coastal state has gone up to 50, they said, adding that 16 people have been so far been discharged after recovery. As many as 263 passengers, who alighted from the Rajdhani Express at Madgaon railway station in South Goa district on Saturday, were tested. Of them, reports of 11 came out positive in the TrueNat (rapid) tests, a senior health department official said. "Repeat tests of the 11 people at the virology lab of state-run Goa Medical College and Hospital also came out positive, he said. All the eleven passengers, including a five-year-old boy, have been shifted to Margao-based ESI hospital, which is the designated facility for treatment of COVID-19 patients, the official said. So far, over 12,000 samples have been tested for coronavirus infection in the state. Goa Health Minister Vishwajit Rane is scheduled to meet Chief Minister Pramod Sawant during the day, in view of the rising number of COVID-19 cases in the coastal state, an official said. "The Indian Railways shall start more special services on new routes, based on the available coaches after reserving 20,000 coaches for Covid-19 care centres and adequate number of coaches being reserved to enable operation of up to 300 trains everyday as 'Shramik Special' for stranded migrants," he said. Booking for the reservation in these trains will start at 4 p.m. on Monday and will be available only on the IRCTC website. The railways had suspended the passenger, mail and express train services in view of the nationwide lockdown since March 24. On March 24, Prime Minister Narendra Modi had announced 21-day nationwide lockdown to combat Covid-19. He again extended the lockdown for 19 more days till May 3 and then government once again extended the lockdown for to more weeks till May 17. Only freight and special parcel trains were running to transport the essential items across the country. The railway official further said that ticket booking counters at the railway stations shall remain closed and no counter tickets, including platform tickets shall be issued. "Only passengers with valid confirmed tickets will be allowed to enter the railway stations. It will be mandatory for the passengers to wear face cover and undergo screening at departure and only asymptomatic passengers will be allowed to board the train. Further details including train schedule will be issued separately in due course," he said. The Indian Railways started to run the Shramik Special trains from May 1 to transport the stranded migrant workers, students, pilgrims and tourists across the country on the request of the state governments. (Eds: updates with resumption of passenger trains, new virus tally)New Delhi, May 10 () As India enters the last week of the 54-day coronavirus lockdown, the Railways on Sunday said 15 air-conditioned special trains will operate from May 12 in a gradual resumption of passenger services announced on the eve of of Prime Minister Narendra Modi 's video conference with chief ministers that is expected to focus on a a strategy for a phased exit from the shutdown. Modi's discussions with chief ministers of states and union territories on Monday are expected to revolve on steps for reviving the battered economy and scaling up all efforts to bring more 'red' zones with high COVID-19 case load into 'orange' or 'green' zones, as they push for stepping up economic activities in a calibrated manner. The Centre also weighed the pros and cons of further easing of restrictions for a graded exit from the twice extended lockdown due to end on May 17 but sources said the restrictions still in place are unlikely to be withdrawn in one go. The Prime Minister's Office(PMO) on Sunday said the video conference will begin at 3 PM on Monday. This will be Modi's fifth interaction with the chief ministers since the coronavirus outbreak in the country. Union Health Minister Harsh Vardhan, meanwhile, said no COVID-19 case has been reported in 10 states and union territories in the last 24 hours and the recovery rate has increased to over 30 per cent, asserting India was "moving fast on the path of success" in the fight against the pandemic. According to health ministry data, 1,511 COVID-19 patients recovered in the last 24 hours -- the highest number of recoveries recorded in one day. Officials said unlike 'Shramik Specials' to transport migrant labourers , in which only 54 passengers were allowed instead of the regular 72, these trains will run on full capacity, but no concession in fare is likely to be allowed. A total of 366 trains have transported nearly four lakh migrant workers since the first special train was rolled out on May 1. Booking for reservation in these trains will start at 4 pm on May 11 and will be available only on the IRCTC website (https://www.irctc.co.in/). Sources in the union government said the focus of the prime minister's meeting would be on boosting economic activities and pushing efforts to convert 'red' zones with high COVID-19 case load into 'orange' or 'green' zones. The test kit has the advantage of testing 90 samples together in a single run of 2.5 hours, so that healthcare professionals can proceed quickly with necessary next steps on their patients' triage paths, Vardhan said. "National Institute of Virology, Pune has successfully developed the 1st indigenous anti-SARS-CoV-2 human IgG ELISA test kit for antibody detection of COVID-19," the minister said in a series of tweets. Vardhan said India carried out 86,000 tests for COVID-19 on Saturday and its testing capacity now stands at 95,000 samples per day. Till Saturday, 16,09,777 tests for COVID-19 have been conducted in India, he noted. India had started from one laboratory and now there are 472 laboratories testing for COVID-19, he said after inspecting a COVID-19 care centre in the Mandoli area in the national capital. The coronavirus death toll in the country rose to 2,109 on Sunday and the number of cases climbed to 62,939, registering an increase of 128 deaths and 3,277 cases in the last 24 hours, according to the Union Health Ministry. The number of active COVID-19 cases stood at 41,472, while 19,357 people have recovered and one patient has migrated, the ministry said. According to a tally based on data from inputs from states, the cases jumped to 67,026 while 20,469 patients had recovered and the death toll rose to 2,135. A Maharashtra state official reported 1,278 new COVID-19 cases and 53 deaths, taking case count to 22,171 and number of fatalities to 832. The union health ministry data updated in the morning showed that the highest number of confirmed COVID-19 cases was in the worst affected state of Maharashtra at 20,228, followed by Gujarat at 7,796, Delhi at 6,542, Tamil Nadu at 6,535, Rajasthan at 3,708, Madhya Pradesh at 3,614 and Uttar Pradesh at 3,373.
