The ruling <keyword id="14666" type="General" weightage="80" keywordseo="bjp" source="Orion">BJP</keyword> was ahead of the <keyword id="1575" type="General" weightage="100" keywordseo="congress" source="Orion">Congress</keyword> in <keyword id="44522" type="General" weightage="20" keywordseo="Uttarakhand" source="Orion">Uttarakhand</keyword> with its party candidates leading in 33 seats on Thursday, according to early trends available. According to data available on the Election Commission website at 10:20 AM am for 56 seats, the Congress was ahead in 18 seats, the BSP in two seats, the Uttarakhand Janekta party and independent in one each. Prominent candidates trailing in their respective seats include Congress veteran Harish Rawat, who was trailing behind Mohan Singh Bisht of the BJP by 2,713 votes in Lalkuan and Subodh Uniyal of the BJP trailing behind Om Gopal Rawat of the Congress in Narendra Nagar. Yashpal Arya, who had returned to the Congress from the BJP ahead of the polls, was also trailing behind BJP's Rajesh Kumar in Bajpur by 18587 votes. Pritam Singh of the Congress was leading in Chakrata by 1805 votes against Ramsharan Nautiyal of the BJP The polling was held in the state on February 14 with more than 65 per cent of the electorate casting their votes. Jaipur, May 18 () Ashes of 27 departed souls were sent from Jaipur to Haridwar in a special bus amid the ongoing lockdown, BJP MLA Ashok Lahoti said on Monday.Lahoti, an MLA from Sanganer, said due to the lockdown people were not able to go to Haridwar to immerse the ashes of their deceased family members in Ganga.A free bus has now been arranged for this purpose and on Sunday evening 35 people had left for Haridwar with ashes of their deceased family members, the lawmaker said.All precautionary measures such as wearing masks and maintaining distance between passengers in the bus were followed, he said.Lahoti said free food has also been arranged in Haridwar for these people with the help of Uttarakhand Urban Development Minister Madan Kaushik.More such buses will be sent to Haridwar and Pushkar in the coming days and around 30 other Rajasthan MLAs are also applying for getting approval for this service. Lockdown: Special bus carrying ashes of deceased persons sent from Jaipur to Haridwar

Dehradun, Jul 2 () One more COVID-19 patient died in Uttarakhand on Thursday that saw the state's pandemic tally rise to 2,984 with the detection of 37 new cases, as per the state government's bulletin. A 72-year-old COVID-19 patient died at Doon Medical College here on Thursday, a state health department bulletin here said. He was suffering from co-morbidities like bilateral pneumonitis, type 2 diabetes mellitus and coronary artery disease, the bulletin said quoting the death summary received from the hospital. With this, the number of COVID-19 patients to have died in the state has climbed to 42. As many as 37 new cases were reported in the state on Thursday taking the number of positive cases to 2,984 out of which 2,405 have recovered, 42 are dead and 27 have migrated out of the state, the bulletin stated. Nainital reported 17 new cases, Udham Singh Nagar 16 while Almora, Dehradun, Pauri and Pithoragarh reported one each. There are 510 active cases and the doubling rate has improved to 57.56 days while recovery percentage is 80.60 per cent, the bulletin said. Citing substantial improvement in the doubling rate which stood at 3.4 days at one time, the Uttarakhand government claimed the coronavirus situation in the state is better than the national average. "There was a time when our doubling rate stood at 3.4 days with migrants returning in lakhs from different parts of the country especially Delhi and Maharashtra but now it has improved substantially and the credit goes to our corona warriors," Cabinet minister and the state government's spokesman Madan Kaushik said. He said testing facilities have also been stepped up with seven labs conducting them within the state and the samples also being sent to NCDC, Delhi and PGIMER, Chandigarh. The state has 24,327 isolation beds, 273 ICU beds and 161 ventilators. Only 10-12 per cent of the isolation beds are in use at present, Kaushik said, adding that there are adequate arrangements to deal with any situation. ALM HDA

72-year-old man succumbs to coronavirus infection in Uttarakhand, 37 new cases detected

Dehradun, Jun 1 () Uttarakhand Chief Minister Trivendra Singh Rawat and three cabinet colleagues were in self-quarantine Monday following a meeting last week with Tourism Minister Satpal Maharaj, who has tested positive for coronavirus. Satpal Maharaj, his wife and 21 other people – family members, staff and his followers staying in the same household – have tested positive, an official said on Sunday. On Friday, Satpal Maharaj had attended a meeting of the state cabinet. The state health department said there was no need for the ministers and officials who attended Friday's meeting to isolate themselves, going by the Centre's guidelines. "The ministers and officials fall into the category of low risk contacts as they were not in close contact with Satpal Maharaj. They can function in a normal way and there is no need to quarantine them," state Health Secretary Amit Negi said. But the CM and the three other ministers -- Harak Singh Rawat, Madan Kaushik and Subodh Uniyal -- decided to remain in self- quarantine as a precautionary measure, an official at the Chief Minister's Office said. "They will remain in self- quarantine at least for the next few days during which they will be tested for COVID-19," he said. "Whether or not they resume normal day-to-day functions in a few days will depend on what their test reports say," he said. Satpal Maharaj's wife Amrita Rawat tested positive for the infection on Saturday. Their two sons, daughters-in-law and a one-and-a-half-year-old grandson were among the others found infected with the virus on Sunday. Amrita Rawat, a former state minister, was admitted to the All India Institute of Medical Sciences (AIIMS) in Rishikesh on Sunday morning. The 45-year-old will be the youngest chief minister of the state and replaces <keyword id="1498654" type="COMPANY" weightage="20" keywordseo="Tirath-Singh-Rawat">Tirath Singh Rawat</keyword>, who resigned on Friday night within four months of taking charge from <keyword id="2253089" type="PERSON" weightage="20" keywordseo="Trivendra-Singh-Rawat">Trivendra Singh Rawat</keyword>. Dhami will be sworn in on Sunday, Union minister Narendra Singh Tomar told reporters after a legislature party meeting at the state BJP headquarters where he was a central observer. I will carry forward the work done by my predecessors," Dhami, a two-time MLA from Khatima in Udham Singh Nagar district, said. As Dhami takes over less than a year ahead of the next assembly elections, his biggest challenge lies in leading the BJP to another victory and retaining power in Uttarakhand, where the party has been plagued by factionalism. Changing chief ministers twice in a short span has not helped the party's image, with the opposition Congress accusing it of causing "political instability" and betraying the people. "We accept the challenge and we will take forward the party and serve the people," Dhami said when asked whether taking over as CM just months ahead of assembly polls will be an uphill task. The chief minister-elect thanked the party leadership for reposing faith in him and said that he will work with everyone's cooperation. Dhami's name was proposed by outgoing chief minister Tirath Singh Rawat and Pradesh BJP president Madan Kaushik and seconded by a number of MLAs, including former chief minister Trivendra Singh Rawat, Tomar told reporters outside the state BJP headquarters here. No other name was proposed for BJP legislature party leader, Tomar said. Soon after his unanimous election as the BJP legislature party leader, Dhami headed for the Raj Bhawan along with a number of MLAs and the central observers to stake his claim to form the government. The BJP had replaced Trivendra Singh Rawat with Tirath Singh Rawat on March 10, hoping to go into the assembly polls with the new face, but he too was asked to step down as the Constitution required him to get elected as a member of the state assembly within six months of his appointment as CM and there seemed an increasing uncertainty over the Election Commission holding bypolls at this stage. The opposition Congress hit out at the BJP leadership, saying instead of ushering in development, it has thrown Uttarakhand into the throes of political instability and betrayed its people by repeatedly changing chief ministers. Pushkar Singh Dhami to be the new Chief Minister of Uttarakhand replacing Tirath Singh Rawat

Presence of people, however, was thin--only 50-60 residents turned up in densely-populated areas like Sewa Nagar and Jangpura. Questions such as who should be exempted, the days when the scheme should run and how soon it needs to be implemented were asked.Madan Lal, MLA, Kasturba Nagar, said, "Once the scheme is implemented, better regulations and strict enforcement of law should be in place. Pollution will have to be monitored regularly and the system should be more transparent." 
 
Constituencies where the exercise was carried out included Delhi Cantt, Kasturba Nagar, Jangpura, Greater Kailash, Malviya Nagar, Chhatarpur, Karol Bagh, Tilaknagar, Madipur, Wazirpur, Mundka and Nangloi Jat. 
 Chief minister <keyword id="260213" type="PERSON" weightage="80" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> had earlier claimed that the odd-even numberplate formula brought down the pollution levels by 25%. Initially, some experts had said its effectiveness on the city's pollution level could not be determined so easily without considering other factors like weather. On the other hand, a section of citi zens was in favour of the scheme as it helped reduce traffic congestions to a great extent. 
On Saturday , many people opposed the idea of giving exemption to single women and suggested that senior citizens should be exempted instead.However, M M Sharma, an elderly resident of Lajpat Nagar, said that exemption should be given to those who need it."Considering the safety and security of women, their exemption seems fair," he added. 
 Ritika Sareen, a Delhi University student said that for better implementation of the <keyword id="6830867" type="UNKNOWN" weightage="80" keywordseo="odd-even-scheme">odd-even scheme</keyword>, public transport needs to be upgraded. 
 
Citizens were, however, unanimous in condemning the VIP culture and were against extending any favour to this class. Rajinder Gulati, a shop owner in Bhogal Market, said, "Everyone should be treated equally and even twowheelers shouldn't be exemp ted from the scheme." 
 
Amandeep Singh who rides a two-wheeler every day said people from low income group can't afford to buy a second motorcycle, so they deserve the exemption. 
 
However, some citizens who came to give their feedback the exemption on two-wheelers should be lifted as they contribute to 32% of the vehicular pollution. Ishan Kaushik, a Class XII student, said that instead of two-wheelers, people should use bicycles to cover small distances, which would help cut pollution levels. 
 
Praveen Kumar, MLA of the Jangpura constituency , said, "The objective of the odd-even scheme was to make sure that our kids don't develop lung problems." 
 He added that the scheme was the first step in making people aware of the severe <keyword id="55910" type="ORGANIZATION" weightage="80" keywordseo="Air-Pollution">air pollution</keyword> in the city.
