Mumbai, Mar 6 ()Maharashtra Deputy Chief MinisterAjit Pawar on Friday announcedone-time settlement scheme forfarmers whose debt is more than Rs 2 lakh in the state budgetfor 2020-21.Pawar, who also holds the finance portfolio, saidanamount of Rs 2 lakh will be deposited in bank accounts offarmers whose dues were more than Rs 2 lakh till September 30,2019.Presenting the first budget of the Shiv Sena-led MVAgovernment in the assembly, the finance minister saidfarmerswho tookcrop loan in 2018-19 and regularly pay their dueswill be given Rs 50,000 as incentive.Pawar said the budget proposals focus on tacklingchallenges of economic slowdownand creation of employment.He said the government has set a target of feedingone lakh people through its 'Shiv Bhojan' meal scheme.The finance minister made a provision of Rs 150 crorefor the subsidised food scheme for the poor.Incidentally, the Maha Vikas Aghadi (MVA) governmentcompleted 100 days in office on Friday.Pawar saidthere was a drop in central funds to thestate to the tune of Rs 8,453 crore.The state's debt till January 2020 stood at Rs4,33,901 crore, the finance minister said. MVA government's budget will cause regional imbalance: BJP

A chartered flight carrying <keyword id="6358821" type="General" weightage="80" keywordseo="shiv-sena" source="Orion">Shiv Sena</keyword> MLAs, who have rebelled against the party bringing a crisis to the MVA government in <keyword id="13126" type="General" weightage="100" keywordseo="maharashtra" source="Orion">Maharashtra</keyword>, arrived here early Wednesday. Sources said that the flight from Surat in Gujarat landed at Guwahati's Lokapriya Gopinath Bordoloi international airport at around 6.30 am. The exact number of rebel Shiv Sena MLAs travelling in the flight is not known immediately but the flight had 89 passengers, including onboard crew, sources said. Rebel Sena MLAs arrive in Assam as Maharashtra political crisis continues

The plea challenging the Governor's direction was mentioned before a vacation bench of Justices Surya Kant and J B Pardiwala who took note of submissions of senior advocate A M Singhvi that an urgent hearing was needed and is scheduled to hear the matter at 5 pm. The petition contended that Governor Bhagat Singh Koshyari vide communication dated June 28, 2022 (which was received today i.e., on June 29 at about 9:00 am) has decided to hold a floor test in complete defiance of the fact that this court is seized of the issue of the disqualification proceedings. "Such undue haste is manifestly arbitrary and therefore violative of Article 14," said the plea and sought directions seeking setting aside of the impugned communication sent by the Governor to the Chief Minister as well as to the secretary of the Assembly. "It is submitted that this Court is considering the validity of the disqualification proceedings and has kept the matter for hearing on July 11, 2022. The issue of disqualification is directly connected/interlinked with the issue of floor tests. "It is submitted that the impugned communications are entirely based on media reports with no concrete material whatsoever. None of the 39 MLAs, it appears, have individually or collectively written to the Hon'ble Governor about their decision to withdraw support from the MVA-led government," the plea said. Prabhu submitted in his plea that the impugned directions ought not to have been issued without the aid and advice of the council of the ministers led by the Chief Minister. "It is surprising that the leader of the opposition admittedly meets the Governor at 10:00 pm on June 28, 2022, and the impugned communications are also of the same date. This only shows the undue haste with which the Hon'ble Governor has acted without even asking the CM for his views in respect of the political scenario in the State. "The impugned directions, it seems, have been issued on the 'aid and advice of the leader of the opposition, which is clearly not contemplated under the constitution," the plea said. The petition stated that there is absolutely no ground or material to call for an urgent floor test on June 30, 2022, when this court is already seized of parallel proceedings and wherein constitutional issues are to be decided. "The Governor with little or scant respect to the sanctity and dignity of this court has proceeded to go ahead and order a floor test in a clear attempt to shield the MLAs from the punishment entailed on account of the constitutional sin of defection. "The floor test, no doubt, is a constitutional mandate to ascertain who has the majority as our democracy is founded on the rule of the majority. An equally concomitant consideration and constitutional imperative in the Tenth Schedule of the Constitution which prescribes and outlines who can be entitled to vote or be a part of the Assembly," the plea said. Prabhu contended that the respondents in the disqualification petitions have already lost their membership on the day they voluntarily gave up their membership from Shiv Sena. "The disqualification proceedings under the Tenth Schedule are only a formal adjudication of this fact or otherwise of disqualification. The order of the Speaker/Deputy Speaker is an ex post facto recognition of the event of disqualification which had occurred at an anterior point of time," it said. Koshyari has asked the Maharashtra Legislature Secretary to hold a floor test of the <keyword id="8400868" type="General" weightage="20" keywordseo="MVA-government" source="Orion">MVA government</keyword> at 11 am on Thursday. Maha crisis: Sena calls floor test illegal and malafide

Ahead of his possible resignation, Chief Minister <keyword id="53973" type="General" weightage="20" keywordseo="uddhav-thackeray" source="Orion">Uddhav Thackeray</keyword> started making 'final calls' after his emotional challenge to the rebels previous evening that he was ready to quit the post (CM) as well as <keyword id="110829" type="General" weightage="20" keywordseo="shiv-sena-chief" source="Orion">Shiv Sena chief</keyword>, here on Thursday. Simultaneously, alliance partner Nationalist Congress Party (<keyword id="42402" type="General" weightage="20" keywordseo="ncp" source="Orion">NCP</keyword>) state President and Minister Jayant Patil ruled out the possibility of the CM's demitting office and expressed optimism that the political crisis would be defused. Eknath Shinde's newly formed government to seek vote of confidence today

Shinde, who presided over a meeting of Shiv Sena MLAs, MLCs and MPs on Wednesday, was kept in the loop about the fast-paced developments in the NCP which culminated in Ajit Pawar taking oath as deputy CM along with eight other ministers on July 2 in a stunning turn of events, they said. A section of Shiv Sena lawmakers had raised certain concerns after the NCP faction led by Ajit Pawar joined the one-year-old Shinde-BJP government. The induction of the rebel NCP group in the cabinet has dented the prospects of ministerial aspirants from the BJP and the Shiv Sena, leaving some of them upset and Shinde is aware of their sentiments Sena MP Gajanan Kirtikar said earlier in the day. Amid the changed politician equation, Shiv Sena MLAs and MPs on Wednesday night attended a meeting at Shinde's official residence 'Varsha' in south Mumbai. "A lot of issues were discussed in the meeting like the ones pertaining to the monsoon session of Parliament as well as in the state legislature, strengthening the party's organisation," said a party MP. Another party MP said Shinde was asked whether he know about the sudden developments in the NCP to which he responded in the affirmative. The MP said the political developments took place at a rapid pace due to which Sena lawmakers could not be informed about them in advance. The chief minister stressed the Ajit Pawar-led NCP group joining the ruling alliance will only help the party lawmakers, the MP added. "He said there was nothing to worry as the BJP and the Shiv Sena have been in the government for a year now and the NCP (faction led by Ajit Pawar) joining the government will not affect its functioning in anyway," a Shiv Sena MLC said. Last year, more than three dozen Shiv Sena MLAs, led by Shinde, had revolted against party president Uddhav Thackeray over his decision to join hands with the the NCP and the Congress which crystallised in formation of the <keyword id="8357634" type="General" weightage="20" keywordseo="maha-vikas-aghadi" source="Orion">Maha Vikas Aghadi</keyword> (MVA) government in 2019. Earlier in the day, Sena MP Kirtikar told PTI, "The scope of ministerial aspirants from the BJP and the Shiv Sena minimised after the NCP (rebel faction) joined the government. This has upset some MLAs. The chief minister was aware of this." Mumbai, Mar 6 () The first budget of Maharashtra'sMVA government, presented in the assembly on Friday, has madea provision of Rs 7,000 crore for the ambitious MahatmaJyotirao Phule farm loan waiver scheme, the total outlay forwhich is Rs 22,000 crore.The outlay for the scheme, which aims to write offcrop loans up to Rs 2 lakh pending as on September 30, 2019,for the current fiscal was 15,000 crore. The budget for 2020-21 has provided Rs 7,000 crore for the scheme.Deputy Chief Minister Ajit Pawar, who also holds thefinance portfolio, presented the budget for 2020-21.So far, a sum of Rs 9,035 crore has been transferredto the accounts of farmers, Pawar told the Assembly.Announcing two additional schemes, he said farmershaving arrears of more than Rs 2 lakh, taken during the periodfrom April 1, 2015 to March 31, 2019, will be given a Rs 2lakh benefit with respect to loan outstanding as on September30, 2019 as a one-time settlement.Under this scheme, the state government will pay Rs 2lakh to eligible farmers after the outstanding amount above Rs2 lakh is paid by them.Farmers who will make regular payments till June 30,2020, will get a benefit of Rs 50,000 for the crop loan takenin 2018-19, and if the amount taken by the farmer is less thanRs 50,000, then he he will be given an incentive equal to theloan amount taken.Pawar said the Centre had approved only Rs 956.13crore to be paid as compensation to farmers who faced croploss due to monsoonal floods in July-August last year anduntimely rains during October-November.The finance minister said the state had demanded Rs14,496 crore for the purpose from the Centre and maintainedthe Maha Vikas Aghadi (MVA) government had provided assistanceto farmers from its own coffers.The budget has also made an outlay of Rs 3,254 crorefor agriculture, animal husbandry, dairy development andfisheries, while a special programme, called 'Chief MinisterWater Conservation Scheme', will be implemented at a cost ofRs 450 crore.Pawar told the House lack of repairs and maintenancewas affecting water storage, adding that creation of 8,000water conservation works will rejuvenate reservoirs, increaseground water levels and raise irrigation capacity.A subsidy scheme, of 80 per cent to small and marginalfarmers and 75 per cent to multiple land holders, for dripirrigation for crops will be extended to across the state fromthe few talukas it is currently in place.He said the government intended to bring sugarcaneunder drip irrigation system in the next three to four yearsby getting sugar mills to take part in the scheme, and givingrelief on interest to participating farmers.A total of five lakh agricultural solar pumps will beset up over the next five years at a total cost of Rs 10,000crore, for which a provision of Rs 670 crore has been proposedin the 2020-21 budget. It, however, said since Thackeray had resigned without facing the floor test, the governor was justified in inviting Shinde to form government at the behest of the BJP which was the largest political party in the House. In a unanimous verdict on a batch of pleas related to the political crisis that led to the fall of the Maha Vikas Aghadi (MVA) government led by Thackeray following a revolt by the <keyword id="193503" type="General" weightage="20" keywordseo="eknath-shinde" source="Orion">Eknath Shinde</keyword> faction, a five-judge Constitution bench headed by Chief Justice of India D Y Chandrachud held that House speaker's decision to appoint Bharat Gogawale of the Shinde faction as the whip of Shiv Sena was "illegal". "The governor was not justified in calling upon Thackeray to prove his majority on the floor of the House because he did not have reasons based on objective material before him to reach the conclusion that Thackeray had lost the confidence of the House," said the bench which also comprised Justices M R Shah, Krishna Murari, Hima Kohli and P S Narasimha. "However, the status quo ante can't be restored because Thackeray did not face the floor test and tendered his resignation. The governor was, therefore, justified in inviting Shinde to form the government at the behest of the BJP which was the largest political party in the house," it said. The top court also referred the 2016 Nabam Rebia verdict by a five-judge constitution bench, which relates to the power of speaker on disqualification of MLAs, to a larger bench of seven judges.

The move came hours after his emotional appeal to the rebel group of Shiv Sena MLAs, led by Minister Eknath Shinde, that he (Thackeray) was ready to quit both as as CM and as party President, provided the rebels met him and made the demand. Thackeray - who tested Covid-19 positive this morning - also said that he had kept his resignation letter ready and any of the rebels could go and hand it over to the Governor. On his part, Shinde responded by saying that steps would have to be taken for Hindutva and reiterated his demand to break off with the Nationalist Congress Party and Congress to form the government with the Bharatiya Janata Party. The crisis shows no sign of defusing despite effects by the MVA allies, the offer to quit by the CM, and even his decision to vacate his official residence.

The Indian <a href="http://www.businessinsider.in/searchresult.cms?query=power+sector&amp;sortorder=effectivedate">power sector</a> has been abuzz since the <a href="http://www.businessinsider.in/searchresult.cms?query=NDA+government+&amp;sortorder=effectivedate">NDA government </a>took over. 
 From announcing UDAY (Ujwal DISCOM Assurance Yojana) to boosting domestic <keyword id="500152" type="UNKNOWN" weightage="60" keywordseo="coal-supply">coal supply</keyword>, ramping up the country’s ailing transmission networks offering subsidized gas to plants, several initiatives have been introduced. 
 
EESL’s Managing Director Saurabh Kumar told Business Insider the current government’s efforts are ‘laudable’ in an exclusive interview on the sidelines of the Energy Infra Post launch. 
 “The <keyword id="6385673" type="UNKNOWN" weightage="80" keywordseo="power-sector">power sector</keyword> has transformed in the last 2 years, after the new government came in. Coal production has gone up, supply has improved, and attempts are being made to improve transmission lines. That’s laudable”, Kumar told reporters. 
 
Domestic <a href="http://www.businessinsider.in/searchresult.cms?query=coal+supply&amp;sortorder=effectivedate">coal supply</a> has improved and international coal prices have fallen over the last two years. Thermal power, which accounts for approx 70% of the country’s power generation, rose around 5% to 943 billion units in 2015-16. The country’s thermal power capacity has shot up more than 11% to 2,10,675 MW by March 2016. 
 
According to the government’s targets, the country’s transmission lines network will be expanded to a further 3,64,900 cKm by March 2017. The addition of 2,49,400 MVA transformation capacity during 2012-16, has been the highest ever in the country’s history. 
 
When asked about the country’s power challenges, Kumar said, “Wind power is under-utilized, renewable power should be more widely adopted and we’ll have to bring focus back to hydro-electric power. Coal and gas-based power plants must also be revived.” 
 
The current government has been conducting auctions to revive stranded gas-based plants.

The three parties also sought a direction to the governor to invite them to form government under the leadership of Sena chief <keyword id="53973" type="PERSON" weightage="20" keywordseo="Uddhav-Thackeray">Uddhav Thackeray</keyword> saying they have the support of more than 144 MLAs. The petitioners alleged that the governor has acted in a "partisan manner" and has allowed himself to be a "pawn in the BJP's illegal usurpation of power". The parties further prayed for an "immediate floor test within 24 hours so as to avoid further horse trading and illegal maneuvers to somehow cobble up a majority from the MVA (Maha Vikas Aghadi)". Their lawyer Sunil Fernandes said the petition has been filed with registry and a formal listing of the plea for hearing is awaited.
