Mohali, Dec 6 () Punjab Chief Minister Amarinder Singh on Friday said new micro, small and medium enterprise (MSME) unit in the state will not be asked for certain permissions for three years under the Punjab Right to Business Act 2019.
<p>"We have said for three years you do not need permissions. If you want to put up a plant tomorrow, put it up and get your clearances over three years. Nobody is going to ask you for anything," Amarinder said while addressing a gathering on the concluding day of the Progressive Punjab Investors Summit here.
</p><p>The state cabinet on December 2 had decided to bring in the Punjab Right to Business Act 2019 and Punjab Right to Business Rules 2019 to reduce the regulatory compliance burden by waiving the requirement of certain approvals and inspections for establishment and operations for MSMEs in the state while introducing the provision of self-declaration.
</p><p>Meanwhile, Punjab Bureau of Investment Promotion CEO Rajat Aggarwal said under the Punjab Right to Business Act 2019, an industrialist could set up a MSME unit first and could apply for permissions like registration under shops and establishment act, change of land use, building plan approvals and fire related no objection certificate after three years.
</p><p>Punjab is home to more than two lakh registered MSME, which form its industrial backbone. It covers sectors like auto components, agriculture implements, bicycle, bicycle parts, hosiery, hand tools etc.
</p>The Punjab government organised a two-day Progressive Punjab Investors Summit which concluded on Friday. The event saw participation from the micro, small and medium enterprises, apart from leading industrialists, new-age entrepreneurs, foreign missions and other dignitaries.  CHS  BAL

New MSME units need no clearances from govt for three years: Punjab CM

Mohali, Dec 6 () Punjab Chief Minister Amarinder Singh on Friday said the government will set up a dedicated MSME marketing cell and establish a Rs 100-crore start-up fund.<p> 
</p><p> The MSME marketing cell will work for forming trade linkages for Punjab's micro, small and medium enterprises (MSMEs), a government release said here.
</p><p> The release listed out various decisions taken by the chief minister after two days of deliberations during the Progressive Punjab Investors Summit (PPIS) 2019, that concluded on Friday. 
</p><p> The start-up fund will be set up by the state government in partnership with IKG Punjab Technical University for promotion of incubators, providing seed or scale-up funding to start-ups, it said.
</p><p> Of this, 25 per cent fund shall be used to promote scheduled caste and women entrepreneurs, it said, adding that venture capitalists or angel networks like Indian Angel Network and Bharat Fund may contribute to this corpus fund.
</p><p> Responding to industry's concerns about interference by regulatory bodies for environment and pollution clearance, Amarinder decided to give 'Auto Consent to the Green Category Industry on Intimation'. 
</p><p> With this, the state government will do away with inspection by any regulatory body and consent shall be given to the industry on the day of intimation, the release said.
</p><p> Further, the chief minister also decided to bring certain amendments to GST reimbursement policy to encourage non-paddy based agri-processing sector to wean farmers away from paddy, thereby saving water and preventing air pollution from stubble burning.
</p><p> Based on his discussions with a delegation from UAE , which was led by the country's Ambassador to India, the chief minister directed Invest Punjab to immediately establish a dedicated UAE desk at their office, the release said. 
</p><p> He also ordered a monthly round table to be conducted at the level of chief secretary with the partner countries which participated in the investor summit.
</p><p> Taking note of the key takeaways from each engagement, interaction as well as session during the summit, the chief minister directed to constitute a working group, chaired by the chief secretary, within seven days to ensure expeditious delivery on all points. 
</p><p> The working group will submit a report on the feasibility of implementing suggested policy measures within a month, it said.
</p><p> In response to some other concerns and demands raised by the industry to boost ease of doing business, the chief minister decided to give permission for sale of independent floors in apartment buildings, and for a minimum floor area ratio of 3 throughout the state.

</p><p> An interactive session with Chief Minister Amarinder Singh on Thursday will be the highlight of the investors' summit, with a focus on putting the state's MSME sector on the centre stage of the global value chain, the state government said in a release on Wednesday.
</p><p> The chief minister's session on 'Blueprint for accelerating growth' will have East India Hotels Executive Chairman P R S Oberoi, Kotak Mahindra Bank Executive Vice Chairman &amp; MD Uday Kotak, ITC Chairman Sanjiv Puri, Hinduja Group Europe Chairman Prakash Hinduja, Hero Enterprise Chairman Sunil Kant Munjal and Vardhman Textiles Vice Chairman &amp; Joint Managing Director Suchita Jain as participants, it said.

Leading industrialists to take part in Punjab investors' summit starting Thursday

Chandigarh, Dec 5 () Amazon India on Thursday said it has signed a pact with Punjab Small Industries &amp; Export Corporation (PSIEC) to conduct workshops to enable MSME exporters to reach out to millions of customers of the e-commerce giant under the Amazon Global Selling programme.
<p> The memorandum of understanding (MoU) with state-owned PSIEC will help micro, small and medium enterprises (MSMEs) of the state get benefits through e-commerce, Amazon India said in a statement.
</p><p> The agreement was signed in Mohali on the inaugural day of the two-day Progressive Punjab Investors Summit, which commenced on Thursday.
</p><p> The event is witnessing participation from MSMEs, apart from leading industrialists, new-age entrepreneurs, foreign missions and other dignitaries.
</p><p> As part of the MoU, Amazon will conduct trainings and on-boarding workshops at key MSME clusters in Ludhiana, Jalandhar, Amritsar, Patiala and Bathinda in order to help MSME exporters get onboard Amazon's 12 international marketplaces.
</p><p> By bolstering e-commerce support for the MSME exporters of Punjab, Amazon India will play a vital role in helping them be part of and benefit from India's booming digital economy.
</p><p> The partnership with various departments of the Punjab government intends to empower and generate livelihood opportunities and help exports find a wider buyer base and fetch the right price for the products, it said.
</p><p> Additional Chief Secretary (Industries) Vini Mahajan said, "Amazon's partnership with the Punjab government signifies the growing interest of large global enterprises in Punjab.
</p><p> "The MoU signed today (Thursday) will provide thousands of MSMEs from Punjab seamless access to customers in 180-plus countries across the world through Amazon's platform. The state government remains committed to make Punjab an attractive business and investment destination."
</p><p> Abhijit Kamra, director (global trade) at Amazon India, said, "Through the Amazon Global Selling programme, we have had the opportunity to assist 50,000 MSMEs across India to showcase over 150 million 'Made-in-India' products to customers in more than 180 countries.
</p><p> "With the signing of this MoU with the Punjab government, we will continue to play an active role in helping entrepreneurs from Punjab to launch their own businesses and reach out to millions of Amazon customers worldwide," he said.
</p><p> Amazon unveiled its Global Selling programme in India in May 2015 to provide transformative opportunities for Indian sellers to grow and scale through e-commerce exports, the statement said.
</p><p> As part of the Amazon Global Selling programme, Amazon provides the most comprehensive suite of services to sellers of all sizes and scale to enable them to sell across the globe in Amazon's international marketplaces.
</p><p> Clocking USD 1 billion in cumulative exports till now, Amazon Global Selling programme is expected to generate USD 5 billion in cumulative export sales by 2023 for Indian exporters enrolled in this programme.

Progressive Punjab Investors Summit: Amazon India signs pact with PSIEC to help drive exports

The asset base of non-banking financial companies has scaled past Rs 54 lakh crore as of March 2022, constituting almost a quarter of the balance sheet of the commercial banking sector, Union Minister <keyword id="15586957" type="General" weightage="80" keywordseo="bhagwat-krishanrao-karad" source="Orion">Bhagwat Krishanrao Karad</keyword> said on Tuesday. It can be noted that since the fall of the two major non-banking financial companies (NBFCs) -- IL&amp;FS and Dewan Housing <keyword id="25455" type="General" weightage="100" keywordseo="finance" source="Orion">Finance</keyword> Ltd (DHFL) -- the shadow banking industry was in a long crisis. <br /><br />This crisis was more to do with their ability to mop up lendable funds as banks shunned them on one side and the RBI kept on tightening the regulatory noose around them, finally bringing them on par with banks when it comes to bad loan recognition since November 2021. <br /><br />Addressing a CII-organised <keyword id="6355260" type="General" weightage="80" keywordseo="nbfc" source="Orion">NBFC</keyword> summit, the Union Minister of State for Finance said NBFCs have become the major growth driver of the economy by playing a vital role in providing credit to small and medium enterprises. <br /><br />They have helped the MSME sector scale up its operations and create more jobs. They have helped create higher credit growth than the commercial banking sector --NBFCs loans grew over 10 per cent last fiscal while for banks, it was just half of that. The main reason for their success is that they have customised products and become an innovation machine of the financial landscape, Karad said. <br /><br />He also credited digitisation and customer service for their success, which has seen their balance-sheet size more than double to 25 per cent of the balance sheet size of the banking sector as of March 2022 from just 12 per cent in fiscal 2010. <br /><br />NBFCs are investing in digital technology like artificial intelligence and big data. It will also bridge the financial gap in the coming years due to its low cost of operations, the minister said, adding NBFCs have become a strong alternative to the banking sector. <br /><br />CII's NBFC forum chairman <keyword id="806982" type="General" weightage="80" keywordseo="abhimanyu-munjal" source="Orion">Abhimanyu Munjal</keyword>, who also heads <keyword id="1391131" type="General" weightage="80" keywordseo="hero-fincorp" source="Orion">Hero Fincorp</keyword>, said NBFCs disbursed almost 60 per cent of their loans digitally in FY22 and have also achieved real-time customer onboarding. <br /><br />He said around 11.3 million MSMEs have taken collateral-free loans worth Rs 2.32 lakh crore from NBFCs till June 2022. </p><p> The EPC highlighted various problems like credit availability and fund cost faced by MSMEs and exhorted the state and central governments and the RBI to address these issues on a priority basis.
</p><p>  "Despite the significant contributions of the MSME sector, this sector is still facing several challenges such as availability of adequate and timely credit, high cost of credit, collateral requirements, access to equity capital and revival of sick units," EPC Chairman D S Rawat said here.
</p><p> "In view of these problems, the governments need to bring a separate policy for the micro and small industry and UP government should link its ambitious one-district one-product scheme with it," Rawat stressed.
</p><p> To help the sector, the EPC also announced a four-day summit and trade fair on Agro-rural entrepreneurship, unleashing opportunities for youth, women and artisans on February 13-16 in Lucknow followed by SC-ST Entrepreneurship and Women Empowerment in Purvanchal in May next year.
</p><p> The trade fair will be inaugurated by Prime Minister Narendra Modi and Home Minister Amit Shah and Defense Minister Rajnath Singh will also attend, Rawat pointed out.
</p><p> During the press conference, Rawat and Chairman of the UP Chapter of the EPC Harinarayan Rajbhar jointly released the study on MSME Sector - Uttar Pradesh.
</p><p> The state has acquired number one position both in numbers and employment.
</p><p> Uttar Pradesh has registered a 100 per cent growth in micro, small and medium enterprises between 2015-16 and 2017-18 from 44.03 lakh to 88.89 lakh, according to the study, according to the study undertaken by the MSME Export Promotion Council (MSME EPC).
</p> The state has been on an average adding 15 lakh new MSME units every year since 2015-16 and providing jobs to more than 165 lakh people,  27.27 lakh to female and 137.92 lakh to male, the study says.  SAB  SHW MR

Export promotion body demands separate policy for MSMEs

New Delhi, Feb 12 () Finance Minister Nirmala Sitharaman on Wednesday said inadequate realisation of GST compensation cess is delaying the payment to states and that the Centre was not according any differential treatment to states.<p>The minister also said the government is committed to paying to states as per the provisions of the GST (Compensation to States) Act, 2017.</p><p>At the time of the introduction of GST, it was agreed that the Centre would compensate states for shortfall in GST collections as per a defined formula.</p><p>"Now, there has been a delay in giving the 14 per cent compensation and we are running late in giving it timely," she said.</p><p>The delays are because the compensation cess was not adequate to pay up the 14 per cent which was committed, she said, adding, devolution of taxes to states is committed as per the law.</p><p> "There cannot be any tweaking here. Formula is given by the finance commission and the formula is given by the GST Act...That has nothing to do with me saying, I don't like XYZ state, so, I won't give...But if the revenue collection itself has gone down, of course the portion which goes to states will be lesser," she said at Times Now Summit here.</p><p> When asked whether the government acknowledges that there is a slowdown in the economy, Sitharaman said the government is not in a denial mode and working on to address concerns of various sectors depending on need.</p><p>Referring to opposition parties' barbs that the government had so many budgets even after unveiling Union Budget in July 2019, she said: "From July to February, there are people who tell me you presented a Budget every weekend, which means I've been acting on it".</p><p>However, the minister also quipped she does not use certain jargons and terminology, which people wanted her to use.</p><p>She further said there is a criticism that the government is in denial mode as it was "not saying" whether the economy is in a cyclical or structural slowdown, or stagflation.</p><p> "Each one would want me to say the way in which he would want me to say and if I don't, then they say the government is in denial," the minister asserted.</p><p> Emphasising that there are signs of recovery in some sectors, she said, Goods and Services Tax (GST) collection has consistently been rising since the last three months.</p><p> Since November, she said, GST collection has seen a growth and the collection has been over Rs 1 lakh crore each in the past three months. This indicates revenue collection has improved.</p><p> It means that commercial and economic activity is back on its feet, she said, adding, the capital expenditure between April-November has been increased by 22 per cent.</p><p> In order to raise consumption, she said, the government has increased allocation to PM-KISAN, MNREGA and Direct Benefit Transfer under various heads.</p><p> Expressing happiness over the RBI's decision to ease Cash Reserve Ratio, Sitharaman said, this will help increase banks lending towards housing, auto and MSME sectors.</p><p> She said the concerns regarding slump in consumption were being taken care of and the government was taking steps to promote exports.</p><p> "So the four engines you talk about constantly -- public investment, private investment, private consumption, and exports -- are all being given a push. Otherwise, why would you have green shoots? So the government is acting, revenue is improving," she said.</p><p> When asked what the government was doing to bring back to the country 72 Indians facing charges of financial irregularities, she said, the government has not stopped pursuing the cases.</p><p> "These people were happily living in India...and once they knew that the government was after them, they fled the country.</p><p> "...We're not going to stop at anything else but get them back to the country to face the law of the land. So, they may choose to run away from this country, but they can't run away from the Indian legal system," she added.</p><p> Asked if Delhi Assembly election result was a setback for BJP, Sitharaman said, "We have not lost Delhi. Delhi was with Aam Aadmi Party...we give out best in every election".</p> While AAP only retained power in Delhi, the vote share of BJP has gone up in Delhi, she emphasised.  DP NKD CS  DP ANUANU

Payment to states delayed due to low realisation of GST compensation cess: FM

The country has been in the news for several reasons – an Internet summit, the glittering World Cup football and finally, the sixth <keyword id="175259" type="ORGANIZATION" weightage="100" keywordseo="Brics">BRICS</keyword> summit.<br />

In April, Brazil successfully hosted the Global Multistakeholder Meeting on the Future of Internet Governance (NETmundial) to discuss the Internet governance principles and the roadmap for the future evolution of the Internet governance ecosystem, despite the WikiLeaks issue. Interestingly, three BRICS countries, Brazil, India and South Africa, attended the NETmundial underlining the importance of the Internet and e-commerce.<br />

BRICS nations (Brazil, Russia, India, China and South Africa) are the emerging and growing economies of the world, with China and India leading the race. The five countries are home to nearly half of the world’s population and account for about 20% of global GDP. Studies indicate that BRICS could be wealthier in future than the developed nations of today and may emerge the leaders of the New World Order.<br />

BRICS is working to counteract the Western hegemony and ensure that the BRICS countries have a greater say in global issues, especially in the United Nations and the International Monetary Fund.<br />
<br /> India is the second largest economy after China and <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword>, the newly elected Prime Minister of India who is attending his first BRICS summit, has emphasised on peace, prosperity and economic growth.<br />

“India attaches high importance to the BRICS forum for promoting global economic growth, peace and stability,’’ said Modi. “The Summit theme of Inclusive Growth, Sustainable Development will enable us to shape the post-2015 Development Agenda being discussed in the United Nations,’’ he added.<br />

The Prime Minister has clearly stated that BRICS is also a political forum. “We cannot remain mute spectators,” he added. Modi has called for “zero tolerance” towards terrorism and stated, “I firmly believe that terrorism, in any shape or form, is against humanity. There should be zero tolerance towards terrorism. The choices we make now will shape the future of not just our countries but the world at large.”<br />
<br />
Modi has continued to underline India’s economic growth and commitment to the environment, and said that his government would invest heavily in infrastructure, affordable housing, healthcare, education and clean energy. “We will champion clean and frugal resource use to maintain sustainability of our development process, without constraining our growth,” he added.<br />
<br /> He has also called for greater co-operation in the fields of Internet usage and security. On the economic front, he has advocated an open, rule-based international trading regime for global economic growth and food security. India is keen that the BRICS Financial Institutional Bodies and Currency Reserve Fund are set up to counter the <keyword id="6355408" type="ORGANIZATION" weightage="100" keywordseo="IMF">IMF</keyword> and the US dollar currency. According to BRICS nations, as the IMF is controlled by Western countries, most of its funds go to the West.<br />
<br /> As of now, the real success of the summit is the approval of the <keyword id="989905" type="COMPANY" weightage="100" keywordseo="BRICS-Development-Bank">BRICS Development Bank</keyword>, with an initial capital of $100 billion for infrastructure investments.<br />
<br />
Narendra Modi’s first multilateral diplomacy seems to have been fruitful. It has been agreed that although the proposed BRICS Development Bank will have its headquarters in Shanghai (China), the first rotational presidency for five years will go to India.<br />
<br />
Russia, after being expelled from G8 over the Ukraine issue, was looking for and received support against the US threat of new economic sanctions. It will be surely pleased that there will be a counter to the IMF.<br />
<br />
The Trade Ministers’ meeting at the summit also decided to strengthen their economic relations. The document titled <em>A BRICS Perspective on International Investment Agreements</em> would serve as a voluntary reference to help countries with a more equitable approach to investment treaties. Intra-BRICS co-operation in e-commerce and in the MSME (Micro, Small and Medium Enterprises) are to be promoted through promotion of business contacts and information-sharing on regulations.<br />
<br />
The Indian Prime Minister’s bilateral meeting with the Chinese President, Xi Jinping, was keenly awaited and has been successful. The two leaders have agreed to amicable and negotiated solutions at an early date to deal with the recurrent border disputes between the countries.<br />
<br />
Modi has called for a rectification of India’s $34 billion trade deficit with China, which is the largest with any country. He has asked for increased infrastructure investments in India by China.<br />
<br />
Xi has said that China and India should join hands in setting up global rules and invited Modi to attend the 21-nation APEC group summit in the later part of this year. Xi has confirmed that he will be visiting India in September. Both countries will work on improving interactions in all other sectors including tourism.<br />
<br />
India has been keen to join APEC to boost its economic growth and this is the first time the country has been invited to attend the meet.<br />
<br />
The BRICS summit has underlined India’s growing international power and Narendra Modi has established his leadership credentials.<br />
