New Delhi, Mar 12 () A Parliamentary panel has pitched for up to three-fold hike in fund allocation for the MPLAD scheme from the current Rs 5 crore in view of inflation and higher such allocations for MLAs. The committee has asked the Ministry of Statistics and Programme Implementation (MOSPI) to "make realistic assessment of funds required and strive to utilise those in view of sizable gap between budget estimates of expenditure and revised estimates". The panel made a case for doubling or trebling the allocations under the MPLAD scheme from existing level of Rs 5 crore per MP every year. The allocation under MPLADS have not been revised for a long time and is therefore long overdue, it stated. "The ministry must make a realistic assessment of funds required and strive to utilize them as per approved sanctions and needs. The trend of non-utilisation should be an exception instead of being a regular feature as observed," stated the Parliamentary Standing Committee on Finance in its report on MOSPI tabled in Parliament on Thursday. It noted that the budget estimates (BE), revised estimates (RE) and Actuals of 2018-19 was at Rs 4,859 crore, Rs 4,928 crore and Rs 4,897 crore while that of 2019-20 stood at Rs 5,231 crore, Rs 5,231 crore and Rs 3,469 crore respectively. It said that the substantial difference between the Actuals of 2019 (Rs 3,464 crore) and BE of 2020-21 (Rs 5,444 crore) stands at a staggering Rs 1,979.82 crore, which suggest that MOSPI is unable to absorb the allocated funds. It also observed that an alarming shortage of manpower exists across different offices/wings of the ministry. The panel suggested that the ministry should make necessary changes in relevant recruitment rules etc. in order to employ desired personnel for the field operations of the ministry. It also said that the requisite training structure many be established to train them in data collection and compilation so that efficiency and reliability of work is ensured. The panel urged the MOSPI to review that allocation made under MPLADS and suitably revise it, factoring in the rising inflation as also the higher allocations made for MLAs (member of legislative assemblies) It stated that MPLADS allocation have shrunk dramatically in real terms and are quire inadequate to meet the expectations that the public has of a national Member of Parliament. It also said, "In most states, MLA funds now exceed Rs 4 crore. With 5-7 MLAs per Lok Sabha constituency, the MPLADS appears quite puny in comparison making it even more difficult for MPs to meet public demands." The panel recommended that the MPLADS (allocation) should at least be doubled or tripled and then rise in line with inflation. KKS MR

New Delhi, Mar 11 () A cumulative amount of Rs 5,275.24 crore remained unspent under Members of Parliament Local Area Development (MPLAD) scheme as on March 4, 2020, Parliament was informed on Wednesday.The government released Rs 53,704.75 crore under MPLAD scheme out of which Rs 51,267.75 crore was spent as on March 4, 2020, Union Minister Rao Inderjit Singh said in a written reply to the Lok Sabha.As per the data given by the Ministry of Statistics &amp; Programme Implementation, Rs 5,275.24 was the "unspent fund" as on March 4.The unspent amount under the scheme was Rs 4,103.97 crore on March 31, 2019; Rs 4,877.71 crore on March 31, 2018 and Rs 5,029.31 crore on March 31, 2017. Under MPLAD scheme, each Member of Parliament has the choice to suggest to the District Collector for development works to the tune of Rs 5 crore per annum to be taken up in his/her constituency. Rajya Sabha MPs can recommend works in one or more districts in the State from where he/she has been elected. The nominated members of the Lok Sabha and Rajya Sabha may select any one or more districts from any one State for implementation of their choice of work under the scheme. "Given the nature and dynamics of the scheme, unspent balances are bound to exist at any given point of time, as the funds released under the scheme are non-lapsable and the funds received by a district in a particular year can be utilized in the subsequent financial year(s) also. "Moreover, unspent balance is not an unused fund but also includes the funds in pipeline for implementation of ongoing works," the Minister of State for Statistics &amp; Programme Implementation said. New Delhi, Mar 25 () Union Food Minister Ram Vilas Paswan on Wednesday donated Rs 1 crore from his MPLAD funds for treatment of coronavirus infected people in Bihar.Paswan, in his tweet, said the fund has been allocated from the Members of Parliament Local Area Development Scheme (MPLADS) for providing treatment and buying required medical equipment.Paswan is a Rajya Sabha member. MPs are given Rs 5 crore funds per annum under MPLADS for undertaking work in their constituencies.According to Health Ministry data, the number of coronavirus cases has risen to 562, including three in Bihar. <ul><li>The Indian Members of Parliament Local Area Development Scheme (<keyword id="396523" type="ORGANIZATION" weightage="20" keywordseo="MPLADS">MPLADS</keyword>) is being questioned over massive reserves of funds going unutilised.</li><li>This funds are ideally meant to serve local social works or public projects to address the infrastructural disparities of development. </li><li>The <keyword id="6390205" type="COMPANY" weightage="20" keywordseo="central-information-commission">Central Information Commission</keyword> (<keyword id="6378909" type="ORGANIZATION" weightage="20" keywordseo="cic">CIC</keyword>) has recommended maintaining proper records to enable <keyword id="6434802" type="UNKNOWN" weightage="20" keywordseo="transparency">transparency</keyword> and accountability in the scheme.</li></ul>A scheme that was originally envisioned in 1993 has hit a snag with the Indian Central Information Commission (CIC) pointing that <a href="https://economictimes.indiatimes.com/news/politics-and-nation/cic-seeks-details-transparency-in-mplads/articleshow/65836153.cms">funds have remained unutilised</a>. In fact, resources to the tune of ₹12 billion of the Members of Parliament Local Area Development Scheme (MPLADS) are lying unspent. According to the <a href="https://www.mplads.gov.in/mplads/uploadedfiles/AnnualReport2015-16E_38.pdf">Annual Report</a> published by the Ministry of Statistics and Programme (<keyword id="396179" type="ORGANIZATION" weightage="20" keywordseo="MOSPI">MoSPI</keyword>) Implementation, 91.11% cumulative utilisation of funds occurred as of 31 March, 2016. But M Sridhar Acharyulu, the Information Commissioner, presented two 56-page orders that strongly differed from that report. The orders from the CIC noted that MoSPI had not been maintaining proper records of asset creation and is heavily dependent on the district authorities for utilisation certificates in order to release more funds. Instead, the CIC has recommended that MoSPI should publish fund information by MP, constituency and work, along with the names of the beneficiaries to enable transparency in the system. It would also bring to light the reasons for delay with respect to projects and works being implemented under the scheme. This comes as a response to complaints made by certain constituents who were unable to enquire about works undertaken by former MP members in their district. Not the first time This isn’t the first instance of the scheme coming under scrutiny. In 1999, the Standing Committee on <keyword id="25455" type="DOMAIN" weightage="20" keywordseo="finance">Finance</keyword> pointed to lapses in implementation. And then in 2002, the National Commission to Review the Working of the Constitution put forward the idea that MPLADS should be discontinued entirely because it was a cause of disparity of power distribution between the centre and the state. While the constitutionality of the MPLAD scheme is no longer in question after the ruling of May 2010 by the Supreme Court, problems relating to the underlying efficacy of the scheme still remain. The whole point of the scheme is to address the inequality in infrastructural development from state to state. But the scheme’s fund utilisation and project completion show high variations geographically. Importance of transparency The scheme, in its intention, is not at fault. It actually performs an integral function of connecting MPs to their constituents. But, that can only hold true if the scheme is transparent. As of now, there are <a href="https://www.orfonline.org/research/mplad-scheme-need-to-work-on-loopholes/">reports</a> that MPs don’t even pass on recommendations to the District Authorities following which the District Authorities fail to send back accurate reports and fail at regular monitoring of assets to the government. Transparency isn’t only important for the sake of ensuring that projects are executed but it’s also to ensure that funds aren’t spent on projects that are prohibited under the scheme. And, a better understanding of how funds are flowing can allow the system to recognise weakness and clogs in the process of sanctions. Recommendations can be made accordingly to address the problem of efficacy. If, at the day of the day, funds are lying unspent,then maybe they would serve a greater purpose if they are put to use elsewhere.

India's controversial district development scheme, MPLADS, comes under the CIC scanner

Various district authorities have spent Rs. 10,883.10 crore under <keyword id="6420850" type="ORGANIZATION" weightage="100" keywordseo="MPLAD">MPLAD</keyword> scheme on works recommended by the member of bothe the houses from time to time, from April 2012 till June 30 this year, Parliament was informed today. "In the current 12th Plan till now (April 1, 2012 to June 30, 2015), district authorities spent Rs 3,122.20 crore on works recommended by <keyword id="48510" type="ORGANIZATION" weightage="100" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> members and Rs 7,740.90 crore on works recommended by <keyword id="6355187" type="ORGANIZATION" weightage="100" keywordseo="Lok-Sabha">Lok Sabha</keyword> members under the MPLAD scheme," <keyword id="1587224" type="UNKNOWN" weightage="100" keywordseo="Statistics-Minister">Statistics Minister</keyword> V K Singh said in a written reply to the Lok Sabha. 

	The minister informed the House that the district authorities had spent Rs 2,294.18 crore on the recommendations of Rajya Sabha members and Rs 5,304.32 crore on the proposal of Lok Sabha member during the 11th Five Year Plan (2007-12). 
 "Every <keyword id="5509" type="POSITION" weightage="100" keywordseo="Member-of-Parliament">Member of Parliament</keyword> is entitled to recommend works amounting to rupees five crore per financial year. The funds under the MPLADS are non-lapsable both at the end of the <keyword id="6362177" type="ORGANIZATION" weightage="100" keywordseo="union-government">Union Government</keyword> and at the end of the <keyword id="2986069" type="UNKNOWN" weightage="100" keywordseo="District-Authority">District Authority</keyword>, i.e. the unspent balances of a particular year are utilised in the subsequent year(s)," he said. 

	On the steps taken to maximise use of MPLADS funds expeditiously and within a stipulated time frame, Singh said, "In view of the nature and dynamics of the scheme, the unutilized balances, which also include interest accrued, are bound to exist at any given point of time and utilisation of MPLADS funds in the same financial year is not feasible." 
 

	In 1993-94, when the MPLAD scheme was launched, an amount of Rs 5 lakh per MP was allotted. This rose to Rs 1 crore per MP per annum from 1994-95 and Rs 2 crore per MP per annum from 1998-99. In 2011-12, the amount was increased to Rs 5 crore per annum. 
 Under the MPLAD scheme, each MP has the choice to suggest to the <keyword id="6359011" type="POSITION" weightage="100" keywordseo="District-Collector">District Collector</keyword> for works to the tune of Rs 5 crore per annum to be taken up in his or her constituency. 

	Rajya Sabha MPs can recommend works in one or more districts in the state from where they have been elected. 
 

	The nominated MPs of both the Houses may select one or more districts from any state in the country for the implementation of their choice of work under MPLAD.

New Delhi, Apr 3 () Finance Minister Nirmala Sitharaman on Friday donated Rs 1 lakh from her salary to PM-CARES Fund that has been set up to raise money for combatting Covid-19 pandemic. In an instruction given to her bank branch, she said, "I wish to donate a sum of Rs 1 lakh to FM CARES. So, please debit Rs 1 lakh from my account and credit the same to the PM CARES (Prime Minister's Citizen Assistance and Relief in Emergency Situations) Fund." "Smt @nsitharaman donates Rs 1 lakh from her salary to the PM-CARES fund in view of the Covid-19 pandemic," a tweet said. Earlier, responding to the appeal of BJP president J P Nadda, Sitharaman and Minister of State for Finance Anurag Singh Thakur committed Rs 1 crore each from their MPLADS last week. The Bhartiya Janata Party (BJP) had also announced that all its members of Parliament (MPs) will contribute one month's salary to the Centre's relief fund. New Delhi, Apr 16 () Prime Minister Narendra Modi on Thursday reviewed the impact of COVID-19 on the Indian economy and a possible second stimulus to boost sectors hit hard by the pandemic.Modi held discussions with Finance Minister Nirmala Sitharaman as the pandemic hit sectors from small industries to the aviation sector hard with millions of jobs at stake.The meeting comes amid drastic reduction in GDP growth forecast by various multi-lateral funding agencies for the current fiscal due to the impact of COVID-19 and consequent lockdown.State of the economy was discussed in details during the meeting, sources said, adding resource mobilisation for taking on the future challenges was also highlighted.As per the World Bank's latest assessment, India is expected to grow 1.5 per cent to 2.8 per cent. Similarly, the IMF on Tuesday projected a GDP growth of 1.9 per cent for India in 2020, as the global economy hits the worst recession since the Great Depression in 1930s.The pandemic and consequent lockdown have hit various sectors, including MSME, hospitality, civil aviation, agriculture and allied sector.The government constituted an empowered group - headed by Economic Affairs Secretary Atanu Chakraborty - which is entrusted with the task of suggesting measures that can bring back economy back on track quickly post the lockdown.Besides, it was also asked to work on relief and welfare measures for various sectors of the economy as well as for the poor and needy.In his address to the nation, the Prime Minister had expressed concern over problems being faced by poor and daily wagers and farmers."The government has made every possible effort to help them through Pradhan Mantri Gareeb Kalyan Yojana. Their interests have also been taken care of while making the new guidelines," he had said.To ease the pain and misery, the Finance Minister last month announced a Rs 1.7 lakh crore stimulus that included free foodgrains and cooking gas to poor for three months, and cash doles to women and poor senior citizens as it looked to ease the economic impact of the nationwide lockdown.As per the announcement, 80 crore poor ration card holders will each get 5 kg of wheat or rice and one kg of preferred pulses free of cost every month for the next three months, while, 20.4 crore women having Jan Dhan bank accounts would get cash help of Rs 1,500 spread over three months.Over 8.3 crore poor women, who were handed out free cooking gas connections since 2016, will get free LPG refills for the next three months, while poor senior citizens, widows and disabled will get an ex-gratia cash of Rs 1,000.Sitharaman had hinted at more announcements if need arises.In a bid to save resources, the government has already put restrictions on expenditure and funds are being diverted towards the fight against COVID-19.Besides, the Union Cabinet approved a 30 per cent reduction in salary and allowances of Members of Parliament for one year.President, Vice President and Governors voluntarily decided to take a pay cut as a gesture towards concerted effort to contain the spread of the deadly virus.At the same time, the government has decided to suspend MPLADS and funds would be directed towards improving medical infrastructure.An MP gets Rs 5 crore every year as part of the Members of Parliament Local Area Development Scheme (MPLADS). Pradhan donates one month's salary to PM relief fund

New Delhi, Apr 6 () The Finance Ministry is working on a second relief package for the Indian economy hit hard by the coronavirus outbreak and the 21-day nationwide lockdown imposed to curb the contagion, sources said. Last month, the government announced a Rs 1.70 lakh crore relief package in the form of foodgrains and cash transfers for the poor and vulnerable section of the society to help them deal with the hardships caused by the lockdown. Now, the government is working on a stimulus to be given to hard-hit sectors of the economy after the lockdown is lifted, sources said, adding, an announcement is expected in the next few days depending on the severity of the pandemic. Besides, further relief measures are being worked upon to mitigate the hardships faced by citizens, especially the poor and vulnerable section of the society, sources added. The finance ministry along with the empowered group constituted by the Prime Minister's office (PMO) is working tirelessly on this aspect, sources said. Last week, the PMO constituted a seven-member empowered group headed by Economic Affairs Secretary Atanu Chakraborty, who is monitoring the situation on a daily basis. The empowered group is not only looking at the pain points of the economy but also the distress and misery being faced by a large section of the society who have been rendered jobless due to the outbreak. Besides Chakraborty, the other members of the panel are Expenditure Secretary T V Somnathan, Labour Secretary Hiralal Samariya, Rural Development Secretary Rajesh Bhushan, Department of Financial Services Additional Secretary Pankaj Jain, Joint Secretary in Prime Minister's Office Arvind Shrivastava and Deputy Secretary in the Cabinet Secretariat Amrapali Kata. The panel is also looking at the rural distress. Since top officials of three departments of the finance ministry are part of the group, it can be construed as the Finance Ministry itself. According to sources, the group is looking at the stress in various sectors including MSME, hospitality, civil aviation, agriculture and allied sector and based on the inputs working on the stimulus package. The comprehensive package once prepared will be vetted by the Union Cabinet headed by Prime Minister Narendra Modi and announcement would be made by Finance Minister Nirmala Sitharaman, source added. The announcement is expected to be made towards the end of lockdown so that the industry can be put on track and the economy can be reinvigorated as soon as possible. New Delhi, Apr 15 () India should release an economic package of not less than 5 per cent of its GDP as the growth rate may drop to 2.1 per cent in 2020-21 due to the impact of coronavirus infection, an expert said on Wednesday. Narendra Jadhav, a Rajya Sabha MP and former RBI chief economist, said the principle objective of the government should be to save lives now and save livelihoods in the immediate future. "Due to Covid-19, India's GDP growth rate will take a hit and may come down to 2.1 per cent from 4.5 per cent...India should release an economic package which should not be less than 5 per cent of its GDP soon," he said during an online address to the Masters' Union School of Business. Jadhav also highlighted a host of policy measures that the government should take in these times including relaxing the Fiscal Responsibility and Budget Management Act (FRBM ACT), letting the fiscal deficit rise for 1 year, relaxing the limits on the debt that can be raised by the states and taking away MPLAD funds for 2 years. He pointed out that due to the Spanish Flu outbreak in 1918, the global GDP came down by about 6 per cent. "But with the crisis at hand, the GDP of the world will come down by 2.2 per cent which looks small but is incredible in terms of the size and travesty it can cause," Jadhav noted. India growth may fall to 2.1pc in FY21 due to coronavirus impact, says expert

Union Minister Rajnath Singh on Tuesday chaired a group of ministers meeting to decide the plan of action by the Centre on COVID-19. The meeting took place at Singh's residence. However, there was no decision taken on whether to end the lockdown on April 14 or extend it, in the meeting, say sources who attended the GOM. The biggest question in front of the government is weighing in two options -- loss of livelihood versus loss of life. However, any decision in this regard will come after PM Modi's meeting wth floor leaders and Chief Ministers where a common ext plan is to be discussed. Discussion on availability and smooth passage of essential supplies and particularly to Corona hotspots were discussed in the meeting as well, say informed sources. The meeting was attended by Home Minister <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit shah</keyword>, I&amp;B Minister <keyword id="119642" type="PERSON" weightage="20" keywordseo="Prakash-Javadekar">prakash Javadekar</keyword>, Commerce Minister <keyword id="6355222" type="PERSON" weightage="20" keywordseo="piyush-goyal">Piyush Goyal</keyword>, Finance Minister Nirmala Sitharaman, Consumer affairs minister <keyword id="973" type="PERSON" weightage="20" keywordseo="Ram-Vilas-Paswan">Ram Vilas Paswan</keyword> among others. The GOM welcomed the decision to reduce salaries of the member of parliaments for a year and suspension of MPLADS for a couple of years, in view of the outbreak. Rajnath Singh tweeted saying, "The ministers also shared their insights on how we can overcome the situation and help the people to stay motivated, determined &amp; vigilant in the battle against COVID-19." So far 114 people have died due to the <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> in India, according to the website of the Union Health Ministry. A total of 325 people have recovered since the first case was reported in the country on January 30.
