NEET-JEE 2020: Mamata Banerjee, Sonia Gandhi and other opposition leaders may approach the Supreme Court to challenge Centre’s decision

With Tamil Nadu recording the second highest number of suicides in the country after Maharashtra, a look at the reasons for the extreme step reveals that family and domestic issues are the single largest reason for people to commit suicide in the state. Tamil Nadu topped the list of mass suicides in the country with 33 families taking their lives. The main reasons for mass suicide vary from domestic problems, illness, poverty and alcohol addiction of the family head. Most of the people who committed suicide did it due to family problems, followed by illness. Drug abuse and alcohol addiction, marriage related issues, failure in love, bankruptcy or indebtedness, unemployment, failure in examination, career problems and poverty were the other main reasons for a person to commit suicide in Tamil Nadu. Sradha, an NGO which is into counselling people contemplating suicide, in a study in Tamil Nadu said that the number of people taking their lives due to drug abuse and/or alcohol addiction is on the increase in the state. Around 4,300 people killed themselves due to this in 2021 alone. Sudhir Krishnan, Coordinator, Sradha told IANS: "Our study on the reasons for suicide revealed that after domestic issues and illness, drug or alcohol addiction takes the maximum number of lives in Tamil Nadu." "This has to be properly taken care of as there are possibilities of bringing these people back to leading a normal life. We have done the study so that we can intervene in this matter and with the state government support, many lives can be saved." Except for hard core alcohol or drug addicts, the rest, according to Sudhir, can be brought back to the mainstream. He added that while domestic issues can also be cleared in most cases, a person who is taking his life due to illness will be a difficult person to stop. With the commencement of counselling for NEET students, the number of students who have taken their lives due to failure in NEET has come down. While 12 such cases were reported in 2021, in 2022 the number has come down to 1. A counsellor with Sneha, a 24X7 helpline, told IANS, "There is progress in child behaviour as far as NEET is concerned and compared to 2021 this year it has come down tremendously. The department has contacted almost all the students who have taken NEET and proper counselling has helped the students and the results are there for all to see." After being pushed by the Supreme Court, the <keyword id="6356303" type="General" weightage="20" keywordseo="Centre" source="Orion">Centre</keyword> on Wednesday told the top court that NEET-Super Speciality exam scheduled in November this year will be held as per the old question pattern. Additional Solicitor General Aishwarya Bhati, representing the Centre, submitted before a bench headed by Justice D.Y. Chandrachud that in the larger interest of students, the government has decided that the revised <keyword id="12191324" type="General" weightage="20" keywordseo="NEET-SS-exam" source="Orion">NEET-SS exam</keyword> syllabus will be introduced from 2022 -- the new question pattern will be applicable from next year. The bench replied that the "government has been very fair". Bhati said the exam scheduled this year will be held as per the old pattern. Advocate <keyword id="6368850" type="General" weightage="20" keywordseo="prashant-bhushan" source="Orion">Prashant Bhushan</keyword>, representing a petitioner, submitted that this should not in any way imply that the court is accepting the revised pattern exam for the next year. The bench recorded that the Centre states that decision has been taken in consultation with the National Medical Commission (NMC) and National Board of Examinations (NBE) and taking note of students' interest who would have commenced preparation for NEET-SS, before the change of pattern was notified. The bench said the Centre has stated that the modified pattern will be in effect from academic year 2022-23. "Since the grievance addressed under Article 32, and in these circumstances petitions under Article 32 are disposed of", said the bench. On Tuesday, the Supreme Court pulling up the Centre on the changes in the National Eligibility-cum-Entrance Test-Super Specialty (NEET-SS) 2021 pattern, said the impression and message which will go out is that the medical education and medical regulation in the country has become a business and it appears the entire haste is for filling the vacant seats. On the aspect of syllabus change, the bench told the NBE counsel, "What was the hurry. You have an examination pattern which had been going on from 2018 to 2020." The top court said: "The impression we get is that the medical education has become a business and medical regulation has also become a business". The bench also comprising Justices Vikram Nath and B.V. Nagarathna said this would become a tragedy for the medical education in the country. The Supreme Court Thursday refused to entertain pleas of various political parties challenging the Centre's decision not to grant 50 per cent reservation to OBCs as per Tamil Nadu law in <keyword id="6386019" type="UNKNOWN" weightage="20" keywordseo="medical-seats">medical seats</keyword> surrendered by the state in the all India quota for under graduate, post graduate and dental courses in 2020-21, saying "the right to reservation is not a fundamental right". The top court asked the political parties, Dravida Munnetra Kazhagam (DMK), All India Anna Dravida Munnetra Kazhagam (AIADMK), CPI (M), Vaiko, Anubmani <keyword id="42761" type="PERSON" weightage="20" keywordseo="Ramadoss">Ramadoss</keyword>, <keyword id="458412" type="COMPANY" weightage="20" keywordseo="Tamil-Nadu-Congress-Committee">Tamil Nadu Congress Committee</keyword> and CPI, to approach the Madras High Court with their pleas for grant of <keyword id="45661" type="DOMAIN" weightage="20" keywordseo="OBC">OBC</keyword> quota in medical admissions. "The senior counsel for the petitioners seek permission to withdraw these <keyword id="1700892" type="PERSON" weightage="20" keywordseo="writ-petitions">Writ Petitions</keyword> with liberty to approach the High Court by filing Writ Petitions under Article 226 of the Constitution. Permission granted. "The Writ Petitions are, accordingly, dismissed as withdrawn with the aforesaid liberty," a bench of justices L Nageswara Rao, Krishna Murari and S Ravindra Bhat said in its order. The bench said during the hearing that a plea under Article 32 (filing of Writ petition in SC) of the Constitution can be filed only in case of violation of fundamental rights and no such rights of political parties have been violated. "Right to reservation is not a fundamental right," the court said. The counsel for political parties said they were not seeking any addition in existing quota and were alleging that the OBC reservation policy was not being implemented. "You should withdraw this and go to the Madras High Court," the bench said, adding that the liberty was granted to the political parties to do that. The political parties have challenged the Centre's decision not to grant 50 per cent reservation to OBCs in medical seats surrendered by Tamil Nadu in the all India quota for under graduate, post graduate and dental courses in current academic session. DMK had said in its plea that it was opposing the denial of implementation of 50 per cent OBC policy of the state, other than in central government institutions. It said the Medical Council of India (MCI) regulations clearly contemplate adherence to state reservation laws while filling up of the seats. The party said that the All India Quota seats are contributed by states surrendering seats in the government and private medical and dental colleges as per the MCI regulations. DMK had sought ad-interim injunction restraining the Respondents from proceeding further with All India Counselling for PG seats pursuant to the NEET-PG 2020 results without following the 50 per cent reservation for OBC quota in Tamil Nadu pending disposal of the plea. The party also sought direction for calling of the records of the Respondent pertaining to the Result of NEET-PG, 2020 published on May 9, 2020 by the National Board of Examinations relating to the filling up of the All India Quota and quashing of the same. "The Petitioner (CPIM) is constrained to approach this court as the Respondents (Centre, MCI and others) herein have grossly failed to provide the statutory reservations for Other Backward Classes (OBC) i.e. Backward Classes (BC) and Most Backward Classes (MBC) and anomaly in granting reservation to SC-STs students in admissions to the Under graduate and Post Graduate medical courses in all medical colleges in Tamil Nadu in the category of 'state surrendered seats to the All India Quota' in Government and private medical colleges other than the Central Government institutions," the plea of CPI(M) had said. Ruling AIADMK had alleged that there was no rational basis for not extending the benefit of 50 per cent reservation for OBCs, as envisaged under the State laws of Tamil Nadu, to the State-captured seats in the All India Quota. The AIADMK party said that in all past academic years since the inception of the All India Quota system, OBCs have been grossly under represented in the All-India-Quota seats in undergraduate, diploma, PG diploma and postgraduate medical colleges across the country. The Bill seeks to merge three Ayurveda institutes into one institution -- Institute of Teaching and Research in Ayurveda. The Bill declares the institute to be an institution of national importance. The Bill was moved by Union Health Minister Harsh Vardhan in the absence of Ayush Minister Sripad Naik, who is recovering from Covid-19. Harsh Vardhan said, "The ministry is giving deemed university status to the institutes in various parts of the country and the matter is referred to the UGC and Education Ministry." The Minister said that there are 103 institutes of national importance, but there was none in Ayurveda. He said the Jamnagar institute has been chosen because this is one of the oldest institutes of the country founded by the Government of India in 1956. Many MPs from the TRS, Bodoland People's Front, AIADMK, CPM, BSP and others demanded similar institutes in other states also. The Chairman, M. Venkiah Naidu, said, "The minister should take into consideration the demand of such institutes in every state." Congress leader L. Hanumanthiah raised objections during the discussion. He said, "Why Gujarat is given so much importance and Kerala should also be given prominence, which is a pioneer of the Ayurveda." While Thambidurai AIADMK member supported the Bill, he demanded a National Institute of Siddha in Tamil Nadu. Samajwadi Party leader Ram Gopal raised the issue of mental health and said House the mental counselling is needed in Covid times. RJD MP Manoj Jha demanded a regulator for the Ayurvedic medicines so that no misuse takes place. He cited the claims made by Ramdev that he has made medicine for Covid-19. The Bill seeks three institutes to be merged -- the Institute of Post Graduate Teaching and Research in Ayurveda, Shree Gulabkunverba Ayurved Mahavidyalaya, Jamnagar, and, the Indian Institute of Ayurvedic Pharmaceutical Sciences, all in Jamnagar. The proposed Institute will be situated in the campus of Gujarat Ayurveda University, Jamnagar. The Institute will be developed on the patterns of teaching in medical education in Ayurveda and pharmacy, bring together educational facilities for training of personnel in all branches of Ayurveda, and attain self-sufficiency in postgraduate education to meet the need for specialists and medical teachers in Ayurveda, also make an in-depth study and research in the field of Ayurveda. The Bill provides that the Institute will consist of 15 members and the Director of the Institute of Post Graduate Teaching and Research in Ayurveda, Jamnagar will be appointed as the first Director of the Institute. The Bill states that there will be a Governing Body of the Institute, which will exercise powers and such functions of the Institute, as specified.
