Goa Sports Minister <keyword id="4431700" type="PERSON" weightage="20" keywordseo="manohar-ajgaonkar">Manohar Ajgaonkar</keyword> has said <keyword id="2179422" type="COMPANY" weightage="20" keywordseo="The-Indian-Super-League">the Indian Super League</keyword> will be held in the coastal state as per the <keyword id="162487" type="ORGANIZATION" weightage="20" keywordseo="Standard-Operating-Procedures">standard operating procedures</keyword> and guidelines of the Union Ministry of Home Affairs in the wake of the COVID-19 pandemic. The <keyword id="74503" type="ORGANIZATION" weightage="20" keywordseo="Goa-government">Goa government</keyword> will also try to boost tourism in the state by hosting the Indian Super League (ISL), Ajgaonkar told reporters on Sunday. All matches of the seventh edition of ISL will be held at three venues in Goa, likely in November, amid strict health and safety measures to deal with the COVID-19 threat, the organisers said on Sunday. <keyword id="9770948" type="COMPANY" weightage="20" keywordseo="the-jawaharlal-nehru-stadium-at-fatorda">The Jawaharlal Nehru Stadium at Fatorda</keyword> in Margao, the Tilak Nagar Stadium at Vasco da Gama and the GMC Athletic Stadium at Bambolim are the venues slated to host the matches. Ajgaonkar said the Goa government is happy to host ISL in the state. "We have already given permission for the ISL games in Goa, he said, adding that all SOPs will be followed along with guidelines of the MHA. "Football is our state game and through it, we will be pushing for tourism, said Ajgaonkar, who also holds charge of the tourism department in the Pramod Sawant-led government. He said nearly 500 rooms in various hotels would be booked for the event, which will provide business to the tourism stakeholders. The matches will be held without the presence of spectators at the venues, the minister said. "But, if we manage to find any solution for COVID-19, then we might even allow spectators," he added. Goa to host Indian Super League as per MHA guidelines

New Delhi, Apr 21 () Industry body CII on Tuesday made several suggestions on the government's consolidated guidelines on "additional activities" exempted from lockdown after receiving feedback from member companies.The Ministry of Home Affairs, on April 15, had issued "Consolidated Revised Guidelines" for the containment of COVID-19 epidemic in the country. It also prescribed additional activities exempted from lockdown measures to come into effect from April 20, 2020.The Confederation of Indian Industry (CII) has submitted recommendations to the government on guidelines based on feedback from its member firms, sources said. Referring to provision 14 (v) of the MHA notification issued on April 15, CII suggested that "it should be amended to clarify that e-commerce companies for both essential as well as non-essential commodities are allowed".However, the government on Sunday prohibited the sale of non-essential items through e-commerce platforms during the ongoing lockdown, four days after allowing such companies to sell mobile phones, refrigerators and ready-made garments. In a document submitted to the government, the chamber said there was a need to clarify that the new guidelines merely provide "select additional activities" that will be permitted from April 20 and do not in any manner restrict activities that were already permitted under the existing guidelines, unless such permitted activity/ establishment falls within a notified containment zone.Also, a there was need for "clarity" on what the zones are and how to operate within the zones, it said while suggesting that other than the containment zones even in the hotspots, selected permit activities should be allowed.The CII further said that according to the notification, districts witnessing high number of novel COVID-19 cases or high growth rate of infections are being marked as Hotspots (Red Zones) where containment zones will be demarcated by States/ UTs/ District administrations."However, a distinction needs to be made between Red Zone Districts and Containment Zones within the Districts. In Districts where specific Containment Zones have been identified and barricaded, the rest of the areas in the District should be allowed for industrial operation in the permitted list," is one of the other major suggestions.Further, it said the government may consider reviewing/evaluating hotspots regularly at the district and larger city level."If found safe, the entrepreneurial activities may be allowed," CII said, and added there is a need to define hotspots clearly and publish list of hotspots and containment zones on real-time basis.On permission allowing select agricultural activities, CII suggested that manufacture, processing, packaging, sales marketing, warehousing and any commercial establishments dealing in any 'packaged food and beverages' should also be allowed.The CII has also made a case for giving permission to local transport, using minivans to pick up / drop material at the small vendors/ sub-contractors who are scattered and do not have the resources to organise transport.It further said that IT and ITeS with 50 per cent strength are allowed."The key rule is social distancing. Any establishment that can fulfil this stipulation should be allowed. It should be on self-certification," it said.The leading industry chamber is also of the view that all company run vehicles that get employees of essential services from other districts and states should be allowed to ply with necessary passes."The vehicles should be allowed to ply in all districts of the home state and also to districts of neighbouring states, avoiding containment areas," it said.The CII further said that local administrations are insisting that there will be criminal charge on the establishments with order for 3 months shutdown if anyone in the establishment is found to be testing positive."Establishments can be held responsible for violating spatial or sanitary norms, but not if someone in the company gets COVID. This needs to be clearly directed from the Central to all state governments," it suggested.Regarding very large manufacturing units, CII said that in rare cases, when a worker is tested positive in a large plant which caters to a significant portion of national production, the whole plant should not be shut down."But, strict protocols, when a worker is tested positive, should be followed," it suggested.Government has extended the countrywide lockdown till May 3. On August 10, the University Grants Commission (UGC) told the Supreme Court that degrees would not be recognised if no examinations are held for final-year students even as the country faces a coronavirus crisis. The UGC response was conveyed by its counsel, Solicitor General Tushar Mehta, on a batch of pleas that challenged the UGC schedule for final-year university exams before September 30.The petitioners' counsel contended that the UGC guidelines for holding exams are "not legally or constitutionally valid". Mehta argued that the decision by Delhi and Maharashtra to cancel exams in their respective state universities is against the UGC rules.He argued that UGC is the only body that can prescribe rules for conferring a degree, and state governments cannot change the rules. The counsel for one of the petitioners replied that there is complete inconsistency in the Ministry of Human Resource Development and UGC guidelines. The bench also comprises Justices R. Subhash Reddy and M.R. Shah adjourned the hearing till Friday, after the UGC asked for time to respond to the affidavits filed by Delhi and Maharashtra. The Delhi government stated in its affidavit that on July 11, a decision was taken that all online-offline exams of universities under the state, which include final year exams, would be cancelled in the backdrop of the Covid-19 outbreak. However, the affidavit cited some vice-chancellors of certain universities in favour of wrapping up at least the final semester exams, but the Delhi government decided to stick to its decision of not holding the exams. The Supreme court granted time to the UGC to respond to the stand taken by the Maharashtra and Delhi governments to cancel university exams. The bench also asked the UGC to address the question of whether the Disaster Management Act would override its notification on guidelines for exams. Mehta questioned the stand taken by Maharashtra and Delhi. He said, "When UGC is the only body to confer degrees, how can states cancel exams and expect UGC to confer degrees?" Mehta insisted that students need to continue to study, as they will not be granted degrees if exams are not conducted. "That's the law," he added.

The MHA has issued new guidelines for opening up of more activities in areas outside the containment Zones. Unlock 4, will come into effect from September 1. "Metro rail will be allowed to operate with effect from 7th September 2020 in a graded manner, by <keyword id="9255332" type="COMPANY" weightage="20" keywordseo="the-ministry-of-housing-and-urban-affairs">the Ministry of Housing and Urban Affairs</keyword> (MOHUA)/ Ministry of Railways (MOR), in consultation with MHA. In this regard, Standard Operating Procedure (<keyword id="50548" type="COMPANY" weightage="20" keywordseo="Sop">SOP</keyword>) will be issued by MOHUA", said a statement issued by MHA. The new guidelines, issued today, are based on feedback received from states and UTs, and extensive consultations held with related central ministries and departments. However, schools, colleges, educational and coaching institutions will continue to remain closed for students and regular class activity upto September 30. The Centre has also permitted social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations with a ceiling of 100 persons, with effect from September 21. However, such limited gatherings can be held with mandatory directives like wearing of face masks, social distancing, provision for thermal scanning and hand washing or use of sanitiser. Open air theatres will also be permitted from September 21.

MHA allows metro operations in graded manner from Sept 7

New Delhi, May 17 () Sports complexes were on Sunday permitted to open by the Ministry of Home Affairs in the fourth phase of the coronavirus-forced lockdown, possibly clearing the path for a resumption of the training of athletes which came to a halt in mid-March. "Sports complexes and stadia will be permitted to open, however, spectators won't be allowed," read one of the guidelines to be followed during the lockdown, which was due to end on Monday but has been extended till May 31. India has recorded over 90,000 COVID-19 cases so far with nearly 3000 deaths. However, sport continues to be listed among the functions, gatherings and large congregations which are not allowed as of now. The lockdown came into effect in mid-march and elite athletes, who are based at Sports Authority of India (SAI) complexes in Patiala and Bengaluru, have been demanding a resumption of training. Last week, Sports Minister Kiren Rijiju held a series of video conferences to take the athletes' view on the matter. On May 3, he had declared that the ministry was aiming for a phased resumption of national camps by the end of this month for at least the Olympic-bound athletes. PM KHSKHS
