"Assuming 80% availability of registered allopathic doctors and around 5.65 lakh <keyword id="20522856" type="General" weightage="20" keywordseo="AYUSH-doctors" source="keywords">AYUSH doctors</keyword>, the doctor-population ratio in the country is around 1:836 which is better than the WHO standard of 1:1000," Patel stated. She also said that there are 731 medical colleges in the country with an annual intake of 1,12,112 <keyword id="20585495" type="General" weightage="20" keywordseo="MBBS-seats" source="keywords">MBBS seats</keyword> as of now. Further, there are 72,627 <keyword id="22645227" type="General" weightage="20" keywordseo="PG-seats" source="keywords">PG seats</keyword> as of date, she said. Measures taken by the government to augment medical education facilities and to improve medical standards include <keyword id="22366985" type="General" weightage="20" keywordseo="Centrally-Sponsored-Scheme" source="keywords">Centrally Sponsored Scheme</keyword> (CSS) for establishment of new medical colleges by upgrading district/referral hospitals, under which 157 new medical colleges have been approved and 109 are already functional. Under the CSS, medical colleges have been upgraded to increase the number of MBBS (UG) and PG seats. Support has been provided for an increase of 4,977 MBBS seats in 83 colleges with an approved cost of Rs 5,972.20 crore, 4,058 PG seats in phase-I in 72 colleges with an approved cost of Rs 1,498.43 crore and 4,000 PG seats in phase-II in 65 colleges with an approved cost of Rs 4,478.25 crore. Besides, under "upgradation of government medical colleges by construction of super specialty blocks" component of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), 75 projects have been approved, of which 66 projects are complete. Under the Central Sector Scheme for setting up of new AIIMS, 22 AIIMS have been approved and undergraduate courses have started in 19 of these. Also, DNB qualification has been recognised for appointment as teaching faculty, to take care of shortage of faculty and there has been enhancement of age limit for appointment, extension or re-employment against posts of teachers/dean/principal/ director in medical colleges up to 70 years. <h2>Claims of Indians being unfit "extrapolated" </h2>Furthermore, Union Health Minister J P Nadda told the Lok Sabha today that WHO's recent report stating that half of India's adult population is physically unfit relied on data collected only from three states and one UT, and the results were extrapolated through a modelling technique indicating inbuilt methodological issues. Responding to a question, Nadda said the WHO defines 'sufficient physical activity' as 150 minutes of moderate intensity physical activities per week (brisk walk, lifting light load etc.) or 75 minutes of vigorous intensity activity per week (running, digging, construction work, outdoor games etc.). The activity level so quantified is based on a self-reported response to questions about physical activity lasting at least for 10 minutes. The National NCD Monitoring Survey of Indian Council of Medical Research (ICMR) 2020 has assessed, inter alia, physical activity amongst Indian adults and found that 58.7% had conformed to the WHO recommendations, Nadda told the Lok Sabha.

Simultaneously, to fix the broken humerus mid shaft, the orthopaedic team decided to do internal bone fixation," he explained. Trinetra, a trans actress, says she is alone but not lonely. Delve a little deeper into the life of this 26-year old queer woman and you see she’s a work in progress. A trained doctor by profession and actor by choice, 26-year old Trinetra underwent a gender affirming surgery in the midst of her MBBS and since then has been creating content on her social media channels for the queer community. While her journey has been eventful, no doubt, it has been a lonely one. At an age when most children are busy with toys, Trinetra was coming to terms with gender dysphoria or gender incongruence. By definition, gender dysphoria is nothing but a sense of unease a person experiences when their biological sex and their gender identity are not in sync. A transgender person is someone whose gender identity does not match with the sex assigned at birth. While there is a term to explain queer people today in medical parlance, but for the society at large, society continues to view them differently and often makes them the butt of jokes. Opening up to Business Insider in a no-holds-barred interview, Trinetra says: “I was the first born male child but I was never one of the boys. All the things that little boys are expected to do like sport and everything we associate traditionally with being masculine was not coming to me naturally at all. My father tried to masculinise me in as many ways as possible, which every Indian father would do. It took me many years to come to terms with the fact that I am not a boy and I don’t want to adopt that identity.” The journey through school and college was not easy either, especially since the bullying wasn't coming from fellow students alone. Her queerness earned her no brownie points with her teachers and professors either. It took her many years to come to terms with the fact that she was not a boy and neither did she want to adopt that identity. It came with a lot of bullying and ragging in college and rejection from teachers and professors, she says. And no, there is no recourse to bullying and ragging even today. She explains: “A child feels powerless in such situations. People in positions of power are role models.” So bitter is her experience as a trans woman that she does not even like mentioning the name she was born with – a name her parents chose for her at birth. As she explains, asking a trans person their name before their transition is disrespectful because it brings back memories of a traumatic past. She says the name a trans person is assigned at birth is a “deadname” and is typically associated with trauma and rejection. A similar incident was seen with Hollywood actor, Elliot Page, of Juno and Inception fame. The actor, who was assigned female at birth, and later publicly came out as a trans man, was trolled after coming out and spoke extensively about it. She is very vocal about her transness or queerness on her social media channels. She gives blow by blow details of her gender affirming surgery and how painful it was for her. The content she creates is both bold and perhaps designed to shock those with a weak stomach. She gives graphic details about the pain she experienced for months after the surgery. For someone as vocal as Trinetra is, she refuses to say a word about how her personal life has changed after her surgery. Call it the Bollywood effect, if you please. Ask her how her life has changed and she talks at length about the clothes that she can now wear freely and easily that she earlier could not. The joy of wearing a traditional red and white saree is evident in a 2018 video where she is offering sweets to Goddess Durga at a Puja Pandal in Kolkata. On how it is for a queer person to find a date, she says while she is on the dating scene and that she has had both good and bad experiences, she is happily single. “For the first time in my life I have a real sense of self worth after everything has been achieved. I do not think anything in my life is lacking because I have been able to give myself a lot more than any man has been able to…So I feel content and at peace by myself.” Gender affirming surgery may solve one part of the equation for transgender people, but it does not make it easy. Dating for transgender women is not particularly easy because transphobia shows up in the dating game as well. Typically, the dating pool will have heterosexual men and they are not open to the LGBTQ+ ( lesbian, gay, bisexual, transgender, queer or questioning, intersex, asexual, and more) community as much. So the pool of available men for trans women continues to be other queer men. “It can be quite a task to navigate that and to have someone find out and reject you… or to come out to someone and they react with aggression and violence,” says Trinetra. Often, men would not be willing to take trans partners home and that can lead to a string of casual relationships. What is most sad is when Trinetra says that trans women are not only seen as inferior and that they are okay with the bare minimum. Indian society tends to beat it out of you, she says. For the longest time, even she was fine with people who saw her as a woman. It is no longer the case. She believes that she has achieved way too much to be reduced to someone’s attraction towards her. Every trans person reading this should believe that they are inherently enough and beautiful. “I am not seeking anything external. I am very content on my own. If someone’s energy matches mine then it is great.” There is too much emphasis on romantic connections, says this 26 year old.

But those looking to gain medical degrees from the country, will now face a roadblock--of language. The government of China is allowing only 45 of its universities to teach MBBS in English. There are over 200 universities in the country offering medical courses. “It has been clearly mentioned by the Chinese MOE that teaching MBBS course under a bilingual (English/Chinese) model is strictly forbidden. The MOE has also informed that the list of universities will be regularly reviewed and updated in due course,” PTI <a href="https://economictimes.indiatimes.com/industry/services/education/china-restricts-teaching-of-mbbs-in-english-to-45-colleges-amid-big-surge-of-students-from-india/articleshow/71482435.cms">reported</a> citing Indian Embassy. China opened its doors to foreign students in 2003, and now there are as many as 500,000 of them. As many as 23,000 Indian students enrolled in Chinese universities — and more than 21,000 of them opt for medicine. To avoid confusion among aspiring doctors, Indian Embassy removed the Chinese universities that do not offer courses in English from its website. However, the students who are presently enrolled in any university other than those listed by the government are learning Chinese language to get through the course. Indian medical students will now have to learn Mandarin to study in China

The <keyword id="83655" type="General" weightage="20" keywordseo="union-health-ministry" source="Orion">Union Health Ministry</keyword> has asked the National Board of Examinations (NBE) to postpone NEET PG 2022 by six to eight weeks since it clashes with the NEET PG 2021 counselling. On January 25, six <keyword id="48426" type="General" weightage="20" keywordseo="MBBS" source="Orion">MBBS</keyword> graduates had filed a plea in the Supreme Court seeking postponement of the National Eligibility-cum-Entrance Test (NEET) scheduled on March 12 for admissions in postgraduate medical courses, claiming that many MBBS graduates would not be able to take up the examination due to non-completion of the mandatory internship period. Dr B Srinivas, Assistant Director General (Medical Education) and Member Secretary of the <keyword id="1873824" type="General" weightage="20" keywordseo="medical-counselling-committee" source="Orion">Medical Counselling Committee</keyword>, in a communication sent to Dr M Bajpai, executive director of NBE, said that a lot of representations were being received from medical doctors requesting to postpone the NEET-PG 2022 examination as it was clashing with the NEET PG 2021 counselling. Also, many of the interns would not be able to participate in the PG counselling 2022 in May-June, Srinivas said. "Keeping the above facts in view, the HFM (ministry of health and family welfare) has taken the decision to postpone NEET PG 2022 by 6-8 weeks or suitably. Hence, the decision made by HFM may be complied with," the communication sent on February 3 stated. Health Ministry postpones NEET Postgraduate exam 2022 by 6-8 weeks

The Centre on Tuesday again urged the <keyword id="6354977" type="General" weightage="80" keywordseo="supreme-court" source="Orion">Supreme Court</keyword> to urgently hear the matter connected with the validity of <keyword id="11939755" type="General" weightage="100" keywordseo="ews" source="Orion">EWS</keyword> quota in postgraduate courses in medical colleges. Solicitor General Tushar Mehta, after failing to get the matter listed on Tuesday, requested a bench headed by Chief Justice N.V. Ramana to list the matter for hearing. Mehta emphasized that the matter needs to be considered on priority since resident doctors are protesting. The Chief Justice told Mehta that he has to constitute a special bench. Justice Ramana said: "Let me see tomorrow. This entire week is a miscellaneous week..." Mehta said the resident doctors are protesting and their concerns are genuine. The bench said: "If it is a three-judge bench matter, then it will be listed before a three-judge bench tomorrow". On Monday, Mehta asked a bench led by Justice D.Y. Chandrachud to advance the hearing on the matter to Tuesday from January 6. The Centre has told the top court that Rs 8 lakh income criterion for determining the EWS is much more stringent than the one for the OBC creamy layer. The Centre has accepted the report of a three-member panel constituted to revisit the EWS criteria. The panel, in its report, said: "Firstly, the EWS's criteria relates to the financial year prior to the year of application whereas the income criterion for the creamy layer in OBC category is applicable to gross annual income for three consecutive years." The panel added, "Secondly, in case of deciding the OBC creamy layer, income from salaries, agriculture and traditional artisanal professions are excluded from the consideration whereas the Rs 8 lakh criteria for EWS includes that from all sources, including farming. So, despite being the same cut-off number, their composition is different and hence, the two cannot be equated". The panel comprised Ajay Bhushan Pandey, former finance secretary; Prof V.K. Malhotra of ICSSR; and Sanjeev Sanyal, principal economic advisor to the government. The panel was set up on November 30. On November 25, the Centre informed the Supreme Court that it has taken a decision to revisit the criteria of Rs 8 lakh annual income limit for EWS criteria and added that a fresh decision will be taken within a period of 4 weeks. On October 21, the Supreme Court had questioned the Centre over adopting the criteria of OBC creamy layer of Rs 8 lakh annual income for granting reservations under the economic weaker section (EWS), despite the latter not suffering from social and educational backwardness. The top court told the Centre's counsel "You just cannot pull out eight lakh from thin air. You are making unequal equal by applying the Rs eight lakh limit". In an affidavit, the Centre had told the Supreme Court that its decision to fix Rs 8 Lakh income limit for OBC and economically weaker section (EWS) is not arbitrary in the <keyword id="6361994" type="General" weightage="20" keywordseo="neet" source="Orion">NEET</keyword> All India Quota, and it was finalised after considering diverse economic factors in different states. The top court is hearing writ petitions challenging 27 per cent reservation for Other Backward Classes (OBC) and 10 per cent reservation for EWS in all-India Quota seats for postgraduate medical courses. Supreme Court agrees to hear Centre's plea on EWS quota for NEET-PG admissions

The NMC, which will substitute the Medical Council of India(MCI), will be set up to take over the responsibilities of conducting common entrances for MBBS, streamlining the course and fees. Under this, the government will introduce fee relaxation for students enrolling in private institutions. “The Medical Assessment and Rating Board will grant permission for new medical colleges, starting PG courses and increasing seats based on the standards set by the UG and PG boards,” the Cabinet noted. The NMC will constitute three autonomous bodies — Under-Graduate Medical Education Board, Post-Graduate Medical Education Board, and Ethics and Medical Registration Board — which will focus on ensuring global standards of education. Every year, 80,000 students take admission in MBBS courses across the country. While 150,000 take the entrance examination to enroll in 50,000 seats for PG courses. BHEL is looking for medical professionals across various states in India

In order to revamp the medical scenario of the country, the govt is leaving no stones unturned. As per a news report in The Times of India, the health ministry is planning an exit exam for MBBS students passing out of government as well as private medical colleges. 
 
 
The government intends to create a separate 'all-India chapter' for doctors qualifying the exit exam. Doctors currently get themselves registered with the state chapter of Medical Council of India (MCI) and have to get their registration transferred if they intend to practice in another state. Those clearing the exit exam will be able to practice anywhere in the country. 
 
Eventually, students not passing the exit exam could even be held back from post-graduate studies, an official source privy to the developments told TOI. 
 
The draft proposal prepared by the ministry suggests using the existing Foreign Medical Graduate Examination (FMGE) as a voluntary exit exam. FMGE, a screening test recognized by the MCI, was introduced in 2002 as a qualifying examination for Indian students holding medical degrees from other countries and intending to practice medicine in India. 
 The health ministry is now considering using FMGE as a benchmark for all <keyword id="103123" type="UNKNOWN" weightage="20" keywordseo="MBBS-doctors">MBBS doctors</keyword>. 
 
 
Government data shows a huge disparity between the average pass marks in government and private colleges, as well as in different states. For instance, the result of All India Post-Graduate Medical Entrance Examination 2015 showed Andhra Pradesh had an average pass percentage of 84.92%, Chandigarh had 73.56% while West Bengal and Uttar Pradesh had 53.58% and 51.56%, respectively. The pass percentage in Assam, Jammu &amp; Kashmir and in foreign institutes was even lower at 46.38%, 37.84% and 31.41%, respectively. 
 Similarly, <keyword id="2878719" type="UNKNOWN" weightage="20" keywordseo="AIPGMEE-2014">AIPGMEE 2014</keyword> results showed that based on 50% score as minimum qualifying criteria, 22,802 candidates from government institutions passed the exam, compared to a mere 8,862 candidates from private colleges. From foreign institutions, only 1,188 passed. 
 
"How students fare in all-India PG exams is also an indicator of the quality of doctors being produced," the official said. 
 
The government is also of the view that while there is a need to ramp up capacity for post-graduate doctors to have more specialists, data showed that there was an urgent requirement to monitor the quality of MBBS doctors entering practice. 
 
Data showed that each year, about 100,000 doctors took post-graduate medical examinations across the country. However, only around 25,000 made it and the rest were available for service as MBBS doctors. Estimates show that nearly 100,000 MBBS doctors are available for active service at any given time.

Over 4,500 Maharashtra Association of Resident Doctors (MARD) also joined the mass protest by not attending the patients in nearly 26 government hospitals. Similar protests were also being held in Pune, Aurangabad and Nagpur by MARD members who are demanding protection for their counterparts in West Bengal. Senior and junior resident doctors of several government hospitals in the nation’s capital on June 14 also went on the one-day token strike.
