New Delhi [India], June 4 (ANI): The mammoth exercise to count votes polled for the Lok Sabha seats in the 2024 elections will begin at 8 am on Tuesday, with trends and results following shortly thereafter. The 80-day, seven-phase-long process has been marred with a wide range of issues ranging from weather turmoil to vote tampering and reelections. As the final leg of counting concludes in a few hours, here’s what the vote tallying process looks like, and what is likely to happen after after the final results are announced. <cmsannotation type="cmsannotation" annotationid="Vote counting" comment="subhead" text="Vote counting"><keyword id="389062" type="General" weightage="100" keywordseo="vote-counting" source="Orion">Vote counting</keyword></cmsannotation> While the election process takes place in several stages, the vote tallying process is carried out simultaneously in all of the country’s 543 constituencies, with typically one counting centre in each. The tallying is done by a ‘Returning Officer’ and their assistants — officials appointed by the <keyword id="19895876" type="General" weightage="20" keywordseo="Election-Commission-of-India" source="keywords">Election Commission of India</keyword> — in several rounds, or ‘leads’. This year, the counting process began at 8 AM IST on June 4, and is expected to carry on till beyond the afternoon. The Commission recalled that nearly 29.7 crore eligible voters did not vote in the 2019 Lok Sabha elections "underscoring the scale of the problem which calls for proactive measures". In the last Lok Sabha elections, of the 50 seats with the lowest voter turnout, 17 were in metropolitans or major cities. It said recent elections across various states have highlighted trends of urban apathy towards the electoral process, warranting targeted interventions and collaborative endeavours.

India in for brutal heatwave conditions from April to June; likely to have sizzling impact on Lok Sabha elections

Chennai, Tamil Nadu's ruling <keyword id="19897149" type="General" weightage="20" keywordseo="dmk" source="keywords">DMK</keyword>, a key constituent of the INDIA bloc, in its manifesto released on Wednesday promised to repeal the Citizenship Amendment Act, 2019 if the opposition alliance wins the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> polls. Restoration of statehood to Jammu and Kashmir and holding polls there, scrapping the New Education Policy 2020, slashing fuel prices, annulling Article 361 of the Constitution that provides protection to governors from legal action and appointment of Governors following consultation with Chief Ministers, were among the key promises made by the DMK. The recommendations of the M S Swaminathan committee will be adopted to ensure that MSP for agricultural products "is set at total production cost plus 50 per cent," the DMK said. Also, it announced that if voted to power, the INDIA bloc will withdraw the Agnipath scheme and reintroduce "permanent recruitment service" in the Indian Armed forces. "From now on, population census, including caste-wise census and census concerning people below the poverty line, will be conducted by the Union government once every five years simultaneously." The DMK will firmly insist on the removal of Article 356, which allows the dismissal of duly elected state governments and imposition of President's rule. The Congress party's ally in Tamil Nadu said that "new constraints" on States' borrowing capacity, imposed by the union government beyond the limits in each state's FRBM-equivalent Act will be eliminated. "A recommendation to share cess revenues with states will be made. It will be proposed that the Finance Commission increase the horizontal devolution of tax revenue (to all States together) from 42 per cent to 50 per cent." The Union government's financial contributions to states will be based on the income tax and GST collected in those states. Thus, financial contributions will be assured based on the taxes collected within each state. The finance provided to states will be permanently determined based on the 1971 population. A 33 per cent reservation for women in Parliament and legislative assemblies will be implemented immediately. "DMK will insist that the Union government enact a law providing menstrual leave to women, emphasizing the journey towards gender equality." Petrol and diesel prices "will be set at Rs 75, Rs 65 (per litre)" and cooking gas cylinders shall be made available at Rs 500 (per cylinder). "The introduction of the Uniform Civil Code will be strictly prevented" to preserve India's secular nature as stated in the Constitution's preamble. "The 2019 CAA law will be repealed, and all minorities will be treated equally without any discrimination. The recommendations of the Sachar Committee for the improvement of the lives of Muslims and other minority communities will be implemented." Facilitation will be provided for <keyword id="21027983" type="General" weightage="20" keywordseo="sri-lankan-tamil" source="keywords">Sri Lankan Tamil</keyword> refugees to get Indian citizenship. Assistance will be provided to those who wish to return to Sri Lanka. Also, the manifesto said efforts will be made to implement reservation for minorities at the all-India level, similar to Tamil Nadu. "The financial assistance previously provided to minority educational institutions has now been stopped. Action will be taken to resume this assistance." For "political" reasons, funding from foreign countries to non-governmental organisations (NGOs) has currently been stopped. "The Foreign Exchange Regulation Act will be properly amended, and measures will be taken to ensure these financial aids continue to reach NGOs without any problems." The proposal of 'One Nation, One Election' will be abandoned, and for the allocation of Lok Sabha seats to states, the current practice, based on the 1971 census will continue. All "people-unfriendly" laws introduced by the BJP government over the last 10 years will be reviewed immediately by the INDIA alliance government. Over 700 aspiring parties participated in the world’s largest democratic exercise. As PM Modi awaits his third big win, here’s how BJP created history during the 2014 & 2019 Lok Sabha elections

NDA nominee <keyword id="19896877" type="General" weightage="100" keywordseo="Om-Birla" source="keywords">Om Birla</keyword> was elected as speaker of the Lok Sabha for a second consecutive term by voice vote on Wednesday, capping days of intense battle on the issue with the <keyword id="19895395" type="General" weightage="20" keywordseo="opposition" source="keywords">opposition</keyword> in a rare move proposing its own candidate. <keyword id="19911515" type="General" weightage="20" keywordseo="Prime-Minister" source="keywords">Prime Minister</keyword> <keyword id="19895781" type="General" weightage="20" keywordseo="Narendra-Modi" source="keywords">Narendra Modi</keyword>, who moved the motion for Birla's <keyword id="19895095" type="General" weightage="20" keywordseo="election" source="keywords">election</keyword> as speaker, lauded the balance he showed in maintaining decorum of the House during his previous term. Several opposition leaders, including Rahul Gandhi and Akhilesh Yadav, congratulated Birla too, stressing on "impartiality" and hoping he would allow them to raise the voice of the people and not apply his restraint orders only to opposition benches. Pro-tem Speaker Bhartruhari Mahtab made the announcement of Birla's election after the opposition, which had forwarded the the name of eight-term Congress MP Kodikunnil Suresh as its candidate, did not press for votes to the motion. This is the fifth time that a speaker will serve beyond the tenure of one Lok Sabha. It is also amongst the few occasions that an election became necessary for a post conventionally decided by consensus. As he assumed charge, Birla read out a resolution condemning the Emergency imposed by then prime minister Indira Gandhi in 1975 and asked members to observe a moment's silence, triggering a wave of protests by the opposition. In his address, the first in the 18th Lok Sabha, Modi said Birla's work as a parliamentarian should be an inspiration for new Lok Sabha members. He said Birla presided over a golden era in Lok Sabha history with a number of historic decisions taken during its previous term. Modi lauded the balance shown by him in maintaining the decorum of the House which also involved taking several tough decisions. He expressed gratitude towards Birla for choosing to uphold the values of the House while maintaining traditions. The prime minister emphasised that the functioning of the house, conduct and accountability deepen the foundation of <keyword id="19973112" type="General" weightage="20" keywordseo="democracy" source="keywords">democracy</keyword> in the country. Congratulating Birla, Gandhi said the opposition wanted the House to function "often and well" and added that it was very important that cooperation happens with trust. "The opposition would like to assist you in your work. I am confident you will allow us to speak in the House," he said. Gandhi also pointed out that the opposition this time represents significantly more voices of the Indian people than last time. Samajwadi Party chief Yadav hoped that actions like suspension of MPs would not be taken as they hurt the dignity of the House. He said he also hoped Birla would be impartial towards the opposition and give its leaders equal opportunities. Trinamool Congress leader Sudip Bandyopadhyay and DMK leader T R Baalu echoed the sentiment. Bandyopadhyay said the functioning of the House always depends on the attitude of the treasury benches. "It is my firm belief and so far parliamentary democratic practice is concerned, the House belongs to the opposition," he said. He referred to the suspension of opposition MPs in the 17th Lok Sabha and said it was "not desirable". "You might have been elected by my BJP friends (but) hereafter there is no politics between you and the powers... You have to treat the opposition and the ruling party in the same manner. Kindly be impartial," added Baalu. Birla, 61, the BJP's MP from Kota, has risen through the ranks of the party. He is a third-term MP from Kota in Rajasthan and been a member of the Rajasthan Legislative Assembly thrice. "Treasury and opposition benches run the House together, the strength of Indian democracy is in listening to everyone, and running the House with everyone's agreement. I will expect that I run the House with everyone's agreement. Even if there is lone member from a party, they should get sufficient time," Birla said. "It will be my expectation that the House runs without obstruction. We are elected by people with hope, which is why I urge there should not be disruptions in the House." There can be criticism, but obstruction is not a tradition of the House, Birla said. "I never want to act against any member, but everyone wants the high standard of parliamentary tradition to be maintained. For that I have to make tough decisions at times," the speaker said. During the course of the proceedings, Birla intervened several times, reminding members to be precise and raise issues they wanted to during the debate on the motion of thanks to the president's address. He said the members should remember for the next five years that others should take their seat when the speaker is standing, Union Minister and LJP (Ram Vilas) leader Chirag Paswan took a jibe at the opposition for forcing an election for the speaker's post. In many opposition ruled states, he said, the post of both speaker and deputy speaker in the assembly is held by the ruling party. Birla's election follows a rare showdown by both the ruling alliance and the opposition bloc after the effort for a consensus was failed. The opposition's last-minute decision to go for a contest came after senior BJP leaders did not agree to the precondition that the INDIA bloc must be offered the post of deputy speaker in lieu of supporting Birla. With the NDA having 293 MPs in its kitty and the INDIA bloc 233 in the Lok Sabha, the numbers were clearly in favour of Birla. The Lok Sabha currently has 542 members after Rahul Gandhi resigned from one of the two seats he was elected from. At least three independent members also support the opposition. Balram Jakhar is the only presiding officer to have served two complete terms extending seventh and eighth Lok Sabha.

"We owe it to future generations, a vibrant Democracy and a long-lasting Constitution, as penned by the makers of modern India," he said. "Independence of the institutions is paramount, for every civil servant takes oath of the Constitution that they 'will faithfully and conscientiously discharge their duties and will do right to all manner of people in accordance with the Constitution and the law, without fear or favour, affection or ill-will'," he said. "The last decade has witnessed a systemic pattern to assault, undermine and suppress our autonomous institutions by the ruling party. India's Democratic ethos are being consequently damaged. There is a widespread tendency to turn India into a regimental dictatorship. "We are increasingly seeing some institutions shedding their independence and brazenly following the diktats of the ruling party. Some have completely adopted their style of communication, their way of functioning, and in some cases even their political rhetoric," Kharge said. But it is not their fault, he said. "With brute power, threat, coercive mechanisms and misuse of agencies, this tendency to bow to the powers that have become a way for their short-term survival. Even though, in this denigration, India's Constitution and Democracy have become a casualty." The Congress chief also said that the "will of the people" is supreme, and people want Indian bureaucracy to again be the same 'Steel frame of India' as envisaged by Sardar Patel. "Indian National Congress now urges the entire bureaucracy, to adhere to the Constitution, enact their duties, and serve the nation, without fear, favour and ill-will against anybody," Kharge said.
