By Shakoor Rather New Delhi, Feb 6 () The recent locust outbreak along the India-Pakistan border may have been driven by the longer-than-usual monsoon rains across the region, and frequent cyclones in the Indian Ocean, scientists say. In India, the outbreak -- the biggest in 26 years -- began late last year in Gujarat and Rajasthan states, and recently Punjab was also affected. In Pakistan, the government declared national emergency last week to eliminate the attacking swarms of desert locusts, which were destroying crops on a large scale in the country's Punjab province. "The current locust outbreak is the biggest in 25 years in Ethiopia and Somalia, 26 years in India, 70 years in Kenya," Keith Cressman, locust forecasting officer at the UN Food and Agriculture Organisation (FAO) told . "The outbreak started after heavy amounts of rains over east Africa and the Arabian Peninsula," Roxy Mathew Koll, a climate scientist at the Indian Institute of Tropical Meteorology (IITM) in Pune added. According to the FAO, locusts are the oldest migratory pests in the world. These insects differ from ordinary grasshoppers in their ability to change behaviour, and form swarms that can migrate over large distances. The most devastating of all locust species is the Desert Locust (Schistocerca gregaria), according to FAO. The locusts, which are considered to be among the most dangerous pests known to humanity, reproduce fast -- 20-fold within three months, the FAO experts noted. An adult locust can eat quantity equal to its weight daily, and just a single square kilometer of swarm can contain up to 80 million adults, they said. Koll noted the heavy rains which drove the locust outbreak occurred due to intense storm activity sourced from the Arabian Sea during the last two seasons. "Heavy rain triggers growth of vegetation in arid areas where desert locusts can then grow and breed," he said. Koll explained that recently climate change accentuated the phenomenon called the "Indian Ocean Dipole", with warmer than usual waters to its west, and cooler waters to its east. "On top of that, the rising temperatures due to global warming made the Western Indian Ocean particularly warm," he said. Cressman added that the current locust invasion in India by an unprecedented number of swarms originated in southern Iran from their breeding in spring last year. "Summer breeding along both sides of the Indo-Pakistan border was much higher than normal due to the swarm invasion and the monsoon rains lasting one month longer than normal, allowing up to three generations of breeding," Cressman said. The outbreak originated from two cyclones (May and Oct 2018) that allowed three generations of breeding - from June 2018 to March 2019 -- in the Arabian Peninsula, and caused an 8,000-fold increase in locust numbers, he added. According to Cressman, this was followed by further breeding after unusually heavy rains in Iran and Yemen, and finally another cyclone in the Horn of Africa in early December 2019. "Generally enhanced convection (cloud formation and rains) and cyclone activity follows the warm waters as they derive the energy and moisture from the ocean," Koll explained. As a result, he said, regions surrounding the warm western Indian Ocean -- such as East Africa, Arabian Peninsula and Indian subcontinent received a lot of rains during the last two seasons. "Along with that, the cyclone activity over the west Indian Ocean was also exceptional -- we saw the largest number, and the strongest cyclones this year -- releasing more rains. This might have triggered the locust outbreak," he said. India has not witnessed any full-blown locust cycles after 1962, however, they experts said, large-scale upsurges were observed during 1978 and 1993. Globally, Cressman said, the current generation of swarms formed shortly after last season's crops were harvested, but there has been considerable damage to pastures -- a primary livelihood in the Horn of Africa. "It is not only warm temperatures that favour locusts but also rainfall. The latter is not expected to occur is sufficient quantities until the start of the summer monsoon in Rajasthan which is usually in July, therefore, breeding now is not very likely in India," he said. An Insider investigation can reveal what is shocking is that <a href="https://www.businessinsider.com/nazi-who-once-grew-a-hitler-mustache-was-capitol-rioter-investigators-2021-3" target="_blank" rel="noopener noreferrer">Hale-Cusanelli</a>, a Navy contractor, held a secret-level security clearance at the Naval Weapons Station Earle and had received numerous honors for his service in the Army Reserves.<a href="https://www.businessinsider.com/nazi-who-once-grew-a-hitler-mustache-was-capitol-rioter-investigators-2021-3" target="_blank" rel="noopener noreferrer">Hale-Cusanelli</a> also has a history of arrests and antagonizing his local Jewish community, the investigation finds.The insurrectionist's disturbing world has only now come to light because he faces several criminal counts, including obstructing a <keyword id="6355470" type="UNKNOWN" weightage="60" keywordseo="law">law</keyword> enforcement officer and civil disorder, relating to his role in the insurrection of January 6.<h2>'The makeshift weapon was inscribed with …. a drawing of a confederate flag'</h2>Even the most cursory of background checks by the Navy or the Army would have revealed that <a href="https://www.businessinsider.com/nazi-who-once-grew-a-hitler-mustache-was-capitol-rioter-investigators-2021-3">Hale-Cusanelli</a> began dabbling with white supremacist philosophy at least a decade ago.Hale-Cusanelli lives in Colts Neck, New Jersey. He was arrested, nearby, in August 2010 on charges of unlawful possession of a weapon and criminal mischief, Howell Municipal Court records show. According to a <a href="https://www.politico.com/f/?id=00000178-2bdd-d9ef-ab7e-fbff99870000">March court filing</a>, the incident involved Hale-Cusanelli and a friend using a "potato" gun to shoot frozen corn at houses. The crude weapon used was inscribed with the words "WHITE IS RIGHT" and a drawing of a confederate flag, the documents said. Hale-Cusanelli was found guilty of criminal mischief, paid a $180 fine, and the other charges were dismissed. But this was the first of many brushes with the law and early indicators of far-right views.<h2>Run-ins with the police</h2>Since his first arrest in 2010, <a href="https://www.businessinsider.com/nazi-who-once-grew-a-hitler-mustache-was-capitol-rioter-investigators-2021-3">Hale-Cusanelli</a> has been charged over 30 times, according to court records. Prior to the January 6 siege of the Capitol, court records show a string of minor infractions and some more serious charges - but no felonies. In 2011, Hale-Cusanelli was arrested for stabbing another man in the abdomen, <a href="https://patch.com/new-jersey/freehold/report-freehold-township-man-arrested-after-stabbing">Asbury Park Press </a>reported. He was accused of an aggravated assault attempt, causing bodily injury with a deadly weapon, possession of a weapon for unlawful purposes, unlawful possession of weapons, and simple assault, Freehold Municipal Court records show."There was an altercation between his mother and her then-boyfriend who became violent when intoxicated," Hale-Cusanell's attorney wrote in the <a href="https://www.politico.com/f/?id=00000178-2bde-d9ef-ab7e-fbff5f4d0000">defendant's motion for modification of bond</a>. "Based upon information and belief, Mr. Hale-Cusanelli intervened to protect his mother and was subsequently arrested."The case was moved to the state Superior Court but records do not show that it resulted in a conviction.A year later, Hale-Cusanelli was charged with breach of peace, found guilty, and fined $189, according to Howell Municipal Court records. Hale-Cusanelli was arrested again in 2013 following an investigation into scrap metal theft, <a href="https://patch.com/new-jersey/manalapan/freehold-man-charged-in-scrap-metal-theft-of-comtron-inc">Freehold Patch</a> reported in 2013. Most of the charges were dismissed but he was found guilty of loitering and failure to have his car inspected, Manalapan Municipal Court records show.<h2>Hale-Cusanelli threatened Jews. He said he was going to show up at their homes on the Sabbath.</h2>Between 2013 and 2020, Hale-Cusanelli added Jew-baiting to his resume of petty crime and delinquency.He was found guilty and fined for littering on state property in 2014, according to Freehold Township Municipal Court records. He also pleaded guilty to driving an unregistered motor vehicle a year later, according to Mansfield Township Municipal Court records.But a more serious charge against him emerged in early 2020. Hale-Cusanelli was reported to the police on two occasions for engaging in anti-Semitic harassment. Members of New Jersey's Jewish community had already felt the force of his Jew-hatred."Those who followed anti-Semitism in the area knew about Hale-Cusanelli," a New Jersey rabbi, who wished to remain anonymous, told Insider.The insurrectionist was a member of the 'Rise Up Ocean County' Facebook page - a controversial page rampant with anti-Semitism that New Jersey Gov. Phil Murphy eventually condemned.In 2019, <a href="https://www.nj.gov/governor/news/news/562020/approved/20200103d.shtml">Murphy's administration</a> sent a letter to Facebook addressing concerns with "racist and anti-Semitic statements on the page, including an explicit goal of preventing Orthodox Jews from moving to Ocean County."Facebook eventually removed it.During the height of its popularity, Hale-Cusanelli was ominously vocal on the 'Rise Up Ocean County' page.The original group's moderator, Richard Ciullo, told Insider that Hale-Cusanelli had made multiple "incendiary" comments on the page and was eventually banned. Insider has seen screenshots confirming Hale-Cusanelli's involvement.In February 2020, the insurrectionist got into an online argument with Jewish commenters. "Hale-Cusanelli was making veiled threats, saying that he was going to show up to people's houses on the Sabbath," the New Jersey rabbi said. One of the people impacted by the Facebook feud reported Hale-Cusanelli to the police for anti-Semitic harassment on February 29, 2020. "Hale-Cusanelli made vague threats stating, 'I'm not scared of people knowing my face, I'm happy to be a lightning rod. Make me famous as your own risk,'" a police report seen by Insider said. Hale-Cusanelli also included references to the individual's address, it said.A week later, another person reported Hale-Cusanelli for anti-Semitic harassment and cyberharassment.Toms River Police Department confirmed both of these incidents.County prosecutors were also aware of Hale-Cusanelli's provocative anti-Semitic behavior. He was on their "radar," a press officer at the Office of the Ocean County Prosecutor told Insider.<h2>A social media troll</h2>Hale-Cusanelli deleted his Facebook, Instagram, and Twitter accounts in an attempt to "obstruct or destroy evidence" before his arrest, <a href="https://www.politico.com/f/?id=00000178-2bdd-d9ef-ab7e-fbff99870000">federal prosecutors</a> said.Insider, however, has seen verified screenshots of Hale-Cusanelli's now-deleted Twitter posts. In one post, the insurrectionist refers to Jews as "locusts." One YouTube teaser, included in a court filing, showed the insurrectionist falsely claiming that Jewish people were behind 9/11.Hale-Cusanelli's lawyer, Jonathan Zucker, argued in the defendant's <a href="https://www.politico.com/f/?id=00000178-2bde-d9ef-ab7e-fbff5f4d0000">pretrial release</a> that the YouTube channel was "controversial" but was primarily about New Jersey <keyword id="6358883" type="UNKNOWN" weightage="100" keywordseo="politics">politics</keyword>. Prosecutors refute this.Investigators also uncovered hundreds of anti-Black and anti-Semitic memes from his cellphone, the court filings show.A 2019 photo of Hale-Cusanelli displaying the "OK" hand gesture - <a href="https://www.businessinsider.com/ok-hand-gesture-bowlcut-added-to-hate-symbols-database-2019-9">a hate symbol</a> associated with the far-right and white supremacy - was retrieved too.<div type="image" title="Screenshot 2021 03 20 at 16.04.38" height="327" width="436" msid="81617204" hostid="261"></div>Several images of the young man sporting a Hitler mustache and haircut were also found.<h2>Hale-Cusanelli received several honors for his service in the Army Reserves</h2>These discoveries did not surprise Hale-Cusanelli's co-workers at NWS Earle Security Forces.Many who worked with him at the Naval base were aware of his anti-Semitic views, <a href="https://www.businessinsider.com/nazi-who-once-grew-a-hitler-mustache-was-capitol-rioter-investigators-2021-3">Insider</a> previously reported.One Navy Petty Officer said that it was "well-known" that Hale-Cusanelli did not like minorities or Jews. A Navy Seaman recalled an incident where he said that if he were a Nazi, he would "kill all the Jews and eat them for breakfast, lunch, and dinner."An HBC contractor said that spoke about his "dislike of Jews every day" and that people were afraid to report him because he was "crazy."<div type="image" title="timothy hale cusanelli" height="607" width="810" msid="81617206" hostid="261"></div>Despite a history of arrests and racist behavior, Hale-Cusanelli received several honors for his Army Reserves service. He joined in May 2009 and is still serving in the 174th Infantry Brigade out of Joint Base McGuire-Dix-Lakehurst in New Jersey, an Army spokesperson said.He has never been deployed but has received four Army awards; an Army Achievement Medal, an <keyword id="2685839" type="ORGANIZATION" weightage="60" keywordseo="army-reserve">Army Reserve</keyword> Components Achievement Medal, a National Defense Service Medal, and the Army Service Ribbon.One honor bestowed upon him, the Army Reserve Components Achievement Medal, is awarded for meritorious service. The criteria for receiving it are "<a href="https://www.hrc.army.mil/content/Army%20Reserve%20Component%20Achievement%20Medal%20ARCAM">exemplary behavior, efficiency, and fidelity</a>," according to the Army's website.Insider, recognizing the discrepancy between Hale-Cusanelli's problematic history and the criteria of this medal, asked the Army Reserves whether they were aware of his past behaviors."Sgt. Hale-Cusanelli's leadership was not aware of his prior involvement with law enforcement, to include run-ins, arrests, or convictions, or of the videos posted on social media," Simon B. Flake, the Army Reserve's media chief, said.Yet, despite the insurrectionist's arrest for his involvement in the Capitol riots, he has not yet been discharged by the Army Reserves.Flake told Insider: "The U.S. Army Reserve takes all allegations of Soldier or Army civilian involvement in extremist groups seriously and will address this issue in accordance with Army regulations and the Uniform Code of Military Justice to ensure due process. Extremist ideologies and activities directly oppose our values and beliefs and those who subscribe to extremism have no place in our ranks."<h2>'He was granted a secret-level security clearance'</h2>Similarly, the Navy had a blind spot when it came to Hale-Cusanelli and employed him as a security contractor at Naval Weapons Station Earle. His open adoration for Hitler, his vocal racism and anti-Semitism, were no barrier to advancement, and he was granted a secret-level security clearance.<div type="image" title="NWS Earle" height="234" width="312" msid="81617209" hostid="261"></div>A secret-level security clearance allows individuals access to information which if disclosed without authorization could reasonably be expected to "cause serious damage to the national security," according to the <a href="https://www.govinfo.gov/app/details/CFR-2007-title22-vol1/CFR-2007-title22-vol1-sec9-4">Code of Federal Regulations</a>.To receive this level of security clearance requires a background check and the provision of vast quantities of personal information. A history or pattern of criminality might raise concerns about granting security clearance but it is not an automatic disqualifier, according to <a href="https://www.military.com/veteran-jobs/security-clearance-jobs/security-clearance-eligibility.html">Military.com</a>.Showing an "enthusiasm for another Civil War," as federal prosecutors suggest the evidence indicates of Hale-Cusanelli, would almost certainly disqualify an individual from gaining clearance.Since his arrest, Hale-Cusanelli has been "barred" from the naval base, according to federal prosecutors. Insider contacted the Navy Office of Information to ask about Hale-Cusanelli's secret-level security clearance in light of former arrests. The office confirmed receipt of the request for comment but did not provide one.<h2>Extremism within US military ranks</h2>Prior to Hale-Cusanelli's arrest for his involvement in the Capitol riots, there were clues that he held a white-supremacist ideology and might later participate in a violent crime. This, as the US witnessed on January 6, can have dire consequences.

With the rollout of 5G-enabled iPhones, Apple added an extra option to iOS enabling iPhone 12 owners to download iOS updates when they are connected to a 5G cellular network. In a support page update on Friday, Apple said it is bringing the same feature to iPadOS, reports Apple Insider. <div type="javascript" title="Custom" contenttype="Image"><cdata><![CDATA[ ]]></cdata></div> The support page, titled "Use 5G with your iPad," explains to users how to manage their data connection on the updated iPad Pro models. In a section about data modes, spotted by MacRumors, users can now tell iPadOS to "Allow More Data on 5G". By selecting the feature, it allows iOS to use more data in its various system tasks and for app features, such as higher-quality FaceTime video feeds or high-definition content streams.A This option also enables iPadOS updates to be carried out over cellular. Apple warns that the setting will be set as default for some users with unlimited data plans, depending on the carrier. For other users, it has to be enabled manually. To enable the cellular over-the-air iPadOS updates, users need to open the Settings app, select Cellular Data, then Cellular Data Options, then select Data Mode. Now tap Allow more data on 5G. Similarly, the same section has the existing options for Standard and Low Data Mode, which maintain or reduce the amount of data being used on cellular and Wi-Fi. <ul class="summary-list"><li>A Chinese defense contractor recently test-launched a <keyword id="1297748" type="PERSON" weightage="60" keywordseo="Swarm">swarm</keyword> of <keyword id="10120213" type="UNKNOWN" weightage="60" keywordseo="loitering-munitions">loitering munitions</keyword> from a light tactical vehicle, and there's a video of the system in action.</li><li>Loitering munitions, more commonly known as suicide <keyword id="94769" type="PERSON" weightage="60" keywordseo="drones">drones</keyword>, fill a capability gap between cruise missiles and traditional fixed-wing combat drones by lingering over the battlefield.</li><li><keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword> is not alone in exploring swarm drone capabilities, but it has made significant strides in recent years.</li></ul>China has a suicide drone filled with explosives that can loiter over the battlefield and hunt for targets, and a defense firm recently test-launched a swarm of them out of the back of a truck.China Academy of Electronics and Information Technology, a subsidiary of the Chinese state-owned China Electronics Technology Group Corporation, has released a video of a test conducted in September, during which a Chinese light tactical vehicle launched a swarm of loitering munitions, commonly known as suicide or kamikaze drones.The video of the test, which was <a href="https://www.thedrive.com/the-war-zone/37062/china-conducts-test-of-massive-suicide-drone-swarm-launched-from-a-box-on-a-truck">first reported by The War Zone</a>, also showed drones being deployed from a helicopter.The launcher on the truck has a total of 48 cells, suggesting that a single truck could launch dozens of loitering munitions, which fill the gap between cruise missiles and more unmanned combat aerial vehicles.Loitering munitions are fitted with extendable wings and a camera and carry high-explosive warheads that can linger over an area while an operator searches for potential targets.It is unclear exactly what type of drone was used in the test, but it is reminiscent of the 20-pound CH-901 suicide drone, China's first tactical attack drone.This heavy loitering munition, which was unveiled about four years ago, can be used against personnel, light vehicles, and potentially enemy armor. The CH-901 is similar to the Switchblade, a US system that was first unveiled in 2011 and has been used in combat, although the Chinese drone is much heavier.The CH-901, which may or may not have been the weapon recently test-fired en masse, can spend two hours in the air and fly at speeds just under 100 mph, the <a href="https://www.scmp.com/news/china/military/article/3105670/china-tests-swarm-suicide-drones-launched-truck-and-helicopters">South China Morning Post reported</a>.Toward the end of the CAEIT video, a swarm of at least 11 drones can be seen flying together. An operator equipped with a tablet, which appears to be the command interface platform, selects several targets for the drones to engage.It is not clear whether this system has already been deployed with the People's Liberation Army. Chinese military insiders told SCMP that China is still trying to overcome various technical issues, such as slow-to-react artificial intelligence and the need for mor effective counter-jamming capabilities.China has made great strides in the area of swarming drones in recent years. Not only did CAEIT set a record by operating 200 fixed-wing drones at once two years ago, but China has, on more than one occasion, demonstrated large swarm operations with standard quadcopters.China is not alone, though, in its pursuit of swarm drone capabilities.The Office of Naval Research <a href="https://www.onr.navy.mil/Media-Center/Press-Releases/2015/LOCUST-low-cost-UAV-swarm-ONR.aspx">has been developing multi-tube launchers for Coyote drones</a> as part of its Low-Cost UAV Swarming Technology (LOCUST) program, which the Navy first demonstrated in 2015. The drones can be launched from both ground- and ship-based cells.Other military outfits are also looking at various swarm capabilities. For example, one Defense Advanced Research Projects Agency (DARPA) program explored launching dozens of recoverable Gremlin drones from a C-130 Hercules.Militaries are interested in swarming drones because they offer a lot of capability, be it reconnaissance, communications jamming, or kinetic strike, and potential defenses against these combat systems are insufficient, disproportionately expensive or still very immature.

Vector-borne diseases were already increasing before coronavirus Dengue has affected more than two lakh people in 2019. And then, with the summers coming in, there is a sharp drop in mosquito infestation until the monsoon season kicks in. “Ever since the lockdown has happened, we haven’t seen a drop. It’s the first time that we have seen such a change. He cites prevention being the only cure during the current crisis.
