There was also inadequate special ration for these soldiers, affecting their calorie intake by 82%,” the report said. The report said that face masks procured for the troops as “substandard”. It also pointed to possible irregularities in the procurement of 31,779 “sub-standard sleeping bags” at an extra cost of ₹7.74 crore. A pilot project was also organized to improve housing conditions at a higher altitude for the troops. But it failed, according to CAG. Asserting that it is fully prepared to fight a full-fledged war even in winters in eastern Ladakh, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> on Wednesday said if China created conditions for war, they will face a better trained, better prepared, fully rested and psychologically hardened Indian troops. In a statement, it said compared to physically and psychologically battle-hardened Indian troops, Chinese troops mostly are from urban areas and not used to hardships or prolonged deployment under field conditions. The Army' Northern Command headquarters made these assertions reacting to China's official media Global Times reports that India's operational logistics is not geared up adequately and it will not be able to fight through winters effectively. "This can best be attributed to ignorance. Indian Army is fully prepared and more than capable of fighting a full-fledged war even in winters in eastern Ladakh," a Northern Command spokesperson said here. "India is a peace-loving country and wishes to have good relations with its neighbours. India always prefers to resolve issues through dialogue. While talks are in progress to resolve the border issues with China in eastern Ladakh, at the military level it is well prepared for the prolonged stand-off," he said. He said altitudes in Ladakh range from "high to super-high altitude" and there is a lot of snowfall - up to 40 feet after November. "Coupled with this, the temperature dipping down to minus 30 to 40 degree Celsius is a usual phenomenon. Wind chill factor makes matters even worse for the troops. The roads also get closed due to the snow. But despite all this, the most encouraging part for India is that the Indian soldiers have a huge experience of winter warfare and are psychologically tuned to operate at short notice," the spokesperson said. While these facts are known to the world, he said, adding the operational logistics capabilities, however, are hardly known. "Logistic capability relates to mobility, habitat and billeting, quality services for health, special rations, repair and recovery, heating systems, high-quality weapons, ammunition, quality clothing, and so on. While much of these capabilities existed earlier and troops could simply plug and play, a lot has also been boosted since May this year when China showed first signs of aggression," he said. The spokesperson said it is important to understand that the Army has the experience of Siachen, the highest battleground in the world, where conditions are much more demanding than the frontiers with China. "Traditionally there were two routes for moving into Ladakh, that is through Zojila (Srinagar-Leh Highway) and Rohtang Passes (Manali-Leh). Recently India commissioned a third road from Darcha to Leh which is much shorter distance-wise and less prone to closure," he said. The spokesperson said completion of Atal tunnel on the Rohtang route has force multiplied the logistic capacities. "In addition, we have a large number of airbases with the help of which we can maintain the Army well. Modern snow clearing equipment has also been placed on these routes to keep them open beyond November, thus giving us more time for daily maintenance of the troops," he said. The spokesperson said special fuel and lubricants for tanks and armoured personnel carriers have also been stocked adequately, including spares for their maintenance. "Water points and tube wells have been established for the troops and animals like mules and yaks. The living barracks have also been prepared which are comfortable and warm," he said. He said facilities such as the central heating system are some of the high points of these facilities. "Ammunition of various types including small arms, missiles and tank and artillery ammunition have also been adequately stocked. The medical system is also in place for any eventuality." The spokesperson said "China's concept has always been to win the wars without fighting, hence if they create conditions for war, they will come across better trained, better prepared, fully rested and psychologically hardened Indian troops. Indian Army asserts it's ready to fight full-fledged war in eastern Ladakh — even in the middle of winter

The <keyword id="6354416" type="COMPANY" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> on Monday handed back to <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword> a soldier of the Chinese People's Liberation Army (PLA), three days after apprehending him at the southern bank of Pangong Tso in <keyword id="2572623" type="ORGANIZATION" weightage="20" keywordseo="eastern-Ladakh">eastern Ladakh</keyword>, official sources said. The soldier was returned to China at the Chushul-Moldo border point in eastern Ladakh at 10.10 am, they added. The Chinese soldier was captured at the southern bank of Pangong lake in the early hours of Friday after he transgressed across the Indian side of the Line of Actual Control (LAC). "The PLA soldier, who was apprehended on January 8, was handed back to China at Chushul-Moldo at 10.10 am on Monday," a source said. Indian and Chinese troops are locked in a tense border standoff in eastern Ladakh for over eight months. The faceoff began in <keyword id="9768916" type="UNKNOWN" weightage="20" keywordseo="may-last-year">May last year</keyword>, following a clash between the two sides in the Pangong lake area. "The PLA soldier had transgressed across the LAC and was taken into custody by Indian troops deployed in this area. Troops from either side are deployed along the LAC since friction erupted last year due to unprecedented mobilisation and forward concentration by Chinese troops," the Army said in a statement on Saturday. Following the capture of the soldier by the Indian Army, China had sought his immediate return on Saturday. It was the second such incident of <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> capturing and subsequently returning a Chinese soldier in the last three months. Indian troops had captured Corporal Wang Ya Long of the PLA on October 19 last year after he "strayed" across the LAC in Ladakh's Demchok sector. The corporal was handed back to China at the Chushul-Moldo border point following the laid-down protocols. The areas around the Pangong lake along the LAC have remained tense in the last few months. Around four months ago, Indian troops occupied a number of strategic heights in the Mukhpari, Rechin La and Magar hill areas around the southern bank of the Pangong lake, after the Chinese military attempted to intimidate them in the area on the intervening night of August 29 and 30 last year. Chief of Army Staff Gen. MM Naravane visited various high-altitude forward areas in eastern Ladakh last month, including certain positions on the south bank of the Pangong lake, and reviewed India's overall military preparedness. Nearly 50,000 troops of the Indian Army are currently deployed in a high state of combat readiness at various mountainous locations in eastern Ladakh in sub-zero temperatures as <keyword id="7687111" type="UNKNOWN" weightage="20" keywordseo="Multiple-rounds">multiple rounds</keyword> of talks between the two sides have not yielded a concrete outcome to resolve the standoff. China has also deployed an equal number of troops, according to officials. The eighth and last round of military talks between the two sides took place on November 6 last year, during which both sides had broadly discussed disengagement of troops from specific friction points. India has all along been maintaining that the onus is on China to carry forward the process of disengagement and de-escalation at the friction points in the mountainous region. Following the sixth round of military talks, the two sides had announced a slew of decisions, including not to send more troops to the frontline, refraining from unilaterally changing the situation on the ground and avoiding taking any action that may further complicate matters. This round of talks was held with a specific agenda of exploring ways to implement a five-point agreement reached between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi at a meeting in Moscow on September 10 on the sidelines of a Shanghai Cooperation Organisation (SCO) conclave. The pact included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the LAC. Indian Army returns Chinese soldier after  three days

India and China on Monday held the seventh round of high-level military talks with a sole agenda of finalising a roadmap for disengagement of troops from all the friction points in eastern Ladakh. As the border standoff entered the sixth month, an early resolution to the row appears dim. Srivastava, who has been leading the Indian side at the WMCC talks, also attended the military parleys on September 21 for the first time. It is Lt Gen Singh's last round of talks with the PLA in the current standoff as he is due to take charge as head of the prestigious Indian Military Academy(IMA) this week. His successor at the 14 Corps Lt Gen PGK Menon is also part of the Indian delegation. At the previous six rounds of military talks, the Indian side insisted on complete disengagement of Chinese troops at the earliest, and immediate restoration of status quo ante in all areas of eastern Ladakh prior to April. The situation in eastern Ladakh deteriorated following at least three attempts by the Chinese soldiers to "intimidate" Indian troops along the northern and southern bank of Pangong lake area between August 29 and September 8 where even shots were fired in the air for the first time at the LAC in 45 years. As tensions escalated further, the foreign ministers of India and China held talks in Moscow on September 10 where they reached a five-point agreement to defuse the situation in eastern Ladakh. The agreement was the basis for the sixth round of Corps commander-level talks. In the last three months, the Indian Army rushed tanks, heavy weaponry, ammunition, fuel, food and essential winter supplies to various treacherous and high-altitude areas of the region to maintain combat readiness through the harsh winter of around four months starting around mid-October. India-China 7th round of high-level military talks underway

<ul><li>The <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> is doubling its rations as it sets in for the winter along the India-China border in Eastern Ladakh. </li><li>The army is also considering rationing supplies to bring down the weight of the rations that have to be forward positions before November’s snowfall. </li><li>As disengagement progresses slowly between Chinese and Indian troops, the Indian Army believes its imperative for it to maintain its troop strength. </li><li><a href="https://www.businessinsider.in/">Check out the latest news and updates on Business Insider.</a> </li></ul>The Indian Army is getting ready for the long haul as the disengagement with the People Liberation Army (PLA) continues at snail’s pace. The Indian side has reportedly doubled its call for rations, which include clothing, shelter, tents, fuel and other tools required to face the harsh temperatures in the Himalayan region. <div type="Article" hostid="261" msid="76725494" title="India is ready for the ‘long haul’ with China until winter after the third round of military talks" mstype="2" mssubtype="0"></div> In order to try and speed up the process of disengagement on the border, senior diplomats from India and China are reportedly scheduled to hold a fresh meeting on July 24, Friday. Sources told <a href="https://www.livemint.com/news/india/senior-diplomats-of-india-and-china-likely-to-meet-on-friday-over-border-tension-11595481956776.html">LiveMint</a> that Chinese troops are yet to move back from Patrolling Point 17 (PP-17) and Finer 4 along the Pangong Tso Lake. Stocking up for winter The annual ‘advance winter stocking’ (AWS) exercise is underway but has more challenges to face than normal, officers told <a href="https://timesofindia.indiatimes.com/india/with-chinese-troops-yet-to-disengage-army-stocks-up-for-harsh-ladakh-winter/articleshow/77117141.cms?from=mdr">The Times of India.</a> In addition to the uncertainty on the border, there are also more mouths to feed, the challenge of procuring the rations during COVID-19 and making sure that it all gets done before snowfall in November. After the violent clash between both sides on June 15, the Indian Army estimates that it needs to maintain its troops in the forward areas to ensure that Chinese Army doesn’t exploit the situation. Rationing supplies on the cards Just bringing in excess supplies may not be enough to manage the increased number of troops along the Line of Actual Control (LAC). The Indian Army is also looking over the ‘scale of rations’ that can be given out to soldiers. The usual amount allocated to each soldier is around 2.5 kilograms of ration per day. However, officials told <a href="https://timesofindia.indiatimes.com/india/with-chinese-troops-yet-to-disengage-army-stocks-up-for-harsh-ladakh-winter/articleshow/77117141.cms?from=mdr">The Times of India</a> that if you cut the ‘frills’ out of the equation, the weight of the rations can be brought down to just 1.5 kilograms. Running short on time Another cause of concern is that even though there are more mouths to feed, the amount of time to get rations in place is restricted. The AWS exercise involves pre-positioning and stocking supplies in the forward locations before the snowfall sets in. Since most of the forward locations are over 15,000 feet in altitude, they will largely become inaccessible starting November. Normally, the Indian Army has around 150 days between the months to June to September to set up. This time around, due to the tensions with China along the border, the time has been cut short. The coronavirus pandemic has further complicated the acquisition of rations. Even before the advent of COVID-19, procuring special dehydrated rations in huge quantities was a challenge. India is loading up supplies in Ladakh fearing the worst as the Chinese army drags its feet on its way back

<ul><li>Indian Prime Minster Narendra Modi addressed the troops in Ladakh today, July 3.</li><li>"The enemies of India have seen your fire and fury," he said.</li><li>This is Modi’s first visit to Ladakh since the two sides have been locked in a standoff since early May and the June 15 clash that led to the death of 20 Indian soldiers.</li></ul>Addressing the nation from the India-China border in Ladakh, Prime Minister Narendra Modi said the Indian Army has given a befitting reply to the people to who attempted to conquer its land. “The enemies of India have seen your fire and fury,” Modi told the troops. “When the protection of the country in your hands and you resolute thoughts, there is unbreakable trust. And, citizens India are not worried thanks to you,” he added thanking the troops for their bravery. Modi asserted that the Indian troops' operating at such a height and difficult terrain is an homage to India's strength that no other country can match. He added that India had always pursued the path of peace. "We have always worked towards for the protection of humanity. We have given our life for it," said Modi. At the same, he added that those who are weak can never initiate steps for peace — bravery and courage is a prerequisite for peace. Modi visits Ladakh Earlier today, Indian Prime Minister Narendra Modi arrived in Leh to review the ongoing border conflict with China. Instead, Modi is scheduled to meet the soldiers who injured during the clash between Indian and Chinese troops on June 15 that led to the death of 20 Indian soldier and an undisclosed number on the Chinese side. “The bravery that you and your compatriots showed, a message has gone to the world about India’s strength. Nation rests peacefully because of your bravery,” Modi told the troops. The Prime Minister is also going to speak to Lieutenant General Harinder Singh who has been leading the military talks on India’s side. There have been three high-level military discussions so far — one on June 6, another on June 22 and the latest on June 30. Both sides have agreed to disengage in a phased and step-by-step manner. “We expect the Chinese side to sincerely follow up and ensure the expeditious restoration of peace and tranquillity in the border areas as per bilateral agreements and protocols,” India’s Ministry of External Affairs spokesperson, Anurag Srivastava said during the press conference yesterday evening.
