Musk poured millions of dollars into Trump's successful election campaign and has been a vocal and visible supporter of the president-elect. In return, he's been given a new job, in joint charge of the new <keyword id="23593857" type="General" weightage="20" keywordseo="Department-of-Government-Efficiency" source="keywords">Department of Government Efficiency</keyword> (Doge), where he will be tasked with streamlining government operations and reducing bureaucracy. This "department"—actually an advisory group—will aim to cut unnecessary spending and make the general functioning of the US government more efficient. The idea is that within a federal budget of over US$6 trillion, there are opportunities to make some big savings. Musk's appointment—like many things he's involved with—has sparked controversy. The richest man in the world has already said he wants to cut spending by US$2 trillion (£1.6 trillion) and mentioned setting up a "leaderboard for most insanely dumb spending of your tax dollars.". Some are concerned about the impact he could have on public services. Others fear he will use his position to promote his own business interests. On the positive side, Musk has a very impressive CV when it comes to big organisations. He has created (or co-created) multi-billion-dollar businesses, including Paypal, <keyword id="19895433" type="General" weightage="20" keywordseo="Tesla" source="keywords" meta.keywordsubtype="org" meta.entityname="Tesla" meta.hostid="261" meta.entityid="Tesla">Tesla</keyword>, and <keyword id="19905255" type="General" weightage="20" keywordseo="SpaceX" source="keywords" meta.keywordsubtype="org" meta.entityname="SpaceX" meta.hostid="261" meta.entityid="SpaceX">SpaceX</keyword>. He has founded startups involved in AI (xAI), tunnelling (the Boring Company), and medicine (<keyword id="19985233" type="General" weightage="20" keywordseo="Neuralink" source="keywords" meta.keywordsubtype="org" meta.entityname="Neuralink" meta.hostid="261" meta.entityid="Neuralink">Neuralink</keyword>). And research suggests that much of Musk's success comes down to a relentless focus on efficiency. He has also been praised for the depth of his analytical thinking and innovative problem solving. Tesla's factory in California went from being the least productive car manufacturing plant in the US when it was owned by General Motors to the most productive under Musk's ownership. SpaceX has vastly reduced costs in the space cargo business. So he has form. And Musk is not the first American business leader to offer private sector expertise to the world of politics. Back in the 1960s, Robert McNamara, former president of the Ford Motor Company, served as secretary of defence under presidents John F. Kennedy and Lyndon B. Johnson. McNamara brought significant innovations to <keyword id="22668770" type="General" weightage="20" keywordseo="government-efficiency" source="keywords">government efficiency</keyword> that drew on his corporate experience. He championed cost-benefit analysis and a data-driven approach to decision-making and was keen on reducing bureaucracy and promoting accountability in complex governmental processes. To achieve this, McNamara recruited a team of experts from the worlds of academia and business. Known as the "Whizz Kids," they brought new perspectives to the White House. In the UK now, the Labour government's minister of state for investment is Poppy Gustafsson, a former venture capitalist and tech founder. Its minister for prisons is James Timpson, former CEO of the Timpson Group, a family firm renowned for hiring ex-offenders. These people—and there are many other examples around the world—were brought into the political sphere because of the knowledge and vision they have demonstrated in the private sector. The hope is their talent and leadership will improve policy and practice. <h2>Data-driven reform</h2>The same must be hoped for Musk: that with his co-leader, Vivek Ramaswamy—a biotech entrepreneur and former Republican leadership candidate—he will bring expertise in cost-cutting and innovative strategies. This will probably include comprehensive audits and data-driven approaches to reform. Critics refer to prior examples of Musk's approach, such as the mass layoffs and aggressive cost-cutting measures at Twitter (now X), with concerns that there could be similarly drastic reductions in the federal workforce and public services. But big job cuts were happening across the tech sector at that time. They came in the wake of reduced revenues and a need to reduce bloated workforces and ineffective functions—not unlike the challenges faced by the US government. Nevertheless, while proponents see Musk as an experienced leader capable of streamlining bureaucracy, sceptics fear the advent of harmful austerity measures that risk disruption to essential public programs. Concerns have also been raised about potential conflicts of interest, as Musk's business empire benefits from government contracts. However, since Doge will operate as an advisory body, concerns over him gaining advantage through any self-dealing seem overblown. Besides, two of Musk's companies (SpaceX and Tesla) have been awarded US$15.4 billion (£12.3bn) in federal contracts in the last decade. Perhaps then, success precedes influence rather than the reverse? Doge will also be governed by the Federal Advisory Committee Act, which maintains legal and ethical guardrails. And Congress will have the final say over any decisions. Fears of the worst possible outcome to Musk's appointment are a natural human response in the face of uncertainty. It is part of the reason that negative headlines get more clicks than positive ones. It is also true that Musk has aligned himself with a politician who divides opinion like few others. By leveraging his billions of dollars and 200 million followers on X to help Trump to victory, he made it clear which side he was on. And in a highly polarised US political landscape, the anguish about his governmental role may be little more than a knee-jerk reaction from the millions of people whose side he did not choose.

The city of <keyword id="19895037" type="General" weightage="20" keywordseo="Bengaluru" source="keywords">Bengaluru</keyword> will get a C-band Doppler Weather Radar this year to enable better <keyword id="20178895" type="General" weightage="20" keywordseo="weather-forecasting" source="keywords">weather forecasting</keyword>, Union Minister Shobha Karandlaje has said. The Union Minister of State for Micro, Small and Medium Enterprises and Labour &amp; Employment took to X to share that India Meteorological Department (IMD) has agreed to her request to install the Doppler Weather Radar (DWR) in the state capital. Posting a letter written to her by Union Minister of State (Independent Charge), Jitendra Singh, who is also in charge of the Ministry of Science and Technology and Earth Sciences, Karandlaje said, "We will now be able to predict our weather with accuracy. Following my request, the IMD has greenlit the installation of a <keyword id="22264487" type="General" weightage="100" keywordseo="Doppler-radar" source="keywords">Doppler radar</keyword> in the city, scheduled to be operational by year-end. This is a major step towards <keyword id="22519773" type="General" weightage="20" keywordseo="better-weather" source="keywords">better weather</keyword> forecasting &amp; preparedness for <keyword id="19922196" type="General" weightage="20" keywordseo="natural-disasters" source="keywords">natural disasters</keyword>." In his letter, Jitendra Singh said the radar will have an operational range of 250 km and will be installed in Bengaluru this year. He also mentioned that the site for the radar installation has already been identified and the Centre had informed the state government to acquire the site. "The proposed C-band DWR in Bengaluru will not only help in protecting the state infrastructure and state economies during natural disasters but also significantly enhance the accuracy of weather forecasts and provide the early warning of severe weather conditions," he wrote. According to a news report published a year ago, <keyword id="19896017" type="General" weightage="20" keywordseo="Karnataka" source="keywords">Karnataka</keyword> was the only state in South India not to possess this forecasting system and although it was first proposed in 2007 that the site for the radar would be in Devanahalli, nothing ever materialised since. It was stated in the report that to assess weather conditions in Bengaluru, Kolar, Ramanagara and Chikkaballapura, Karnataka uses Chennai's Doppler radar, for North Karnataka, the one in Goa is used, while for interior Karnataka and Malnad, Kerala's radar is used. Incidentally, the report also quoted an IMD official, according to whom the process of procuring and housing two such radars - one in Bengaluru and another in Mangaluru - was on and that it could materialise by early 2024.

Along with ensuring payment of their October 2022 salary on November 1, employees are demanding a one-time settlement of three months' salary, earned leave encashment, and full-settlement of variable pay. According to the employees in Thiruvananthapuram numbering around 170, Byju's, with its office located in the <keyword id="6400701" type="General" weightage="50" keywordseo="technopark" source="Orion">Technopark</keyword>, is planning to wind up its operations in the state headquarters. The <keyword id="6354862" type="COMPANY" weightage="20" keywordseo="trump">Trump</keyword> administration has announced a final rule that will significantly raise the minimum wages the employers in the US must pay to foreign workers on visa programmes like the H-1B as part of the efforts to protect American workers from being undercut by cheaper labour from abroad. Days before the exit of the administration of President <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword>, the US <keyword id="107972" type="COMPANY" weightage="20" keywordseo="Department-of-Labor">Department of Labor</keyword> said that the final rule would help protect the wages and job opportunities of American workers by reforming the wage methodology it uses to set prevailing wage rates to prevent potential abuses of its Permanent Employment Certification, H-1B, H-1B1 and E-3 Visa foreign worker programmes. The H-1B visa is a non-immigrant visa that allows US companies to employ foreign workers in speciality occupations that require theoretical or technical expertise. The technology companies depend on it to hire tens of thousands of employees each year from countries like India and China. The final rule will improve the accuracy of prevailing wages paid to foreign workers by bringing them in line with the wages paid to similarly employed US workers, the Department of Labor said in a news release on Tuesday. The final rule will ensure the Department more effectively protects the job opportunities and wages of American workers by removing the economic incentive to hire foreign workers on a permanent or temporary basis in the US over American workers, it said. Restricting immigration has been a focus of the Trump administration since its first days when it issued the travel ban on seven Muslim-majority countries, and it has continued into Trump's final year in office as the White House uses the coronavirus pandemic as cover. The Trump administration recently extended the freeze on H-1B visas along with other types of work visas and green cards until March 31. Last week it modified the selection process for H-1B visa, giving priority to salary and skills instead of the current lottery procedures. Democratic leader Joe Biden, who will be sworn in as the 46th US President on January 20, has promised to lift the suspension on H-1B visas, saying Trump's immigration policies are cruel. The Labor department's Employment and Training Administration administers the foreign labour programmes covered by the Department's wage methodology. On Oct 8, 2020, the Department published an interim final rule and invited public comment. After an extensive review of the comments received, the Department said it has determined that the existing wage methodology undermines the wages and job opportunities of US workers and that it is in tension with the governing statute. "The <keyword id="279351" type="ORGANIZATION" weightage="20" keywordseo="US-Department">US Department</keyword> of Labor is taking these steps to strengthen wage protections, address abuses in visa programmes, and protect American workers from being undercut by cheaper foreign labour," said US Secretary of Labor Eugene Scalia. "These changes help ensure that these important foreign worker programmes function as Congress intended while securing American workers' opportunities for stable, good-paying jobs. "In response to the comments we received, the Department has adjusted the wages levels used in the Interim Final Rule to better reflect market wages and included provisions to smooth the transition to the new wage levels," Scalia said, When seeking H-1B, H-1B1 or E-3 visas for workers, US employers must attest that they will pay nonimmigrant workers, during the period of authorised employment, the higher of the prevailing wage or the actual wage paid to other employees with similar experience and qualifications. The H-1B1 visa is a variant of the H-1B visa in the United States for nationals of Singapore and Chile. The E-3 visa is a US visa for which only citizens of Australia are eligible. Similarly, when an employer seeks to hire an immigrant under an EB-2 or EB-3 classification, the employer must recruit US workers for the position using a prevailing wage issued by the Department. They must also attest that they will pay foreign workers the prevailing wage. The prevailing wage rate is defined as the average wage paid to similarly employed workers in a specific occupation in the area of intended employment. The prevailing wage rates in these programmes serve to protect US workers from unfair competition posed by the entry of lower-cost foreign labour into the US. Using the Department's methodology in calculating the prevailing wage rates to reflect accurately the wages that US workers who perform the same kinds of jobs and possess similar qualifications, ensures that the use of these programmes will not adversely affect the wages and job opportunities of American workers. Another blow for H1B visa workers – Trump govt raises minimum wage rates to do away with 'cheaper labour'

The US has received a sufficient number of applications to meet the congressionally-mandated H-2B cap for the second half of fiscal year 2023, the country's federal agency for immigration services announced. The <keyword id="368921" type="General" weightage="50" keywordseo="us-citizenship-and-immigration-services" source="Orion">US Citizenship and Immigration Services</keyword> (<keyword id="137642" type="General" weightage="80" keywordseo="uscis" source="Orion">USCIS</keyword>) said February 27 was the final receipt date for new cap-subject H-2B worker petitions requesting an employment start date on or after April 1 and before October 1. Currently, the congressionally-mandated cap for H-2B visa is set at 66,000 per fiscal year, with 33,000 for workers who begin employment in the first half of the fiscal year (October 1-March 31) and 33,000 for workers who begin employment in the second half of the fiscal year (April 1-September 30). The agency also announced the filing dates for the supplemental H-2B visas for FY 2023, made available under the supplemental visa temporary final rule. Under this rule, the USCIS began accepting H-2B petitions increasing the cap by up to 64,716 additional H-2B non-immigrant visas for FY-2023. These supplemental H-2B visas are for US employers seeking to petition for additional workers at certain periods of the fiscal year before September 15. They are available only to US businesses that are suffering irreparable harm or will suffer impending irreparable harm without the ability to employ all the H-2B workers requested in their petition, the USCIS said. The agency further said that it will continue to accept H-2B petitions that are exempt from the congressionally mandated cap, which includes current holders of this visa in the US who wish to extend their stay and, if applicable, change the terms of their employment or change their employers. Others who are exempt include, fish <keyword id="6525469" type="General" weightage="50" keywordseo="roe" source="Orion">roe</keyword> processors, fish <keyword id="16692469" type="General" weightage="20" keywordseo="roe-technicians-and/or" source="Orion">roe technicians and/or</keyword> supervisors of fish roe processing; and workers performing labour or services in the Commonwealth of Northern Mariana Islands and/or Guam (until December 31, 2029). The H-2B visas are issued for seasonal/temporary jobs which allow employers to hire skilled or unskilled workers to fulfil the shortage of workers in the US.
