But a crucial aspect that gets relatively less airtime is defence exports – and it has made investors of <keyword id="151778" type="General" weightage="50" keywordseo="hindustan-aeronautics" source="Orion">Hindustan Aeronautics</keyword> richer by 75% in 2022 alone. Hindustan Aeronautics Limited (HAL) has been identified by analysts as “the defence Prime” – essentially crowning HAL as the kingpin of the Indian defence sector. According to the company’s latest financials, HAL’s current orderbook stands at ₹82,000 crore – this is 3.3-times the company’s FY22 revenue. HAL has already offered the twin-seater variant of the Tejas LCA to Malaysia in a deal worth $1.5 billion, in addition to maintenance of the Russian-origin Sukhoi 30 fighter jets. The Indian government said that the US, Australia and Indonesia have also expressed interest in the Tejas. Indian <keyword id="6354954" type="ORGANIZATION" weightage="20" keywordseo="Air-Force">Air Force</keyword>’s (<keyword id="161906" type="COMPANY" weightage="20" keywordseo="AIF">AIF</keyword>) plan to replace MIG fighter planes with a 'Made in India' combat aircraft isn’t headed towards the right direction. Now <keyword id="6355075" type="ORGANIZATION" weightage="20" keywordseo="IAF">IAF</keyword> need to choose between two aircrafts from <keyword id="23050" type="COUNTRY" weightage="20" keywordseo="Sweden">Sweden</keyword> or the US. 
 IAF's communication to the US and Sweden earlier this month said the force was looking for a modern, proven single-engine fighter aircraft in operational service. IAF didn't offer any details of minimum performance levels, asking only for a "4th generation fighter" - a broad qualification that also fits India's long-under-development light combat aircraft (<keyword id="139633" type="ORGANIZATION" weightage="20" keywordseo="LCA">LCA</keyword>), according to a news report by The Economic Times. 
 
Industry experts, ET spoke to said, IAF's approach so far can get the force into a single vendor situation and, therefore, a recipe for slowdown in decision-making. A single vendor situation often leads to questions over fairness in the selection process. The aim is to make a choice from a multiple vendor situation. 
 
The defence ministry would also require to move ahead with its strategic partnership model if the ‘Make in India’ plan for fighter planes need to be executed.

'Make in India' dream of fighter
plans hit a roadblock

In a major boost to <a href="http://www.businessinsider.in/searchresult.cms?query=indian+air+force&amp;sortorder=effectivedate">Indian Air Force</a>, indigenously built Light Combat Aircraft (LCA),‘<a href="http://www.businessinsider.in/searchresult.cms?query=tejas&amp;sortorder=effectivedate">Tejas’</a>, was inducted today at an event in Bengaluru. 
 
State-run <a href="http://www.businessinsider.in/searchresult.cms?query=HAL&amp;sortorder=effectivedate">Hindustan Aeronautics Limited</a> (HAL) handed over the first two ‘Made in India’ Tejas aircraft to the <keyword id="15141" type="ORGANIZATION" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> (IAF), which will make up the 'Flying Daggers' 45, the name of the first squadron of the LCA. 
 
The induction ceremony started early morning at the Aircraft System Testing Establishment in the presence of Air Marshal Jasbir Walia, Air Officer Commanding-in Chief, Southern Air Command. 
 
The squadron will be based in Bengaluru for the first two years before being moved to Sulur in Tamil Nadu. 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=arup+raha&amp;sortorder=effectivedate">Air Chief Marshal Arup Raha</a>, who on May 17 took his in Tejas, had termed the aircraft as fit to be inducted. 
 
Stating that LCA squadron should be formed by July, <a href="http://www.businessinsider.in/searchresult.cms?query=manohar+parrikar&amp;sortorder=effectivedate">Defence Minister Manohar Parrikar</a> had earlier this month said, "Next year I think two MiG-21 squadrons are being decommissioned; this will go into initially replacing them." 
 
LCAs are better than the MiGs which are old and their parts are difficult to get, he had said. 
 
All squadrons of Tejas will have 20 planes in total, including four in reserve. 
 
As per the plan, while 20 would be inducted under the "Initial Operational Clearance", another 20 will be inducted later with Beyond Visual Range Missile (BVR) and some other features. 
 
IAF plans to induct over 80 aircraft with better specifications known as Tejas 1A.

"The United States has invested significantly in expanding our strategic partnership with India, and we are pursuing a robust agenda to deepen cooperation for the rest of the year - not only diplomatically, but also through iCET ( initiative on Critical and Emerging Technology)," Campbell said. The third edition of the two-day INDUS-X summit began on Monday. It is organised by the <keyword id="20263494" type="General" weightage="20" keywordseo="us-india-strategic-and-partnership-forum" source="keywords">US India Strategic and Partnership Forum</keyword> (<keyword id="20252677" type="General" weightage="20" keywordseo="usispf" source="keywords">USISPF</keyword>) at Stanford University in California. One of SpaceX's biggest rivals on competing with Elon Musk and the new space race

New Delhi, <keyword id="3658" type="General" weightage="20" keywordseo="India" source="Orion">India</keyword> on Thursday accorded an initial approval to defence acquisition projects worth Rs 2.23 lakh crore that included procurement of 97 <keyword id="6376012" type="General" weightage="20" keywordseo="Tejas" source="Orion">Tejas</keyword> light combat aircraft and 156 Prachand combat helicopters, in a major move to significantly enhance the combat capabilities of the armed forces. The Defence Acquisition Council (DAC), chaired by Defence Minister Rajnath Singh, cleared the projects, at a time India is locked in a bitter military standoff with China at a number of friction points in eastern Ladakh for over three years. The defence ministry said 98 per cent of the total procurement worth Rs 2.23 lakh crore will be sourced from the domestic industries and that the move will give a substantial boost to the Indian defence industry in achieving the goal of 'Aatmanirbharta' (self-reliance) in defence industry. The DAC also approved a proposal of the Indian Air Force to upgrade its Su-30 fighter fleet by state-run aerospace major Hindustan Aeronautics Ltd (<keyword id="68124" type="General" weightage="20" keywordseo="HAL" source="Orion">HAL</keyword>). The DAC further accorded Acceptance of Necessity (AoN) or initial approval for procurement of two types of anti-tank munitions namely area denial munition (ADM) type-2 and type-3. The top body on procurement of military hardware also cleared acquisition and integration of automatic target tracker (ATT) and digital basaltic computer (DBC) for T-90 tanks besides approving another proposal to buy medium range anti-ship missiles (MRAShM) for the Indian Navy. The MRAShM is a lightweight surface-to-surface missile which will be a primary offensive weapon onboard various Indian naval ships. "The DAC accorded AoNs for procurement of Light Combat Helicopter for Indian Air Force and Indian Army and Light Combat Aircraft (LCA) Mk-1A for IAF from Hindustan Aeronautics Limited (HAL) under Buy (Indian-IDDM) category," the ministry said. Though it did not mention the specific numbers, official sources said 97 Tejas Light Combat Aircraft (Mark 1A) are being procured for the IAF and 156 Light Combat Helicopters (LCH) are being procured for the Army and the Air Force. In February 2021, the defence ministry sealed a Rs 48,000 crore deal with the Hindustan Aeronautics Ltd for procurement of 83 Tejas MK-1A jets for the IAF. With the additional fleet, the number of indigenously-developed Tejas aircraft being procured by the IAF would go up to 180. "The AoNs have also been accorded by the DAC for upgradation of Su-30 MKI aircraft indigenously from HAL. "While procurement of these equipment will provide enormous strength to the IAF, acquisition from domestic defence industries will take the indigenous capability to a new height," the ministry said in a statement. "It will also reduce dependability on foreign Original Equipment Manufacturers (OEMs) substantially," it added.

Both these stocks received another big boost from the defence agreements signed by India and France, as part of Prime Minister Narendra Modi’s two-day visit to the European nation for Bastille Day. Apart from the procurement of Rafale jets, the agreements covered co-operation on the joint development of high-thrust engines for Advanced Medium Combat Aircraft (AMCA) and joint development of turboshaft engines for Indian Multi-Role Helicopter (IMRH). HAL: Up in the air To action the deal, French company Safran and HAL will form a joint venture (JV) company to co-design and produce new generation helicopter engines in India. “The first objective is to build the most adequate solution for the future 13-ton IMRH and its naval version Deck Based Multi-Role Helicopter (DBMRH),” said a report by ICICI Securities. In addition, the French defence deal includes a transfer of technology to HAL, for forging and casting for Shakti engine, which powers almost the entire indigenous helicopter fleet of India including ALH Dhruv, Rudra, light combat helicopters (LCH) and Light Utility Helicopter (LUH). As per ICICI Securities, these developments enable the execution of critical orders of 140 AMCAs, 175 LUHs and 145 LCHs, which the company is expecting to get in the medium term. Thanks to the positive fallouts from the French agreements and a deal signed with GE earlier in June – for F-414 engines and co-development of high-thrust engines for AMCA – HAL’s stock has a long run-up ahead. “We believe there is a possibility of ramp up in manufacturing revenue for HAL beyond FY26. As a result, we raise our manufacturing revenue growth estimates to 12% (from 8% earlier) beyond FY26,” says ICICI Securities. India’s ageing defence fleet also provides the public sector company with many more opportunities ahead. HAL has an order pipeline of $48 billion spread over the next ten years – for products that it has already developed like LCA Tejas, a supersonic combat aircraft. “The company also benefits from the repair and overhaul programme, which heavily depends on the Sukhoi aircraft fleet, the ALH (advanced light helicopter) fleet, and the recently introduced Hawk aircraft, along with upgrades to the Jaguar and Mirage platforms,” said a report by PhillipCapital. PhillipCapital has placed a target price of ₹3,975 on HAL stock with a neutral rating, but ICICI Securities revised its target price upwards to ₹4,350 after factoring in the latest French deal advantage. The stock is currently trading at ₹3,857. Mazagon Dock Shipbuilders: The submarine opportunity not visible yet Investments in Mazagon Dock Shipbuilders (MDSL) shares have shot up 6.5 times in the last one year. Like HAL, this Mumbai-based company has a reason to gain from the France deal as it includes ambitious projects to explore the development of the Indian submarine fleet. The Defence Acquisition Council (DAC), led by Defence Minister Rajnath Singh, approved the proposal to acquire three French-designed Scorpene-class submarines. These submarines will be constructed by MDSL While the acceptance of necessity (AoN) has been granted, there was no specific mention of three Scorpene submarines in the joint statement issued by PM Modi and French President Emmanuel Macron. An AoN is accorded by the Defence Ministry for a particular weapon system or equipment at the beginning of the procurement process. “Currently, we do not have clarity on the ordering timeline for the new Scorpene submarines. We would keep a tab on further development in this regard. In our view, the actual construction work on the submarine might commence around 18 months after the contract has been signed,” said ICICI Securities. The brokerage has maintained a ‘sell’ rating on the stock with an unchanged target price of ₹600. MDSL is currently trading at ₹1,728. Apart from the possible deal, the company, which has a competitive edge in the sector, has a major overhang. It’s involved in a rent lease disagreement with Mumbai Port Trust, which has raised a demand from the company for four of its plots after finalising its land lease policy. It has sought as much as ₹272 crore plus applicable taxes as upfront payment towards the lease premium and ₹40 crore plus applicable taxes towards the arrears of rent FY06 onwards. MDSL has contested Mumbai Port Trust’s proposal and has recognised an estimated reasonable lease rent in its financial statements. The matter is under discussion at the ministry level between the Department of Defence Production and the Ministry of Ports, Shipping and Waterways. The French connection: HAL has most to gain; submarines yet to surface for Mazagon Dock

The Cabinet Committee on Security (CCS), the highest decision-making body for security issues headed by Prime Minister Narendra Modi, on Wednesday approved the purchase of 83 Tejas fighter jets for the <keyword id="15141" type="COMPANY" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> at a cost of Rs 48,000 crore, including infrastructure. The CCS approved the largest indigenous defence procurement deal worth about Rs 48,000 crore to strengthen the IAF's fleet of homegrown Light Combat Aircraft (LCA)-Tejas. "This deal will be a game changer for self reliance in the Indian defence manufacturing," Union Defence Minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> said. Giving out details about the Cabinet decision, the <keyword id="43909" type="COMPANY" weightage="20" keywordseo="Defence-ministry">Defence Ministry</keyword> in a statement said: "The Cabinet has approved procurement of 73 LCA Tejas Mk-1A fighter aircraft and 10 LCA Tejas Mk-1 trainer aircraft at the cost of Rs 45,696 crore along with design and development of infrastructure sanctions worth Rs 1,202 crore." Light Combat Aircraft Mk-1A variant is an indigenously designed, developed and manufactured state-of-the-art modern 4+ generation fighter aircraft. This aircraft is equipped with critical operational capabilities of Active Electronically Scanned Array (AESA) Radar, Beyond Visual Range (BVR) missile, Electronic Warfare (EW) Suite and Air to Air Refuelling (AAR) would be a potent platform to meet the operational requirements of Indian Air Force, IAF. The LCA-Tejas is going to be the backbone of the IAF fighter fleet in the years to come. LCA-Tejas incorporates a large number of new technologies many of which were never attempted in India. The indigenous content of LCA-Tejas is 50 per cent in the Mk1A variant which will be enhanced to 60 per cent. The Light Combat Aircraft Tejas is indigenously designed by the Aircraft Development Agency (ADA) under the Defence Research and Development Organisation (DRDO) and manufactured by <keyword id="86569" type="COMPANY" weightage="20" keywordseo="Hindustan-Aeronautics-Limited">Hindustan Aeronautics Limited</keyword> (HAL). The HAL has already set up second line manufacturing facilities at its Nasik and Bengaluru Divisions. Equipped with the augmented infrastructure the HAL will steer LCA-Mk1A production for timely deliveries to the IAF. "The decision taken today will considerably expand the current LCA ecosystem and help in creating new job opportunities," the minister said. HAL follows a system integrator model in the LCA Mk1A programme and acts as an umbrella organisation, fostering manufacturing and design capabilities in private industry. The first squadron of the Light Combat Aircraft, Tejas was raised in 2016. The manufacturing of 83 jets will not only be a boost for 'Make in India' or self reliance but help in filling the gaps in the Indian Air Force as its current fleet is down to 30 squadrons, way below the sanctioned strength of 42. Each squadron comprises 18 fighter jets. These 73 Mark 1A jets are in addition to the 40 Mark 1 already ordered by the IAF. Several Indian employees filed a petition to the White House seeking extension of the post-unemployment period. “Most H-1B workers are from India and cannot travel home with children who are US citizens as many nations announced an entry ban, including India. Bengaluru, Chief of Air Staff Air Chief Marshal Rakesh Kumar Singh Bhadauria flew the home-grown <keyword id="158152" type="PERSON" weightage="20" keywordseo="Light-Combat-Helicopter">Light Combat Helicopter</keyword> (LCH) over this aerospace city for an hour, an official said on Friday. "Bhadauria flew the twin-seater LCH for a hour, taking off around noon from our airport in the city's eastern suburb, with our deputy chief test pilot Wing Commander (Retd) S.P. John," a Hindustan Aeronautics Ltd (<keyword id="68124" type="COMPANY" weightage="20" keywordseo="HAL">HAL</keyword>) official told IANS here. The Air Chief, who is in the city to unveil the 59th annual conference of the Indian Society of Aerospace Medicine, undertook the sortie in the HAL-made LCH for the first time, as a co-pilot, dressed in a fighter pilot suit. Designed and developed by the city-based state-run defence behemoth (HAL), LCH is the world's multi-role lightest attack helicopter, with a highest flight ceiling. "The LCH has been certified by the relevant agency for induction into the IAF and the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> soon," said the official. The Defence Acquisition Council (DAC) had approved the proposal for initial batch of 15 LCHs. The IAF issued Request for Proposal (RFP) for 15 limited series production of the helicopter, including 5 for the Army. Bhadauria, who took over as the <keyword id="15141" type="ORGANIZATION" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> (IAF) in September 2019, also flew the HAL-made Light Combat Aircraft (LCA) Tejas on May 27, 2020 when it was inducted into the IAF's 18 Squadron (Flying Bullets) at the Sulur air base near Coimbatore in the neigbhouring Tamil Nadu state.
