Tweny-three people have died as doctors are on strike," Sibal told the bench also comprising Justices J B Pardiwala and Manoj Misra. The apex court is currently perusing the status report filed by the state and the CBI. The hearing is underway. On August 22, the apex court had tore into the Kolkata Police over the delay in registering the unnatural death of the woman doctor, who was raped and killed at the RG Kar Hospital, calling it "extremely disturbing", and questioned the sequence of events and the timing of its procedural formalities. The top court had earlier constituted a 10-member National Task Force (NTF) to formulate a protocol for ensuring the safety and security of doctors and other health care professionals. Terming the incident as "horrific", the apex court had excoriated the state government over the delay in filing the FIR and allowing thousands of people to vandalise the state-run facility. The alleged rape and murder of the junior doctor in a seminar hall of the state-run hospital has sparked nationwide protests. The medic's body with severe injury marks was found inside the seminar hall of the hospital's chest department on August 9. A civic volunteer was arrested by the Kolkata Police in connection with the case the following day. On August 13, the Calcutta High Court ordered the transfer of the probe from the Kolkata Police to the CBI, which started its investigation on August 14.

Besides, the letter said, there should be routine security patrolling on hospital premises at night, a 24/7 manned security control room and close liasioning with the nearest police station. A team of polygraph specialists flown to Kolkata from the Central Forensic Science Laboratory (CFSL) in Delhi is conducting the tests, they said. Roy was arrested by the Kolkata Police on August 10, a day after the body of the 31-year-old medic was found in the Seminar hall of the medical college. A CCTV footage and a Bluetooth device found near the medic's body resulted in the arrest of Roy, who was allegedly seen entering the seminar hall of the college where the body was found at around 4 am. Questioning the sequence and timing of legal formalities conducted by police, a bench comprising Chief Justice DY Chandrachud said it was very surprising that the postmortem of the deceased was conducted on August 9 between 6.10 pm to 7.10 pm before the registration of case as unnatural death. "How was it that the post-mortem was conducted at 6.10 pm on August 9 and yet the unnatural death information is sent to Tala police station at 11.30 pm on August 9. This is extremely disturbing," the bench, also comprising Justice J B Pardiwala and Manoj Misra, said. It directed the Kolkata Police officer, who registered the first entry about the rape-murder that has shocked the country, to appear in the next hearing and disclose the time of the entry.
