However, the government's commitment to transforming agriculture and potentially the lives of Indian farmers could lead to the agricultural sector growing at 3.7% in the current fiscal, compared to 1.4% last year, as per the CII. <h2>Key initiatives in agriculture</h2>Transforming Agriculture Research The government is set to conduct a comprehensive review of the agricultural research framework, with an emphasis on enhancing productivity and developing climate-resilient crop varieties. Funding will be allocated on a challenge basis, including to private sector initiatives. This research will be overseen by domain experts from both governmental and non-governmental organizations. Release of New Varieties A total of 109 new high-yielding and climate-resilient varieties of 32 field and horticulture crops will be introduced for farmers to cultivate. Promoting Natural Farming In the next two years, the government plans to transition one crore farmers to natural farming practices, supported by certification and branding efforts. This initiative will be carried out through scientific institutions and willing <keyword id="20030597" type="General" weightage="20" keywordseo="gram-panchayats" source="keywords">gram panchayats</keyword>, with 10,000 bio-input resource centers to be established based on need. Missions for Pulses and Oilseeds To achieve self-sufficiency in pulses and oilseeds, the government will strengthen their production, storage, and marketing. This year, a digital crop survey for Kharif crops will be conducted in 400 districts, integrating details of six crore farmers and their lands into registries. Additionally, Jan Samarth-based Kisan Credit Cards will be issued in five states. Shrimp Production &amp; Export Financial support will be provided to establish a network of Nucleus Breeding Centres for shrimp broodstocks. NABARD will facilitate financing for shrimp farming, processing, and export. National Cooperation Policy A new National Cooperation Policy will be introduced to promote systematic and comprehensive development of the cooperative sector. This amount of money spent on election does more damage than just being a financial burden. “Even though the horrors of money are obvious, why will they legislate in their own self interest till sufficient advocacy on the ground pushes for it?” commented S Y Quraishi, former chief election commissioner (CEC) of India, said in a foreword to the report. Excessive money spent in campaigning is a harbinger of bad governance which will be ridden with vested interests who would want bang for the buck spent on electing a candidate or a government. According to Quraishi, the next election will be no better in terms of being free, fair and transparent, if the rising tide of criminalisation of politics and overarching influence of money in politics isn’t stemmed. Direct ‘Benefit’ Transfer More than two-thirds of India’s legislators are millionaires, many times over. It is hence not surprising that the candidates of this election have dug deep into their pockets. This time, newer and convenient delivery models of election bribing has come to the fore. “For the first time it is confirmed that bank transfer of money on the eve of poll has become a new route to lure voters in the name of one or more scheme,” the report said. As per the estimates, the cost of every vote is pegged at ₹700. One of the examples is the transfer of money to farmers under PM-KISAN, a central government scheme announced in the recent budget. Business Insider found that in many parts of Uttar Pradesh, farmers received the money into their bank accounts less than 48 hours before the polling. While this may be clear in legal terms as the PM-KISAN scheme was rolled out before the the Election Commission's model code of conduct kicked in. However, it cannot be denied that the transfer may have timed to influence the voter's choice in the nick of time.

PM-KISAN scheme being implemented across India except W Bengal

New Delhi, Feb 11 () The Centre has rejected Andhra Pradesh government's proposal to release the payment under PM-KISAN scheme as a lumpsum amount instead of installments, Agriculture Minister Narendra Singh Tomar informed Parliament on Tuesday. Under PM-KISAN, the central government provides a payment of Rs 6,000 per year in three equal installments of Rs 2,000 to 14.5 crore farmers across the country. In a written reply to the Lok Sabha, Tomar said the Andhra Pradesh government under its Rythu Bharosa scheme proposed to give Rs 12,500 per year to each farmer family inclusive of a benefit of Rs 6,000 given under PM-KISAN. The state government scheme also aimed to cover the tenant farmers. "State government had requested to release the payments under PM-KISAN scheme as a lumpsum amount instead of payments in installments. The request of Government of Andhra Pradesh was not accepted...," he said. The state's proposal was "not accepted" because PM-KISAN was meant to provide income support to all land holding farmers' families in the country, subject to certain exclusions. An amount of Rs 2,000 was paid in three equal installments to enable farmers take care of expenses related to agriculture and allied activities as well as domestic needs so as to protect them from falling in the clutches of moneylenders for meeting such expenses and ensure their continuance in farming activities, he added. The eligibility of farmers to join PM-KISAN is determined by the respective state governments on the basis of Operational Guidelines of the Scheme. As per the 2015-16 agriculture census, there are about 83.90 lakh landholdings in Andhra Pradesh. So far, 54.45 lakh farmers have registered under PM-KISAN, the Union Minister said in a separate reply. To those registered between December 2018 and March 31, 2019 in Andhra Pradesh, the centre has paid the first installment to 36.40 lakh beneficiaries, second installment to 34.11 lakh beneficiaries, third installment to 33.78 lakh beneficiaries and fourth installment to 31.35 lakh beneficiaries, he added. To those registered between April and July 2019 in the state, the centre has released first installment to 7.92 lakh beneficiaries, second installment to 7.64 lakh beneficiaries and third installment to 7.35 lakh beneficiaries. To those registered between August and November 2019, the centre has released the first and second installment to only one beneficiary but to those registered between December 2019 and March 2020, the centre has paid the first installment to 6.84 lakh beneficiaries of Andhra Pradesh, the minister added. Sharing all India figures, Tomar said a total of 9.60 crore farmer families across India have been successfully registered under PM-KISAN as on February 6. Of this, 8.44 crore beneficiaries have received benefits. Against the budgetary allocation of Rs 75,000 crore for this fiscal, funds amounting to Rs 44,516.7 crore have been transferred in the bank accounts of beneficiaries across the country, he added. Tomar said PM-KISAN is a continuous and ongoing scheme in which the financial benefits are transferred to the bank accounts of the identified beneficiaries as and when their correct and verified data is uploaded by the concerned states on PM-Kisan web-portal. The data of beneficiaries so uploaded by the concerned states/union territories undergoes a multi-level verification and validation by various agencies concerned before making payment to the beneficiaries. Hence, merely registration on the portal does not ensure benefit transfer to the beneficiaries, he said. From December 2019 onwards, Aadhaar authentication of beneficiaries data is also made mandatory. In case, any mismatch of provided details are noticed by the above mentioned agencies, details related to beneficiaries are required to be corrected or amended by the concerned states, he added. To a query if the government has a mechanism to check whether the scheme has brought changes in lives of farmers, the minister said the scheme was launched on December 2, 2019 and the same is in "nascent state." "As such, no formal study of the scheme has been done yet," he said, adding agriculture is a state subject and the prime responsibility of development of agriculture rests with states and the Centre through its various schemes supplements their efforts. From the Umarga (SC) seat, SHS candidate Chougule Dnyanraj Dhondiram got a margin of 20442 votes than INC’s Kisan Nagnath Kamble and won this constituency. The winner from the Tuljapur seat was INC’s Chavan Madhukarrao Deorao who got 29610 votes more than the NCP contestant Gore Jeevanrao Vishwanathrao and went to the assembly. The Osmanabad winner is Rana Jagjit Sinha Padma Sinha Patil of NCP who got 10806 more votes than Omprakash Bhupalsinha (Pawanraje) Rajenimbalkar of SHS. The Paranda seat winner was Mote Rahul Maharudra of NCP. He got 12389 votes more than Patil Dnyaneshwar Raosaheb of SHS. From the Barshi seat, Dilip Gangadhar Sopal of NCP won over Rajendra Vitthal Raut of SHS with a margin of 5111 votes.

From the Khamgaon seat, the BJP candidate Akash Pandurang Fundkar. He secured 7061 votes more than the INC candidate Sananda Dilipkumar Gokulchand. From the Jalgaon Jamod constituency, Kute Dr. Sanjay Shriram, the BJP candidate won over Balasaheb Alias Prasenjit Kisan Tayde of BBM by 4695 more votes.

Loha, Latur Rural, Latur City, Ahmadpur, Udgir, and Nilanga are the six assembly seats located within the Latur Lok Sabha constituency in Maharashtra. Udgir constituency is reserved for SC candidates and the rest are contestable by general candidates. From the Latur Parliamentary seat, Dr. Sunil Baliram Gaikwad of BJP won the INC candidate Bansode Dattatray Gunderao in the 2019 general elections with a margin of 253,395 votes. For the upcoming 2019 assembly elections, BJP candidate Vinayak Kisan Jadhav Patil will field from Ahmedpur. Amit Vilasrao Deshmukh and Dhiraj Vilasrao Deshmukh are the INC candidates for the Latur City and Latur Rural seats. From the Nilanga seat, Ashok Shivajirao Patil Nilangekar of INC will take on the BJP candidate Sambhaji Patil Nilangekar. The election commission has declared that the Maharashtra constituencies for the assembly will face the polling on a single day on October 21, 2019. The votes will be counted on October 24, 2019 and the results will be known by evening on the same day. During 2014 assembly elections, Chikhalikar Prataprao Govindrao of SHS won from the Loha constituency securing 45486 votes more than the runner up candidate of BJP Dhondge Mukteshwar Keshavrao. From the Latur Rural seat, INC’s Bhise Trimbakrao Shrirangrao secured 10510 votes more than the next candidate Karad Ramesh Kashiram of BJP and became the MLA. The Latur City voters elected Amit Vilasrao Deshmukh of INC who secured 49465 votes more than the BJP candidate Lahoti Shailesh Govindkumar. From the Ahmadpur constituency, IND candidate Jadhav Patil Vinayakrao Kishanrao won with a margin of 4006 against the NCP candidate Babasaheb Mohanrao Patil. The winner fromt eh Udgir (SC) seat was Sudhakar Sangram Bhalerao of BJP who defeated Sanjay Baburao Bansode of NCP by securing 24894 more votes. The Nilanga seat winner was BJP’s Nilangekar Sambhaji Deeliprao Patil who secured 27511 votes more than the runner up of INC Ashok Shivajirao Patil Nilangekar.
