Over 1,800 IAS officers have failed to submit details of their immovable assets to the government within the stipulated time frame this year, according to PTI. All officers of the Indian Administrative Service (IAS) are mandated to submit Immovable Property Returns (IPRs) of a year by January-end of the following year, failing which their promotion and empanelment can be denied. As per Department of Personnel and Training (DoPT) data, as many as 1,856 IAS officers have not submitted their returns for 2016. Of them, the highest of 255 such officers are from Uttar Pradesh cadre, 153 from Rajasthan, 118 from Madhya Pradesh, 109 from West Bengal and 104 from Arunachal Pradesh-Goa- Mizoram-Union Territories (AGMUT) cadre. As per norms, civil services officers are also supposed to give details of their assets and liabilities to the government. Besides, the officers need to take prior permission from the central government before accepting gifts worth more than Rs 5,000. They also need to inform government if they accept gifts of over Rs 25,000 from their relatives or friends, according to the rules. There are 82 IAS officers from Karnataka cadre, 81 from Andhra Pradesh, 74 from <keyword id="30033" type="COMPANY" weightage="20" keywordseo="Bihar">Bihar</keyword>, 72 each from Odisha and Assam- Meghalaya, 70 from Punjab, 67 from Maharashtra, 64 from Manipur-Tripura and 60 from the <keyword id="6358126" type="CITY" weightage="20" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword> cadre who have not submitted the <keyword id="51935" type="CITY" weightage="20" keywordseo="IPR">IPR</keyword> for 2016, according to the DoPT data. As per the details mentioned in an online system meant for submission of IPRs, there are 1,461 and 1,764 bureaucrats who have not given such details for 2013 and 2012, respectively. A total of 2,150 and 2,418 officers have failed to submit the IPRs for 2011 and 2010 respectively, it said.

New Delhi, Jan 23 () The Kerala government has failed to provide utilisation certificates for at least half of the over Rs 3,000 crore given to it a year ago as relief for the 2018 floods that claimed around 488 lives and caused major devastation, officials said on Thursday.
The state government has sought Rs 2,000 crore more from the Centre for flood damages in 2019, despite its inability to show spending in reconstruction works after the 2018 deluge, they said.
"Rs 3,048.39 crore was given to Kerala in December 2018 as relief for the floods in that year. As on April 2019, the state government could spend just Rs 900 crore and no utilisation certificates came for the remaining Rs 2,100 crore," a government official said.
From April to December last year, the Kerala government spent some more funds, which could be about half of the sanctioned amount of Rs 3,048.39 crore, the official said.
After 2018, Kerala had sought Rs 4,700 crore as compensation from the central government for the damage caused by the floods, which was termed as the worst in a century.
At least 488 people died in Kerala due to monsoon rains and floods, which hit 14 districts of the state, in 2018.
Since utilisation certificates for the first tranche of fund has not come fully yet, the Centre did not take any decision on the request for the 2019 flood damage compensation.
"The central government will be able to release more funds only after receiving the utilisation certificates for the funds already given to Kerala," another official said. ACB ACB ANB

Domestic tourism sector also gained during the period with visitors exceeding 15.6 million, showing an increase of 6.35 per cent, according to the numbers shared by the department. Buoyed by a healthy surge in domestic tourist arrivals, Kerala Tourism is all set to kick-start a new aggressive marketing campaign with a string of partnership meets across 10 cities, showcasing a combination of the state's traditional art forms and its attractive products of touristy appeal. Suraj said tourism will also get a boost from the very first edition of the Kerala's Champions Boat League (CBL), which began from late August. The boat league is conceived in the IPL format. While agricultural output in Kerala will most definitely take a hit in the near term, even small businesses will suffer due to the loss of inventory, property damage and irregularity in cash flows. This in turn, will inevitably affect the ability of farmers, agricultural collectives and small business owners to pay back their loans. To soften the blow to creditors in the agricultural sector, the government has allowed a one-year grace period for interest and five-year grace period for principal payments on these loans. So banks will not have to immediately recognise these accounts as stressed. In the short term, banks could see a windfall in deposits as a result of a spike in remittances to the state. The floods are expected to unleash a wave of payments from Indian diaspora to their families. The absolute value of remittances will also be given a boost due to the weak rupee.

The state’s many dams did not have the capacity to hold the rainfall and had to release water. The rains slowly abated in the third and fourth weeks of August which allowed rescue and relief efforts to accelerate. However, since the start of September, the state’s rainfall has declined to an extent that no one expected. Between 30 August and 5 September, total rainfall fell 86% to 7.9mm, according to the IMD. This is the first real drop in rainfall since the <keyword id="6358301" type="DEFINITION" weightage="20" keywordseo="monsoon">monsoon</keyword> season began. For the sake of comparison, up until this point, the state’s total rainfall in the previous three months had been 33% higher. The drop in rainfall also comes at a time when Kerala’s groundwater levels have depleted. The flooding has led to the erosion of topsoil all over the state, which hinders the infiltration of water. This, coupled with a rise in the average daily temperatures and declining river flow has lead to difficult conditions in some parts of the state. While rainfall is expected to pick up later this month, a subdued showing could lead to a partial <keyword id="46472" type="PERSON" weightage="20" keywordseo="drought">drought</keyword>. With the erosion of topsoil, restarting agricultural operations will also be difficult. Farmers in Northern Kerala have been complaining about the mass death of earthworms, which contribute to the enrichment of soil and nourishment of crops. To make matters worse for farmers, microfinance institutions and small finance banks will see their lending operations hit in the short-term as loan recoveries are delayed. After massive floods, Kerala now faces the possibility of a partial drought

The opposition Congress-led <keyword id="204591" type="ORGANIZATION" weightage="20" keywordseo="United-Democratic-Front">United Democratic Front</keyword> (UDF) Monday moved a no-confidence motion against the Pinarayi Vijayan-led Left government in Kerala, raising a slew of allegations including the <keyword id="1888344" type="PERSON" weightage="20" keywordseo="gold-smuggling-case">gold smuggling case</keyword>. Congress legislator V D Satheeshan moved the motion, saying the Chief Minister's office was "hijacked" by the gold smuggling gang. "While the Chief Minister was attending the press conference and saying that everything was fine with the government and was ready to face any probe, his former principal secretary was being questioned by investigating agenciesfor hours," Satheeshan said. He said the ministers and the chief minister were trying to "put all the blame in the gold smuggling matter on the shoulders of suspended senior IAS officer and former IT Secretary M Sivashankar". The state government has been facing severe criticism from the opposition Congress and the BJP, who alleged links of the gold smuggling case accused with the Chief Minister's Office. The state government had earlier suspended Sivashankar, for his alleged links with Swapna Suresh, a key accused in the gold smuggling case involving diplomatic baggage addressed to the UAE consulate here. The Speaker P Sreeramakrishnan has allotted five hours for the discussion on the no-confidence motion, the first against the four-year-old <keyword id="6356705" type="UNKNOWN" weightage="20" keywordseo="pinarayi-vijayan">Pinarayi Vijayan</keyword> government. Adhering to strict COVID-19 protocols, the Kerala Assembly convened for a day on Monday and passed the Finance Bill 2020-21, which could not be passed after the state budget in February as the House was adjourned sine die on March 13 due to the coronavirus scare. The opposition has been attacking the government on various issues, including the gold smuggling case and Life Mission housing project for the poor since the past few days. In the 140-member house, LDF has 91 members and UDF 45. A no-confidence motion against the government is being brought after 15 years. In 2005, then CPI(M) MLA Kodiyeri Balakrishnan had moved a motion alleging corruption against the Oommen Chandy government. However, the UDF, is in aquagmire as the Jose K Mani faction of its ally Kerala Congress has decided to stay away from the motion owing to a factional feud. The Kerala Congress party has five members, three belonging to party chairman P J Joseph and two of Jose Mani faction. P C George, an independent member, has said he will vote for the motion. BJP has one member-- O Rajagopal. The by-election to the Rajya Sabha seat which fell vacant after the death of sitting member 83-year-old M P Veerendra Kumar, a media baron and veteran socialist, on May 28, is progressing in the Assembly today. The session was to have been held on July 27, but was postponed due to the COVID-19 situation. A medical team conducted rapid antigen tests on the members early in the morning and social distancing in seating arrangements have also been ensured. However, visitors were not allowed for the session. Each member will have a separate seat for the session, and provided with a sanitiser, mask and a pair of gloves and those entering the assembly complex were subjected to thermal scanning. Gold smuggling, housing projects and other allegations against Pinarayi Vijayan government leads to no-confidence motion by Congress-led opposition

The centre that will be ready in 2021 in Kozhikode is in line with United Nations Sustainable Development Goals (SDGs). The project comes under the Gender Park initiative by the Department of Social Justice. “The project comes at a time when more and more women are foraying into entrepreneurship and exploring other self-employment options in Kerala. This forward-looking venture will fulfill the need for providing a platform to help women break the glass ceiling by overcoming social barriers in their way and forge ahead as successful entrepreneurs,” said Minister for Health and Social Justice Smt. K K Shailaja. Hoping to be a safe space for women, the centre will offer women entrepreneurs incubation, a fully-automated private and shared office spaces and even accommodation to stay over. It will also have creches and senior community centres. The centre, which in its pilot year will help flood affected women in sustainability by providing them with opportunities for livelihood and entrepreneurship, will also have retail outlets, health and wellness centres and even a dedicated cultural space for performing arts. In January this year, Kerala also announced one of the country’s biggest startup hubs covering an area of 1.82 lakh sq ft in Kalamassery, an industrial area in Kochi. It also has plans to expand it to 5 lakh sq ft to make it Asia’s largest hub for technology. The state’s Chief Minister Pinarayi Vijayan had then said that the government wants to make Kerala one of the world’s top IT destinations. Kerala to build India’s first global trade centre for women to boost entrepreneurship
