Thiruvananthapuram, May 27 (): The COVID-19 tally in Kerala crossed the one thousand mark on Wednesday, with 40 people,including 37 returnees from abroad and other states, testing positive for the <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword>. The aggregate of cases nowhas touched 1003,while presently 445 people are undergoing treatment in various hospitals and over 1.7 lakh under observation,Chief Minister Pinarayi Vijayan told reporters. Totally 552 people have been cured and there has been six fatalities. Kasaragod reported the highest number of cases today-- 10, Palakkad eight, Alappuzha seven, Kollam four, Pathnamthitta three, Wayanad three, Kozhikode two, Ernakulam two and Kannur one, Vijayan said. While nine of those who tested positive have come from abroad, 28 of the positive cases were people who had come from other states-- 16 from Maharashtra, five from Tamil Nadu, three from Delhi, one each from Telangana, Andhra Pradesh, Karnataka and Uttar Pradesh. Three people had been infected through contact. Ten people have been cured and discharged from hospital. An all party meeting was held on Wednesday in which opposition leaders raised the issue of paid quarantine for expatriates coming from abroad. Vijayan said "there was no need for any anxiety on the matter.The poor will not face any difficulty and the quarantine fee will be charged from only those who can afford it." Some people from abroad are planning to charter flights to bring stranded expatriates, he said. "We don't have any problem with that.But we need to be informed to make arrangements for them," Vijayan added. The Chief Minister described as "baseless" reports that due to the government denying permission, chartered flights were not being operated.

However, it hasn’t been easy with Karnataka shutting down its borders leaving Kerala’s worst-hit district — Kasargod — without access to Mangalore’s hospitals. In addition, alcoholics in the state have been going through severe withdrawal with liquor shops shutting their doors. When Prime Minister Modi addressed the nation on March 19 asking people to participate in a Janata Curfew — Kerala Chief Minister Pinarayi Vijayan immediately announced income transfer of ₹2,400 to 55 lakh residents, setting up 1000 free food stalls to feed the needy for free and provide others basic nutrition at ₹20 a meal; and ₹2000 crore for MGNREGA workers over the next 2 months, among other measures. Even though it was one of the first states to implement a partial lockdown and enforce social distancing, many criticized it for taking longer to close down bars, pubs and liquor shops. Kerala was the worst-hit state from Coronavirus in India — now it’s fifth in the country

Whereas, one of them was a truck driver who arrived from Gujarat on May 11. "All these seven cases are imported from other states. They are not from Goa," the chief minister said adding that local people should still take all the precautions and strictly adhere to lockdown guidelines. The families of all the six individuals were quarantined immediately after their arrival. Moreover, the health authorities have also quarantined all the people who came in contact with the truck driver. Previously, Goa had reported seven cases and became a COVID-19 free state after all of them recovered. With 7 new COVID-19 cases, Goa is no more a green zone

So the terminology can get a little confusing. Each state has its own laws and is implementing measures depending on the resources it has. This means that Section 144 has been imposed, but essential services are still available. In states where there is a curfew, only emergency services like hospitals are allowed to operate. What is a lock down? A lock down can be enforced by a Collector or Chief Medical Officer in their particular area under the Epidemic Diseases Act, 1897. This gives them the power to restrict the assembly of 5 or more people in close quarters. However, essential services like hospitals, banks, ATMs, grocery stores, vegetables, and milk shops will still be open. In some cities, hotels may also be allowed to operate and there are no restrictions on the media. Under a lockdown, the police do not have the power to arrest anyone who is violating the lockdown without the court’s permission. They can issue a warning and advise the people to head home. If the person gets adversarial, the police does have the right to arrest them under Section 269 and 270 of the Indian Penal Code (IPC). If someone were to escape from quarantine, the authorities can book him under Section 271 of the IPC. <keyword id="8151860" type="UNKNOWN" weightage="20" keywordseo="what-is-section-144">What is Section 144</keyword>? Section 144 of the IPC restricts the congregation of 5 or more people within a particular area.
