New Delhi, Apr 15 () Billionaire Gautam Adani on Wednesday exuded confidence that the Indian economy would bounce back from the downturn caused by the COVID-19 outbreak, saying it might take time but it is possible. International agencies from the World Bank to IMF have projected that the Indian economy will grow at its slowest pace since the 1991 economic reforms. "Global economic history is full of major ups and downs. India's domestic economy has always stood as a great shield in protecting the country from global economic headwinds. "I have no doubts that the nation will be able to rise above this crisis. It might take time but there is ample optimism to show that it is possible," he wrote in a blog on Linkedin. The outbreak of pandemic has led to the government imposing a nationwide lockdown that has shut factories and businesses, suspended rail and air travel and restricted movement of people and goods. The result is a severe disruption in the economy. While the International Monetary Fund (IMF) has projected economic growth of 1.9 per cent in 2020-21, the World Bank sees India's growth at 1.5- 2.8 per cent as the coronavirus outbreak severely disrupts the economy. The Asian Development Bank sees India's GDP growth slipping to 4 per cent in the current fiscal, while S&amp;P Global Ratings has further slashed its economic growth forecast for the country to 3.5 per cent from a previous downgrade of 5.2 per cent. Fitch Ratings puts its estimate for India's growth at 2 per cent in FY21, while Moody's Investors Service has slashed its estimate of India's GDP growth during 2020 calendar year to 2.5 per cent, from an earlier estimate of 5.3 per cent. "However alarming the post-Coronavirus world might seem to appear, it does not pull me down. Instead, by looking around I get great hope and confidence to bounce back," Adani wrote in the blog titled 'How COVID-19 helped rediscover hope and goodness'. The coronavirus, he said, can restrict movement but it cannot contain the urge to fight and help each other. "It cannot stop us from being positive about the future," he said. "Together, let us stay resilient and hopeful." Adani, who heads the port-to-energy conglomerate Adani Group , said rising global concern on the vast implications of the COVID-19 outbreak on future is obvious with anxieties mounting on economies, jobs and the very existence of mankind. "However, amidst the gloom, there are several small discoveries that are worth cherishing," he said as he went on to cite new discoveries that have brought a ray of hope. He cited MyLab Discovery Solutions, a small startup in Pune, becoming the first Indian firm to produce indigenous coronovirus testing kits. "What is even more inspiring is the story of Minal Dakhave Bhonsale, the virologist who headed this project," he said adding she managed to deliver the project amid an advanced stage of pregnancy. The project was completed a day before she delivered a baby girl. "Hundreds of such incredible stories that demonstrate resilience, hope, and power of the human spirit are unfolding around us every day," he said. Continuing to cite examples of innovation, he said a team of engineers at Adani Port in Vizag created a sanitized water shower in just about 4 hours. "Difficult times bring us closer and make us stronger to face any eventuality. We must be able to look around ourselves and find these narratives," he said. Stating that he had come across several inspiring narratives on social media, he said several families from different sections of the society have invested their lockdown time in aggregating essentials for the underprivileged. These are common people leading humble lives but what makes them extraordinary is their intent to care for others. "Domestic helps, daily wage earners and scores of people who earn their living by doing odd-jobs are being looked after, not just by governments, large corporations or charitable organisations, but by common people living around them," he wrote. "There are also virtual groups of animal lovers who are feeding strays and ensuring that they find safe shelter." Similarly, a civil service aspirant, Naveen MS in Chitradurga district of Karnataka took up the responsibility of creating awareness and dispelling myths on coronavirus among rural communities. "What was most admirable was his vision. He thought that for the economy to resurrect it was essential that people's minds stay healthy," he said. "In fact, I feel gratified to see the community outreach work being delivered by young volunteers at the Adani Foundation. Over the past three weeks, millions settled in the remote corners of the country have been touched and empowered to stay safe against the COVID19 outbreak." A series of missteps by the Narendra Modi government meant that their indignation has been directed towards the incumbent alliance between the All India Anna Dravida Munnetra Kazhagam (AIADMK) and the Bharatiya Janata Party (BJP). On the other side is the coalition between the Dravida Munnetra Kazhagam (DMK) and the Indian National Congress, the Left Front, and a set of other local parties that significance within certain segments-- either geographically or among specific sections of the electorate. While there are other regional outfits and smaller coalitions in the fray, including the iconic movie star Kamal Hasan who is making his electoral debut, almost <a href="https://timesofindia.indiatimes.com/elections/lok-sabha-elections-2019/tamil-nadu/news/tamil-nadu-poll-survey-says-dmk-front-to-get-30-33-lok-sabha-seats/articleshow/68784727.cms">all opinion polls</a> in the run up to the elections have handed a landslide to the challengers led by the DMK and Congress. There are at least four big decisions that work against the incumbent <keyword id="5013725" type="PERSON" weightage="20" keywordseo="AIADMK-BJP-Alliance">AIADMK-BJP alliance</keyword>. A small oil field In 2015, the <a href="https://www.downtoearth.org.in/news/energy/no-noble-gases-57750">Modi government approved a project to dig</a> for oil and natural gas from a 10 square kilometre field in Neduvasal, in Pudukottai district. The reason being the oil field was located in one of the more fertile parts of Tamil Nadu’s delta region around the Cauvery river. The proposal to dig for oil in the region scratched the wounds of an existing wound in the minds of the local farmers. A standoff with the neighbouring state of Karnataka over <a href="https://economictimes.indiatimes.com/news/politics-and-nation/a-brief-history-of-the-cauvery-dispute/tale-of-two-states/slideshow/63698683.cms">the sharing of Cauvery’s water</a> is decades old. Even after a settlement ordered by the Supreme Court, the farmers’ in Tamil Nadu’s rice bowl feel parched as well as wronged by the system. Farmers were caught by surprise when they were asked to give up their land to extract oil, while they were still hoping to their share of water to till the land. A big highway Farmers have been up in arms in five other districts too, far away from Neduvasal. The point of contention is an eight-lane expressway stretching nearly 280 kilometres west from the state capital Chennai to the industrial town of Salem. Once again the BJP has found itself in the firing line of the voters as it continues to push for the project despite stiff resistance that the party’s rivals have capitalised on. The Madras High Court on April 8 quashed the land acquisition process for the Chennai-Salem Expressway project. The challenging coalition led by Congress and the DMK have vowed to scrap the project if voted to power. A medical entrance test Seventeen-year-old Anitha, an aspiring medical student, committed suicide in September 2017 after she failed to clear the then newly-introduced medical entrance exam, that goes by the acronym NEET. The National Eligibility Entrance Test (NEET) replaced the admission tests for medical colleges across the country with a centralised process. The <a href="https://www.thenewsminute.com/article/why-neet-election-issue-tamil-nadu-98604">people’s resentment against NEET</a> stems from the view that it puts local students, even the high-scorers, at a disadvantage because the curriculum is structured based on the Central Board of Secondary Education (CBSE), which is different from the state syllabus. The state administration’s high-handed approach in the wake of protests, and <a href="https://www.indiatoday.in/elections/story/piyush-goyal-neet-tamil-nadu-bjp-aiadmk-1500468-2019-04-12">the BJP’s persistence</a> on imposing NEET, has only hurt the alliance’s chances in the state. Once again, BJP’s rivals have promised to let states decide the mode of admission into medical colleges. The <a href="https://www.livemint.com/Politics/QgYD6W50rev6VcHmGs9GKP/NEET-protests-More-states-join-the-fight.html">protests against NEET was not unique</a> to Tamil Nadu, but the outrage in the southern state was the most severe. Tamil Nadu is known for its huge population of aspiring doctors. The state has 22 medical colleges, among the highest in the country, and 4 doctors for every 1,000 people, <a href="https://timesofindia.indiatimes.com/india/6-states-have-more-doctors-than-whos-11000-guideline/articleshow/65640694.cms">nearly at par with</a> developed countries like Norway and Sweden. Despite the enduring resentment, Tamil Nadu had the <a href="http://www.newindianexpress.com/education/2019/feb/03/tamil-nadu-has-the-highest-number-of-doctors-who-cleared-pg-neet-1933745.html">maximum number of students</a> clearing the NEET exam in 2019. The shootout In May 2018, The Tamil Nadu Police <a href="https://www.thenewsminute.com/article/sterlite-violence-video-shows-policemen-taking-aim-and-shooting-protesters-81744">opened fire at a sea of protestors</a> outside the country’s largest copper smelter, operated by Sterlite, a Vedanta Group company. More than 10 people died in the shootout and the public anger that swelled further poured on the ruling state government led by the AIADMK. Sterlite’s plant was accused of violating pollution norms, causing fatal health issues to its workers and the population in its vicinity. Local protests against the plant have been underway in patches since 1996, and they escalated once again in 2018 leading up to the <a href="https://www.tribuneindia.com/news/editorials/tuticorin-massacre/594415.html">‘Tuticorin Massacre’</a>. Subsequent probe and judicial inquiry revealed gaping regulatory lapses, eventually leading to the closure of the plant pending investigations and corrections. The London-based Vedanta Group has been a big donor to <a href="https://www.thequint.com/news/india/sterlite-congress-bjp-fcra-violation-finance-bill-amendments">both the BJP and the Congress</a> between 2004 and 2015. However, BJP also found itself further on the wrong side of the debate soon after the issue came to the fore, as some of its leaders tried to colour some of the protestors as anti-social elements.

 Going into the 2019 elections, the party is in alliance with the regional party, AIADMK, which bore the brunt of the public anger. A year on, the memory of the lethal attack on protestors is still fresh among voters, particularly in the region. As is the outrage against NEET, the Chennai-Salem expressway, and the proposed oil field in Neduvasal. The odds are heavily stacked against the AIADMK-BJP alliance. This is the first-time in decades that Tamil Nadu is going to polls without a strong, regional leader to back. Over decades, a series of larger-than-life leaders, with their share of taints, from <a href="https://www.firstpost.com/india/cn-annadurai-legacy-of-a-dravidian-stalwart-6007351.html">CN Annadurai</a> to <a href="https://www.indiatoday.in/magazine/cover-story/story/19880115-m.g.-ramachandran-death-marks-the-passing-of-an-era-of-stability-in-tamil-nadu-796866-1988-01-15">MG Ramachandran</a> to <a href="https://economictimes.indiatimes.com/news/politics-and-nation/karunanidhi-1924-2018/newslist/65311339.cms">M Karunanidhi</a> and <a href="https://frontline.thehindu.com/cover-story/jayalalithaas-legacy/article9435860.ece">J Jayalalitha</a> had turned Tamil Nadu into a politically unbreachable fortress for national parties. The mandate kept passing between the DMK and AIADMK for years. However, the passing away of Karunanidhi and Jayalalitha in recent years has left a political vacuum that the national parties intended to capitalise on. Neither the BJP nor the Congress by itself has made any significant headway so far.

Toyota will increase it's spending on <a href="http://www.businessinsider.in/searchresult.cms?query=corporate+social+responsibility">CSR</a> provided profits go up." 
 
As part of its efforts, the motor company will set up village sanitation projects in Karnataka. It is also working in Uttar Pradesh and Bihar on safe drinking water. It has commissioned one water purification unit each in Vaishali in Bihar and Varanasi in Uttar Pradesh. 
 
The company has pledged to construct 250 toilets in Ramanagara, 125 in Varanasi and 125 in Vaishali, with a focus on girl children.

Motors India will blow $50 million on CSR

<ul><li>The CII analysed the annual reports of 1,522 companies and determined that ₹89 billion worth of funds were disbursed for the purposes of <keyword id="6354502" type="ORGANIZATION" weightage="20" keywordseo="CSR">CSR</keyword> in fiscal 2017. </li><li><keyword id="6355445" type="UNKNOWN" weightage="20" keywordseo="education">Education</keyword> and <keyword id="6354525" type="UNKNOWN" weightage="20" keywordseo="healthcare">healthcare</keyword> accounted for a bulk of the spending, with nearly 33.5% of funds going towards education and skill development programs, while 25.2% of funds were allocated to health and sanitation projects. </li><li>The report found that 420 companies did not meet the 2% spending requirement.</li></ul>A report released by the Confederation of Indian Industry (CII), last week, shows that the expenditure by Indian companies on <keyword id="113603" type="ORGANIZATION" weightage="20" keywordseo="corporate-social-responsibility">corporate social responsibility</keyword> (CSR) increased by 9% in fiscal 2017, despite a slowdown in earnings growth. This marked a decline from fiscal 2016, when CSR spending was 27% higher as more companies started following the law in its second year of implementation. The CII’s Annual CSR Tracker analysed the annual reports of 1,522 companies that are traded on the Bombay Stock Exchange and determined that ₹89 billion worth of funds were disbursed for the purposes of CSR. This equates to 92% of the amount that should have been spent based on these companies’ cumulative profits. This is a significant improvement from fiscal 2015, when only 80% of CSR funds were spent. Education and healthcare accounted for a bulk of the spending, with nearly 33.5% of funds going towards education and skill development programs, while 25.2% of funds were allocated to health and sanitation projects. In fact, 75% of all companies assessed in the report invested in education and skill development. Further down the list, 11.2% of the funds were spent on rural development, while 9.7% was spent on environmental preservation activities. India is one of the few countries in the world that mandates a minimum spending requirement for CSR activities. Under Section 135 of the Companies Act, which was enforced on April 1st, 2014, a company has to allocate 2% of its average annual net profit in the preceding three years to CSR. However, the policy only applies to companies of a certain size - those with a net worth of ₹5 billion or more, those with an annual turnover of ₹10 billion or more or those with an annual net profit of at least ₹50 million. The CII was only able to assess the companies that published their annual reports by early December 2017. As a result, around 80 other companies, including India’s public sector banks, on the <keyword id="35140" type="CITY" weightage="20" keywordseo="BSE">BSE</keyword> were left out. Public-sector banks, which are governed by the RBI, are exempt from the requirement since their actions don’t fall under the purview of the Companies Act. Rather unsurprisingly, the tracker showed that a bulk of the total amount spent on CSR came from a few large firms. While 49 public-sector enterprises accounted for 28% of all the funds spent (₹24.9 billion), almost 90% of this figure came from 13 firms. Meanwhile, 50% of the total funds spent by the private sector (₹64.1 billion) was accounted for by 16 firms. Here are some other key findings from the report:- <ul><li>Sports development and national heritage are fast-rising segments: The report showed that the funds allocated towards sports development activities surged 192% to ₹1.7 billion, while spending on the preservation of national monuments and gender equality projects went up by 153% and 115% to ₹2 billion and ₹2.4 billion, respectively. More notably, among the larger segments, CSR funds for environmental activities went up by 66% to ₹8.6 billion.</li><li>Few takers for slum development and the Prime Minister’s Relief Fund: Less than ₹10 million was invested in slum development while 45 companies allocated a cumulative total of only ₹230 million to the Prime Minister’s Relief Fund. The fund received four times as many contributions in fiscal 2016.</li><li>As a state, Maharashtra was the most popular CSR destination: Almost 40% of the companies analysed invested in CSR projects in Maharashtra, India’s richest state. Gujarat,Tamil Nadu and Karnataka also proved to be popular draws, with 23%, 19.9% and 19.4% of companies allocating CSR funds to these states. Only 135 companies had CSR projects all over India. Unfortunately, very few companies invested in projects in the the Northeast of India. </li><li>Energy and software companies proved to be the major contributors: An industry-wise breakdown showed that oil and gas companies accounted for 19.4% of total CSR funds spent, or ₹17.2 billion, in 2016-17, while software and services firms contributed 12.2%. Rounding up the top five were metals and mining, with 7.4%, the banking sector, with 7.33%, and automobile industry, with 6.3%.</li></ul> The CII noted that companies were beginning to disclose information regarding the impact of their CSR activities, something that is not currently mandated under the existing law. In fiscal 2017, 189 of the 1,522 companies assessed disclosed the results of their activities. In the education and skill development segment, 35,129 school structures and facilities were built or renovated, based on the reports of 161 companies, and more than 4 million people directly benefited from such activities. In the health and sanitation segment, data from 135 companies showed that 169,041 infrastructures (toilets, health camps, drinking water facilities, mobile vans, hospitals) were created or upgraded, which impacted the lives of 14.3 million people. On a more sobering note, the report found that 420 companies did not meet the 2% spending requirement. While 118 companies said that they “did not find the right project”, 95 companies did not mention a reason while 58 said that they required more to time to plan. While the CII report highlights the progress made by companies in increasing their CSR spending ever since the law took effect, there still remains a lot more work to be done in terms of compliance and demonstrating the effectiveness of such spending. In order to make sure that there are less violations of the CSR law, the Ministry of Corporate Affairs is setting up <a href="https://timesofindia.indiatimes.com/business/india-business/govt-appointed-panel-to-review-csr-enforcement-under-companies-law/articleshow/63699792.cms">a 12-member committee</a> to assess and improve the enforcement of its provisions. The panel will also formulate a mechanism for monitoring the CSR activities of companies and sanctioning the ones that do not fulfill their spending requirements. While this is a step in the right direction, it’s hard to see why the government has waited four years after the implementation of the law to do this.

The <keyword id="6354813" type="COMPANY" weightage="80" keywordseo="nifty">Nifty</keyword> is seen consolidating its gains on Thursday as flat cues from Wall Street and Asia fail to provide a strong directional trend. Commodity markets are tepid too, with crude oil showing a brief uptick after a fall in US inventories. 
 
Major indices closed with losses of 0.02 percent to 0.12 percent on Wall Street late on Wednesday. Asian indices are exhibiting a mild uptick in Japanese, Australian and Korean markets. 
 
US stocks gave up early gains and snapped a four-day winning streak after US Fed Chair Janet Yellen said a rise in interest rates is likely later this year. Traders and investors expect the Federal Reserve to be cautious with its plans to raise rates as it may hurt economic growth in the short term. 
 
Back to Indian markets, the Nifty which closed at 8,524, up 70 points on Wednesday, is seen facing a resistance in the 8,567-8,637 point zone and has a strong support at the 8,350 level. Major earnings are likely to be the guide path for equities today as well. Nifty Futures are already trading at 8,550 levels in Singapore. 
 
Meanwhile, the trend looks mildly positive in the foreign purchases space: FIIs bought a net 408 crore rupees worth of shares in the cash market on Wednesday, their 3rd day of purchases. Domestic funds, meanwhile, were net sellers of 50 crore worth of Indian equities. In the derivatives space, 1,088 crores worth of Index Futures were purchased. Stock Futures purchased amounted to 372 crores and 803 crore rupees worth of Index options were bought.
