Inflation based on the Consumer Price Index (CPI) was at 5.69% in December 2023 and 6.52% in January 2024. In August 2023, inflation touched a high of 6.83%. According to the data released by the <keyword id="20070866" type="General" weightage="20" keywordseo="national-statistical-office" source="keywords">National Statistical Office</keyword> (<keyword id="20067517" type="General" weightage="20" keywordseo="nso" source="keywords">NSO</keyword>), retail inflation in the food basket was at 8.3% in January 2024, down from 9.53% in the preceding month. “Inflation came in higher for December than our expectations at 5.1% against 4.7%, though lower than that of November which was 5.7%. Food products continue to exert upward pressure on inflation with cereals, vegetables, fruits, pulses, sugar and spices all witnessing high increases. There has been soothing of inflation in the core goods and services which is a relief from the point of view of monetary policy,” said <keyword id="20102121" type="General" weightage="20" keywordseo="madan-sabnavis" source="keywords">Madan Sabnavis</keyword>, chief economist at Bank of Baroda. Twelve of the 22 states witnessed higher than average inflation. It indicates that inflation is still high in large states like Maharashtra, UP, Gujarat, Karnataka, opine experts. We think RBI would rather continue with stability priority and continue maintaining 4% inflation target as sacrosanct, and hence we do not see premature easing from RBI,” said Akhil Mittal, senior fund manager-fixed income, Tata Mutual Fund. Most experts believe that uncertain food prices will keep the central bank cautious. "CPI inflation came in slightly softer than our expectations led by moderation in food prices. Positively though, core inflation softened in line with our expectations. However, uncertainties in food inflation outlook should keep RBI cautious in the near term, with much of action by the RBI expected on the liquidity front," said Upasna Bhardwaj, chief economist, Kotak Mahindra Bank. Industrial production grows 3.8% in December 2023 India's industrial production grew 3.8% in December 2023, according to official data released on Monday. Factory output measured in terms of the Index of Industrial Production (IIP) had witnessed a growth of 5.1 per cent in December 2022. IIP grew 6.1% during the April-December 2023 period compared to a 5.5% expansion in the year-ago period. “Growth has been pulled down by electricity growth which was just 1.2% reflecting lower levels of demand. Eleven of the 23 manufacturing categories witnessed negative growth with the significant one again being electronic items. New Delhi, Cutting across party lines, <keyword id="48510" type="General" weightage="100" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword> members on Thursday supported the bill to provide 33 per cent reservation for women in the <keyword id="197797" type="General" weightage="80" keywordseo="lower-house-of-parliament" source="Orion">Lower House of Parliament</keyword> and state assemblies, even as some opposition members termed it an election gimmick. During the debate in the <keyword id="122785" type="General" weightage="80" keywordseo="upper-house" source="Orion">Upper House</keyword> on the 128th Constitution Amendment Bill that seeks to reserve a third of seats in the Lok Sabha and state assemblies for women, members also highlighted the need to accelerate the process instead of waiting for a fresh census and delimitation exercise. Taking part in the discussion, Elamaram Kareem of CPI(M), while supporting the bill, said the BJP had promised to bring the <keyword id="109340" type="General" weightage="20" keywordseo="womens-reservation-bill" source="Orion">women's reservation bill</keyword> in 2014 and in 2019 as well but did not take any action. He held the ruling party responsible for women's reservation losing nine years. This is an election gimmick by the BJP after losing elections in Karnataka and Himachal Pradesh, besides facing defeat in the civic polls in Delhi polls, he said. Citing violence against women in strife-torn Manipur and allegations of sexual harassment by women wrestlers, Kareem alleged the government cared little for women. Ram Nath Thakur of the JD(U) questioned the timing of bringing the 'Nari Shakti Vandan Adhiniyam'. Bharat Rashtra Samithi (BRS) MP K Keshava Rao stressed the need to accelerate the process for women's reservation and said the 2011 Census could be taken as the benchmark. He urged immediate appointment of the delimitation commission. MDMK's Vaiko also echoed similar sentiments. Saroj Pandey of the BJP said it was unfortunate that questions have been raised on the timing and the intent of bringing the bill. As the country celebrates 'Amrit Kaal', this was the ideal moment for such a legislation, she said. Asom Gana Parishad MP Birendra Prasad Baishya noted that the women's reservation bill has come at a "proper time" after failed attempts in the past. JD(S) leader H D Devegowda also supported the bill and recollected steps taken by him for women's reservation while he was the chief minister of Karnataka and also the prime minister. Manoj Jha of the RJD said demanded that the women's reservation bill be referred to a select committee to consider extending similar benefits to Other Backward Classes. V Vijayasai Reddy (YSRCP) also supported the bill and said the reservation for women must also be extended to Rajya Sabha and state legislative councils. KC Venugopal of the <keyword id="1575" type="General" weightage="80" keywordseo="congress" source="Orion">Congress</keyword> sought immediate implementation of the legislation. He also sought reservation for the OBC women under the bill. Venugopal claimed the <keyword id="6354477" type="General" weightage="80" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> government did not make any effort to bring the bill in the last nine years and it is due to the political calculations that the government has brought the legislation now. "Life-transforming legislations should come from the heart and not from the head," he said in the Upper House. Rajani Ashokrao Patil of the Congress and Mausam Noor of the <keyword id="26422" type="General" weightage="80" keywordseo="tmc" source="Orion">TMC</keyword> also supported the bill. The <keyword id="6354335" type="General" weightage="50" keywordseo="reserve-bank-of-india" source="Orion">Reserve Bank of India</keyword> (<keyword id="30067" type="General" weightage="100" keywordseo="rbi" source="Orion">RBI</keyword>) on Wednesday announced a series of measures to boost foreign exchange inflows. The central bank said that it has taken the steps in order to further diversify and expand the sources of <keyword id="6358355" type="General" weightage="20" keywordseo="forex" source="Orion">forex</keyword> funding so as to mitigate volatility and dampen global spillovers. India's foreign exchange reserves stood at $593.3 billion as on June 24, 2022, supplemented by a substantial stock of net forward assets, it said. The RBI has exempted incremental Foreign Currency Non-Resident Bank (FCNR-B) and Non-Resident (External) Rupee (NRE) deposit <keyword id="127684" type="General" weightage="20" keywordseo="Liabilities" source="Orion">liabilities</keyword> for computation of Net Demand and Time Liabilities (NDTL) for maintenance of cash reserve ratio (<keyword id="35038" type="General" weightage="20" keywordseo="crr" source="Orion">CRR</keyword>) and statutory liquidity ratio (<keyword id="46197" type="General" weightage="20" keywordseo="SLR" source="Orion">SLR</keyword>) by the banks. This will be effective from the reporting fortnight beginning July 30, 2022 with reference base date of July 1. "This relaxation will be available for deposits mobilised up to November 4, 2022. Transfers from Non-Resident (Ordinary) (NRO) accounts to NRE accounts shall not qualify for the relaxation," the RBI said. It also decided to temporarily permit banks to raise fresh FCNR(B) and NRE deposits without reference to the extant regulations on interest rates, with effect from July 7, 2022. This relaxation will be available for the period up to October 31, 2022. The RBI also relaxed rules relating to foreign portfolio investment in debt by allowing all new issuances of government securities (G-Secs) of 7-year and 14-year tenors, including the current issuances of 7.10 per cent GS 2029 and 7.54 per cent GS 2036, under the Fully Accessible Route (FAR). It also decided that <keyword id="6362476" type="General" weightage="20" keywordseo="investments" source="Orion">investments</keyword> by FPIs in government securities and corporate debt made till October 31, 2022 will be exempted from the macroprudential short term limit - not more than 30 per cent of investments each in government securities and corporate bonds can have a residual maturity of less than one year. These investments will not be reckoned for the short term limit till maturity or sale of such investments. As part of the macroprudential framework under the medium term framework (MTF), foreign portfolio investors (FPI) can invest only in corporate debt instruments with a residual maturity of at least one year. The central bank has decided that FPIs will be provided with a limited window till October 31, 2022 during which they can invest in corporate money market instruments viz., commercial paper and non-convertible debentures with an original maturity of up to one year. The FPIs can continue to stay invested in these instruments till their maturity/sale. These investments will not be included for reckoning the short term limit for investments in corporate securities. According to the RBI, Authorised Dealer Category-1 (AD Cat-I) banks can utilise overseas foreign currency borrowings (OFCB) for lending in foreign currency to entities for a wider set of end-use purposes, subject to the negative list set out for external commercial borrowings (ECBs). The measure is expected to facilitate foreign currency borrowing by a larger set of borrowers who may find it difficult to directly access overseas markets. This dispensation for raising such borrowings is available till October 31, 2022. As regards the external commercial borrowings (ECB) the RBI has temporarily increased the limit under the automatic route from $750 million or its equivalent per financial year to $1.5 billion. The all-in cost ceiling under the ECB framework is also being raised by 100 basis points, subject to the borrower being of investment grade rating. The above dispensations are available up to December 31, 2022. RBI tries to boost forex reserves by easing NRI deposit norms

<ul><li>The <keyword id="108577" type="ORGANIZATION" weightage="20" keywordseo="National-Law-University">National Law University</keyword> (NLU) Odisha has now mandated 25% reservation for domicile students — permanent residents of the state. </li><li>This is applicable to students across categories including undergraduate and postgraduate courses. </li><li>However, the reservation will also depend on the CLAT (<keyword id="104426" type="ORGANIZATION" weightage="20" keywordseo="Common-Law-Admission-Test">Common Law Admission Test</keyword>) score of students.</li></ul>The National Law University (NLU) Odisha has now reserved <a href="https://www.barandbench.com/news/nlu-odisha-introduces-25-domicile-reservation-for-students-for-ug-and-pg-courses">25% of its seats for domicile students</a> — permanent residents of the state. This is applicable to students across categories including undergraduate and postgraduate courses. "The domicile reservation will be effective from the 2020-21 academic year across the categories," said Srikishna Deva Rao, the Vice Chancellor of the university. The ten-year old university has nearly 350 seats in its ug (BA-LLB and BBA-LLB) and PG courses. However, the reservation will also depend on the Common Law Admission Test (CLAT) scores. This decision was made at a General Council meeting of the university presided by <keyword id="43385" type="PERSON" weightage="20" keywordseo="Naveen-Patnaik">Naveen Patnaik</keyword>, the state chief minister. Students with at least 60% score in class 12 are eligible to apply for reservation under the UG courses. To gain admission into the postgraduate programme, the student must have an undergraduate law degree with a minimum of 50% marks — to be eligible for the domicile reservation. This may also be applicable to the National Law College’s Bangalore campus, if <keyword id="6354780" type="LOCATION" weightage="20" keywordseo="Karnataka">Karnataka</keyword> government passes the reservation bill. “The National Law School of India (Amendment) Bill, 2019 will be moved to provide reservation to those students who have studied in Karnataka for at least 10 years,” said JC Madhuswamy, the law minister of Karnataka.
