Setting aside politics for a change, the <keyword id="6355125" type="ORGANIZATION" weightage="20" keywordseo="NDA-government">NDA Government</keyword> is embracing something what the <keyword id="6360651" type="ORGANIZATION" weightage="20" keywordseo="Congress-government">Congress Government</keyword> had initiated in Karnataka. The BJP-led Government is planning to upgrade Karnataka's <keyword id="2937854" type="UNKNOWN" weightage="20" keywordseo="e-Mandi">e-Mandi</keyword> model to the national level. 
 As per a report appeared in Economic Times, Agriculture Minister <keyword id="6359516" type="PERSON" weightage="20" keywordseo="Radha-Mohan-Singh">Radha Mohan Singh</keyword> expressed happiness while appreciating the model and said he was taking the delegation from 21 states to <keyword id="48348" type="CITY" weightage="20" keywordseo="Hubli">Hubli</keyword> in Karnataka so that other states also could “see, learn and replicate” the Karnataka system in their states. 
 
"Karnataka ne bahut achcha kiya hai. Others states are also trying things, but I want them to see the Karnataka model and replicate it all across the country," he said. 
 
The e-Mandi, reportedly, has generated revenue of Rs. 8,521 crore in the last 16 months with trading commodities like copra, tur, paddy, ragi, groundnut, til, maize and others. 
 
Karnataka's Minister of State for Agriculture Krishna Byre Gowda ensured smooth arrangements for the delegation and said, "The delegation, including ministers from all political parties, is coming on Thursday and Friday. We are very happy that the Union government has taken this project beyond politics and is sharing the benefits of the program to all states." 
 
Not just this but the Central government has big plans for the farmers. The government is planning to connect farmers and traders from across the country within six months on the National Agriculture Market, an e-platform based on the Karnataka model.

The package has been in the works for a while and top government officials have indicated that rather than one big package, the government is rolling out packages specifically targeted at important constituencies. <div type="Article" hostid="261" msid="75455286" title="IIT-Mandi lists out eight states where the lockdown should not be lifted — including Gujarat and Madhya Pradesh" mstype="2" mssubtype="0"></div> Acuite Ratings estimates that the government should opt for a stimulus package of Rs 11.2 lakh crore ($150 billion), the economic loss that is already set to be recorded for the current lockdown period and that will tantamount to 4.8 per cent of FY20 GDP. Acuite Ratings has estimated that it may not be feasible for all states to share the debt burden of the stimulus given their respective fiscal position. Therefore, a few relatively stronger states with lower fiscal deficit levels may volunteer to take up around Rs 3 lakh crore of additional borrowings. "We suggest a group of six states i.e. Karnataka, Gujarat, <keyword id="20154" type="LOCATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, Maharashtra, Haryana and Telangana where the current fiscal position is relatively better vis-à-vis other states with an average state fiscal deficit of 2.4 per cent, it added. Given the extraordinary nature of the global economic and health crisis sparked by Covid-19, Acuite Ratings said there is adequate justification to raise debt or finance the deficit directly from RBI at this juncture albeit within specified limits. In order to ensure that the interest obligations on such additional off-market borrowings is not unsustainable, the feasibility of a special one-time issuance of special zero coupon securities by both the central and the state governments to RBI can be explored. If the entire proposed stimulus amount of Rs 11.2 lakh crore is raised through this route, there will be a sharp growth in the balance sheet of RBI to the extent of 47 per cent as compared to the average growth of 22 per cent-24 per cent. Acuité Ratings estimates that an amount of Rs 1.8 lakh crore additional working capital funds will be required by <keyword id="6393272" type="COMPANY" weightage="20" keywordseo="MSMEs">MSMEs</keyword> and another Rs 1.2 lakh crore by corporates in relatively more vulnerable sectors which aggregate to Rs 3.0 lakh crore. India likely to announce second stimulus package on Friday, says top government officials

After setting an example with its e-mandi concept, now the south Indian state of Karnataka will be setting another landmark. The central government has now asked Karnataka to share details of state’s mobile-governance platform which integrates 4,187 services, both government and private, into one app, <keyword id="2652294" type="UNKNOWN" weightage="20" keywordseo="Mobile-One">Mobile-One</keyword>. 
 As per an Economic Times report, the <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> government is planning to facilitate other states with a similar technology and scale it to the national level. 
 The mobile app, which is growing at a rate of 10% every month and has generated business worth Rs 5 crore, is just seven months old and was launched by President <keyword id="6359124" type="PERSON" weightage="20" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword>. <keyword id="67441" type="POSITION" weightage="20" keywordseo="karnataka-chief-minister">Karnataka Chief Minister</keyword>, who is not so tech-savvy made it a pet-project and the app, so far, has got 1.25 crore hits and 1.5 lakh downloads. 
 Rathan U Kelkhar, CEO of the Centre for e-governance, Karnataka, told ET, "We got a letter of appreciation from the Union IT and <keyword id="46149" type="POSITION" weightage="20" keywordseo="Telecom-minister">Telecom minister</keyword> Ravishankar Prasad. A team from the Centre came down to see how we are implementing it. It is a one-of-a-kind App and we are making it as vibrant as possible." 
 
Under the umbrella of Digital India, PM Modi’s prime focus is mobile apps. He plans to reach out to folks of his nation through mobile devices so that they would be aware of the services and schemes government is bringing in for them. 
 
National e-Governance Division President and CEO Anoop Kumar Agarwal has said that the issue was of scaling it up nationally was "under examination right now. But this is a strong concept and it will happen across the states in near future."

(Eds: Adds details) New Delhi, Apr 11 () The Centre is considering a request made by most states to extend the ongoing nationwide lockdown by two weeks beyond April 14, the government said on Saturday after Prime Minister Narendra Modi interacted with chief ministers and told them the focus should be now on ensuring health as well as prosperity of the nation.During the video-conference with the CMs today, most states requested Prime Minister Modi to extend the lockdown for two more weeks, a government spokesperson said. "The Central Government is considering this request."An official statement about the interaction later said that talking about the exit plan from the lockdown, Modi said there seems to be a consensus amongst the states on extending the lockdown by two weeks. "He underlined that the motto of the government earlier was 'jaan hai to jahaan hai (saving lives)' but now is 'jaan bhi jahaan bhi (saving lives as well as making the country prosperous)," the statement said.There are indications that an extension in the lockdown may come with certain relaxations to boost economic activities. Sources said proposals being considered include diluting the restrictions in areas unaffected by the virus. The ongoing 21-day nationwide lockdown to contain the COVID-19 crisis is scheduled to end on April 14.After the interaction, Karnataka Chief Minister B S Yediyurappa said the lockdown post April 14 would be different from the ongoing three-week lockdwon.He said the PM told the chief ministers that the extension of the lockdown was inevitable and guidelines will be issued in a couple of days on its implementation for further 15 days.According to the statement, during his interaction, Modi, himself wearing a white mask, told the CMs, "While announcing the lockdown, I had said 'jaan hai to jahan hai'... Most people in the country understood it and discharged their responsibilities by remaining indoors. And now it is imperative to focus on both aspects, 'jaan bhi jahan bhi', for India's bright future, and a prosperous and healthy India."He said if every citizen does his work while keeping both these aspects in mind and follows government instructions, the country's fight against COVID-19 will get further strengthened. Farmers and industry bodies have sought certain relaxations during the lockdown to carry out necessary activities.During the video conference with Modi, several chief ministers including Punjab's Amarinder Singh, West Bengal's Mamata Banerjee and Delhi's Arvind Kejriwal suggested extending the lockdown at least by a fortnight.Odisha and Punjab have already extended the lockdown till April 30 and May 1 respectively.The CMs also sought financial and fiscal assistance from the Centre to boost their resources in this fight against the pandemic, the statement said.Reflecting on the fight so far, Modi said that the combined effort of the Centre and the states have helped minimize the impact of COVID-19 on the country.But as the situation is rapidly evolving, constant vigilance is paramount, the statement said. "He emphasized the criticality of coming 3-4 weeks for determining the impact of the steps taken till now to contain the virus."The prime minister also used the opportunity to assure the state that India has adequate supplies of essential medicines. He warned against blackmarketing and hoarding.On the shortage of personal protective equipment (PPE) for medical professions, the PM said that measures are being taken to ensure availability of protective gear and critical equipment for all frontline workers. He also condemned the instances of attacks on doctors and medical staff, and misbehavior with students from the North-East and Kashmir.Modi underlined that such cases need to be dealt with firmly. He also spoke about the need to curb lockdown violations and ensure that social-distancing is followed.The government has stressed since there is no medicine or vaccine to cure COVID-19, social distancing must be followed to curb its spread.During the interaction, Modi talked about strengthening healthcare infrastructure and reaching out to patients through telemedicine. He also suggested that direct marketing of farm produce can be incentivised to prevent crowding at mandis, for which model agriculture produce marketing committee (APMC) laws should be reformed.The PM also referred to the Aarogya Setu app and spoke about popularising it to ensure downloads in greater numbers. "Based on those experiences, India has made its own effort through the app which will be an essential tool in India's fight against the pandemic ... Pradhan Mantri Matsya Sampada Yojana (a scheme dedicated to marine fisheries and aquaculture):₹20,000 crore to boost fish production by 7 million tonnes in the next five years. 4. [An existing programme] ₹13,343 crore had been allocated for National Animal Disease Control Programme in January 2020 to ensure 100% vaccination of cattle, buffalo, sheep, goat and pig population (over 53 crore animals). 1.5 crore cows and buffaloes tagged and vaccinated till date. This will continue in green zones. 5. A new fund of ₹15,000 crore is being established to boost animal husbandry infrastructure development. Dairy producers and processors will be eligible for incentives being provided from this fund. Those who want to set up plants for export of niche dairy products will also be supported. 6. ₹4,000 crore for promotion of cultivation of medicinal plants. 1 million hectares to be covered under herbal cultivation in the next two years. This will lead to income generation of ₹5,000 crore for farmers. Development of a corridor of 800 hectare area along the banks of river Ganga. A network of regional markets (mandis) will be created for medicinal plants. 7. ₹500 crore for beekeeping initiatives. Government will implement a scheme for infrastructure development related to Integrated Beekeeping Development Centres, Collection, Marketing and Storage Centres. This will lead to an increase in yield and crop quality, resulting in increase in income for 2 lakh beekeepers. 8. ₹500 crore for subsidy to farmers of green produce (fruits and vegetables). 50% subsidy for transportation of green produce from surplus to deficient markets. 50% subsidy for storage of green produce. This pilot project will initially be for a period of 6 months - the government says it will be expanded and extended in the future. 9. <a href="https://www.businessinsider.in/politics/policy/news/what-is-essential-commodities-act-that-nirmala-sitharaman-wants-to-amend/articleshow/75759156.cms" data-type="tilCustomLink" target="_blank">Essential Commodities Act</a>will be amended to deregulate prices of cereals, edible oils, oilseeds, pulses, onions and potato etc. Stock limits to be imposed only under exceptional circumstances like national calamities, famine with a surge in prices. No such stock limit shall apply to processors or value chain participants, or to any exporter subject to export demand. 10. Milk cooperatives bought 560 litres of every day against the daily demand of 360 litres. Additional 111 crore litres of milk was purchased and dairy farmers were paid ₹4,100 crore. The excess milk will be converted to milk powder, a Finance Ministry official said.
