You also get buttons to control the device, including the power button, fan speed button, night mode button, lock button and more. The buttons are responsive and work properly when you tap them. The minimalist control panel on the top allows for easy operation, as you don’t have to worry about pressing the wrong button. <cmsannotation type="cmsannotation" annotationid="Features and performance" comment="subhead" text="Features and performance">Features and performance</cmsannotation> The Karcher AF 30 Air Purifier is suitable for medium-sized rooms up to 60 square metres. Do note that it does not offer any connectivity feature, meaning you cannot track its performance from your phone or control it with smart home devices. It comes with the H13 filtration system which is capable of capturing up to 99.95% of particles as small as 0.3 µm. The device includes an activated carbon filter, which helps to remove unpleasant odours and other compounds from the air. It comes with a night mode that reduces the noise level and dims the display, ensuring that your sleep is not affected. If you have kids, you can enable the child safety lock feature that prevents accidental changes to the settings. Like most devices out there, it comes with a timer function that allows you to set the air purifier to run for a specific amount of time. The company has claimed that the filter has a service life of around a year. The phone has a USB-C port, volume rocker, and power button on its right edge, but it lacks a 3.5mm headphone jack, which may disappoint fans of wired headphones. All the buttons are easily accessible, and we found it comfortable to operate the phone with one hand. The phone's glass coating covers the display and rear, while the rear is protected by ‘Fluorite AG' glass. This gives the device a sleek look and premium feel, although it may not be as durable as an aluminium frame phone against drops and impacts. The back of the phone features an elegant looking rectangular camera module housing the three cameras. The protrution is lesser than we typically see on camera phones, with minimal wobbling when kept on its back. The Vivo V27 Pro is available in two colors: Noble Black, a light pearlescent shade, and Magic Blue – the color shown in this review – which appears to be a navy-blue hue. The idea is straightforward - the glass reflects different colors depending on the lighting conditions. However, I had only noticed the color change once under direct sunlight when it turned into a thick dark blue shade that didn't particularly appeal to me. The textured AG glass on the back makes it easy to grip though. Although it is not my usual recommendation, using the V27 Pro without a cover can be enjoyable. Although the smartphone has an impressive design and aesthetic appeal, it lacks certain certifications typically expected in modern devices. For instance, it lacks an official IP rating, making it vulnerable to water damage. Another issue that concerns me is the absence of protection on the back, as the glass may not withstand a severe impact. <cmsannotation type="cmsannotation" annotationid="Display" comment="subhead" text="Display">Display</cmsannotation> <div type="image" title="Vivo V27 Pro" msid="98341469" hostid="261" caption="&amp;lt;p&amp;gt;Display of Vivo V27 Pro &amp;lt;/p&amp;gt;"></div> This is one of the prettiest displays I have seen on a mid-ranger lately. The panel measures 6.78 inches and features a gentle 3D `curve at the edges, with a small cut-out for the front-facing camera located at the top. The bezels surrounding the screen are also thin which looks good. In terms of technical specifications, the AMOLED display offers a resolution of 2400×1080 (FHD+). At first, I noticed that the colours on the curved panel appeared somewhat dull with the default settings. However, after tweaking the display settings, I discovered the ideal balance to suit my personal preference. From that point on, the curved panel delivered sharp, accurate, and vivid colours. The display is capable of a peak refresh rate of 120Hz and includes an adaptive refresh rate feature called Smart Switch. This feature automatically adjusts the screen refresh rate between 60Hz and 120Hz based on the content being viewed. However, the implementation of this feature is not always consistent. I would recommend sticking with the 120Hz setting for the best experience. While it may consume more battery power, it's worth for the overall smoothness and reliability, especially when gaming. I've extensively tested the V27 Pro while gaming and the display have been dependable so far. The display is also compatible with HDR10+ content on Netflix. I watched a few movies and TV series and was thoroughly impressed. The display produced excellent clarity, and I could distinguish crisp details. The brightness levels were also aptly adjusted outdoors, and the display remained readable unless the sun was directly overhead. <cmsannotation type="cmsannotation" annotationid="Stereo speakers missing" comment="subhead" text="Stereo speakers missing">Stereo speakers missing</cmsannotation> It would have been great if Vivo had included speakers that matched the quality of the display. However, the V27 Pro only has a loud, bottom-firing speaker, which doesn't do justice to the display's capabilities. Like most bottom-firing speakers, your hand can easily block it. Looks like Vivo has cut some corners to keep the price low by not providing a dual speaker setup on the device. <cmsannotation type="cmsannotation" annotationid="Vivo V27 Pro: Software" comment="subhead" text="Vivo V27 Pro: Software">Vivo V27 Pro: Software</cmsannotation> The Vivo V27 Pro comes with Android 13 and Vivo’s Funtouch OS 13 skin, and my initial experience with the UI has been positive. Despite some bloatware that can be uninstalled, the software feels clean and smooth to navigate, especially with the high display refresh rate. One standout feature of Funtouch is horizontal-screen functionality, allowing you to scroll through menus for certain productivity and business functions. Additionally, the customizable dynamic effects, such as changing animations or ambient light effects, are cool additions. The device's OS offers impressive levels of customization, with options to change themes, app icon sizes, text sizes, and animations. The widgets available are well-executed with Android 13. The game space is another useful addition with features such as a voice changer, screenshot shortcut, and performance modes to enhance the gaming experience. <cmsannotation type="cmsannotation" annotationid="Vivo V27 Pro: Performance &amp; specs" comment="subhead" text="Vivo V27 Pro: Performance &amp; specs">Vivo V27 Pro: Performance &amp; specs</cmsannotation> The Vivo V27 Pro comes equipped with the MediaTek Dimensity 8200 chipset, the same SoC we have seen on the iQOO Neo 7. The chipset is paired with 12GB of LPDDR5 RAM and 256GB of internal storage. In terms of performance, the V27 Pro has enough power to handle demanding tasks such as gaming and multitasking. During my gaming session, which involved playing COD: Mobile and Asphalt 9: Legends with maximum graphics settings, the device performed well. I did not experience any lag or frame drops that could ruin the gaming experience. The device was very responsive and connected to the servers instantly. The heat management was promising even after prolonged gaming sessions. <div type="image" title="Vivo V27 Pro" msid="98341603" hostid="261" caption="&amp;lt;p&amp;gt;COD on Vivo V27 Pro&amp;lt;/p&amp;gt;"></div> The RAM management on the device is decent, and the 12GB RAM can hold lightweight apps like web browsers and social media apps such as Instagram or Facebook for a long time. The device can hold heavier apps like COD: Mobile halfway. However, with the onboard RAM expansion of 8GB, which adds to the system storage, the performance with heavier apps improved considerably. If you are into gaming, I recommend keeping the RAM extension on. Upon launching a game, the device automatically triggers its Ultra Gaming mode, providing the user with various performance options. Additionally, this mode includes various features such as screen recording, a voice changer, call blocking, and more. <cmsannotation type="cmsannotation" annotationid="Camera" comment="subhead" text="Camera">Camera</cmsannotation> The Vivo V27 Pro has four cameras, three at the back and one at the front. The primary rear camera boasts a 50MP Sony IMX766V lens, and I found its performance impressive. The photos were vibrant and captured with plenty of detail. The Optical Image Stabilization (OIS) integrated into the lens was highly effective at minimizing the impact of shaky hands on the image. Then there is an 8MP ultra-wide sensor and a 2MP macro sensor. <div type="image" title="Vivo V27 Pro" msid="98341486" hostid="261" caption="&amp;lt;p&amp;gt;Shot on 50MP&amp;lt;/p&amp;gt;"></div> The device offers up to 10x zoom, but the results are good; up to 5x zoom as 10x will fail to capture details. The edge detection is excellent. Its camera can record 4K videos at both 30 and 60 fps, and the hybrid image stabilization system is noticeable when there are quick changes in camera angles. There is minimal shaking, and the lens focuses quickly. The device features a dedicated vlog mode, allowing you to play with both front and back cameras simultaneously. Other features like live photos and AI enhancements are additional perks that will likely appeal to most consumers. <cmsannotation type="cmsannotation" annotationid="Battery life" comment="subhead" text="Battery life">Battery life</cmsannotation> Compared to many of its premium competitors, such as the IQOO Neo 7 and OPPO Reno8 T 5G, the Vivo V27 Pro features a relatively small battery with a capacity of 4600mAh. I used it throughout the day for tasks like texting, and music streaming, it made it through until bedtime with some juice left. However, with more demanding use like playing games, taking photos, using social media, and more, I experienced battery anxiety, and the device didn’t last a day. The device comes with 66W fast charging capability that charges the device in 45 minutes from 0 to 100% with an active internet connection. Similar to other phones, the Vivo V27 Pro features a battery-saving mode that conserves power by disabling background syncing, restricting data usage, and enabling dark mode, among other things. This feature guarantees that the phone can last for an entire day. However, if you are a heavy phone user, this phone may not fit you best. <cmsannotation type="cmsannotation" annotationid="Verdict" comment="subhead" text="Verdict">Verdict</cmsannotation> Having used the Vivo V27 Pro, it's evident that the phone can be a suitable choice for those seeking a device priced below ₹40,000, particularly camera enthusiasts, gamers, or users who like a slim and light phone. This is a no-nonsense <keyword id="180940" type="ORGANIZATION" weightage="80" keywordseo="DSLR">DSLR</keyword> from Canon, built to perform in almost any type of light setting. But before we tell you more about the pictures, let us talk about the built. The camera looks like any other mid-ranged Canon DSLR and is quite grippy. At no point did we feel that the camera was slipping off our hands. The keys are placed conveniently and well within the reach of the index finger and the thumb. At times, extra effort is required to rotate the top mode dial, but that is it. 
 
Canon has added a 3-inch swivel touchscreen at the back that lets users take images at various angles. The colours of the screen are great and one can clearly see and enlarge pictures on it. Moving on to the shooting modes, there is everything here – from the usual auto mode for beginners to the demanding manual mode. 
 
We tested this camera with the 18-55 mm lens that comes in the box. Together, 70D managed to give us some spectacular shots. We particularly liked the macro shots. The 19 point auto-focus system works well and one can focus on the subject with ease. After 7D, 70D is the DSLR by Canon on which we loved the burst mode. Canon claims that users will get 7 frames per seconds under it and we got the same. 
 
All this is good when it comes to capturing subjects in good ambient light or outdoors. But what about the indoors? Most urban users, including us, buy a DSLR to shoot indoors and in low-light conditions (at least 50% of the times). The results were quite good in low light. The 70D kept the digital noise out of the pictures, even when the ISO settings were cranked to 3,200. After that, a slight haze in dark-to-low-light conditions could be seen. On a single charge, we were able to squeeze about 200 shots in live mode. Users can get four times that amount by just using the viewfinder. 
 
The 70D is also capable of capturing full HD videos at 30 FPS. But we did find a bit of lag here. We have seen better performing DSLRs from Canon’s camp when it comes to videos. The camera falls in the mid-segment of DSLRs for people who want good performance but do not want to spend over a lakh for it. With the 18-55 mm lens, this camera costs Rs 85,995. For people who do not mind spending a little more can seize the one with the better lens. The 70D with 18-135 mm lens costs Rs 1,02,995. Overall, the 70D is a great camera and well worth the money.

The culture war being what it is, of course, <a href="https://www.insider.com/some-texas-new-mexico-law-enforcement-wont-enforce-mask-orders-2020-7">some sheriffs in Texas and New Mexico are refusing to enforce state mask mandates</a>, saying they restrict liberty and they're unenforceable anyway.The mandates and the sheriff's refusal raise an important question: If you refuse to wear a mask, should you be arrested? Superficially, the answer would seem to be: Yes, let's arrest the scofflaws. After all, if the state can't compel you to behave responsibly, why do we even have a government? But the police shouldn't spend their days handcuffing and jailing the mask-less. That's not because the mask-mandates are wrong. It's because the law is not the right tool. The mask-skippers are not criminals — or at least not primarily criminals. They're selfish, misguided jerks. Like drunk drivers, they put others at risk to pursue some egomaniacal but deluded sense of freedom. Their thoughtlessness creates misery for the rest of us. Reopened businesses are shutting down because <a href="https://www.businessinsider.com/anti-mask-customers-force-some-restaurants-re-close-dining-rooms-2020-7">they can't deal with rude, disruptive customers </a>who refuse to wear <keyword id="9418" type="PERSON" weightage="60" keywordseo="masks">masks</keyword>. But heavy fines and nights in jail won't fix this. Shame won't fix this either. As morally satisfying as they are, viral videos of unmasked people making asses of themselves deepen the sense that this is a culture war. The Mask War never had to happen. Had President Trump and leading conservatives — religious leaders, celebrities, media personalities — simply embraced masking early, it would never have become a hot-button issue. In basically every country that has smashed the virus, masking spread quickly and uncontroversially because it was presented as a question of basic hygiene, like washing your hands or covering your sneeze. So now that we're here how do we end the war? Well, it's too late to expect Trump and national conservative leaders to provide the simple moral leadership that would have worked three months ago.Instead, we should treat people without masks like a parent treats a tantruming child. When a child throws a tantrum, the worst thing you can do is pay attention to the tantrum. You don't punish the child. You don't shame the child. You don't reward the child. You ignore the child. The overwhelming majority of us who support masking need to just keep wearing masks, and to ignore the scoffers. It's not clear what the president's enthusiasm for the drug was based on, but whatever the reason, he was obsessed with it.As the months passed, more careful studies concluded that HCQ was risky and worthless, at least for patients with advanced cases of the disease. And, eventually, after announcing that he was taking the drug as a prophylactic to prevent getting the coronavirus — a use-case that another study soon concluded was also pointless — Trump stopped talking about it.But now another preliminary study has concluded that the drug may have some benefit after all, at least in early cases of the disease.A German <a href="https://www.preprints.org/manuscript/202007.0025/v1">"retrospective case analysis" study</a> released last week found that early administration of HCQ with two other drugs, zinc and azithromycin, reduced hospitalizations and deaths.Importantly, the study was not a "randomized controlled trial" designed specifically to answer this question. Instead, the researchers examined past cases and treatments in the state of New York.But the results were encouraging. The researchers found that only four of 141 patients treated with the HCQ cocktail (3%) were hospitalized and only one died.This is compared to 58 of 377 patients not treated with the cocktail being hospitalized (15%) and 4% dying. The dosage of HCQ given to the treated patients, moreover, was low, so the researchers found none of the serious cardiac side effects that derailed other HCQ trials.As with many (most) things Trump, HCQ has unfortunately become politicized. As studies concluded that HCQ is worthless (or worse), therefore, it has been held up as a symbol of Trump's anti-science charlatanism. This latest study, however, has already breathed new life into Trump and HCQ supporters, who are citing it as evidence that they were right all along.And let's hope the study holds up. But even if Democrats take back the Senate, a slim majority would help President Biden very little if the filibuster persists. That's why the most consequential decision of this election could be in January not November, when the new Senate decides whether to preserve the filibuster or revert to majority rule. The filibuster, which is a Senate tradition but not a requirement, gives the minority a veto over most legislation. Under the Senate's arcane rules, President Biden would be able to push through one budget bill every year with a simple majority, and get his judicial nominees approved, but 40-plus Republican senators could filibuster and kill <a href="https://www.theatlantic.com/politics/archive/2020/07/why-senate-filibuster-could-be-gone-2021/614278/">any significant legislation on voting rights or police reform</a>, for example. We've seen this movie before. The Republican Senate used the filibuster (and later the majority) to block all significant non-budgetary legislation for the last six years of the Obama presidency. President Obama responded with significant executive actions that circumvented Congress, like DACA. President Trump has put circumvention on steroids, invoking his executive authority to remake immigration law, raid the Pentagon budget to build a wall, start trade wars, and stonewall congressional inquiries. Trump has dared the courts to stop him, which they haven't. Now he seems to be contemplating an even vaster presidential power grab, <a href="https://www.businessinsider.com/trump-mulls-legal-loophole-bypass-immigration-law-national-review-john-yoo-2020-7">simply not enforcing laws he doesn't like.</a> If Democrats win the White House and Senate, President Biden and Majority Leader Chuck Schumer would need to choose one of three paths. <ul><li>First, they could maintain the filibuster, giving Republicans the ability to block all significant legislation, while also retreating from the executive overreach that has defined the Trump years. This would result in a weak presidency and none of the progressive change Democrats long for. </li><li>Second, they could maintain the filibuster, giving Republicans the ability to block all meaningful legislation, but continue the Trumpian executive overreach, allowing Biden to pursue progressive goals through regulation and executive orders. The problem is this would further concentrate executive power — which most Democrats fear —and it might not even work, since a conservative Supreme Court would probably stop it. </li><li>Third, they could abolish the filibuster, and use House and Senate majorities to pass as much progressive legislation as they can agree on. This would toss out a senatorial tradition but would strengthen Congress as a whole, and make it a more equal partner to the presidency. It would also mean that the next Republican president with a Republican Congress would be similarly untrammelled. </li></ul>If you're Biden or Schumer, it's obvious which of these three choices will accomplish the most and undermine our political system least. These shouldn't be considered remarkable feats of journalism but in 2020, they are. A serious interviewer that isn't in the tank for one candidate or political party <a href="https://www.cnn.com/2020/06/27/politics/joe-biden-fact-check-gop-tax-cuts-naacp-endorsement/index.html">should always challenge and fact-check their subject</a>. And just because Trump lies at levels that go light-years beyond just your average spin, cable news interviewers <a href="https://www.nytimes.com/2020/07/11/us/politics/fact-checking-biden-on-the-coronavirus-and-his-own-record.html">shouldn't let Democratic candidates off the hook</a> when they stretch the truth about their records or their opponents, either. Democrats must abolish the filibuster if they win the Senate and White House

<div class="KonaFilter image-container display-table float_right"><div><div class="image on-image">Reuters</div></div></div>How do you convince someone to pay $1000 for a drug when they buy an identical alternative for $100? Valeant Pharmaceuticals has one answer: <a href="http://www.businessinsider.com/leaked-valeant-documents-show-philidor-strategy-2016-11">pay fat rebates</a> to the people who decide whether or not your insurer covers the drug.The drug in question here is Solodyn, an acne-treating antibiotic. Its sales had tumbled by 40% in the years after it went off patent in 2011. Then Valeant struck a deal with a specialty pharmacy called Philidor and started to turn things around. In early 2015, after Philidor was on board, Solodyn sales suddenly jumped 56%, according to internal documents obtained by Business Insider.Philidor is by now a well-known name to Valeant's investors. Although Valeant had close ties to the company, and was counting on it to grow the volume of sales of some of its key drugs, its existence was known only to Valeant until last October. When it was exposed, Philidor's tactics and Valeant's growth at all costs business model came under fire, federal agencies began to investigate, and Valeant's once high-flying shares collapsed.Rebates aren't uncommon in the drug industry, and Valeant's new leadership is more open about the role they play in driving sales than their predecessors, but as the company tries to put itself back together again, the question of how much profit it is sacrificing in order to maintain market share and move a high volume of drugs is in the spotlight. The company on Tuesday reported earnings that were well short of expectations, prompting one analyst to say "it appears Valeant's core business continues to deteriorate."With Solodyn, sales of the drug have reported by Valeant have tumbled to $26 million in the third-quarter, from $66 million a year ago when Philidor was still in the picture. This, despite that fact that data from IMS Health and Bloomberg indicate total prescriptions are rising.<h2>How is this possible?</h2>Internal documents obtained by Business Insider show that, with Philidor at least, Valeant was was giving away millions of dollars worth of Solodyn to drive sales volume. The documents, which refer to its business in the first-quarter of 2015, describe an approach called the "Philidor strategy" Its aim was to move a high volume of drugs by paying high rebates to the insurers and pharmacy benefit managers (PBMs) that decide whether to cover a drug that's been prescribed to a patient.Pharmacy benefit managers <a href="http://www.businessinsider.com/prescription-drug-costs-explained-2016-10">are middlemen</a> who take a large cut of sales. PBMs are used across the pharmaceutical industry. Ostensibly meant to keep drug costs down and help businesses and insurance plans wade through the many alternatives available to a patient, the PBMs wield a lot of power in terms of ensuring a drug company's access to covered customers.Paying huge rebates to PBMs and insurance companies was a way to ensure that Solodyn would get covered, even when there were cheaper generic alternatives available. According to the documents obtained by Business Insider, rebates to payers for Solodyn were as high as 80.7% when the drug was sold through Philidor, but they also varied widely - typically depending on a certain payers' size and market share.By late 2015, those rebates combined with Philidor's aggressive sales tactics turned Solodyn into Valeant's 7th best selling drug. Once Philidor was out of the picture - Valeant quickly broke off the relationship after the scandal over the pharmacy erupted - Solodyn now ranks 22nd among Valeant's top 30 products. Valeant's director of investor relations, Elif McDonald would not comment on the documents when reached Monday, pointing Business Insider to the company's external spokesmen at Sard Verbinnen. They have not responded to requests for comment on the documents.<h2>How to be useful</h2>Valeant's goal at Philidor was to sell as much product as possible, even at a loss. Losses often occurred when the pharmacy sent out medications that hadn't had their payments approved yet. That was marked as gross revenue. If the insurer ultimately rejected Philidor's claim, Valeant would just eat that cost, bringing down the company's net revenue.In the presentation, the company refers to these losses as "Alternative Fill" (AF) subsidies. They were the problem Valeant was trying to solve in the presentation Business Insider looked at titled 'Solodyn and Jublia Economic Analysis and Facetbase'. It's dated August 9th, 2015, two months before Valeant started to crash."Lower margins were primarily due to AF (Alternative Fill) subsides - 'free goods' that are fulling reimbursed by VRX - which accounted for 32% of Solodyn and 14% of Jublia gross sales in Q1 2015," the presentation says.Profit margins aside, in terms of driving volume Philidor was a huge success, and that is most apparent in its impact on Solodyn sales. Before it started selling Solodyn, sales of the drug were on a steady decline. In 2011 the drug had $789 million in sales, according to Symphony Health Solutions. By 2014, right before the Philidor acquisition, that number had dropped down to $480 million thanks to pricing pressure from generic competition.In 2015, Valeant sold $506 million worth of Solodyn, and the company had Philidor to thank for that. In Q1 2015 "gross sales" of Solodyn shot up 56% from the same time a year before, the documents say. The bulk of those sales - $106 million - came from Philidor. But back out all the payments that Valeant had to make to generate those sales, and the figure falls from $172.5 million to $41.7 million, the documents show. That's before factoring in other costs, like the manufacturing of the drug or expenses related to running the business. <div class="KonaFilter image-container display-table"><div><div class="image on-image">Thomson ReutersFormer Valeant CEO Michael Pearson, who presided over the Philidor strategy.</div></div></div><h2>Fattening the margins</h2>So Valeant was trying to figure out was how to get insurers to pay for more prescriptions in order to fatten Philidor's margins. The payers are referred to as MHCs in the document."There is room within the current MHC contracting to increase profitability/ "pull through" the full value of current contracts," it said. Pull-throughs are incentives to get more people on a certain drug vs. a cheaper version, say, a generic. The company realized it made the most money from drugs that were covered by insurers that didn't have strong <a href="https://www.caremark.com/portal/asset/trustmark_pa.pdf">prior authorization (PA)</a> restrictions. PAs require doctors to get a payer's permission before prescribing a drug.So the idea was to make sure Solodyn and Jublia had the easiest status with as many payers as possible. To entice them to do so, Valeant simply hiked up the rebates "to incent payers to adopt less stringent PAs," said the presentation.It also recommended investing "in failed PAs to obtain covered TRxs [total prescriptions] in return, based on share of these failed PAs that get approved."Valeant also wanted to make better use of plans that had implemented step therapy for Solodyn. Step therapy is when your healthcare plan requires you to try a cheaper form of a drug you were prescribed to see if that works before you buy the more expensive prescription.The average market share for Solodyn on plans that required step therapy or prior authorization was 6%. In contrast, Valeant had 14% of the market share in plans where Solodyn was on the formulary - the list of drugs a payer has agreed to cover - and 17% of the market share among plans where Solodyn was preferred. Valeant's strategy on the step therapy side was to work on removing it from plans with low market share, and try to reduce rebates/change its status with "outliers" - payers that got high rebates from the company but where Solodyn had a lower market share. Said plainly, Valeant was trying to figure out how much it had to pay in rebates to get MHCs to overlook how uneconomical and impractical Solodyn might be.<h2>What your pharmacy benefit manager won't tell you</h2>The terms of PBM contracts are variable and secret. The more lives a PBM covers, the more leverage it tends to have in negotiating steeper rebates, which is why some PBMs may walk away with a rebate twice as big as their competitors.The lack of transparency has its pros and cons. On the one hand, having these contracts under wraps keeps drug manufacturers from knowing what its competitor is getting as a rebate. If it did, the companies could argue that they shouldn't have to pay a bigger rebate than the other. Back in 2004, <a href="https://www.ftc.gov/news-events/press-releases/2004/09/ftc-staff-california-bill-may-raise-prices-pharmaceuticals">the Federal Trade Commission</a> argued against PBM contract transparency, saying it would make it harder for there to be competition that would drive down prices. On the other hand, without a clear picture of the rebates, the public's understanding of why the price of prescription drugs' continue to climb is limited to just the price we see at the pharmacy counter, or data based on the list price (which no one actually pays). Without it, we don't know how big a cut every part of the supply chain is getting. The Valeant documents Business Insider saw break down the rebates on Solodyn in Q2 2015:<ul><li>Caremark Performance took a 70% rebate on Solodyn, and a 36% rebate on Jublia.</li><li>Express Scripts National Preferred took a 39.4% rebate for Solodyn, and a 29.4% rebate for Jublia.</li><li>United Healthcare Advantage took an 80.7% rebate for Solodyn and no rebate for Jublia.</li><li>Anthem Blue Cross in California took a 39.4% rebate for Solodyn and a 29.4% rebate for Jublia.</li><li>Optum Rx 3 Tier traditional took a 62.5% Solodyn and no rebate for Jublia.</li><li>Humana Rx4 Traditional took a 66.4% rebate on Solodyn and no rebate for Jublia.</li><li>Aetna Premier Commercial took a 45% rebate on Solodyn and no rebate for Jublia.</li></ul>It's clear that Valeant felt like it had to work a little bit harder to entice payers into paying for Solodyn than Jublia, and it's not hard to understand why.There's tons of cheaper Solodyn competition on the market. Below is the average AWP [Average Wholesale Price] pricing":<div class="KonaFilter image-container display-table"><div><div class="image on-image">MeridianRx</div></div></div><h2>Never duplicated</h2>After Philidor closed, Valeant acted quickly to try to create another channel for many of its products, including Jublia and Solodyn, through a deal with Walgreen's. In an interview with CNBC last December, former CEO Michael Pearson said the agreement, which would include a co-pay program and steep discounts for branded drugs, was primarily <a href="http://www.cnbc.com/2015/12/15/first-on-cnbc-cnbc-transcript-valeant-chairman-ceo-j-michael-pearson-speaks-with-cnbcs-meg-tirrell-on-squawk-box-today.html">meant to drive sales volume.</a>Pearson also said that the Walgreen's deal would remove some middlemen in the business. It's not clear what he meant by that. The documents we reviewed show that Philidor spent very little on wholesalers or any other middlemen compared to what it paid in rebates to the gatekeepers between their drugs and the plans that paid for them.What is clear is that paying off the gatekeepers is still very important to the success of the Walgreen's deal. Valeant said so in its 2015 annual report. And the company reiterated that sentiment in its third-quarter call Tuesday, by saying it would give MHCs higher rebates. Chief financial officer Paul Herendeen noted that higher rebates as the reason why net prices were down in the company's gastrointestinal, dermatology, and diversified products business. This isn't illegal, but it does mean that there are incentives in the system that help companies maintain a $1,000 price tag on a drug with much cheaper alternatives.
