The Central Bureau of Investigation (<keyword id="6354572" type="General" weightage="80" keywordseo="cbi" source="Orion">CBI</keyword>) has lodged a fresh loan fraud case of Rs 1688 crore against <keyword id="44525" type="General" weightage="100" keywordseo="abg-shipyard" source="Orion">ABG Shipyard</keyword> owner <keyword id="13160809" type="General" weightage="80" keywordseo="rishi-kamlesh-agarwal" source="Orion">Rishi Kamlesh Agarwal</keyword> and others. The CBI had last year booked Agarwal for a loan fraud of Rs 22000 crore which was said to be the biggest bank loan fraud. A senior CBI official said that a written complaint was received from <keyword id="321124" type="General" weightage="80" keywordseo="karambir-singh" source="Orion">Karambir Singh</keyword>, Chief Manager, Punjab National Bank (PNB) Mumbai on behalf of other banks (e-OBC, UCO Bank, <keyword id="6355303" type="General" weightage="80" keywordseo="bank-of-india" source="Orion">Bank of India</keyword>, Bank of Baroda (e-Dena Bank) and e-United Bank of India) against Vadraj Cement Ltd, Rishi Kamlesh Agarwal (Promoter-Director), <keyword id="15057157" type="General" weightage="80" keywordseo="krishna-gopal-toshniwal" source="Orion">Krishna Gopal Toshniwal</keyword> (Director), <keyword id="2392548" type="General" weightage="80" keywordseo="vijay-prakash-sharma" source="Orion">Vijay Prakash Sharma</keyword> (Professional Director) and others for causing wrongful loss of Rs 1107.62 crore to the consortium of lending banks led by the PNB. The PNB received a letter of consent from the Central Bank of India (part of the consortium) for fraud committed by the said company to the tune of Rs 580.79 crore. "The total amount of fraud and wrongful loss committed by the company towards the consortium of lending banks comes to the tune of Rs 1688.41 crore. After receiving the complaint we lodged a case under sections 120-8, 420 IPC and 13(2) read with 13(1)(d) of PC Act against the accused," said the official. In the coming days, the CBI can now issue summons to all the accused to join the probe in the matter. Further investigation in the matter is on. Fresh case of loan fraud of ₹1,688 crore against ABG Shipyard owner Rishi Agarwal, others

Top commanders of the Army will carry out a <keyword id="10169145" type="UNKNOWN" weightage="20" keywordseo="comprehensive-assessment">comprehensive assessment</keyword> of India's combat readiness in eastern Ladakh as well as other sensitive areas along the Line of Actual Control with China at a four-day conference beginning Monday, government sources said. The commanders will also deliberate on a slew of long-pending reform measures like cutting down on ceremonial practices and non-military activities to ensure a rational distribution of resources, they said. Chief of Army Staff <keyword id="8868759" type="PERSON" weightage="20" keywordseo="gen-mm-naravane">Gen MM Naravane</keyword> will chair the Army Commanders' Conference (ACC), which is an apex level biannual event that formulates important policy decisions through a collegiate system of deliberation. It will be attended by all Army Commanders, Principal Staff Officers (PSOs) of the Army headquarters and other senior officers. "The Army Commanders will carry out a comprehensive review of the security challenges facing the nation including the situation in eastern Ladakh and <keyword id="17605" type="LOCATION" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword>," said a source. The situation in eastern Ladakh remains tense as both Indian and Chinese armies deployed over 50,000 troops each along the LAC following escalation of standoff that began in early May. The sources said the commanders will exclusively deliberate on matters relating to human resource management in the Army on Monday while they will carry out an in-depth discussion on Wednesday on various agenda points highlighted by the top Army Commanders. There will be a discussion on issues flagged by the Commander-in-Chief of the Andaman and Nicobar Command, which is India's only tri-services command. Besides reviewing the security challenges facing the nation, the Army commanders will attempt to finalise various reform measures recommended by separate internal committees in utilisation of limited resources while at the same time focusing on enhancing operational capability of the 1.3-million strong force, the sources said. Some of the proposals to be on the table at the conference include discontinuing or at least bringing down the scale of the Army Day and Territorial Army Day parades, cutting down on various ceremonial practices and reducing the number of officers' mess within individual peace stations, the sources said. Similarly, the top Army brass will also examine a proposal to bring down the number of guards at official residences of senior officials and another one on reducing the number of CSD canteens if several such facilities are operating within one station, they said. Another proposal on the table for discussion would be to asking various units to cut costs on celebrating Raising Day and Battle Honour Day. Army commanders to review situation in Ladakh, internal reforms at 4-day conference today

New Delhi, Apr 30 () Defence Minister Rajnath Singh held a meeting with the top military brass of the country on Thursday to take stock of the overall preparedness of the armed forces in dealing with the coronavirus pandemic, officials said.Chief of Defence Staff General Bipin Rawat, Indian Navy Chief Admiral Karambir Singh, Indian Air Force's Air Chief Marshal R K S Bhadauria and Indian Army Chief General M M Naravane were present at the meeting, they said. Defence Secretary Ajay Kumar, Defence Research and Development Organization (DRDO) chief G Satheesh Reddy and other senior officials of the Ministry of Defence were also present at the meeting, the officials noted. The defence minister is learnt to have enquired the top military brass about their preparedness to deal with the pandemic and measures taken to protect the armed forces personnel against the respiratory disease. Defence Minister Rajnath Singh on Saturday reviewed the overall security scenario in eastern Ladakh amid the ongoing talks between India and China on the disengagement process in the high-altitude region, people familiar with the developments said. The meeting was attended by <keyword id="2556564" type="COMPANY" weightage="20" keywordseo="National-Security-Advisor-Ajit-Doval">National Security Advisor Ajit Doval</keyword>, Chief of Defence Staff <keyword id="4026063" type="PERSON" weightage="20" keywordseo="gen-bipin-rawat">Gen Bipin Rawat</keyword>, Army Chief Gen MM Naravane, Navy Chief Admiral Karambir Singh and IAF Chief Air Chief Marshal RKS Bhadauria. The sources said all important aspects of the border row with China in eastern Ladakh were discussed in great detail. The meeting also deliberated on the future course of approach in dealing with the situation, they added. The analysis comes in the wake of the assessment by the Army that the Chinese military is not serious about the resolution of the border conflict in eastern Ladakh. There has been a stalemate in the military talks as the Indian Army was strongly insisting that the Chinese side must restore the status quo ante of April this year to resolve the over three-month-old row. The Indian Army has clearly stated to the Chinese People's Liberation Army (PLA) that "shifting" of <keyword id="9262087" type="COMPANY" weightage="20" keywordseo="the-line-of-actual-control">the Line of Actual Control</keyword> is not acceptable to it, the sources said adding Chinese military is now desperately attempting to give "ex post facto strategic meaning" to its actions in eastern Ladakh. "Due to the strong response of the Indian Army, the PLA is faced with unanticipated and unintended consequences of his misadventure," said a source, adding it is looking for a "face-saving exit strategy". India and China have held several rounds of military and diplomatic talks in the last two-and-half months but no significant headway has been made in resolution of the border row in eastern Ladakh. On Thursday, the two sides held another round of diplomatic talks following which <keyword id="3049628" type="COMPANY" weightage="20" keywordseo="The-Ministry-of-External-Affairs">the Ministry of External Affairs</keyword> (MEA) said they had agreed to resolve outstanding issues in an "expeditious manner" and in accordance with the existing agreements and protocols. However, the sources said the meeting could not produce any significant outcome. The formal process of disengagement of troops began on July 6, a day after a nearly two-hour telephonic conversation between National Security Advisor <keyword id="115253" type="PERSON" weightage="20" keywordseo="Ajit-Doval">Ajit Doval</keyword> and Chinese Foreign Minister Wang Yi on ways to bring down tensions in the area. However, the process has not moved forward since mid-July. The Chinese military has pulled back from Galwan Valley and certain other friction points but the withdrawal of troops has not moved forward in Pangong Tso, Depsang and a couple of other areas, sources said. In the five rounds of corps commander-level talks, the Indian side has been insisting on complete disengagement of Chinese troops at the earliest, and immediate restoration of status quo ante in all areas of eastern Ladakh prior to April. Even as both sides have been engaged in diplomatic and military talks, the Indian Army is making elaborate preparation to maintain its current strength of troops in all key areas in eastern Ladakh in the harsh winter months. Army Chief Naravane has already conveyed to all the senior commanders of the Army, overseeing operation of the frontline formations along the LAC, to keep up a significantly high state of alertness and maintain the aggressive posturing to deal with any Chinese "misadventure", the sources said. The Army is also in the process of procuring a number of weapons, ammunition and winter gears for the frontline troops, they added. The temperature in some of the high-altitude areas along the LAC drops to minus 25 degrees Celsius in the winter months. The tension between the two sides escalated manifold after the violent clashes in Galwan Valley on June 15 in which 20 Indian Army personnel were killed. The Chinese side also suffered casualties but it is yet to give out the details. According to an American intelligence report, the number of casualties on the Chinese side was 35. Following the Galwan Valley incident, the government gave the armed forces "full freedom" to give a "befitting" response to any Chinese misadventure along the LAC. The Army sent thousands of additional troops to forward locations along the border following the deadly clashes. The IAF has also moved air defence systems as well as a sizeable number of its frontline combat jets and attack helicopters to several key air bases.

Rajnath Singh releases India's new Defence Acquisition Procedure amid India-China border dispute

Bengaluru, The <keyword id="6355100" type="COMPANY" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> has received three "made in <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword>" <keyword id="6706498" type="ORGANIZATION" weightage="20" keywordseo="Advanced-Light-Helicopters">advanced light helicopters</keyword>, customised for coastal security, from the <keyword id="86569" type="COMPANY" weightage="20" keywordseo="Hindustan-Aeronautics-Limited">Hindustan Aeronautics Limited</keyword> (HAL) on Friday. The Mark-III Advanced Light Helicopter (ALH) is meant for coastal security. Out of the 16 Mk-III helicopters, HAL delivered three to Indian <keyword id="42407" type="COMPANY" weightage="20" keywordseo="Navy">Navy</keyword> Chief Admiral Karambir Singh at Aero India. The helicopters are fully loaded multi mission helicopter is fitted with an array of advanced sensors. This will augment the Navy's responsibility for coastal security placed on it by the government after 26/11 Mumbai terror attacks that claimed the lives of 166 people and left 300 others injured. The helicopter features a full glass cockpit with HAL's Integrated Architecture Display System (IADS), more powerful "Shakti" (Safran Ardiden 1H1) <keyword id="240487" type="DOMAIN" weightage="20" keywordseo="engines">engines</keyword>, and a host of new systems. The Indian Navy had ordered 16 Mk-III to supplement its ageing and depleting fleet of Alouettes (Chetaks) - from HAL. These helicopters have come up with latest-generation avionics and role equipment. It is primarily meant for use in a shore-based role. The Mk-III ALH are also equipped with an indigenous low frequency dunking sonar (LFDS) developed by Kochi-based Naval Physical and Oceanographic Laboratory. The sonar's units are being produced by state-owned <keyword id="91484" type="COMPANY" weightage="20" keywordseo="Bharat-Electronics-Limited">Bharat Electronics Limited</keyword> with a host of sub-vendors downstream. The aircraft has also a nose-mounted surveillance radar with 270-degree coverage that can detect, classify and track multiple marine targets. 21 years since India's Kargil war victory, Defence minister pays tributes at National War Memorial

New Delhi, Apr 10 () As COVID-19 continues to spread across the world, Indian Navy Chief Admiral Karambir Singh told his personnel on Thursday that vital operational assets such as ships and submarines must remain free from the virus and the armed force is ready to assist other countries in Indian Ocean region. "The coronavirus pandemic is unprecedented and it has never been seen before. Its impact has been extraordinary across the globe, including India," he said in a video message to all Navy personnel. The danger posed by this disease is real, imminent and unprecedented, he noted. India is under a 21-day lockdown till April 14 to curb the coronavirus pandemic. "We need to double our efforts to ensure that our personnel and their families continue to remain safe...We also have to make sure that our operational assets, especially ships and submarines, remain free from the virus," Singh said. "It is a very difficult task as physical-distancing on ships and submarines is a challenge...I would also request you to wear your masks at all times," he noted. Singh listed the steps that were taken by the Indian Navy to deal with the virus such as stopping the recruitment, putting a halt on transfers and movements of sailors and officers, and changing the training set up. Around 13 lakh people have been infected globally and more than 70,000 deaths have occurred due to the virus. "These are difficult times. Many of you are separated from your families. Some personnel's parents are in villages and they need help....But I can say with satisfaction that our personnel and our community has risen to the occasion proactively," he said. "Our ships and aircraft are on standby to support the government and civil administration. We are ready to extend support not only to our country but to Indian Ocean region nations, island territories of our country," the navy chief said. The COVID-19 challenge is not over and it is only going to intensify in the days and weeks ahead, he said, adding that the Navy will be required to further augment its preparedness. Large scale disinfection of public areas, supporting movement between states, being ready to assist local law and order, preparing makeshift vehicles for medical support, establishing quick response teams that can do contact tracing of naval community as the COVID-19 positive cases rise -- these are the steps that Navy would have to take, said Singh. "We need to be ready for the worst case scenario. And to my mind, it is going to be a long battle. We have decided that once the lockdown is over, the movement of personnel will happen in a coordinated manner. We should not do the movements in rush," he said. "Entire living block was immediately put under quarantine. It has been made containment zone and Indian Naval Ship Angre too is under lockdown," said ministry source adding that all actions as per established COVID protocol are being taken. However, the official have said that there are no traces of infection on the ships and submarines. "We are really the last bastion in the national effort against the pandemic," Indian Navy chief Admiral Karambir Singh had said in his address. For the Navy, Admiral Singh said that they have taken certain measures in consonance with the government, including stoppage of recruitment and training; freeze on movements and transfers; stoppage of work, except those related to national security, health and essential services. Arun Prakash, <a href="https://www.thequint.com/voices/opinion/india-china-navy-maritime-strategy-conflict-indian-ocean-south-china-sea-trade-choke-points" target="_blank" rel="noopener">suggested</a> using that "maritime leverage" to add "weight to India's negotiating position."India has also engaged more with partners, which it has been historically cautious about doing. The Navy's annual budget allocation has<a href="https://economictimes.indiatimes.com/news/defence/navy-to-ask-centre-for-18-of-defence-budget/articleshow/71173833.cms?from=mdr"> come down from 18% to 13%</a> in the last five years, said former Navy Chief Admiral Lanba.In 2017-2018, India allocated 15% of its total military expenditure to the Navy — half of what developed countries like the US, spends. The United States spend nearly 30% while Australia and Japan spends close to 25%. It is unclear how much China spends on the military but reportedly it’s military budget is thrice that of India’s. Not only this, Indian Navy’s budget is the lowest among the three military forces. In 2019-2020 government allocated ₹23,156 crore, landing a big blow to its ambitious plan to be amongst the best in the world. The Air Force was allocated ₹39,302 crore while the Army was allocated ₹29,461.25 crore. A world-class army

 Indian Navy Chief wants to turn India “world-class” with 200 ships and 500 aircraft by 2050. They requested for at least <a href="https://www.cnbctv18.com/photos/politics/navy-day-some-key-facts-and-details-about-the-indian-navy-4812431.htm">$5.2 billion but was allocated only $2.9 billion. </a> Due to limited funding, the future of many ambitious plans remain hanging. As a result, there is a delay in launching Vikrant — a majestic aircraft carrier. It has already reduced the number of ships required to 175 from 200. In December 2018, the Navy also laid out plans to induct 56 ships and six submarines but may find it difficult to start construction — again due to low budget allocation.
