With a key focus on the micro, small and medium enterprises (<keyword id="6358354" type="ORGANIZATION" weightage="20" keywordseo="MSME">MSME</keyword>) sector, the government is now focusing on easing credit facilities available for the sector. The government is looking at resolving the issues concerning the MSMEs; especially those arising out of the credit guarantee trust fund. 
	 “MSMEs Ministry is willing to take responsibility and we have urged various other state governments for credit guarantee trust fund and we are collecting the funds to ensure that banks do not hackle entrepreneurs and instead take up the issue directly with the Ministry,” said MSME minister <keyword id="54533" type="PERSON" weightage="20" keywordseo="Kalraj-Mishra">Kalraj Mishra</keyword>. 
	 
	He added that the ministry is working towards streamlining the process of filing entrepreneurs’ memorandum (EM) through an online system. ““As filing of EM-1 and EM-2, a part of our registration process is causing problems in certification, we have given priority to self-certification and have made it operational in about 6-7 states and we are soon going to launch the same. We are also working towards fixing a deadline for procurement of NOC from concerned ministries to ensure that our small entrepreneurs do not face any difficulties,” said union minister Mishra. 
	 
	The government is also planning to start an initiative for joint skill development of labour and entrepreneurs. 
	 
	“The whole idea is for skill development of youth in the rural sector to encourage them for entrepreneurship thereby imparting training through machines by setting up incubation centres on a wide scale,” stated MSME minister Mishra. 
	 The minister also emphasized on the need for public, private partnership (<keyword id="6361580" type="COMPANY" weightage="20" keywordseo="PPP">PPP</keyword>) business model for growth and development of enterprises in this sector. He invited private sectors to make investments in skill development by setting up technical institutions. 
	 
	Currently, the sector is facing an acute shortage of skilled labour, credit availability, raw material as well as does not have access to upgraded technology.

Jaipur, Feb 9 () The Budget session of the Rajasthan Legislative Assembly will begin from Wednesday with Governor Kalraj Mishra's address, according to a statement. This will be the sixth session of the fifteenth assembly. Governor Mishra will deliver his address at 11 pm, the statement issued by the state assembly said. Jaipur, Jan 22 () The Budget session of the Rajasthan Assembly will begin on February 10, according to a statement issued here on Friday. The Raj Bhawan said Governor Kalraj Mishra gave permission for the sixth session of the current assembly from February 10 after declaring the conclusion of the fifth session on January 21. The fifth session of the assembly was adjourned sine die on November 2 after a debate over the Centre's new agriculture laws. AG RDK RDK

Jaipur, Apr 21 () Rajasthan Governor Kalraj Mishra on Tuesday expressed the need to continuously sensitise people in tribals areas about the crisis posed by the coronavirus pandemic. He said officers should remain vigilant and make people aware about the situation. They should ensure that tribals get the benefits of government schemes, he added. Mishra held a video conference with district collectors and other officials of tribal areas of the state on Tuesday. He asked them to ensure that students in these areas remain connected with the education system.The governor issued a statement saying that proper arrangements should be made so that the harvesting, procurement and sale of crops run smoothly. Jaipur, Apr 22 () Rajasthan Governor Kalraj Mishra on Wednesday urged the Muslim community to pray at home during the month of Ramzan to fight the coronavirus pandemic, a statement said.The governor held a video conference with Khadims of Ajmer Dargah and discussed ways to spread the message to the people, it said.The governor said he was heartened to learn that Khadims were guiding people to not visit mosques during Ramzan, the statement said.The governor appealed to people to stay home and maintain social distancing and celebrate the festival with simplicity, it said.The Khadims assured the governor that they will share his message among the community members, the statement said. COVID-19: Rajasthan Governor urges Muslims to pray at home during Ramzan

Jaipur, Apr 7 () Rajasthan Governor Kalraj Mishra will contribute 30 per cent of his monthly salary during the financial year 2020-21 to support the fight against coronavirus pandemic, an official said on Tuesday. According to the Raj Bhavan spokesperson, the Governor will draw only 70 per cent salary while the remaining 30 per cent will remain with the state exchequer. It will be used as an assistance to contain the spread of the deadly virus and assist relief works, he said.The Governor's secretary Subir Kumar has forwarded a letter in this regard to chief secretary D B Gupta, he added. Jaipur, Apr 23 () Rajasthan Governor Kalraj Mishra on Thursday expressed concern over the financial condition of artists due to the COVID-19 lockdown and said the central and state governments should give them work opportunities.During a video conference with the members of the Western Zone Culture Centre, the governor said in these difficult times it is necessary to provide ration and financial assistance to artists, according to a statement.He said efforts to protect artists from the adverse circumstances should be a priority.Mishra said small and medium artists were more affected by the COVID-19 lockdown and they should be registered and linked to the schemes of central and state governments.The governor suggested that the Centre and Rajasthan government should start "Artist Samruddhi Yojana" for providing them work opportunities, the statement said."Along with folk artists, financially weak classical artists, painters, sculptors, craftsmen should also be provided opportunities. A long-term plan should be made for them," the statement quoted the governor as saying.Mishra, appreciated Rajasthan government for introducing the Chief Minister's Folk Artist Incentive Scheme to protect the self-respect of artists in the state.Under the Western Region Cultural Center, there are about 12,000 artists registered from Rajasthan, Gujarat, Maharashtra, Goa, Daman and Diu, Dadar and Nagar Haveli.The officials of the Arts and Culture department of the central and state governments also attended the video conference, the statement said.  Many of these MoS-IC positions have in the past been part of the Cabinet. Piyush Goyal, for instance, gets independent charge of power, coal and new &amp; renewable energy – that's actually three Cabinet positions. Minute planning went into the ministry-making process. Nripendra Mishra, who was on Tuesday tipped as principal secretary to PM, played a key role and helped the BJP core team come up with the relatively small council of ministers. It would have been even smaller – around 35 members – if there had been agreement on a full-scale restructuring of ministries. For instance, a proposal to merge three industry ministries – heavy industry, DIPP and micro, small and medium enterprises – couldn't be implemented because it would meant sacrificing two Cabinet posts and one of MoS. 
 
 
 
 
There was another, possibly secondary, reason: The key portfolios related to manufacturing and job creation would have had to be assigned to a senior leader who may not have been as aligned to Modi's crucial reforms agenda as the Young Turks. In the Vajpayee government, the reforms process was blocked by three senior ministers – Ram Naik, Murli Manohar Joshi and Shiv Sena's Manohar Joshi. 
 
 
 
 
 
 Significantly, Nirmala Sitharaman also has additional portfolios of MoS for finance and corporate affairs under <keyword id="42575" type="PERSON" weightage="40" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> – which, in a sense, makes him 'super-minister' of finance, industry and commerce. With Sitharaman also MoS finance, other turf battles involving exporters or SEZs can be resolved more easily. 
 Also, in a bid to avoid differences between the finance ministry and the department of industrial policy and promotion related to <keyword id="44528" type="ORGANIZATION" weightage="40" keywordseo="FDI">FDI</keyword> policy and investment agreements, there could be a move to transfer DIPP to finance. 
 
 
 
With economic reforms high on Modi's checklist, there is talk of a search for a few competent officers to drive the agenda from the PMO. A secretary-rank officer handling infrastructure ministries is said to be on the cards. This will be a throwback to the Vajpayee PMO where initially N K Singh, and later S Narayan, coordinated the economic agenda of the NDA. 
 
While Modi's choice of ministers is said to have been driven primarily by considerations such as like-mindedness and efficiency, some 'social balancing' was unavoidable. Kalraj Mishra, a veteran Brahmin leader from UP, who has got the micro, small and medium enterprises portfolio, appears to have been a beneficiary of Murli Manohar Joshi's enforced absence from Cabinet.
