Speaking at the 52nd convocation and closing ceremony of centenary year celebrations of Punjab Engineering College (PEC) in Chandigarh, she said Kalpana Chawla, alumna of PEC's Aeronautical Engineering Department, became the first woman astronaut of Indian origin who created an inspiring history of self-sacrifice for science. She was happy to note that the Kalpana Chawla Chair of Geospatial Technology is established in PEC. The President said she was happy to note that PEC has provided many luminaries to the country in the fields of technology, industry, civil services, education and research, which include former Chairman of ISRO and father of experimental fluid dynamics research in India, Prof Satish Dhawan; eminent educationist and founder-Director of IIT, Delhi, Prof R.N. Dogra; an expert in Missiles Technology and Strategic Systems, Dr Satish Kumar. Addressing the graduating students, the President said as they are entering in a world of unlimited opportunities and possibilities, she has no doubt that they are capable of converting opportunities into success and possibilities into certainties. She advised them to never forget their duties towards the motherland, whatever they choose to become in their life. She said they are the builders of India of tomorrow. It is expected from them that they will use the knowledge acquired in this prestigious institution in the service of humanity too. She urged them to keep Mahatma Gandhi's message of 'Sarvodaya' in their individual priorities. She was happy to note that PEC has all these qualities. She expressed confidence that this college will continue to strive towards excellence. <ul><li><keyword id="4626895" type="PERSON" weightage="20" keywordseo="Raja-Chari">Raja Chari</keyword> was among the new astronauts who received silver pins marking their graduation at the Johnson Space Centre in Houston after two years of gruelling training. </li><li>He is the third Indian-American astronaut to join <keyword id="6360409" type="UNKNOWN" weightage="20" keywordseo="Nasa">NASA</keyword> after Kalpana Chawla and Sunita Williams. </li><li>NASA aims to put a man and a woman on the moon in 2024. </li></ul>Eleven new astronauts graduated from NASA and could go on to explore the <keyword id="8557850" type="UNKNOWN" weightage="20" keywordseo="moon-and-mars">Moon and Mars</keyword>. One of them is an Indian-American Raja Chari who underwent two years of gruelling training to receive his silver pin from the Johnson Space Centre in Houston. "We're trying to get to the moon to stay by 2024, and we have the technology to do that. We're working on getting the resources to do that, and it's gonna take a lot of work, it's not going to be easy. We won't be assigned missions for a while but in the meantime we'll be helping all around Johnson Space Centre with different offices that are working on getting us to the moon,” Raja Chari told IANS. The Artemis programme aims to put a man and a woman on the moon in 2024, establish sustainable moon missions by 2028 and ultimately send astronauts to Mars. After the selected astronauts go into space, they will exchange silver pins for gold in lines with the NASA tradition. Third Indian-American to join NASA Chari is the third Indian-American astronaut to join NASA after Kalpana Chawla and Sunita Williams. Space scientist Chawla was born in Karnal, Haryana, and immigrated to the US. She was tragically killed on her second space mission when Space Shuttle Columbia broke in 2003. She had participated in another mission on the same shuttle in 1987. Williams, a navy officer, has served as the commander of a International Space Shuttle expedition in 2012. She had been on three other missions, and one of them as flight engineer. ‘Education is privilege not a right’ NASA selected Chari for the 2017 Astronaut Candidate Class. He graduated from the US Air Force Academy with bachelor's degrees in astronautical engineering and engineering science and went on to earn a master's degree in aeronautics and astronautics from the prestigious Massachusetts Institute of Technology. Chari’s father, he says, taught him the value of education. "One thing from India that he brought with him was that school and education is a privilege, it's not a right. And that was something that was very, very much enforced in our house and we never took for granted the fact we got to go to school,” he said. The 42 year old also served the forces after he graduated from the Navy's Test Pilot School. He is also a colonel in the US Air Force and served as the commander of the 461st Flight Test Squadron and as the director of the F-35 Integrated Test Force. Meet Raja Chari, the Indian-American man who might explore the Moon or even land on Mars

Chandigarh, Apr 5 () A 58-year-old man from a village in Haryana's Karnal died of coronavirus at the Chandigarh's PGIMER on Sunday, taking the death toll in the state to two, an official said. Karnal's Chief Medical Officer Dr Ashwani Kumar said over the phone that the man tested positive for the infection on April 2. He was already suffering from diabetes and asthma, he added. Kumar said some of his family members have been kept under isolation at Kalpana Chawla Medical College in Karnal. "Three members of his family tested negative for the disease while the report of other nine is awaited," he added. Earlier on Wednesday, a 67-year-old man from Ambala had also succumbed to the infection at the PGIMER here. Haryana has so far reported 76 positive cases. SUN VSD RDKRDK

Haryana man dies in Chandigarh hospital, COVID-19 death toll rises to two in state  

Chandigarh, Apr 29 () A tuberculosis patient who was suspected of suffering from coronavirus on Wednesday jumped to death at a government-run hospital in Haryana's Panchkula, police said. Police said the man, who was around 30 years of age, jumped from the third floor of the Panchkula Civil Hospital on Wednesday evening. The hospital authorities said he had tuberculosis and was admitted there a few days, a police officer said. "The hospital authorities told us that he jumped from a window and was later declared dead by doctors," she said. The man's coronavirus test result is yet to come. A case has been registered and investigation is under way, she said. Earlier this month, a 55-year-old suspected coronavirus patient who was admitted to Karnal's Kalpana Chawla Medical College had fallen to his death from the sixth floor of the hospital while allegedly trying to escape. We'll now add improved headlines and short descriptions to some Trends, so you can get the rundown on why something's trending when you're in the Explore tab or you tap into a Trend," the company said in a tweet on Tuesday. In the coming weeks, Twitter users would see brief descriptions added to some trends as well to help add context to the trending topics. The idea is to make Twitter's Trending section feel more like a newspaper experience. Descriptions are developed by Twitter curation team and follow guidelines. Descriptions on trends will be available on twitter.com and Twitter for iOS and Android. According to the company, a combination of algorithms and the curation team determine if a Tweet represents a trend by evaluating if the Tweet is very reflective of the trend and popular. "Our algorithms are designed to identify representative Tweets that aren't potentially abusive, spam, or posted by accounts trying to take advantage of our system," Twitter said. Representative Tweets and descriptions on trends will be available in Argentina, Australia, Brazil, Canada, Colombia, Egypt, France, India, Ireland, Japan, Mexico, New Zealand, Saudi Arabia, Spain, the United Kingdom, the United Arab Emirates, and the United States. Top Twitter trends will be explained with headlines and descriptions

Chandigarh, Apr 19 () The Haryana government has decided to re-employ retired doctors on contractual basis for a year keeping in view the coronavirus outbreak. Chief Minister Manohar Lal Khattar has approved a proposal in this regard, an official statement said here on Sunday. The maximum age for applying has been fixed at 69 years and civil surgeons will be authorised to engage these doctors at their level, the statement said. Haryana has so far reported 250 coronavirus cases, which includes 24 foreigners. Earlier, the state government had decided to extend terms of government doctors and others involved in essential services, who were set to retire last month. Meanwhile, the government has granted permission to directors of government medical colleges to fill 197 vacant posts of faculty on contractual basis from the retired doctors up to the age of 70 for a year or till the regular incumbent joins, whichever is earlier for the effective management of the pandemic in the State. These medical colleges are Kalpana Chawla Government Medical College, Karnal; BPS Government Medical College, Khanpur Kalan, Sonipat; and Shaheed Hasan Khan Mewati Government Medical College, Nalhar, Nuh, a spokesman of Medical Education and Research Department said on Sunday. He said the director, PGIMS, Rohtak, has also been permitted to fill up posts on contractual basis. Recently, the Haryana government had announced to pay double salary to doctors, nurses, paramedical staff and others who are at the forefront of the fight against coronavirus. Chief Minister M L Khattar had described the doctors as "next to god" and said they are fighting this battle like soldiers and risking their lives to save humanity. Coronavirus: Haryana to hire retired doctors for one year

Chandigarh, Apr 14 () Two fresh coronavirus cases were reported from Haryana's Faridabad district, taking the total number of COVID-19 cases in the state to 184 on Tuesday, officials said.Out of total positive cases, the total number of active cases in the state is 141, the state health department's daily bulletin said, adding that 41 patients have been discharged. The state has recorded two COVID-19 related deaths.As many as 6,163 samples have been tested so far, out of which 4,591 have tested negative. However, report of 1,388 samples is awaited.Among the total coronavirus cases reported in Haryana, 10 are foreign nationals while 64 are from other states, as per the bulletin.The worst affected districts of the state with maximum number of positive cases are Nuh (45), Gurugram (32), Faridabad (33) and Palwal (29).Health Minister Anil Vij has maintained that the spike in positive cases was due to a number of Tablighi Jamaat members testing positive.He said on Tuesday that 110 of the Jamaat members had tested positive. Vij said among the Jamaat members who had recently been tracked down in the state, samples of 989 were found negative for coronavirus while report of 104 was still pending. The Minister informed that five private laboratories in the private sector had been given permission in the state to take COVID-19 samples and three of these have started functioning.He said facilities in the government sector for sample collection had been ramped up and now in addition to PGIMS Rohtak, Medical College Khanpur in Sonipat and Kalpana Chawla Medical College at Karnal, tests will also be carried out in the labs of ESI hospital at Faridabad, medical colleges at Nalhar and Agroha in Hisar and civil hospital in Panchkula. Haryana's coronavirus positive cases rise to 184; 2 fresh cases reported from Faridabad

Chandigarh, Apr 20 () The Haryana government on Monday ordered a probe after four samples reported positive for coronavirus by a private laboratory tested negative in confirmation tests done at the government centres.No samples will be given for testing to the private lab, pending outcome of the probe, Health Minister Anil Vij said.Vij said an auxiliary nurse midwife (ANM), who worked in a containment zone in Ambala, had tested positive for the infection on Saturday. Three other people too, all members of a family from Sahjadpur village near Ambala city, had also tested positive on Sunday. The samples of all the four were sent to the private laboratory for testing, he said."However, subsequently two more samples of the ANM were sent for confirmation to Kalpana Chawla Medical College at Karnal and Bhagat Phool Singh Medical College at Khanpur in Sonipat and their report came negative on Monday," said Vij."Her sample had been tested by the private laboratory," he said."Likewise, in Shezadpur, three people had been declared positive by this laboratory. When we sent their samples to the medical college at Khanpur, they tested negative," he said.Vij said he has asked the health department to bar sending any more samples for tests to the laboratory, even though it had earlier been given due permission by the government to conduct the tests, and get entire matter inquired into and if a case is made out against them, then that be registered too."I have directed the Additional Chief Secretary-Health for the probe into the matter. I have also asked him that that tests of all the people conducted by the laboratory in the state so far should be got conducted again from government labs," he said."The manner in which tests are being conducted by this laboratory has raised suspicion. If you take the example of these four patients in Ambala district, based on the earlier test report from this private lab, we sealed particular area and quarantined their contacts as well," he said. The Centre is willing to provide further borrowing flexibility to states to help break the deadlock and allow their participation in the new <keyword id="2600993" type="PERSON" weightage="20" keywordseo="GST-compensation">GST compensation</keyword> formula put on the table. Government sources said that the unconditional borrowing limit for states could be raised by another 0.5 per cent if they agree on the new GST compensation options suggested by the Centre. Under Fiscal Responsibility and Budget Management (FRBM) Act, states are allowed to borrow up to three per cent of gross state domestic product (GSDP) to bridge the fiscal deficit. An additional, two per cent borrowings with both conditional and unconditional elements has been added recently under the Atmanirbhar Bharat package. With Covid-19 inflicted revenue shortfall and rising GST compensation load, the Centre has given new options to compensate states for shortfall in their revenue due to GST switchover. The two options given by the Centre under the Atmanirbhar Bharat package allows flexibility to the states to make additional borrowings to meet their shortfall in GST compensation with the Centre repaying the states in full by levying compensation cess beyond the five year transition period that ends in June 22. While states have been asked to give their views on the compensation options suggested by the states soon, so that the new mechanism could be rolled out, some states have shown reluctance to be part of the suggested options and want that it should be the Centre that should borrow to meet compensation shortfall rather than putting the burden on states. "Centre is willing to unconditionally relax another 0.5 per cent under the FRBM window over what has already been provided under the options (while keeping the borrowing within the Atmanirbhar Bharat package limit of up to 200 basis points of GSDP) for states if they agree for the first option on GST compensation suggested by the Centre," government sources said. What this would mean that the four specific reform linked instalments of 0.25 per cent borrowing allowed under the Atmanirbhar Bharat package would be converted into just two while additional 0.5 per cent borrowing would be made unconditional. This would mean that under option one, the state will get an unconditional additional browsing limit of 1.5 per cent over the three per cent FRBM target. The first option given by the Centre over GST compensation allows states to borrow, under a special dispensation from the RBI, a sum of about Rs 97,000 crore being the shortfall calculated by the Centre that is directly on account of GST implementation. The borrowing under the first option will not be treated as debt of the state and they would also be permitted to avail full additional borrowing limits given under Atmanirbhar Bharat package unconditionally. Under the Atmanirbhar Bharat package states are allowed unconditional additional borrowing of 0.5 per cent of GSDP (over and above three per cent allowed) performance or reforms linked borrowing of one per cent in four reaches of 0.25 per cent each and an additional 0.5 per cent borrowing on completing three out of four reforms. If the states come on board with the latest offer, this would keep the overall borrowing limit of states at five per cent of GSDP but allow states flexibility to borrow unconditionally over Rs three lakh crore in FY21. On a total GST compensation need of about Rs three lakh crore in FY21, the Centre expects to collect Rs 65,000 crore from the GST compensation cess. The shortfall in GST compensation is estimated at Rs 2,35,000 which the Centre wants the states to bridge through borrowings under the two options suggested by it. But the Centre is keen that its first option is accepted as it would put a lesser burden on the market and bond yields due to extra borrowings. Government's new GST compensation formula may raise unconditional borrowing limit by 0.5%

But to challenge himself and record a unique perspective of spaceflight, Rice committed to, one day, taking photos and video of a rocket flying in front of the moon."It's been in my mind for a long time as a fantasy, because — living up here — I don't get too many launches" near home, Rice told Business Insider. "One of my favorite things to shoot is the space station transiting the moon or the sun through my telescope. So the thought of the rocket going across the moon has been on my mind. But I never thought there'd be an opportunity to do that."Yet Rice saw his chance when Northrop Grumman announced it'd fly the Cygnus NG-14 cargo resupply spaceship, dubbed the "S.S. Kalpana Chawla," from NASA's launch facility at Wallops Island, Virginia, a three-and-a-half-hour drive away. The mission was to fly 5,000 pounds of air, food, water, spacesuit parts, and scientific experiments — including a <a href="https://www.businessinsider.com/toilet-nasa-orion-spaceship-moon-mission-odor-control-problem-2020-9">$23 million titanium space-toilet prototype</a> — to the International Space Station.Photographing anything fast <a href="https://www.businessinsider.com/solar-eclipse-space-station-nasa-photos-video-2017-8">flying past the moon</a> requires a combination of luck, planning, and skill, due to the heavenly body's small relative size (roughly that of a thumbnail on an outstretched arm) and constant motion. Doing so with rockets require an excess of all three virtues, though, due to additional challenges of geography, weather, curved flight paths, and fickleness.In September, for example, nearly all orbital-class launch attempts from US soil were scrubbed. The Cygnus spacecraft launch on an Antares rocket was no different: Eighteen seconds before planned liftoff on October 1, the mission was postponed due to a ground control equipment problem, NASA said.Rice had driven out for that attempt, losing most of a day and a lot of gas money in the process. He said he wasn't sure he'd try again for the next attempt, the following day at 9:18 p.m. ET."My brother and his girlfriend were visiting from Atlanta for the week, and I'm the crazy guy who wants to abandon them at night, and go drive three hours down to maybe see a launch," Rice said.But he got in the car.He was too committed to the idea, having studied weather forecasts, researched shooting alignments and settings with specialized apps (like <a href="https://www.photoephemeris.com/" target="_blank" rel="noopener">Photographer's Ephemeris</a> and <a href="https://flightclub.io/" target="_blank" rel="noopener">Flight Club</a>), and pored over maps to stake out the perfect spot: the shoulder of a road near a corn field 3.4 miles from NASA's launch pad. From there, he calculated, the moon would be rising above the eastern horizon, to align perfectly with the rocket's path to orbit about 22 seconds after liftoff.With "a big stroke of luck," he said, he could fit the rocket's 139-foot-tall frame inside a barely waned full moon.With just 16 minutes left in the countdown, though, Rice triple-checked his location — and found himself setting up his gear thousands of feet from where he was supposed to be."I used a map to count telephone poles from intersections, since there weren't any other discernible details," he said. "But at night, it was difficult to find the right spot, and I was set up at the wrong near the wrong telephone pole ... I had to throw everything back into the car and drive down the road to the right spot and get set up again."He pulled off the road near the correct telephone pole, then put up a tripod and camera with a 300-millimeter telephoto lens he'd bought on Ebay for $20. Ten feet away, he erected another tripod with a camera, this one with a small telescope attached to it, hit the video-record button, and jogged back to his still camera.Shortly after seeing the light of the launch, he held down the camera's shutter — what he called the "spray and pray" method — in hopes of getting some frames of the rocket's journey toward space.
