During the pre-game ceremony, Ortiz caused a stir when he was addressing the crowd and announced on live television that Boston "is our f***ing city!" (see the full quote below).
Shortly after video of the incident started spreading through social media, <a href="https://twitter.com/FCC/statuses/325714412143013888">the official Twitter account of the FCC issued this statement</a>...
"David Ortiz spoke from the heart at today's Red Sox game. I stand with Big Papi and the people of Boston - Julius"
The statement was largely symbolic as the ceremony was not broadcast on network television and the FCC does not have jurisdiction over cable networks. However, the ceremony was aired on radio which would fall under the watchful eyes of the FCC. Still, the statement was well-received for its intent.
Ortiz did offer an apology after the game, saying "it just came out" and that he felt "the town needs to be pumped [up]" (<a href="http://fullcount.weei.com/sports/boston/baseball/red-sox/2013/04/21/fcc-chairman-julius-genachowski-backs-david-ortiz-after-f-bomb/?utm_source=dlvr.it&amp;utm_medium=twitter">via WEEI.com</a>).

Although the Federal Communications Commission's plan has been <a href="http://www.splatf.com/2013/02/super-wifi/">talked about for years</a>, it got a boost last week with a lobbying campaign from the tech industry. Google and <keyword id="10387" type="CITY" weightage="60" keywordseo="Microsoft">Microsoft</keyword> told the <keyword id="160638" type="ORGANIZATION" weightage="60" keywordseo="FCC">FCC</keyword> that additional public Wi-Fi would spur "millions of devices that will compose the coming <keyword id="6357247" type="PERSON" weightage="60" keywordseo="Internet">Internet</keyword> of things," a resounding early endorsement of the nascent policy proposal.
The <keyword id="27902" type="ORGANIZATION" weightage="60" keywordseo="Wireless">wireless</keyword> industry responded with a fierce and well-funded campaign to kill the proposal.
Primary <a href="http://www.washingtonpost.com/business/technology/tech-telecom-giants-take-sides-as-fcc-proposes-large-public-wifi-networks/2013/02/03/eb27d3e0-698b-11e2-ada3-d86a4806d5ee_story_1.html">adversaries</a> of the move are AT&amp;T, <keyword id="30493" type="CITY" weightage="60" keywordseo="T-mobile">T-Mobile</keyword>, Intel and Qualcomm, according to the WaPo. Cisco pleaded with the FCC last week to buyback spectrum space from broadcasters, but rather than enact this plan <a href="https://prodnet.www.neca.org/wawatch/wwpdf/12813cisco.pdf">instead auction that space</a> to commercial enterprises. 
Under the proposal, the FCC would provide free, baseline Wi-Fi access in "just about every metropolitan area and in many rural areas" using the same air wave frequencies that empower AM radio and the broadcast television spectrum.
The plan is the brainchild of FCC Chairman <a href="http://www.fcc.gov/leadership/julius-genachowski">Julius Genachowski</a> and harkens back to 1985, when the government made some unlicensed air wave frequencies available. That allowed for the development and mass production of devices like garage door openers and baby monitors that utilize slim portions of the wireless spectrum. 
Under the plan, local television stations would sell a chunk of their air wave spectrum rights to the government. Those frequencies would be used for public Wi-Fi networks. 
The plan is similar to private sector attempts to supplant wireless companies' and Internet service providers' statuses as the gatekeepers of the internet, such as Google's plans to make <a href="http://www.zdnet.com/google-as-internet-provider-wi-fi-blankets-chelsea-nyc-7000009529/">Chelsea,</a> <a href="http://www.huffingtonpost.com/2013/01/14/google-fiber-kansas-city_n_2467960.html">Kansas City</a> and parts of <a href="http://www.ci.milpitas.ca.gov/government/is/wifi_service.asp">Silicon Valley</a> connected. 
Still, the plan has emphasized a growing split between Silicon Valley and the communications industry.

Telecom Corporations Are Trying To Stop The Government From Offering Free 'Super Wi-Fi'

ADOPTION OF MOBILE PAYMENTS SLOWS IN THE U.S., PAYPAL STILL ON TOP: Growth in mobile payments adoption is tapering after a multi-year surge, a new IDC survey finds. Thirty-seven percent of U.S. consumers reported using a mobile payment method of some kind, including both mobile commerce and consumer-side payments made in stores with mobile devices. But that represented only a "relatively modest gain" in consumer adoption over the prior year. The survey found that PayPal enjoyed the highest penetration among consumers. It was used by 58% of those who reported using mobile payment methods.
Achieving adoption beyond a core of early adopters is a challenge for any new technology. As we've written in past reports, for mobile payments to achieve higher penetration into the consumer base, services must be at least as convenient as cash and credit cards, i.e. they must reach what's known as "convenience parity," but they must also provide added services, like purchase-tracking or loyalty program integration that creates added incentives for consumers to part with old payment habits. "Providers need to offer products that add value beyond the payment," says James Wester, IDC's practice director for worldwide payment strategies. JP MORGAN CHASE WILL ENTER MOBILE WALLET MARKET: Despite signs of stalled progress in attracting consumers to mobile payments, JP Morgan Chase is forging ahead with its own mobile wallet, which is scheduled for release this year. Announced in February, the wallet will use tokenization technology - one-time codes that substitute for a user's 16-digit card number to decrease fraud risk. Speaking at a media event last week, JP Morgan Chase's Gavin Michael, head of digital for consumer and community banking, said the wallet will depend on near-field communication (NFC). An open question is how Chase's app will be received by AT&amp;T, Verizon, and T-Mobile. These three U.S. carriers jointly operate their own NFC-based mobile wallet, Isis. Currently, several Chase-issued credit cards are supported by Isis. But the three carriers have proved to be tough competitors in mobile payments, occasionally restricting customer access to competing products. CARRIERS SEEK ROLE IN LONDON'S PUBLIC TRANSIT PAYMENTS SYSTEM: Mobile carriers EE and Vodafone are holding talks with Transport for London (TFL) to discuss plans to allow Londoners to pay for public transit tickets with their mobile phones. The plan would involve mobile carrier-owned apps which could be reloaded in a "pay as you go" scheme, according to the Financial Times. TFL's terminals already accept NFC-based payments from contactless cards and could accept NFC-powered mobile phone payments after software upgrades. A deal for mobile-powered access to London's transit system is significant because in other markets such as Japan, the use of mobile payments technology in the mass transit system spurred wider consumer adoption of the technology. GOOGLE WALLET NABS DOMINO'S: Google Wallet has scored a significant retail partner. Domino's announced Monday that it would integrate Google's mobile payment wallet into its Android ordering app, offering a "Pay With Google" button at checkout. The pizza giant estimates that its global digital sales reach $3 billion annually. A STARTUP SEEKS TO REDUCE CHURN FOR STRIPE USERS. Though it has yet to launch, Churn Buster aims to help online businesses reduce churn rates caused by recurring payments systems that attempt to process payment cards with expired information. It looks like the company achieves this by both emailing and calling customers when their payments cards fail to be processed in order to get updated information. And the more people know about the rules and what purpose they serve, the more they like and back them, no matter which side of the political aisle they're on."People from across the political spectrum, from the far left to the far right, can all agree: they don't want their cable company to control where they get their news and information, how they listen to music, or where they can stream videos," said Evan Greer, deputy director of Fight for the Future, an internet activist group that pushed hard for the Senate resolution.Because of that, the FCC's vote in December to get rid of its rules may eventually be seen as the last gasp of the anti-regulatory guard.<h2>Net neutrality is relatively new but it's rooted in long-standing laws</h2>To understand why a reinstatement of the net-neutrality rules is beginning to seem inevitable, you have to understand a bit about what they are and their past history.At its core, net neutrality is the principle that all data, sites, and services on the internet should be treated the same. Users should be able to access whichever site or service they'd like, without an internet provider blocking them or getting in their way - or promoting its own sites and services to the detriment of others. That makes sense to many people, because the conceptual framework underlying net neutrality is rooted in long-standing traditions, rules, and laws about how we treat companies that offer their services to the general public, particularly, telecommunications firms.<div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><img src="https://static-ssl.businessinsider.com/image/4ae5abcb0000000000f6fee1-400/michael-powell-tbi.jpg" border="0" alt="michael powell " />Michael Powell enumerated the first version of the FCC's net-neutrality protections in 2004.</div></div></div>Still, the term "net neutrality" is relatively new, only being coined in 2003. And for much of the time since then, it was something that, arguably, only computer geeks and policy wonks understood or were passionate about.Even so, as early as 2004, Michael Powell, the chairman of the Federal Communications Commission at the time, <a href="https://www.google.com/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=1&amp;ved=0ahUKEwigyd-8t43bAhUG9IMKHRx6BugQFggnMAA&amp;url=http%3A%2F%2Fapps.fcc.gov%2Fedocs_public%2Fattachmatch%2FDOC-243556A1.pdf&amp;usg=AOvVaw0JoEf8x8Kflr8wRT1_Yjtn">gave his stamp of approval to an early iteration of net neutrality</a>. Since then, the FCC - under first a Republican and then a Democratic president - made three attempts to put in place rules that would guarantee net-neutrality protections.The agency's first two efforts were overturned by a federal appeals court on the grounds that the FCC didn't ground them in its legitimate powers or authorities. So in 2015, the agency took another stab, basing its latest version of its net-neutrality rules in some of the strongest powers it has - a move that was later upheld by the same appeals court.The FCC could have walked away from net neutrality numerous times, most notably after either of its court setbacks. The fact that it didn't says a lot about how the issue went from being an obscure policy debate to a mainstream issue.<h2>Public support for net-neutrality has been building</h2>Indeed, the tide in favor of net neutrality can be seen in public engagement on the issue. In 2014, when the agency was considering a new version of the rules in response to the second court ruling against it, it <a href="https://www.theverge.com/2014/9/16/6257887/fcc-net-neutrality-3-7-million-comments-made">received millions of comments from the public</a>, making the issue by far the most commented upon matter the agency had ever considered by that time. The vast majority of those comments were in favor of the agency putting in place strong new net-neutrality rules.Last year, as the agency was considering its repeal of those rules, it received even more comments. All kinds of questions have been raised about the legitimacy of many of those comments, but one of the most detailed studies on it indicated that the agency received millions of bona fide, unique submissions - and <a href="https://www.recode.net/2017/8/30/16223210/net-neutrality-fcc-21-million-record-comments-duplicates-suspicious-data">the vast majority were in favor of keeping the rules in place</a>.<div class="KonaFilter image-container display-table float_left"><div><div class="image on-image"><img src="https://static-ssl.businessinsider.com/image/5852aa2b5124c93c2c13b55f-800/fcc-chairman-to-step-down-handing-gop-majority.jpg" border="0" alt="Federal Communications Commission (FCC) Chairman Tom Wheeler testifies before a Senate Appropriations Subcommittee hearing on Capitol Hill in Washington May 12, 2015. Four years ago, as the FCC was mulling the latest version of its net-neutrality rules, <a href="https://www.huffingtonpost.com/2014/11/14/net-neutrality-poll_n_6159604.html">just 46% of the public had heard of the term</a> "net neutrality." By the time it voted on its repeal in December, <a href="https://www.huffingtonpost.com/entry/few-americans-cheer-repeal-net-neutrality_us_5a3ea627e4b0b0e5a7a288b5">two-thirds had</a>.Regardless of whether people knew the term, <a href="https://today.yougov.com/topics/politics/articles-reports/2014/11/14/net-neutrality">there's long been broad support across the political spectrum</a> for having internet providers treat all data equally and widespread opposition to them creating so-called fast lanes for certain sites or services. And polls show support is only increasing. In December, a poll by the University of Maryland found that 83% of Americans - including 75% of Republicans - <a href="http://thehill.com/policy/technology/364528-poll-83-percent-of-voters-support-keeping-fccs-net-neutrality-rules">favored keeping the FCC's net-neutrality rules in place</a>. In a follow-up poll last month, the University of Maryland <a href="http://www.publicconsultation.org/united-states/overwhelming-bipartisan-public-opposition-to-repealing-net-neutrality-persists/">found that 86% of Americans now favor keeping the rules in place</a>. While that change was within the margin of error of both polls, the increase in Republican opposition to the repeal of the net-neutrality rules went up significantly, rising to 82%.What's remarkable about that poll is that it gave those surveyed detailed arguments on both sides of the issue before asking them to make a final <keyword id="6356002" type="UNKNOWN" weightage="60" keywordseo="opinion">opinion</keyword> about the rules. As might be expected, a majority of Republicans found the arguments for repealing them at least somewhat convincing. But they - like other groups - found the arguments for keeping the rules much more convincing.In other words, the more people - including anti-regulatory Republicans - knew about the issue, the more they supported net-neutrality.That's got to worry those who want to do away with the net neutrality rules once and for all. Because knowledge about what the principle is and what the rules seek to do is only likely to grow over time.<h2>The FCC's rules got stronger over time - in line with public support</h2>But the tide in favor of net neutrality can also be seen in the evolution of the FCC's rules. They went from being simple guidelines to being actual regulations to being rules grounded in the agency's powers under Title II of the Communications Act, which gives it all kinds of authority to regulate telecommunications companies.That move to embrace Title II was something that policymakers on both sides of the aisle resisted fiercely. Indeed, under George Bush, the FCC was determined to get internet providers out from under Title II regulations.<div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><img src="https://static-ssl.businessinsider.com/image/59caca6c5124c9446bfce254-728/us-senate-plans-to-vote-on-fcc-chairman-tenure-this-week-2017-9.jpg" border="0" alt="Ajit Pai, Chairman of the Federal Communications Commission, testifies before a Senate Appropriations Financial Services and General Government Subcommittee on Capitol Hill in Washington, U.S., June 20, 2017. In fact, in 2014, Wheeler initially appeared willing to allow broadband providers to create so-called fast lanes - a move that would undermine net neutrality - just so he wouldn't have to classify internet access as a Title II service.That position was right in line with the Beltway consensus. Republicans on the agency and in Congress, who generally oppose regulations, were dead set against reclassifying internet access as a Title II service. But <a href="https://www.theatlantic.com/politics/archive/2014/07/in-net-neutrality-push-democrats-aim-to-make-the-internet-a-utility/456897/">so too were many congressional Democrats,</a> who warned Wheeler against making that move.That he ultimately reversed course and relied on Title II to ground the new rules again shows the power of this issue and the people behind it. The flood of comments in favor of the move gave him the fortitude to make the move.<h2>The Senate resolution's prospects are dubious, but net neutrality's aren't</h2>Wednesday's move by the Senate further shows the growing wave in favor of net neutrality. Here you had the spectacle of a Republican-dominated Senate - filled with Senators whose campaign coffers have been filled with cash from the telecommunications giants - spurning those telecom interests and rebuking a Republican president's hand-picked FCC chairman little more than a year into the president's term.<div class="KonaFilter image-container display-table float_left"><div><div class="image on-image"><img src="https://static-ssl.businessinsider.com/image/55d4fd975afbd398258b4567-800/us-democratic-senator-markey-says-hell-support-iran-nuclear-deal-2015-8.jpg" border="0" alt="U.S. Senator Ed Markey (D-MA) speaks to a rally for fast food workers striking for Dollar 15 per hour wages and the right to form unions in Boston, Massachusetts August 29, 2013, REUTERS/Brian Snyder" data-mce-source="Thomson Reuters" data-mce-caption="U.S. Senator Ed Markey (D-MA) speaks to a rally for fast food workers striking for $15 per hour wages and the right to form unions in Boston" />Thomson ReutersSen. Ed Markey, D-Massachusetts, led the effort in the Senate to block the FCC's net-neutrality repeal.</div></div></div>The resolution drew the support of every single Democrat, including ones that just four years ago were cautioning Wheeler not to rely on Title II. It also drew the support of three Republicans at a time of fierce partisanship and when members opposing Trump know that opposition can be a career-ender. That doesn't happen unless people know that standing against net neutrality may be an even bigger threat to their political careers. The Senate resolution still faces long political odds. To actually stop the net-neutrality repeal from taking effect, it needs to pass the House of Representatives and be signed by the president. To date, the resolution has drawn far less than the majority support it will need in the House, and the prospects of Trump signing it and repudiating his own FCC chairman seem dim.But that doesn't mean it's impossible. There's a good chance that Democrats who haven't yet declared their support for the measure will end up voting for it, seeing it as a political winner. Sometimes they're posh events at restaurants like The French Laundry. Sometimes they're more homespun affairs at an executive's home.
These CEO dinners, it seems, are one of the tech world's open secrets. There's a regular crew, centered around Nextdoor CEO <keyword id="1778136" type="UNKNOWN" weightage="60" keywordseo="Nirav-Tolia">Nirav Tolia</keyword> and Google executive <keyword id="1722704" type="PERSON" weightage="60" keywordseo="Mike-Cassidy">Mike Cassidy</keyword>. Both Tolia and Cassidy, as it happens, have been entrepreneurs-in-residence at Benchmark Capital.
A March 2012 profile of Tolia mentions a "supper club" of influential tech figures. This appears to be the fruition of that plan.
Tolia is a veteran networker, having cofounded a less hoity-toity business-networking group, Round Zero, which flourished during the first dotcom boom. He subsequently drew scrutiny for making up an academic degree and a stint at McKinsey on his resume, which <a href="http://www.bizjournals.com/sanjose/stories/2004/07/12/daily48.html">led him to step down from his job as COO of Shopping.com</a>, a product-search company later acquired by eBay. (At the time, he had not finished the paperwork to receive his degree from Stanford; the university later conferred it.) That blot on his career history, which led him to spend a few years in exile from the tech world in the middle of the past decade, has not hurt him with Silicon Valley insiders.
Cassidy has frequently chronicled these dinners on Facebook. Regulars include Salesforce.com CEO <keyword id="361584" type="PERSON" weightage="60" keywordseo="Marc-Benioff">Marc Benioff</keyword>, PayPal cofounder Max Levchin, LinkedIn chairman Reid Hoffman, and SurveyMonkey CEO Dave Goldberg.
