However, that plan has failed. ED has started investigating all the properties owned by Kapoor including the one in Mumbai. On March 5, the Reserve Bank of India superseded Yes Bank’s board and imposed a withdrawal limit of ₹50,000 on its customers for a month. ED believes that Kapoor’s unethical and illegal practises led the bank into trouble. It arrested Rana Kapoor over charges of insider trading and money laundering last week. A Delhi Metro employee said he had to spend more time walking to the operational gate of the GTB Nagar metro station as the other gates were closed. "The gate nearer to my residence is closed. So, had to walk to gate number 5 which took extra 10 minutes," he said. Singh, who works at Shashtri Bhawan, said metro travel costs her just Rs 50 compared to Rs 350-400 spent on cab. Saurabh Roy, who boarded the metro from Jor Bagh and got down at Patel Chowk, said he entered from gate number 1 near the Lodhi Gardens. "It didn't make any sense travelling 15 minutes by foot for an 11-minute journey. Anyone facing such problems will give priority to personal vehicles over the metro," he said. The Delhi Metro resumed services in a graded manner on Monday, with elaborate measures for crowd management and ensuring hygiene to check the spread of the virus. The Yellow Line connecting Samaypur Badli and HUDA City Centre in Gurgaon was the first one to be opened. The services resumed at 7 am with strict safety and social distancing measures in place. The trains will operate in batches of four-hour each from 7-11 am in the morning and 4-8 pm in the evening. A number of passengers faced difficulty buying new smart cards or getting them recharged through cashless modes due to network issues. At a few stations, such as Central Secretariat, Chawri Bazar, and Chandni Chowk, passengers said there were hiccups while making payments for new smart cards or recharging them online due to non-availability of mobile network on the station premises. Luckshay Gupta, 28, said issues in online payment caused a minor delay during his travel from Chandni Chowk to Race Course. Rohini Bansal, 25, said she tried getting her smart card recharged online but it could not be done due to network issues. "Money got deducted from my account, but the transaction failed. I waited for 15-20 minutes at Central Secretariat metro station before I left the premises and took an auto to work," she said. Delhi Metro brings smiles back, but travel time increases with most gates remaining closed

However, his choice of loans, heady risks and illegal practices of lending against kickbacks brought the country’s fourth-largest lender under the lens of investigative agencies.  But the bank had lost much more as ₹30,000 crore worth loans went bad, and the Enforcement Directorate (ED) held him responsible. After the <a href="https://www.businessinsider.in/finance/news/yes-bank-founder-rana-kapoor-arrested-by-ed-on-charges-of-money-laundering/articleshow/74534138.cms">ED arrested him</a>, it has identified 78 shell corporations that are suspected of receiving kickbacks in exchange for loans that no other bank would touch. According to the investigation, as his depositors lost money, he became richer by ₹5,000 crore only in kickbacks. With funds routed through shell companies and benami accounts, Kapoor <a href="https://www.businessinsider.in/business/news/a-reported-list-of-rana-kapoors-assets-include-a-30-million-investment-in-uk-a-yacht-and-five-properties-in-delhi/articleshow/74594273.cms">bought hotels in New York</a> and London, bungalows in Delhi, flats in Mumbai and expensive paintings. The ED's investigation also revealed that, Kapoor who played fast and hard with rules, also failed to insulate his family from harm. The case of money laundering The saga of crony capitalism started to come to light last week when Kapoor was booked under the Prevention of Money Laundering Act (PMLA) on March 6 to look into the connection between him and Yes Bank’s bad loans.

The following day, <a href="https://www.businessinsider.in/business/news/ed-continues-questioning-yes-bank-founder-rana-kapoor/articleshow/74525680.cms">officials took Kapoor</a> back to ED’s Ballard Pier office in Mumbai. During the course of the interrogation, the agency expanded its probe to include his daughters. They allegedly own multiple companies that received kickbacks from different corporates who received loans from Yes Bank.

 The ₹600 crore kickback from DHFL One of the companies suspected by the ED of giving kickbacks to Kapoor’s companies is DHFL — <a href="https://www.businessinsider.in/finance/news/yes-bank-founder-rana-kapoor-arrested-by-ed-on-charges-of-money-laundering/articleshow/74534138.cms">accused of misappropriating funds</a> worth ₹25,000 crore, which ultimately led to its downfall. Yes Bank had doled out a loan of ₹3,750 crore directly to DHFL and another loan worth ₹750 crore to RKW Developers, a subsidiary of DHFL. However, when the real estate company defaulted on its loan, Kapoor did not initiate any action.

 The ED now suspects that his restraint was a result of <a href="https://www.businessinsider.in/business/news/ed-questions-yes-bank-founder-rana-kapoor-for-second-day-expands-raids/articleshow/74530525.cms">kickbacks to the tune of ₹600 crore</a> to Doit Urban Ventures — a dummy corporation owned by Kapoor and two of his daughters. Nearly 80 shell companies set up to receive bribes and buy bungalows Two days into the interrogation Kapoor was arrested for not cooperating with the authorities. Meanwhile, 10 teams of the CBI were involved in its <a href="https://www.businessinsider.in/business/news/yes-bank-scam-cbi-carries-out-searches-at-7-locations-in-mumbai-loc-issued/articleshow/74554915.cms">search operations</a> spread across the south Mumbai neighbourhood. The ED found that Rana Kapoor and his family had more than <a href="https://www.ndtv.com/india-news/yes-bank-crisis-probe-agency-says-rana-kapoor-along-with-his-family-owned-78-shell-companies-2194031">78 shell companies </a>set up to receive bribes and invest in properties under the radar. All of these companies were either directly under Kapoor’s control or under the control of his wife and daughters. His wife, Bindu, was the director of at least 42 companies.

 The companies allegedly invested in properties with a net worth of over ₹2,000 crore. An official told PTI that the current market value of those properties could be <a href="https://www.ndtv.com/india-news/yes-bank-crisis-probe-agency-says-rana-kapoor-along-with-his-family-owned-78-shell-companies-2194031">well above ₹5,000 crore.</a> His shady overseas properties include two luxury hotels — one in New York worth over $20 million and one in London worth nearly £30 million — two residential apartments in London valued at £15 million apiece, and a yacht. In India, Kapoor owns six bungalows in Delhi’s upscale neighbourhoods, including Jor Bagh, Hauz Khas and Kautilya Marg. Two were bought by a company called Bliss Adobe, which had Bindu as its director. The property on Amrita Shergil Marg was auctioned off by Avantha Realty when Bliss Abode picked it off the market. Coincidentally, Yes Bank’s exposure to Avantha Realty was ₹500 crore. The other house on Sardar Patel Marg was bought by the Kapoor’s shell corporation Bliss Home. ED’s investigation noted that the house was formerly owned by Vijay Mallya. ED also found that Kapoor owns six flats and a parcel of land in Mumbai and its suburbs. Priyanka Gandhi Vadhra and the painting by MF Hussain During the search of his Mumbai residence, the ED seized nearly 50 pieces of art from his home. One of the paintings — <a href="https://www.businessinsider.in/politics/india/news/congress-raises-question-over-rana-kapoors-links-with-bjp/articleshow/74544228.cms">a portrait of former prime minister Rajiv Gandhi by MF Hussain</a> — belonged to Congress leader Priyanka Gandhi Vadra. The Congress party says that the deal between Vadra and Kapoor was a transparent transaction of ₹2 crore. The payment was made through cheque and was reflected in income tax returns. However, the ED is still looking into whether the painting was Vadra’s to sell or belonged to the All India Congress Committee (AICC). It’s also looking into whether the provenance certificate — which authenticates the artwork — was signed by Vadra and under what circumstances. Can’t leave the country Kapoor and his family currently can’t leave the country. A look-out notice was also issued in their names on March 12 along with DHFL promoter Kapil Wadhawan and Dheeraj Wadhawan. Roshini, Kapoor’s youngest daughter, was stopped at the CSM International Airport in Mumbai trying to catch a flight to London. Kapoor’s arrest has been extended to March 16 during which he will be in the custody of the ED. The Central Bureau of Investigation (CBI) is also loading its guns. It has begun a probe into the Yes Bank affairs but has not elaborated on the nature of the probe. The Income Tax Department is next in line to initiate action against Kapoor and others for tax evasion and possession of alleged undeclared foreign assets. Meanwhile, the Odisha unit of the Bharatiya Janata Party (BJP) has asked for a separate probe to look into the alleged conspiracy behind the deposits of ₹545 crore of the <a href="https://www.businessinsider.in/business/news/concern-over-lord-jagannaths-rs-545-crore-in-yes-bank/articleshow/74514318.cms">Shree Jagannath Temple</a>. Money laundering, tax evasion, fraud and insider trading— the founder of India’s fourth-largest private sector bank Rana Kapoor has been accused of it all. And, the evidence against him is piling up. Buying your dream home at a locality like Vasant Vihar, Defence Colony, Jor Bagh and Golf Links in Delhi has always come with a statutory warning of burning a hole in your pocket. As per a news report by The Economic Times, while prices in Gurgaon and Noida remained static at Rs 6,500-17,000 per sq ft and Rs 5,500-8,000 per sq ft, respectively since 2013, emerging NCR locations such as Neemrana, Sohna and Delhi's-J and L zones have stolen the show. 
This study conducted by property consultancy JLL India shows, residential prices in areas of south and central Delhi has suffered a decline of 15-20% in 2013 and remained at those levels in 2014. A correction in prices was also observed in areas like West End, Shanti Niketan, Prithviraj, Aurangzeb Road and Amrita Shergill Marg, but in a lower range of 10-15%, says the report.

"The Delhi NCR market is under stress, which means that valuations remain attractive for end users. This also points to opportunities for distress sales and bargain buys for investors / buyers," says Santhosh Kumar, CEO, operations and international director, JLL India. 
 
Kumar feels sound fundamentals of the emerging locations enabled them to beat the negative trend and saw very good price appreciation. "While Neemrana has massive industrial development along with good connectivity through the NH-8, Sohna promises the next wave of industrial and residential growth in Gurgaon. Delhi's J-zone has the location advantage of South Delhi and the L-zone is in an area adjoining the upcoming Dwarka-Gurgaon Expressway." 
 
High home loan rates, liquidity crunch and lack of developer-friendly reforms have plagued the residential real estate market off-late. Delhi-NCR has been worst affected with an unsold inventory of nearly 154,000 units in 2014. 
 
In terms of months, Gurgaon has unsold inventory of 33 months and Noida of around 38 months.

Everyone wants a house in Delhi. And while buying a property in the main city has been a distant dream for many, real estate developers suggested that the property prices across the city has dipped in the past two years. 
	 
	“Residential property prices in several areas of Delhi having declined by 10-20% in 2013 and then stabilized in 2014. Fence-sitters are watching the market movements to determine if prices will slide further,” said Santhosh Kumar, international director at JLL India. 
	 
	He added, “Residential prices in established locations of South and Central Delhi such as Vasant Vihar, Defence Colony, Jor Bagh and Golf Links saw a decline of 15-20% in 2013 and remained at those levels in 2014. A correction in prices was also observed in areas like Westend, Shantiniketan, Prithviraj, Aurangzeb Road and Amrita Shergill Marg, but in a lower range of 10-15%.” 
	 However, property prices in <keyword id="6361586" type="COMPANY" weightage="20" keywordseo="Gurgaon">Gurgaon</keyword> and <keyword id="18858" type="COMPANY" weightage="20" keywordseo="Noida">Noida</keyword> remained stable last year. According to market players, the supply in this market has been more than the demand, which has resulted in excess inventory. “A bad economy made property buyers cautious in their purchases. The consumer sentiment was down coupled with high interest rates. All tthis resulted in a sluggish demand,” said Sunil Singh, a property broker in the region. In order to boost the demands, developers have been doling out heavy discounts on their projects. 
	 
	 Interestingly, the prices in areas such as Neemrana, Sohna and Delhi’s J and L zones recorded an increase of 15% to 35% last year. This is in contrary to the negative market dynamics and the stagnant property prices in Delhi and NCR. “The only exception to the appreciation observed in these locations was Yamuna Expressway, which remained stable. 	Gurgaon and Noida 
	 According to market players, <keyword id="20486" type="UNKNOWN" weightage="20" keywordseo="Golf-course">Golf course</keyword> road in Gurgaon is the next upcoming area apart from Sohna Road and Dwarka Expressway. However, in Noida, Kumar has advised property investors and home buyers to invest in projects in Noida-Greater Noida Expressway and Noida City, that are being built by developers with proven credibility. 
	 
	Delhi J and L zone 
	 
	For the ultra rich property buyers, buying or developing farmhouses or townhouses is a good option. “However, due diligence highly advised for buyers,” noted Kumar.
