I loved him, and with good cause," <a href="https://www.mirror.co.uk/news/politics/boris-johnson-affair-jennifer-arcuri-23798478">she told the Sunday Mirror</a>.</p><p>Details of a "close friendship" between Arcuri and Johnson <a href="https://www.businessinsider.com/boris-johnson-jennifer-arcuri-overruled-officials-send-trade-missions-2019-9">were first reported in 2019</a> when it was revealed that Arcuri had accompanied Johnson on three taxpayer-funded trade missions which he had led.</p><p>Arcuri <a href="https://www.businessinsider.com/tech-entrepreneur-jennifer-arcuri-admits-to-boris-johnson-affair">did not confirm the affair had taken place until October last year</a> when she said she was "not going to talk about it."</p><p>Arcuri, who set up the tech firm Innotech, also <a href="https://www.businessinsider.com/boris-johnson-iopc-investigation-police-jennifer-arcuri-relationship-2020-5">received multiple grants from public bodies</a>, which totaled more than £100,000, including one from an agency set up by Johnson. </p><p>Johnson failed to declare the potential conflict of interest despite strict City Hall code of conduct rules.</p><p>Accuri told the Sunday Mirror that Johnson was a "cowardly wet noodle" for not standing by her in the row over her presence on foreign trade trips.</p><p>The Independent Office for Police Conduct (IOPC) <a href="https://www.businessinsider.com/boris-johnson-iopc-investigation-police-jennifer-arcuri-relationship-2020-5">said in May last year there was no evidence</a> that Johnson had committed misconduct in public office by failing to declare his relationship with Arcuri.</p><p>But <a href="https://www.businessinsider.com/boris-johnson-iopc-investigation-police-jennifer-arcuri-relationship-2020-5">it said that a possible "intimate" relationship</a> between the pair could have influenced the decision by officials to send Arcuri on trade missions.</p><p>"While there was no evidence that Mr. Johnson influenced the payment of sponsorship monies or participation in trade missions, there was evidence to suggest that those officers making decisions about sponsorship monies and attendance on trade missions thought that there was a close relationship between Mr Johnson and Ms. Arcuri, and this influenced their decision-making," <a href="https://www.businessinsider.com/boris-johnson-iopc-investigation-police-jennifer-arcuri-relationship-2020-5">said IOPC's director general Michael Lockwood in a statement in May last year</a> when the decision was announced.</p><p>The Greater London Authority is <a href="https://www.businessinsider.com/boris-johnson-iopc-investigation-police-jennifer-arcuri-relationship-2020-5">currently investigating</a> whether Johnson breached part of the mayor of London's code of conduct.</p><p>Len Duvall, chair of the Greater London Authority committee, which is investigating the claims, <a href="https://www.mirror.co.uk/news/politics/boris-johnson-affair-jennifer-arcuri-23798478">told the Sunday Mirror</a>: "Our investigation will consider whether Boris Johnson conducted himself in a way that's expected from anyone in that position.</p><p>"It's important we get those answers because Londoners deserve to have their politicians held accountable."</p>

<ul class="summary-list"><li><strong>The UK's police watchdog found evidence that <keyword id="6380867" type="PERSON" weightage="60" keywordseo="boris-johnson">Boris Johnson</keyword> was in a close and possibly "intimate" relationship with the former model <keyword id="8340780" type="UNKNOWN" weightage="60" keywordseo="Jennifer-Arcuri">Jennifer Arcuri</keyword>.</strong></li><li><strong>They said that knowledge of the relationship may have influenced the decision by officers at London's City Hall to place her on foreign trips.</strong></li><li>However, the IOPC said there was no evidence Johnson had intervened to place her on the trips.</li><li>There was no criminal wrongdoing and there will not be a police investigation.</li><li><strong>Both Johnson and Arcuri have denied any wrongdoing.</strong></li></ul><p>The UK's police watchdog found evidence of a close and possibly "intimate" relationship between Boris Johnson and the tech entrepreneur Jennifer Arcuri which they believe influenced the decision to place her on foreign trips while he was mayor of London.</p><p>The Independent Office found no evidence that Johnson had personally intervened to influence the payment of sponsorship money to Arcuri and so have not recommended a police investigation into the UK prime minister.</p><p>However, they did find that officers at City Hall when Johnson was Mayor of London were influenced by the belief that Johnson was in a close relationship with Arcuri.</p><p>"While there was no evidence that Mr Johnson influenced the payment of sponsorship monies or participation in trade missions,  there was evidence to suggest that those officers making decisions about sponsorship monies and attendance on trade missions thought that there was a close relationship between Mr Johnson and Ms Arcuri, and this influenced their decision-making," Director General Michael Lockwood said in a statement.</p><p>Boris Johnson will not face a criminal investigation for misconduct.</p><p>"The IOPC's Operation Lansdowne review found no evidence indicating Mr Johnson influenced the payment of any sponsorship monies to Ms Arcuri or that he influenced or played an active part in securing her participation in trade missions," the organisation said.</p><p>However, they did find that Johnson's behaviour may have breached the Nolan principles of public life.</p><p>"Under the broader Nolan Principles of Public Life, our review suggests it would have been wise for Mr Johnson to have declared this as a conflict of interest, and a failure to do so could have constituted a breach of these broader principles contained within the GLA 2012 Code of Conduct," the organisation said.</p><p>"As this does not amount to a potential criminal offence, this is now a matter for the GLA to consider."</p><p>Johnson was <a href="https://www.businessinsider.com/boris-johnson-jennifer-arcuri-police-watchdog-misconduct-public-office-investigation-2019-9?r=US&amp;IR=TIR=T">referred last September to the Independent Office for Police Conduct</a>, to decide whether he should be investigated for the criminal offence of misconduct in public office, due to his relationship with the tech entrepreneur and former model Jennifer Arcuri.</p><p>The Greater London Authority referred Johnson, who was London's de facto police commissioner during his time as Mayor of London, to the Independent Office for Police Conduct to assess whether he misused public funds by granting public funds and access to foreign trade missions, to his close friend.</p><p>Misconduct in public office is a criminal offence with a maximum sentence of life imprisonment.</p><p>A City Hall spokesperson said at the time that "Allegations have been brought to the attention of the Monitoring Officer that Boris Johnson maintained a friendship with Jennifer Arcuri and as a result of that friendship allowed Ms Arcuri to participate in trade missions and receive sponsorship monies in circumstances when she and her companies could not have expected otherwise to receive those benefits."</p><p>"The Monitoring Officer has a statutory duty to record any conduct matters that she becomes aware of relating to the Mayor is his capacity as equivalent to Police and Crime Commissioner for Greater London."</p><p>A spokesperson for the Prime Minister said at the time that Johnson had done nothing wrong.</p><p>"The prime minister, as mayor of London, did a huge amount of work when selling our capital city around the world, beating the drum for London and the UK," they said.</p><p>The London Assembly said on Thursday that they would continue to pursue their own investigation into the former mayor's conduct.</p><p>"The IOPC was looking specifically at whether he committed a criminal offence. That's not our remit and their decision doesn't have any real bearing on our investigation, which will focus on his conduct as Mayor of London," the Chairman of the London Assembly Oversight Committee, Len Duvall, said.</p><p>"Everyone who holds public office whether you're the Mayor of London, or indeed the Prime Minister, is expected to adhere to the principles of public life – including integrity, selflessness, openness and honesty, to name a few.</p><p>"Our investigation will consider whether Boris Johnson conducted himself in a way that's expected from anyone in that position. However, were a criminal investigation to be opened into Johnson, it could potentially make the prime minister's position untenable.</p><h2>The Charlotte Edwardes scandal</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>On Sunday journalist Charlotte Edwardes wrote a piece alleging that Johnson had groped both herself and another woman at a lunch hosted by the Spectator magazine, which Johnson was at the time the editor.</p><p>"Under the table, I feel Johnson's hand on my thigh," Edwardes wrote.</p><p>"He gives it a squeeze. His hand is high up my leg and he has enough inner flesh beneath his fingers to make me sit suddenly upright.</p><p>"My mother always said: 'Wear a badge to the cinema with which to stab the wandering hands.' Increasing numbers of voters backed Labour leader Jeremy Corbyn's alternative pitch of increasing spending on public services.</p><p>Johnson's message is almost identical to May's, but arguably even less compelling.</p><p>In recent days the prime minister has claimed that parliament has passed his deal, while also simultaneously accusing them of blocking his deal, while stating that he needs to delay passing his deal, in order to hold an election, after which he can pass his deal.</p><p>This is not a particularly coherent pitch to voters, many of whom are already utterly bewildered and frustrated with the Brexit process.</p><p>By resuscitating May's failed pitch to voters, Johnson risks ending up with a similarly disappointing result to May.</p><p>However, Johnson's campaign believes there is one significant difference between now and the 2017 election.</p><h2>The Remain vote is heavily split</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div>In 2017 Labour succeeded in largely uniting anti-Brexit voters behind them. However, this coalition of support has collapsed in recent months, with younger metropolitan voters turning instead to the more explicitly anti-Brexit Liberal Democrats.<p>This means that even if Johnson performs significantly worse in voting percentage terms than May, he could still end up with a sizeable majority by virtue of the fact that pro-Remain votes are so heavily split between his opponents.</p><p>There is a big caveat to this assumption, however.</p><h2>The Remain vote is now much more efficiently distributed</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>There was a fascinating Twitter thread by one Oxford University political researcher earlier this month which suggests that Johnson's success in uniting the pro-Brexit vote may not translate into an actual lead in terms of seats.</p><p>Leonardo Carella's theory, which is illustrated with a deep graphical dive into recent electoral data, suggests that while the pro-Brexit vote in the UK is now much less efficiently distributed around the country than the pro-Remain vote.</p><p>To put it in simple terms, pro-Brexit parties appear to be competing for the same votes in the same parts of the country whereas more pro-European parties are stronger in different parts of the UK.&#xa0;</p><p>So while the split in the Remain vote may appear to benefit the Conservatives in national vote share terms, that may not fully manifest itself in terms of seats on a local level.&#xa0;</p><p>If you add to this the possibility of digitally organised tactical voting among Remain voters, and the political landscape does not look quite as advantageous to Johnson as it first appears.</p><h2>Johnson will have to gain lots of ground just to stand still</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div>This effect could be especially heightened for Johnson in certain parts of the UK.<p>Recent polls in Scotland suggest that Johnson is set to lose significant numbers of seats north of the border. Other national polls suggest the Liberal Democrats will pick up a number of seats from Johnson's party in the south of England.</p><p>This means that in order just to emerge with the same number of seats in parliament he already has, Johnson will need to make up every one of those lost seats, with additional seats taken off of Labour.&#xa0;</p><p>If Labour's national vote remains at its current level in the polls then this may well be possible. However, if Johnson hopes to regain a majority he will need to win seats off of Labour that have not been won by the Conservative party for decades, if ever.&#xa0;</p><h2>The Labour voters Johnson needs could prove too difficult to budge</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>An <a href="https://inews.co.uk/news/politics/brexit/labour-leave-voters-brexit-survey-649292">interesting poll</a> conducted earlier this month found that the sort of Labour voters Johnson needs to target are actually motivated much more by issues such as the state of public services, and cost of living, than they are by Brexit.</p><p>It is for this reason that Johnson has spent so much time in recent months touring hospitals and announcing spending increases, in a bid to attract voters in the sort of Northern Labour seats he needs to win a majority.</p><p>However, convincing these voters to back the Conservatives for the first time ever, after ten years of spending cuts under a Conservative government, may prove simply too difficult.</p><h2>Johnson's campaign could be wrecked by scandal</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>There are currently four investigations underway into <a href="https://www.businessinsider.com/boris-johnson-jennifer-arcuri-police-watchdog-misconduct-public-office-investigation-2019-9?r=US&amp;IR=T">Johnson's relationship</a> with the tech entrepreneur and former model Jennifer Arcuri.</p><p>The prime minister has been accused of wrongly giving Arcuri access to foreign trade missions and public grants, while he was mayor of London.</p><p>City Hall has yet to complete its own investigation into the issue and if more serious claims against Johnson emerge soon, then they would totally dominate the campaign and put Johnson's entire election hopes at risk.</p><p>So while Johnson remains the favourite to win an upcoming election, there remain plenty of reasons to doubt that he can pull off the sort of victory he is aiming for.</p><p class="tagline">Our Brexit Insider Facebook group is the best place for up-to-date news and <keyword id="6357018" type="DEFINITION" weightage="100" keywordseo="Analysis">analysis</keyword> about Britain's departure from the EU, direct from Business Insider's political reporters. <p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><ul class="summary-list"><li style="text-align: left;">The Conservative party's annual conference has drawn to a close with a speech from Prime Minister Boris Johnson in which he made a "fair and reasonable" request to the EU to make big concessions on Brexit.</li><li style="text-align: left;">The four-day conference was overshadowed by allegations that Johnson had groped female journalist Charlotte Edwardes in 1999, which he denied, despite also claiming he could not remember the lunch at which the incident is alleged to have happened.</li><li style="text-align: left;">The conference also saw a speech from Chancellor Sajid Javid which saw the Conservatives park their tanks on Labour's lawn by pledging to hike the minimum wage significantly.</li><li style="text-align: left;">Here is everything we learned at the conference.</li></ul><p>MANCHESTER, ENGLAND - Boris Johnson has closed the Conservative Party's annual conference with a speech in which he announced that he will present the EU with <a href="https://www.businessinsider.com/boris-johnson-submit-final-brexit-deal-offer-to-european-union-2019-10?r=US&amp;IR=T">his plans to break the Brexit deadlock</a> and secure a deal to leave the EU.</p><p>Speaking in Manchester, the prime minister said he would today be tabling "what I believe are constructive and reasonable proposals" which "provide a compromise for both sides."</p><p>However, the plan would involve customs checks on the island of Ireland, meaning they will almost certainly be rejected by the EU and by the Irish government, because such plans would likely exist in conflict with the terms of the Good Friday Agreement.</p><p>It draws to a close a conference at which a series of election-friendly policy announcements were overshadowed by allegations about Johnson's private life and his behaviour towards women behind closed-doors.</p><p>Do such allegations matter for the prime minister's election plans or will he shake them off? Will the party's policy announcements be enough to win him a majority or will he fall short? Here's everything we learned.</p><h2>Boris Johnson's personal scandals overshadowed the conference</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>Downing Street had hoped the headlines from the conference would be about its raft of spending commitments and election-friendly policy announcements.</p><p>But the <keyword id="6358883" type="UNKNOWN" weightage="100" keywordseo="politics">politics</keyword> was overshadowed by questions about his conduct. The prime minister broke his usual commitment to saying nothing about his personal life to <a href="https://www.businessinsider.com/boris-johnson-denies-groping-charlotte-edwardes-thigh-editorpectator-2019-9?r=US&amp;IR=T">flatly deny that he had groped journalist Charlotte Edwardes</a> at a Spectator lunch held in 1999, when he was the editor of the magazine. A snap YouGov poll conducted after the conference put the Conservatives on 34%, up 1 point on the previous week, indicating voters have largely made up their minds about Johnson, whose tumultuous private life has been a regular feature of British newspapers for more than two decades.</p><p>The second danger is that, now that he has gone on record to deny Edwardes' claims, he may be forced to deny any others that emerge. As Paul Waugh, the HuffPost's political editor, reported on Sunday: "I understand there are more incidents, including recent ones, that remain unreported, pending the permission of those involved."</p><p>If multiple more incidents are reported, it could well start to affect his poll ratings, and his position may even become untenable.</p><h2>The Conservatives are gunning for Labour seats</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>Many of the policy announcements made at the conference were aimed squarely at winning the support of Labour voters, especially those in Leave-voting seats who might be disillusioned with leader Jeremy Corbyn's stance on Brexit.</p><p>This explains why his government has pledged to abandon the mantra of austerity which has governed the Conservative party's approach to public finances since 2010, and which has seen big cuts made to the budgets of police forces, NHS trusts, and local councils.</p><p>Instead, the Conservatives are making big spending pledges across policy areas including more money on police, and schools, and rebuilding hospitals in Labour-Tory battlegrounds like Plymouth and Harlow.</p><p>On top of that, Chancellor Sajid Javid announced a raft of roads and bus upgrades across the country, and most significantly a £1,900-a-year hke in the minimum wage for all over-21s by 2024, a plan aimed squarely at Northern seats which will benefit more from the move, which was welcomed by left-wing think thank the IPPR.</p><p>The price of Johnson's commitment to delivering Brexit at any cost is that the Conservatives will almost certainly lose seats to the Lib Dems and Labour in Remain-voting areas. They are also likely to lose most of their seats in Scotland, where outgoing leader Ruth Davidson was credited with much of the party's success in winning 13 seats.</p><p>It remains to be seen whether his high-wire strategy of making up for those losses by winning Leave-voting Labour seats will pay off.</p><h2>Johnson is trading off of a toxic political atmosphere</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>Political debate in the UK has been a particularly fractious affair since the EU referendum in 2016. But it has reached new levels in recent weeks, culminating in what Sunday Times political editor Tim Shipman called "arguably the most toxic week in modern British politics" - one in which Boris Johnson came under attack from multiple opponents after suggesting the best way to honour the memory of murdered Labour MP Jo Cox, a Remain campaigner who was killed by a far-right activist in 2016, was to deliver Brexit.</p><p>Public hostility towards journalists, anti-Brexit politicians, and Conservatives themselves was on show throughout the conference at Manchester. One Conservative delegate arriving in the city spotted a banner hanging from a bridge which read '130,000 killed under Tory rule / Time to level the playing field', while two mannequins hung from a noose below.</p><p>And a fringe meeting of the Bruges Group, a pro-Brexit think tank, members of the audience booed and shouted "Shame on you!" after Daily Mirror political editor Pippa Crerar asked two Conservative MPs on the panel whether they thought Johnson's "invocation" of the memory of Jo Cox was "wise" or "cunning."</p><p>At the same event, Conservative MP Mark Francois read out a list of politicians who have sought to block a no-deal Brexit or called for the UK to remain in the EU, which the audience booed in turn.&#xa0;</p><p>On Tuesday Johnson's supporters were also filmed <a href="https://twitter.com/lewis_goodall/status/1179120524376580096">laughing about putting Labour leader Jeremy Corbyn</a>&#xa0;in a "noose."</p><p>In his speech, Johnson doubled down labeling the Benn act designed to prevent a no-deal Brexit "the surrender bill" and the Labour party as "communists," "Marxists," and "anti-Semites."</p><p>This aggressive approach has seen Johnson face a lot of criticism from his opponents, but so far it does not appear to be doing his election prospects much harm.</p><p class="tagline">Our Brexit Insider Facebook group is the best place for up-to-date news and analysis about Britain's departure from the EU, direct from Business Insider's political reporters.
